Abstract

This study aims to examine and analyze determinants factors of implementation of gender mainstreaming in the appointment of structural officials policy in the South Sulawesi Province governmental bureaucracy structures. Through the qualitative research research and case study approach, the research was conducted in the Provincial Government institution on Education Affairs. As the result, the appointment of structural officials position show that there are two factors that determine the gender mainstreaming policies in the structural appointment process. Those are the internal factors and external factors. The Internal factors that had influence implementation of gender mainstreaming policies based this research findings are the resources, implementing organizations, communication, coordination and implementing commitment, and support of bureaucratic structures factors.  On the other hand, the external factors are includes: social political influence, cultural influences and bureaucratic characteristics, and policy design support.

Abstract

This article examines the comparison of the use of social capital owned by Appi in the election of candidates for mayor election of Makassar in the 2018 and 2020. The capitalwhich is identified in this study is Appi's network as part of the big family of the Bosowa Corporation and the Kalla Group, as well as a businessman who has an extensive business network. In analyzing the capital, the research use a qualitative approach with a descriptive method, which describes and compares how Appi as a candidate uses his social capital to gain voters in two different elections. This study was conducted by collecting data through electronic media, scientific documents, and purposive interviews. The results showed that there were differences in the use of social capital. Appi is able to maximize the use of network capital in the 2020 elections compared to the 2018 Makassar elections. The use of social capital was carried out by placing his network capital as the main basis for his winning team. The capital has an impact on team solidarity and it proves the effectiveness of network capital of Appi as an entrepreneur and also a relative of the Bosowa and Kalla Group extended families.

Abstract

A common problem that is usually found in the election process is updating the voters’ data. It is a very crucial stage because it is related to the citizens' voting rights. This article looks at how the performance of the General Election Commission of Makassar city (KPU Kota Makassar) in protecting citizens' voting rights during COVID-19 crisis. The research used descriptive research with a qualitative approach. The results of the study indicate that the commission had carried out its duties in the process of updating voters’ data. The list of permanent voters for the 2020 in Makassar mayoral election decreased due to the large number of Makassar residents who were not staying in Makassar during the time of matching and research procedure (coklit). However, socialization continued to be organized bot in conventional and a modern platform through social media. In addition, collaboration with the Department of Population and Civil Registration, KPU Kota Makassar managed to update the data. Hence, people who do not have electronic identification card (E-KTP) can used their voting rights.

Abstract

This paper aims to show how the formation of political preferences of first-time voters occurs. As a factor that influences political behavior, the understanding of political preferences becomes important thinking of a person or community, including the first-time voters. As one of the important segments in political dynamics, first-time voter existence is always an interesting aspect to be examined, including their existence as people who are about to exercise their voting rights for the first time. So far, the first-time voters have tended to be seen as a segment that seems simply to understand their political behavior tendencies due to assumed it is often reflecting the political attitudes of their parents or family. However, since the emergence of social media, there has been a tendency of shifted related to their forming political preferences. Based on research conducted in the City of Makassar towards students in several high schools as first-time voters, this paper aims to show how the actual role of schools, parents, and social media roles in shaping their political preferences that shaping the tendency of their political behavior.

Abstract

Penelitian ini bertujuan menggambarkan dan menganalisis upaya Danny Pomanto dalam pembentukan branding politiknya di media sosial Instagram Danny Pomanto. Jenis penelitian yang digunakan adalah analisis isi bersifat kualitatif. Sumber data penelitian adalah media sosial instagram Danny Pomanto @dpramdhanpomanto, yang di posting selama masa kampanye Pemilihan Wali Kota Makassar tahun 2020. Hasil penelitian menunjukkan adanya upaya Danny Pomanto dalam membranding diri di media sosial instagram. Upaya branding tersebut ia tampilkan dalam wujud anak lorong, warna identik orange, jangan biarkan Makassar mundur lagi, dua kali tambah baik, adama, satu bukti lebih baik dari seribu janji, serta kota dunia untuk semua. Upaya branding ini memiliki pengaruh signifikan dalam meningkatkan kepercayaan terhadap Danny Pomanto untuk memimpin Kota Makassar. This study aims to describe and analyze Danny Pomanto's efforts to form his political branding on Danny Pomanto's Instagram social media. The type of research used is qualitative content analysis. The research data source is Danny Pomanto's instagram social media @dpramdhanpomanto, which was posted during the Makassar Mayoral Election Campaign in 2020. The results showed Danny Pomanto's efforts in branding himself on social media instagram. Branding efforts he showed in the form of children hallways, the identical color orange, do not let Makassar back again, twice added good, adama, one proof better than a thousand promises, and the world city for all. Branding efforts have a significant influence in increasing trust in Danny Pomanto to lead the city of Makassar.

Abstract

Pemilihan kepala daerah Kabupaten Luwu Utara tahun 2020 kembali dimenangkan oleh kandidat petahana yang sekaligus bupati perempuan pertama di Sulawesi Selatan yang berhasil menjabat sebagai bupati selama 2 periode yakni Indah Putri Indriani. Kemenangan Indah Putri Indriani tentunya di dapatkan dari berbagai dukungan termasuk didalamnya peran elit Kabupaten Luwu Utara, baik itu elit formal maupun non formal yang secara terbuka mendeklarasikan dukungan nya kepada masyarakat dan mempunyai pengaruh di masyarakat. oleh sebab itu, peran elit lokal menjadi fokus penulisan ini. teori yang digunakan dalam membedah tulisan ini yaitu teori elit. Dengan menggunakan teori elit diketahui bahwa elit memiliki pengaruh dan peranan yang kuat didalam masyarakat sehingga dapat menfasilitasi kandidat dalam memperoleh dukungan masyarakat. Pengumpulan data dilakukan dengan studi kepustakaan dan dokumentasi. Hasil menunjukkan bahwa kemenangan yang diperoleh kandidat Indah Putri Indriani sangat di pengaruhi oleh elit politik yang mendukungnya semasa kampanye berlangsung untuk menyampaikan apa yang menjadi visi dan misi ketika menjabat sebagai bupati. Kemenangan Indah Putri Indriani tidak terlepas dari pengaruh dan peranan Arifin Junaidi selaku politisi senior partai golkar yang juga mantan bupati periode 2010. Dalam dukungannya tersebut arifin junaidi bahkan mengerahkan seluruh anggota keluarganya yang mempunyai jabatan di pemerintahan selain itu arifin junadi juga turun langsung dalam kampanye tersebut dan ketua masyarakat adat tomakaka kombong pitu masapi yang merupakan orang yang dihormati di masamba. Dukungannya terhadap Indah Putri Indriani dalam pemilukada ini kemudian dijadikan panutan oleh masyarakat setempat.

Abstract

Policy implementation is the most crucial stage of the policy process because, at this stage, benefits will be obtained from previously defined concepts. Regarding the policy for the construction of the Salutambung-Aralle axis, the steps taken were to compare the implementation of the policies of the Governor of West Sulawesi in each period so that the efforts and obstacles of each Governor were found in that period. The research method used is a qualitative approach with a descriptive analysis type. The study results show that during the reign of Anwar Adnan Saleh, efforts to increase the construction of the road got an excellent basis after changing its status from a district road to a provincial strategic highway. Meanwhile, during the administration of the Governor of ABM, policy planning was quite good. Still, it did not have a strong commitment at the implementation stage, as evidenced by various obstacles, including passing incompetent contractors and a lack of communication involving the community.

Abstract

This paper focuses on the process and efforts of the Walenrang and Lamasi (Walmas) people to keep blossoming the Luwu Tengah district that includes various segments of Walmas people. The community of students, local leaders, youth and regional officials participating in the blossoming effort is accelerating. As a socio-political process, these people dynamics reflected local people's wants which faced the central government regulation. This article analyses the function and dynamics of decentralization, that is, regional proliferation in Indonesia. The results of this study show that the Walenrang and Lamasi (Walmas) community movement has reached the requirements for meeting the new district but is constrained by the moratorium given by the central government

Abstract

The role is a dynamic aspect, where the role is carried out based on the position/position attached, so when someone has carried out his function in accordance with the inherent status in himself, then he is said to have carried out a role. The role is more emphasis on community expectations of individuals, where the community expects the individual to be able to change the social order of the role he does. The role can certainly be done by everyone without exception, including the role of women leaders in fighting for women's interests. The intended role in this research is the efforts of female leaders in supporting efforts to eliminate sexual violence. This research was conducted in Makassar City. The method used is descriptive method with a qualitative approach. The technique used in data collection is through in-depth interviews with several informants as well as from other sources related to this research.The results showed that in supporting efforts to eradicate sexual violence, women leaders in Makassar had made efforts such as the Women's Change House (RPP) program, the Anti Sexual Violence campaign, Mother's School, and Parenting Education. While the program that will be carried out by female leaders is by holding a Mother School program. Abstrak Peran merupakan suatu aspek dinamis, dimana peran dilakukan berdasarkan posisi/ jabatan yang melekat, jadi ketika seseorang telah menjalankan fungsinya sesuai dengan status yang melekat dalam dirinya, maka ia dikatakan telah menjalankan suatu peranan. Peran lebih menekankan kepada pengharapan masyarakat terhadap individu, dimana masyarakat mengharapkan individu tersebut mampu merubah tatanan sosial atas peran yang dilakukannya. Peran tentu dapat dilakukan semua orang tanpa terkecuali, termasuk peran tokoh perempuan dalam memperjuangkan kepentingan perempuan. Peran yang dimaksudkan dalam penelitian ini yaitu upaya para tokoh perempuan dalam mendukung upaya penghapusan kekerasan seksual. Penelitian ini dilaksanakan di Kota Makassar. Metode yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Teknik yang digunakan dalam pengumpulan data yakni melalui proses wawancara mendalam (indepht interview) kepada beberapa informan serta dari sumber-sumber lain yang berhubungan dengan penelitian ini. Hasil penelitian menunjukkan bahwa dalam mendukung upaya penghapusan kekerasan seksual, para tokoh perempuan di kota Makassar telah melakukan upaya seperti program Rumah Perubahan Perempuan (RPP), kampanye Anti Kekerasan Seksual, Sekolah Ibu, dan Parenting Education. Sedangkan program yang akan dilakukan para tokoh perempuan yaitu dengan mengadakan program Sekolah Ibu.

Abstract

This paper focuses on the Comparison of Verification of Election Contestants in 2019 and 2024. In addition, this paper describes the problems that arise during the verification process. In this study, the author uses a qualitative method. The data used in the study consisted of primary and secondary data. The data collection method in this study used the Literature Study Technique. The author uses scientific papers such as journals, theses, and state documents in collecting data. The data collected by the author is then processed according to the needs of the analysis carried out. The results of the research show that the basic difference regarding the verification process for election participants in 2019 and 2024 is that there is no factual verification for Parliamentary parties participating in the 2024 election. The most basic problem of any verification carried out is the membership of political parties that still have members' names. The impact of such profiteering is the rights of the community that can cause harm, especially for job seekers because of the provisions of not being involved as administrators and/or members of political parties. It is necessary to carry out factual verification of management, office domicile and verification of membership without distinguishing between small and large parties in a proportional and fair manner. With integrity in the verification of political parties, it will produce public officials from credible and qualified political parties.
