Abstract

Tujuan penelitian ini adalah untuk menggambarkan evaluasi kesiapan pelaksanaan program bantuan stimulan perumahan swadaya bagi masyarakat berpenghasilan rendah di Desa Ciderum Kecamatan Caringin Kabupaten Bogor. Teori yang dipakai peneliti didasarkan pada evaluasi input (masukan) dari Model Evaluasi CIPP (Context, Input, Process, Product) Stufflebeam. Penelitian ini menggunakan metode deskriptif untuk menggambarkan jawaban-jawaban yang diberikan responden dalam kuesioner, data-data yang diperoleh melalui wawancara, observasi, studi pustaka dan dokumentasi. Teknik pengambilan sampel menggunakan simple random sampling. Pengolahan data penelitian menggunakan rumus Weight Mean Score untuk memperoleh skor rerata. Hasil penelitian menunjukkan bahwa evaluasi pelaksanaan program bantuan stimulan perumahan swadaya bagi masyarakat berpenghasilan rendah di Desa Ciderum Kecamatan Caringin Kabupaten Bogor dipersepsikan baik. Penilaian baik ini dilihat dari skor rerata pada jawaban responden pegawai sebesar 3,92 yang dikategorikan baik dan masyarakat sebesar 4,01 yang dikategorikan baik. Dengan demikian, evaluasi kesiapan pelaksanaan program bantuan stimulan perumahan swadaya bagi masyarakat berpenghasilan rendah secara umum menunjukkan nilai rerata 3,97 yang dikategorikan baik, yang berarti bahwa kesiapan pelaksanaan program bantuan stimulan perumahan swadaya bagi masyarakat berpenghasilan rendah dilaksanakan dengan baik.

Abstract

The aim of this research is to find out the impact of implementation of Freedom to Learn Independent Campus Program (MBKM Program) on the Study Program of Public Administration. The main aim of MBKM Program is basically intended to give freedom for higher education institutions to be more autonomous, independent, less bureaucratic, and innovative in producing highly qualified graduates. To achieve the main aim, the implementation of MBKM Program includes eight learning activities, namely student exchange, internship/work practice, teaching assistant in the education unit, research, humanitarian project, entrepreneurship, independent study/project, and thematic field work. The Study Program of Public Administration has implemented two learning activities, namely student exchange and internship/work practice. Results of this research indicate that the implementation of MBKM Program impacts on some aspects, namely improvement of experiential learning to build hard and soft skills of students, fulfilment of learning achievement of graduate, and improvement of lecturer capacity. Moreover, this research identifies the presence of constraints on the implementation of MBKM Program in the cases of curriculum revision, redesign of academic information system, and fund problem for student.

Abstract

Micro, Small and Medium Enterprises (MSMEs) are business activities that are able to expand employment opportunities and can play a role to improve equity and income of people. Therefore, the development of MSMEs still faces various constraints that need attention from various parties, especially the government, both central and local one. This research aims to find out the capacity of local government in empowering MSMEs during COVID-19 pandemic in Sukabumi City. The capacity of local government is based on three levels, namely system level, organizational/institutional level, and individual/human resource level. Method of this research is descriptive-qualitative method by maximizing primary and secondary data. Collection of primary data uses interview and observation, meanwhile secondary data are collected by documentation. The collected data are qualitatively described. Results of this research indicate that the capacity of local government based on system level, organizational/institutional level, and individual/human resource level is needed in empowering MSMEs during COVID-19 pandemic in Sukabumi City. The capacity building of local government of Sukabumi City has been conducted but it is not optimal yet and therefore the capacity building of local government is needed to improve the contribution of MSMEs on the local economy. Abstract

Infrastructure development is an integral part of national development and the driving wheel of economic growth. Infrastructure also has an important role in strengthening national unity and unity (Bappenas: 2009). The banjarwaru, banjarwangi, and telukpinang highways are the access roads traversed by 8 villages including alternative routes for the cicurug-sukabumi area. This road is always passed by the people who headed to the city. Therefore, the benefits of this road is very important because it is often passed from the cicurug-sukabumi area due to the diversion of traffic flow so that the intensity of high road users.In this study the author uses the theory of Ridwan and Sudrajat. Quality of service is the level of incompatibility between expectations with customer desires and also the perceptions of these customers. Quality of service here can be assessed by looking at the dimensions. These dimensions include the quality of service, the ability of officials, and service convenience. During the observation to the community through the survey to direct approach with the community, most people complained that the development service to build the kecamatan should be further improved and the results of this study showed that the Quality Assessment of Service in Road Infrastructure Development in Ciawi Sub-district Bogor Regency is categorized Fair Good this is because the assessment of the quality of development services by the Subdistrict Apparatus itself and from the community assess the ability of District Officers still have to be improved in conducting the service and its implementation.Keywords: Service Quality, Infrastructure Development.

Abstract

The aim of this research is to describe the competency of human resources, namely civil servants, and the obstacles faced by the Local Office of Public Work and Spatial Planning in Bogor City. The theory of this research stems from Spencer and Spencer’s theory on competency, including five dimensions, namely knowledge, skill, trait, self-concept, and motive. The method of this research is descriptive method. The samples of this research determine 54 respondents from 117 civil servants. The data of this research is collected by using the field research (observation, interview, and questionnaire) to collect primary data and the library research to collect secondary data. The data of questionnaires is analyzed by using the Weight Mean Score formula to count the mean score. The secondary data is used to enrich the discussion of this research. The result of this research indicate the mean score of civil servant competency 4.25 included in best criteria. It means that a majority of civil servants has good competency to conduct the main task and function in order to achieve the goals of the local office. Moreover, there are still some civil servants who have not competencies, as indicated in the lack of skill certificate, formal education, and training.Keywords: Competency, Human Resource, Civil Servant.

Abstract

Penelitian ini bertujuan untuk menggambarkan partisipasi masyarakat dalam meningkatkan kualitas pelayanan pertanahan di Kabupaten Cianjur. Sejalan dengan tujuan tersebut, penelitian ini merupakan penelitian deskriptif yang digunakan sebagai metode untuk memperoleh deskripsi yang utuh dan realistis tentang partisipasi masyarakat dalam meningkatkan kualitas pelayanan pertanahan di Kabupaten Cianjur. Data penelitian dikumpulkan melalui observasi, wawancara, angket dan dokumentasi. Dalam penelitian ini, peningkatan kualitas pelayanan publik termasuk kualitas pelayanan pertanahan diperlukan untuk membangun kepercayaan masyarakat terhadap aparatur sebagai penyedia pelayanan publik dengan menjadikan partisipasi masyarakat sebagai sarana untuk melakukan perbaikan pelayanan publik. Partisipasi masyarakat dapat berupa penyampaian keluhan/pengaduan, aspirasi, pemikiran, kepentingan dan permasalahan dalam pelayanan publik. Bentuk lain partisipasi masyarakat dapat berupa menemukan informasi atau akses lainnya, inisiatif (voice/suara) dan apresiasi warga (masukan), serta mekanisme untuk terlibat dalam pengambilan keputusan. Partisipasi masyarakat dapat dikelola secara efektif dengan menyediakan sarana partisipasi, menugaskan pelaksana yang kompeten, menangani keluhan/pengaduan sebagai salah satu bentuk partisipasi masyarakat dan menindaklanjuti keluhan/pengaduan.Kata kunci: Partisipasi Masyarakat, Kabupaten Cianjur, Kualitas Pelayanan Pertanahan, Pelayanan Publik.

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui implementasi kebijakan Peraturan Wali Kota Bogor Nomor 61 Tahun 2018 tentang Pengurangan Penggunaan Kantong Plastik di Kota Bogor. Penelitian ini menggunakan teori ambiguitas-konflik implementasi kebijakan dari Richard E. Matland yang mencakup empat dimensi, yaitu ketepatan kebijakan, ketepatan pelaksana, ketepatan target, dan ketepatan lingkungan. Metode penelitian bersifat deskriptif-kualitatif. Responden penelitian adalah pegawai Bidang Tata Lingkungan Dinas Lingkungan Hidup Kota Bogor dan 19 Pusat Perbelanjaan dan Pertokoan Modern di Kota Bogor. Instrumen utama pengumpulan data adalah kuesioner, yang kemudian dibantu dengan wawancara, pengamatan dan pustaka/dokumentasi. Data yang telah dikumpulkan dianalisis dengan rumus Weight Mean Score untuk mendapatkan skor rerata. Hasil penelitian menunjukkan bahwa implementasi kebijakan pengurangan penggunaan kantong plastik di Kota Bogor adalah baik. Hal ini dapat dilihat dari penerapan program yang berjalan sesuai aturan dan angka penurunan penggunaan kantong plastik yang signifikan. Implementasi kebijakan peraturan ini menunjukkan administrative implementation, dimana terdapat tingkat ambiguitas yang rendah dan tingkat konflik yang rendah di antara pelaksana kebijakan, sasaran kebijakan dan masyarakat pengguna. Namun ditemukan masih sangat rendahnya pemahaman masyarakat mengenai lingkungan. Kata kunci: Kota Bogor, Pengurangan Penggunaan Kantong Plastik, Implementasi Kebijakan, Pusat Perbelanjaan dan Pertokoan Modern.

Abstract

Dinas Perhubungan Kota Bogor merupakan suatu organisasi yang berfungsi untuk menyelenggarakan pelayanan publik di bidang lalu lintas angkutan jalan. Salah satu program Dinas Perhubungan Kota Bogor adalah pelayanan pengujian kendaraan bermotor jenis angkutan barang. Tujuan dari penelitian ini adalah (1) untuk menganalisis kualitas pelayanan pengujian kendaraan bermotor jenis angkutan barang Dinas Perhubungan Kota Bogor, (2) untuk mengetahui faktor-faktor yang dapat mempengaruhi kualitas pelayanan pengujian kendaraan bermotor jenis angkutan barang Dinas Perhubungan Kota Bogor, dan (3) untuk mengetahui usaha-usaha yang dilakukan oleh Dinas Perhubungan dalam meningkatkan kualitas pelayanan pengujian kendaraan bermotor jenis angkutan barang. Teori yang digunakan dalam menganalisis kualitas pelayanan adalah teori kualitas pelayanan Parasuraman, yang mencakup 5 dimensi, yaitu tangibles, reliability, responsiveness, assurance, dan empathy. Metode penelitian yang digunakan adalah metode deskriptif kuantitatif dengan menggunakan kuesioner/angket sebagai instrumen utama dalam pengumpulan data. Hasil penelitian menyimpulkan bahwa dimensi tangibles memperoleh skor 4,35 yang dikategorikan sangat baik. Dimensi reliability memperoleh skor 4,12 yang dikategorikan baik. Dimensi responsiveness memperoleh skor 4,51 yang dikategorikan sangat baik. Dimensi assurance memperoleh skor 4,30 yang dikategorikan sangat baik. Dimensi empathy memperoleh skor 4,28 yang dikategorikan sangat baik. Dengan demikian, kualitas pelayanan pengujian kendaraan bermotor jenis angkutan barang Dinas Perhubungan Kota Bogor secara umum memperoleh skor 4,31 yang dikategorikan sangat baik.

Abstract

For a university there is important to find out the effectiveness and to describe the implementation of freedom to learn independent campus (MBKM) policy in order to continually improve. Based on the perspective of evidence-based policy, the survey is conducted to obtain the evidences of two implementers of MBKM policy, namely provider (lecturer and administrative staff) and user (student). From provider’s perspective, results of the survey indicate the high level of provider’s involvement in implementing MBKM, starting from contribution to prepare MBKM through discussion/meeting/workshop to actively motivating students to participate in MBKM. The implementation of MBKM policy positively impacts on both student learning, improving student hard and soft skills, and improving lecturer capacity. From user’s perspective, results of the survey indicate student’s evaluation that the off-campus learning positively impacts on improving competence and widening perspective of student. The student also evaluates MBKM program in accordance with the need of graduate at future and the improvement of student soft skill. However, the survey identifies three main constraints in implementing MBKM policy, namely curriculum revision, redesign of academic information system, and fund problem for student.
