Abstract

Sedimentasi berpengaruh terhadap operasional dan umur berfungsinya waduk. Kapasitas tampung waduk akan berkurang dengan adanya sedimentasi. Untuk mengetahui perkembangan sedimentasi perlu dilakukan penelitian. Metode penelitian yang digunakan yaitu membandingkan hasil pengukuran elevasi dasar waduk dengan alat Echosounding. Dari penelitian ini didapat laju sedimentasi di Waduk Cacaban antara tahun 1989 dan 2002 sebesar 4,25106 m3/tahun atau rata-rata4,68 cmltahun, Dan Kapasitas waduk berkurang dari 57,23 106 m3 menjadi 52,98106 juta m3.Kata Kunci: Sedimentasi, Kapasitas, Waduk Cacaban, Echosounding, Operasional

Abstract

Tanjung Emas Port was inaugurated by the government in 1985 and became the main entrance of export and import goods to and from Semarang. So many big companies are building their factories in this area. There is even an industrial estate called Tanjung Emas Processing Zone (TEPZ) which some companies enter in bonded zone. Yet this port faces an ever-present problem, namely rob coming from tidal water and also a continuous decline in soil surface. In order to protect the various port facilities, it is necessary to create a robust flood handling system that is economical, efficient and accurate. The aim of this research is to get the result of handling of inundation based on value engineering analysis and the best stakeholder expectation. Value engineering research approach is directed to the analysis of a function that is a way to get or know the functions that are not needed. The function is presented in the comparison of Cost and Worth. VE analysis in this study was conducted by comparing the handling of rob disasters between polder systems with road elevation. Analytical techniques used include information stage, functional analysis phase, creative phase, evaluation phase, development stage and presentation stage. Abstract

The Banger Polder Poject is a twinning project in which Indoensian authorities and Dutch parties work together to realize a polder system and an organization to operate and maintain this system in the Banger area in Semarang, Indonesia.( BPP, SIMA). Banger polder system is a part of the drainage system in the Middle Semarang area consisting of 524 ha which is made as a flood catchment area. This study aims to determine an appropriate concept to apply the taxation system for maintenence of the Banger Polder Project in accordance with the socio-economic conditions of Indonesian culture. The study focus on the implementation of the system of taxation in the case of ground water extraction. Most of Inhabitants Semarang are located in the lowlands take advantage of this by making the ground water wells dug (shallow) with an average depth of 3-18 m. The study use quantitative method to express the data in numbers and analysis SWOT method. In the study, the Netherlands (Water Board) was chosen as an example of implementation taxation in the field of water. So that, the goverment of Semarang can make some new rules or regulations in Taxation System.Keywords: Banger Polder, Flood, Taxation sytem, Underground water.

Abstract

Embungkalimati was a water building which utilize the stream water remains. Embung is located in Bapangan village, Jepara district. Embung establishment is functionate to supply people needs of water sources. Embungkalimati has 280 m of length with depth excavation upstream between 4,80 m and downstream about 2,60 m with wide of pool storage 22.950 m2. Embungkalimati could save 115.890 m3 of water volume. The capacity of water storage is 107.000m3. this study is purpose to calculate the costs of embung’s establishment, to find out the benefits and analixing the economic feasibility. Economic feasibility is calculated by comparing the benefits and the costs of benefits and costs rasio (B/C). The result of this study found that the costs of establishment is Rp 21.964.132.000,00. The calculate of the costs based on the price tag of water is B/C>1, it can be obtained the costs water Rp2.280/m3 for B/C 1,07, IRR 11%, the sensitivity is increase up to 10% and the benefits decrease up to 10% which is can be said that it was impact to the value of the costs and benefits. The Payback Period is still the same with the 8th year. So, it can be concluded that the project of Embungkalimati’s establishment project was appropriate for economics. Abstract

Sanitation and waste water become an important issue, as population growth. It is estimated that in the next 2025, almost 68.3% of Indonesians inhabit urban areas. Population access to the basic infrastructure of settlements is influenced by aspects of health, environment, socio-cultural education and poverty. Community-Based Environmental Sanitation (SLBM) is one of the sub areas of DAK in the Infrastructure Sector, sourced from the State Budget (APBN) provided to finance sanitation and wastewater activities in regional affairs and become a national priority. Through this research to get: 1) evaluation of program policy toward implementation performance of SLBM, 2) factors influencing performance of SLBM program implementation, 3) dominant factor influencing to SLBM implementation. The research used qualitative quantitative method of quantitative with multiple linear regression analysis. Regression model formed Y = 0.966 + 0.093 X1 + 0.207 X2 + 0.190 X3 + 0.191 X4 + 0.097 X5, where the value of F arithmetic is 36.159 with a significance level of 0.000. The significance level obtained is 0.000 <0.05 so that the regression model is considered feasible to predict the dependent variable (Y) based on the independent variables. Of the five variables tested, community assistance with the coefficient of determination is 32.9% is the dominant variable that affects the success of program implementation performance. The aspect of participation is so important to support the success rate in the development and development of sanitation, therefore the cooperation of all parties between the government and the Sanitation Working Group, the community and all parties is expected to be sustainable. Abstract

Tanjung Emas Port is located in Semarang City which is the Capital of Central Java Province. Port of Tanjung Emas has a very vital role in supporting the economy of Central Java and surrounding areas as the entrance and exit of goods both regionally and internationally. But the problem of inundation, especially in the port of Tanjung Emas Semarang is a routine problem that can not be resolved and become a scourge for the port service user in the port. The purpose of this research is to know the management of polder system to handle flood disaster in Port of Tanjung Emas Port Semarang both from operational aspect and its maintenance and also evaluate polder system performance as flood / rob disaster management system. This study is a case study, which is to investigate in depth about flood / rob handling system using polder system. The approach method used in this research is descriptive method. Respondents of this research are the parties in the port area that is the manager (PT Pelindo III), port and port hydrological experts both the workers and the harbor. Abstract

The result of climate change and land subsidence, several cities and communities located in on the north coast of Java faces flooding on a daily basis. The biggest impact of climate change is that bigger peak values in runoff water from higher lands are measured, tidal movements from the Java Sea effects the land more because of sea level rise and the lower surface level. Problems accrue during raining season. Many measurements have already been taken to protect the land from flooding in Indonesia. For example, dikes are built, pumps are installed and retentions areas are appointed. In the Netherlands the “water assessment” is introduced, which ensures that water management objectives are taken into considerations in relevant spatial planning procedures/ decisions of the central government, province and municipalities. The main focus for this research was to improve the legislation on spatial planning and the procedures at locale scale, which are related in the field of water management. The relevant legislation and procedures are used to derive what the opportunities and limitations are, to implement a kind of water assessment. The final results are two basic concepts which could be used in the context of the Banger Pilot Polder Project in East-Semarang (Jawa Tengah, Indonesia). Nevertheless, the legislation and regulation are mostly similar everywhere in Indonesia. This article and the results can also give an indication of the possibilities for other municipalities and water managers.Keys Words: Water Management, Planning Procedure, Legislation

Abstract

The drainage system is one of the most important urban infrastructure. Management quality of a city is reflected in the drainage system quality of the city. To ensure the sustainability of the drainage system, we need a system of drainage management that involves all stakeholders, including the people who reside in it. This study was conducted to determine the organization of the management of the drainage system in the Netherlands, France and Indonesia. Data collected through interviews with the parties related to the management of the drainage system in Indonesia as well as from the literature. There are three models of organization in the drainage system management which is organizations model of government-based, organization model of community-based and organization model of stakeholders-based. In general, the drainage system management in France and the Netherlands is organization model of stakeholders-based, whereas in Indonesia using organizations model of government-based and community-based. Organizations of drainage system management has a very important role, and therefore must involve competent personnel and supported by regulation and sufficient authority. Increased community participation and partnerships between government, private and community must be continued, particularly in terms of maintenance and management of the construction of drainage infrastructure and facilities that have been built.Keywords: organization model, management, drainage system

Abstract

Abstract: Pekerjaan rehabilitasi saluran sekunder D.I Sidorejo menggunakan model pracetak dengan desain sambungan (male-female) empat sisi. Namun, pelaksanaan dilapangan pemasangan model ini mengalami kesulitan, membutuhkan waktu lebih lama dan kurang efisien. Tujuan studi ini adalah mengetahui Efisiensi Penggunaan Lining Precast Dengan Desain Sambungan (Male-Female) Dua Sisi Pada Pekerjaan Rehabilitasi Saluran Sekunder D.I Sidorejo. Bentuk penelitian ini adalah studi kasus, yaitu pada saluran irigasi sekunder di D.I Sidorejo Kabupaten Grobogan. Alat analisis yang digunakan adalah uji efisiensi. Hasil dari penelitian ini menunjukkan bahwa pemasangan lining precast empat sisi memiliki efisiensi 80% sedangkan lining precast dua sisi memiliki efisiensi 100% baik dari sisi waktu pemasangan maupun kapasitas pemasangan. Selain itu biaya pemasangan lining precast dua sisi lebih murah dibandingkan dengan empat sisi dengan selisih biaya pemasangan sebesar Rp 60.480.000 dengan efisiensi sebesar 80%. Keywords: D.I Sidorejo; Dua sisi; Efisiensi; Lining precast;

Abstract

Abstract: Flooding problem still become serious problem in subdistrict Wonokerto of Pekalongan regency. There are six rivers that have the potential caused flooding in setelment area. In this research, the researcher wanted to do hydrological simulation at six rivers in Wonokerto. The hydrological simulation is done by calculating the inflow in the river in the form of flood discharge hydrograph design with nakayasu method, and evaluate the capacity of river catchment to flood discharge. Based the results research on six rivers, it is known that the river capacity is not able to accommodate the flood discharge when enters the river. The River water are also known  unable to flow by gravity caused of rob dikes that isolated the river water to flow into the sea, therefore to prevent overflow in the river needs and to prevent overflow and to control the river water level a pumping in rivers.Keywords: Hydrological Simulation, River Flood Control, Storage Evaluation, Pumping
