Abstract

As one of the regions in the Riau Archipelago Province, Lingga Regency has its potential in the agricultural sector, supporting local food needs to distribute the surrounding area. So far, food needs in Lingga are supplied from Jambi Province or other regions, so that the dependence on food from other regions is very high. So, if the weather changes every year, the supply of food needs will decrease, and prices will be higher. The solution, the production of subsistence farmers, can be used as an alternative to meet food needs. Therefore, local governments encourage subsistence agricultural productivity so that production results are utilized by providing subsidies for agricultural production facilities, supporting farming capital, strengthening farmer institutions, and providing rural transportation. Meanwhile, technology cannot increase productivity, considering that subsistence farmers still use traditional culture, so local farmers cannot use that modern agricultural technology. This study aims to determine how local governments encourage the productivity of subsistence farmers as suppliers of regional food needs. Then this research is qualitative with a study approach that examines the government's efforts to encourage subsistence agricultural production.

Abstract

The distribution of government task is divided into two kinds, the absolute task performed by the central government; and concurrent task (the task of choice and mandatory) that are a joint task between the central and local governments. Based on Law Number 23 the Year 2014 on Regional Government, the task of housing and settlement area is a mandatory task (basic service) of the (central and local) government tasks. However, there is a policy change that states that providing housing is not only a government (central and local) task, but also requires the involvement of other government agencies associated with this task, thus have to create a separate unit of work in handling it. Therefore, this paper aims to identify and analyze various policies and institutional coordination in the field of Housing and Settlement Area with the approach of Law of Governance, then provide solutions to efforts in increasing the institutional capacity so as not to overlap.

Abstract

The production of subsistence farmers dominates Lingga's agricultural commodities as an alternative food supply. However, this production helps meet food needs in Lingga Regency. Along with the development of regional development, to meet the needs and regional food security and guard against land conversion activities, it is necessary to protect agricultural land. This article aims to identify the implementation of the Sustainable Food Agricultural Land Protection Program in Lingga Regency, Riau Islands Province. This research is a qualitative study with a study approach that examines the government's efforts to overcome land conversion and support the productivity of subsistence farmers as alternative food suppliers by making policies to protect agricultural land for sustainable food. Research shows that to anticipate the occurrence of land conversion, the local government of Lingga Regency issued two regulations to ensure the protection of sustainable agricultural land and the determination of the area of rice fields. This study still has limitations, namely respondents for primary data sources, especially in farmer groups. As a result, additional research will be conducted to include subsistence farmers and monitor the policy progress of the sustainable Food and agriculture land conservation program in Lingga Regency.

Abstract

Luasnya urusan penyelenggaraan pemerintahan daerah sangat berpotensi untuk terjadinya penyimpangan baik karena kesengajaan (by design) maupun karena ketidakmampuan (incompetency) pemerintah daerah. Sejalan dengan gambaran tersebut, maka perlu dilakukan pengawasan terhadap penyelenggaraan pemerintahan daerah baik pengawasan oleh lembaga pengawasan ekternal pemerintah maupun lembaga pengawasan internal pemerintah itu sendiri. Untuk melaksanakan pengawasan keuangan telah dibentuk jabatan fungsional yang khusus atau tertentu dalam melaksanakan audit yang dikenal dengan jabatan Auditor. Sedangkan pelaksanaan pengawasan internal terhadap penyelenggaraan pemerintahan daerah dibentuk pula Jabatan Fungsional Pengawas Penyelenggaraan Urusan Pemerintahan Daerah (PPUPD). Abstract

Kajian ini dipilih karena adanya kebijakan pemerintah untuk melakukan pemangkasan anggaran terhadap Dana Alokasi Khusus (DAK) pada tahun 2016. Pemangkasan DAK tersebut tentu saja berdampak pada implemntasi program pembangunan di daerah yang bersumber dari DAK terutama untuk Sub Bidang Prasarana Pemerintahan Daerah. Analisis data dalam laporan ini didasarkan pada data sekunder yang diambil dari statistik dan pelaporan DAK di 19 Provinsi, laporan kegiatan, dokumentasi program, dan semua bahan yang tersedia di perpustakaan dan juga di unit penyimpan arsip atau data. Hasil kajian menemukan bahwa kebijakan pemerintah dengan memotong/mamangkas anggaran DAK telah memberikan pengaruh dalam mengimplementasikan DAK di tingkat daerah terutama untuk Sub Bidang Prasarana Pemerintahan Daerah, selain itu juga masih terdapat hambatan dalam melakukan monitoring dan evaluasi yang disebabkan oleh sangat terbatasnya koordinasi di antara pemerintah pusat dengan pemerintah daerah.

Abstract

In essence, the implementing regulations for the construction of housing and settlement areas are clear as the responsibility of the government, as has been described above that the government's role is to determine development in the field of housing and settlement areas. The central government program with 1 (one) million subsidized houses would also pay more attention to its implementation performance, so that the existing implementing regulations will not only become passive laws. In Indonesia today there are still many regulations which in the end become a symptom of problems in their own country. In the context of accelerating housing development for low-income people (MBR), the government makes simplification efforts in simplifying licensing for low-income housing development. By issuing Government Regulation Number 64 of 2016 concerning Low-Income Community Housing Development, then to accelerate its implementation in the regions, it is regulated in Minister of Home Affairs Regulation Number 55 of 2017 concerning the Implementation of Licensing and Non-Licensing of Housing Development for Low-Income Communities (MBR) in the Region. This study aims to determine government policies related to the implementation of MBR housing development and to determine the implementation of Housing Development Permits for Low-Income Communities (MBR) in the Regions, especially in Lahat Regency, South Sumatra Province.

Abstract

Pandemi Corona Virus disease (Covid 19) yang melanda masyarakat Indonesia pada April Tahun 2020 selain berdampak pada tingkat kesehatan juga berpengaruh terhadap keadaan ekonomi masyarakat. Adanya berbagai kebijakan penanganan Covid 19 dalam hal kesehatan seperti physical distancing, Pembatasan Sosial Berskala Besar (PSBB) sampai adanya Pemberlakuan Pembatasan Kegiatan Masyarakat (PPKM). Berbagai kebijakan yang ada memberikan dampak pembatasan segala ruang lingkup gerak aktivitas masyarakat yang pada akhirnya menimbulkan dilema perekonomian. Masyarakat yang menjalankan kegiatan kewirausahaan usaha micro kecil dan menengah (UMKM) mengalami penurunan daya jual produk usahanya. Meskipun strategi yang dilakukan oleh masyarakat pelaku usaha micro kecil dan menengah adalah beralih dari metode penjualan konvensional ke metode online. Pada tataran praktis metode penjualan online untuk usaha micro kecil dan menengah yang berlokasi di wilayah kecamatan seperti halnya di kecamatan Kampar tidak menunjukkan perubahan yang berarti. Kenyataannya usaha micro kecil dan menengah diwilayah Kecamatan Kampar relative masih dilakukan secara konvensional. Kondisi tersebut menambah problematika tersendiri bagi usaha micro kecil dan menengah di Kecamatan Kampar di masa pandemi covid 19. Hal ini tentunya membutuhkan perhatian dan pemikiran akademisi disamping dana bantuan yang diberikan pemerintah. Melalui kegiatan pengabdian kepada masyarakat akademisi berupaya mengatasi kondisi yang terjadi. Penggunaan metode penelitian dan pengembangan dijadikan sebagai strategi pemecahan masalah yang dihadapi usaha micro kecil dan menengah dimasa pandemi covid 19.

Abstract

The service of permits to construct buildings is known as a Building Construction Permit (IMB), which contains various technical and administrative requirements. However, the rapid development of information technology and digital-based services has resulted in licensing applications using the Building Information System (SIMBG) application. During its journey, Law Number 11 of 2020 concerning Job Creation was issued, which had implications for changing the nomenclature of Building Permits (IMB) to Building Building Approvals (PBG), causing pros and cons in its implementation. This paper examines the impact of this policy change on the implementation of building permits. This study uses a qualitative method. From the results of the study, it is known that the change in arrangement from a Building Construction Permit (IMB) to a Building Construction Approval (PBG), which was initially regulated in Law Number 28 of 2002 concerning Buildings and Government Regulation Number 36 of 2005 regarding Implementation Regulations of Law Number 28 of 2002 concerning Buildings was declared invalid and amended by Government Regulation Number 16 of 2021 concerning Regulations for the Implementation of Law Number 28 of 2002 concerning Buildings which had an impact on delays in licensing in the regions. Policy changes that are expected to be innovative and progressive but in fact are experiencing a relative setback or policy involution..

Abstract

The purpose of this research is to examine the potential issue of a global recession which has an impact on the potential for a food recession after the pandemic hit Indonesia. In order to make the discussion more focused, this study focuses on the policy and strategy efforts of the local government of Lingga Regency in terms of food security to overcome the food crisis. The research method uses a qualitative approach with research subjects selected using purposive sampling. The research results show that the local government's efforts to realize regional food security are realized by making regional policies to guarantee sustainable agricultural land so that land allotment is only for agriculture to prevent land conversion. This is also to realize agricultural development planning under the 2016-2021 Lingga Regency Regional Medium-Term Development Plan focusing on agricultural development with the Agrominapolitan program, which will continue in the following regional leadership. In the effort to regional food security, the contribution of the community, mainly subsistence farmers, has had a significant impact in supporting food supply for the Lingga district, which so far has been very dependent on food supplies from other regions, so that food shortages have become high, especially during specific climate changes.

Abstract

This article seeks to identify government housing policies for low-income individuals (MBR). The existence of disparities between Housing and Residential Areas Law No. 1 of 2011 and Regional Government Law No. 23 of 2014 regarding the authority of local governments to implement housing and residential area affairs has implications for meeting housing needs, particularly housing for low-income people (MBR). The issue centered on the limitations of the regional authority in instituting MBR housing. This article employs a qualitative methodology involving document analysis, secondary data from government and local government sources, and library research to bolster housing and residential area research. This study concludes that the need for regional authority in implementing MBR housing development significantly impacts regional housing development. For local governments to contribute to the development of MBR housing in licensing and non-licensing fields, the government issued a policy package and various regulations related to the acceleration of housing development and permits for housing construction. Nonetheless, this policy should have been more effective. Financing the housing development program through a Public-Private Partnership (KPBU) is an additional option.
