Abstract

Abstract: Recently, many planners apply collaborative planning theory in planning involving two or more parties, such as between government, private and community, including in the inter-region cooperation. However, the theory has rarely been used to explain the interaction between regions in city border area, especially in the cases in Indonesia. This article discusses the case of cross-border service of water supply of the Local Water Company (PDAM-Perusahaan Daerah Air Minum) of Surakarta City into the urban border area of Sukoharjo Regency, based on collaborative planning theory. This article is written based on results of the research on the case using case study research method. The discussion concludes that the approach of collaborative planning theory used on the case is cooperative-accommodation approach. It is because PDAM of Surakarta City accommodate the cross-border region service as a reciprocal policy, as most of their water inputs come from their neighboring regions. In general, such an approach is in accordance with the need of the interacting regions, which one region needs supporting service to meet the need of their communities in water service, and another can fulfill the need based on its capacity. In this case, the concerned technical agencies, PDAM of every region interact each other directly in providing the service. The important thing, the interaction is in line with the prevailing cross-border region bureaucratic regulations and does not infringe the autonomy of every region.Keywords: city border area, collaborative planning, cross-border water supply, Surakarta

Abstract

Kawasan perbatasan merupakan kawasan permeabel yang mudah terpengaruh oleh kewenangan,  kebijakan, dan kepentingan dari dua atau lebih kawasan perbatasan. Dalam hal ini  termasuk  tentang pelayanan sarana publik. Pemanfaatan sarana publik lintas batas dapat terjadi karena berbagai alasan yang melatarbelakanginya. Demikian juga fenomena yang terjadi di Pasar Harjodaksino yang terletak di kawasan perbatasan Kota Surakarta dengan Kabupaten Sukoharjo. Pedagang yang berjualan di Pasar Harjodaksino tidak hanya berasal dari Kota Surakarta saja, tetapi juga dari Kabupaten Sukoharjo, khususnya Kecamatan Grogol. Untuk itu, fenomena tersebut sangat menarik untuk diteliti lebih jauh. Berdasarkan uraian tersebut, dirumuskan pertanyaan penelitian yaitu bagaimana pelayanan Pasar Harjodaksino di kawasan perbatasan kota dan mengapa terjadi pelayanan lintas batas. Untuk itu, penelitian ini bertujuan untuk mendeskripsikan  pelayanan Pasar Harjodaksino yang terletak di kawasan perbatasan tersebut. Untuk mencapai tujuan penelitian, metode yang digunakan adalah pendekatan kualitatif dengan strategi penelitian analisis studi kasus, sedangkan untuk metode pengumpulan data dilakukan dengan observasi lapangan dan wawancara. Selanjutnya informasi tersebut dianalisis dengan menggunakan metode analisis isi (content) dan dilanjutkan dengan analisis tematik. Kesimpulan dari temuan penelitian di atas adalah Pasar Harjodaksino yang dikelola oleh Pemerintah Kota Surakarta merupakan pasar lintas daerah yang melayani Kota Surakarta dan sekitarnya karena didukung oleh sifat pengelolaan yang permisif, sarana prasarana yang memadai, dan akses yang mudah.

Abstract

Kontribusi pendapatan retribusi pasar terhadap penerimaan retribusi daerah Kota Salatiga cenderung menurun dari 26,35% pada tahun 2009 menjadi 17,70% pada tahun 2013. Beberapa bangunan pasar tradisional juga masih belum berfungsi optimal. Penelitian ini bertujuan untuk mengetahui kinerja pengelolaan pasar tradisional di Kota Salatiga dan menganalisis faktor penyebabnya, dengan menggunakan pendekatan deskriptif kuantitatif. Pengukuran kinerja menggunakan konsep Balanced Scorecard yaitu berdasarkan aspek finansial dan non finansial. Analisis tingkat kepentingan dan kinerja digunakan untuk mengetahui kesenjangan, tingkat kepentingan, kinerja dan kapasitas organisasi pengelola pasar tradisional di Kota Salatiga. Hasil akhir penelitian menunjukkan skor kinerja perspektif pertumbuhan dan pembelajaran sebesar 70,6%, proses internal 60,87%, finansial/keuangan 62,06%, kepuasan pelanggan internal 65,02% dan kepuasan pelanggan eksternal 55,58% diperoleh rata-rata sebesar 62,826% sehingga dapat disimpulkan kinerja pengelolaan pasar tradisional di Kota Salatiga masih kurang baik. Sebanyak 61% pedagang dan 90% pengunjung menyatakan belum nyaman dan belum puas dengan kondisi pasar tradisional. Faktor penyebab masih rendahnya kinerja pengelolaan pasar adalah belum terbentuk budaya kerja yang mampu meningkatkan motivasi pegawai, minimnya ketersediaan dan pemeliharaan sarana prasarana kerja, mekanisme kerja yang belum jelas dan belum dipahami seluruh pegawai, minimya motivasi dari pimpinan kepada pegawai pengelola pasar dan keuangan belum efisien..

Abstract

This paper aims to understand the role of urbanization to street vendors emerging. In the case of Semarang, more than 54% Semarang’s street vendors come from its hinterlands. These sectors turn to development dichotomy that have a positive and negative impact. Positively, this area becomes resilience economy people. In the negative side, more than 60% vendors make their stall in the public space. This research used a mix-method approach taking 271 samples, Focus Group Discussion (FGD) and in deep interviews. From this study, it can be concluded that urbanization had led to the outbreak of street vendors through (1) rural-urban migration, and (2) the social change as a result of gentrification. Working as street vendors turned out to be an alternative way of life to adapt to global economic uncertainty. Also, there are 71.6% of street vendors open their stalls in 2003-2009, or about 6-7 years after the monetary crisis (1997). It shows that the financial crisis is not the primary trigger for the outbreak of street vendors. Another interesting finding is that there is a new phenomenon in the form of the intervention of the middle class who took part in this business.

Abstract

The study examines the gap between expectations and realization of PAMSIMAS (Program`Air Minum dan Sanitasi Berbasis Masyarakat – Community Based Drinking Water and Sanitation Program) in Simpur District, Hulu Sungai Selatan Regency in Borneo, which has been implemented starting in 2008 in three villages, namely Garunggung, Ulin and Pantai Ulin. However, Garunggung and Ulin have also received Village Incentive Grant (Hibah Insentif Desa – HID) from the government, and Pantai Ulin has not. The study focuses on the level of participation of the people, comparing the villages having received the HID and those not. The study found differences in planning, implementation, as well as operation and maintenance of the PAMSIMAS in the villages having received HID and those not. For example the study found differences in planning in terms of interference from stakeholders and accommodation of interests. Education and occupation have become the dominant factor affecting participation level. Education influences knowledge and awareness, while occupation, having close connection to income, influences the availability of time to participate.

Abstract

Market waste is one waste generation from commercial areas that influence the municipal waste generation. Thus it is necessary to manage effectively and efficiently in order to be sustainable in environmental, social and economical. Talang market is one of the traditional markets in Solok Regency which has an area of ± 3.30 Ha, is the largest and most crowded market in Solok Regency. This market operates every Wednesday with 420 merchants. The problem is there is still a lot of waste disposed in the open air, not all of them be transported to landfill. In addition, there is still a lot of waste scattered in the corners of kiosks and market hallway after the market operates. The purpose of this study is to examine the performance and factors that influence the performance of waste management services based on the opinion of traders and market managers in Talang Market, Gunung Talang District, Solok Regency. This research uses descriptive statistical method with quantitative approach. Analyze technique is done by scoring and factor analysis with tangible variable, reliability, responsiveness, assurance, empathy, finance, social and environment with 208 respondents. The result of this research is the performance of waste management service of Talang Market has bad category with the score of 2.58 in range interval 2-2,667. The main factors affecting the performance are operational technical factors. Other important factors are financing factor and service quality, service effectiveness factor, individual role factor, personnel quality factor, service guarantee factor and waste minimization factor at source. Recommendation from the research that is in according with the main factors as well as the less and poor performance that is required optimization of transportation, transfer, collection, warehousing, the ability of personnel and increase the participation of individuals in waste management.

Abstract

Pertumbuhan populasi penduduk di Kabupaten Mempawah berimplikasi pada meningkatnya kebutuhan air bersih. Perusahaan Daerah Air Minum (PDAM) merupakan badan usaha yang diberi kewenangan oleh pemerintah daerah kabupaten mempawah dalam memberi pelayanan penyediaan air bersih. sejauh ini kinerja pelayanan PDAM Kabupaten Mempawah belum optimal, ini dapat dilihat dari beberapa permasalahan antara lain, Cakupan pelayanan pada tahun 2016 masih sangat rendah yakni sebesar 9,55% dari jumlah penduduk yang ada, kualitas dan kontinuitas air yang buruk serta masih terdapat keluhan salah satunya terkait peneraan meter air. Tujuan dari penelitian ini adalah untuk mengetahui kinerja pelayanan PDAM Mempawah dan faktor-faktor yang mempengaruhi kinerja pelayanan berdasarkan kepuasan pelanggan. Penelitian ini menggunakan pendekatan kuantitatif, teknik analisis dilakukan dengan skoring dan analisis faktor, sedangkan Teknik pengumpulan data yang digunakan adalah stratified proportionate random sampling dengan jumlah sampel sebanyak 370 responden. Dalam menentukan tingkat kinerja pelayanan akan digunakan beberapa kriteria antara lain, tingkat Kinerja sangat rendah (I < 3,33); kinerja rendah (3,33 ≤ I < 3,65); kinerja sedang (3,65 ≤ I < 3,97); dan kinerja tinggi (I ≥ 3,97). Berdasarkan kriteria ini dapat disimpulkan bahwa tingkat kinerja pelayanan PDAM Kabupaten Mempawah berdasarkan kepuasan pelanggan masuk dalam kategori tingkat kinerja sedang dengan skor 3,65. Kemudian berdasarkan analisis faktor teridentifikasi bahwa faktor Sikap dan kemampuan Komunikasi petugas serta Ketepatan Waktu Penyelenggaraan pelayanan merupakan faktor utama yang mempengaruhi kepuasan pelanggan dengan prosentase nilai pengaruh sebesar 40,12 %.

Abstract

Kabupaten Belu merupakan salah satu kabupaten di Provinsi NTT yang berbatasan darat langsung dengan Negara RDTL sepanjang 126 KM dan terdapat 2 pintu resmi sebagai pintu gerbang di perbatasan RI-RDTL yaitu Motaain dan Turiskain. Terbukanya akses PLBN secara formal dan pengembangan PLBN Motaain yang didukung dengan konektivitas dan aksesbilitas yang semakin baik ke kawasan perbatasan berdampak terhadap meningkatnya kegiatan perdagangan di sekitar kawasan tersebut. Dengan melihat kondisi ini, perlu dilakukan penelitian untuk mengkaji dampak pengembangan PLBN Motaain ini terhadap kegiatan perdagangan. Pendekatan penelitian ini menggunakan metode kualitatif yang bersifat nonnumerik atau data tidak dalam bentuk angka. Adapun sifat yang digunakan dalam metode ini berupa deskriptif dan merupakan uraian-uraian yang menjelaskan keadaan dilapangan. Model penelitian yang dipilih adalah studi kasus dengan bentuk intrinsic yang bertujuan untuk memahami secara lebih baik dan mendalam tentang suatu kasus tertentu. Hasil kajian dari kondisi perdagangan di kawasan perbatasan Motaain sebelum dan sesudah serta dampak pengembangan PLBN Motaain terhadap kegiatan perdagangan, disimpulkan bahwa terjadi perubahan pada kegiatan perdagangan di kawasan perbatasan Motaain yang berkaitan dengan pelaku perdagangan, alur perdagangan, jenis dan jumlah fasilitas perdagangan yang berdampak juga pada biaya perdagangan, intensitas kegiatan perdagangan, pendapatan perkapita dan berdampak pada pertumbuhan ekonomi dalam skala mikro, mezo dan makro.

Abstract

The phenomenon of the efficient use of water resources, especially with regard to institutional models of Muncul water resources in Banyumanik Subdistrict, Semarang Regency. This is not only caused by the exploitation of water resources by certain parties, then the increase of population, the scarcity of water allocation, and abssortion land reduced. However due to a fact that the regions that have a wealth of water resources has a large degree of coordination between stakeholders is still low and pay attention to the side of sustainability, while welfare their local community is still low. So it needed a formula appropriate institutional model in order for the utilization of Muncul water resources can continue to be used. The research method used  descriptive qualitative methods. The analysis is used are the analysis of the institutional forms, interaction mechanism, things that affect the institutional utilization and analysis of the institutional model of Muncul water resource utilization in Banyumanik Subdistrict, Semarang Regency. Conclusion of this research is because of the the overlap of responsibilities between stakeholders, the form of a cooperation agreement which has not legal laws, the high use of individual water sources during the dry season so that the discharge water is reduced, the lack of community awareness in maintaining sustainability of water resources comes up, the interaction is still shaped the forum coordination and negatively impact for local people it needs to be seriously considered the development of the institutional model of the whole of the relevant parties both Governments, the private and the public to support and facilitate efforts for tackling the problems institutional of Muncul water resource utilization.
