Abstract

Extension  took place on  July 10, 2012  at  district  hall   Natar,  South  Lampung regency. Participants  came from 22 villages  in the  district Natar. Village  heads were 18 people  present, who  have as a deputy  4 people  (sekdes  or staff). While BPD was attended by the chairman or members of the BPD. The results and conclusions of this service activities are: (a) counseling given was to increase  the knowledge  and  attitude of  the head of  the village  head  and  the village of BPD on financial management as set forth in Permendagri 37 of 2007 as well as  their  efforts to  resolve  the conflict management and  financial control of the village by way of dialogue or deliberation;  (b)  the level of knowledge of the head of the village head and BPD financial management of the village as provided in Permendagri 37 of 2007 initially low, but after the extension increases the level of  their  knowledge, (c)  the attitude of  the village head and  BPD  attitude  that prioritizes  dialogue  and deliberation  to resolve the conflict  management and financial control of the village of approval  than before held counseling. Keywords: Financial Management of Rural Management, APBDesa

Abstract

The stage of logistics distribution to support polling and vote counting of Head Regional Election Pagar Alam City 2018 has done by using the right-principles that based on Chapter 3 in PKPU 14/2017 as the goals. This research aims to analyze the strategy management that used by KPU Kota Pagar Alam in logistics distribution. The type of this research is descriptive with a qualitative approach. The data were obtained through interviews and literature documents. The results showed the identification of weakness, there was a human negligence due to the limited number of staff that doing three tasks at the same time, such as The General Election 2019, The Head Regional Election South Sumatera Province and The Head Regional Election Pagar Alam City itself, so it needed to involve an ad hoc body. The strengths of KPU Pagaram City that had some experienced human resources by previous elections. For threats, the rainfall factors in Pagar Alam City is classified in high around 1,462 - 5,199 mm per year, another point that needs attention is Pagar Alam City is countered by mountains and requires distribution process to pass through small rivers. The opportunity is that Pagar Alam City is not too large with only 5 subdistricts and 35 villages. Tahapan pendistribusian logistik penunjang kegiatan pemungutan dan penghitungan suara Pilkada Kota Pagar Alam tahun 2018 dilakukan dengan menjadikan prinsip tepat berdasarkan Pasal 3 PKPU 14/2017 sebagai tujuan. Penelitian ini bertujuan untuk menganalisis manajemen strategi yang digunakan oleh KPU Kota Pagar Alam dalam pendistribusian logistik. Tipe penelitian adalah deskriptif dengan pendekatan kualitatif. Data diperoleh melalui hasil wawancara dan dokumen kepustakaan. Hasil penelitian menunjukkan identifikasi kelemahan (weaknesses) terdapat kelalaian manusia karena terbatasnya jumlah staf yang melakukan tiga pekerjaan sekaligus, yaitu tahapan Pemilu 2019, Pilkada Provinsi Sumsel dan Pilkada Kota Pagar Alam ini sendiri, sehingga perlu melibatkan badan ad hoc. Kekuatan (strengths) KPU Kota Pagar Alam adalah memiliki SDM yang berpengalaman pada penyelenggaraan pilkada/pemilu sebelumnya. Ancaman (threats) terdapat faktor curah hujan di Kota Pagar Alam tergolong tinggi yakni 1.462 – 5.199 mm per tahun, poin lain dari ancaman yang perlu mendapat perhatian adalah Kota Pagar Alam yang berkontur pegunungan dan mengharuskan proses distribusi melewati sungai-sungai kecil. Kota Pagar Alam diuntungkan (opportunities) dengan luas wilayahnya yang tidak terlalu besar dengan 5 Kecamatan dan 35 (tiga puluh lima) Kelurahan

Abstract

Indikator sebuah negara demokrasi selalu diawali dengan adanya pemilihan umum, baik dilevel nasional maupun lokal. Pelaksaan Pilkada serentak tahun 2015 dan Pemilu tahun 2019 mengindikasi bahwa Indonesia sudah menjadi negara yang bergerak menuju negara dengan demokrasi yang matang. Sejauh ini tidak ditemukan konflik yang mengakar diaras public walaupun perhelatan dua event demokrasi besar tersebit menyisakan beragam evaluasi dimulai dari kritik terhadap sistem pemilu yang terlalu rumit, penyelenggara yang belum sempurna mengejahwantahkan peraturan pemilu di lapangan, kekurangan logistik pemilu dan berbagai pelanggaran pemilu yang ditemukan. Tulisan ini mencoba memberikan catatan terhadap kedua event politik tersebut. Catatan yang paling utama bagi Pilkada serentak adalah potensi kecurangan ternyata bukan terletak pada biaya kampanye formal yang pada Pilkada 2015 ditanggung oleh ?penyelenggara?,  dalam konteks ini penyelenggara harus mampu menemukan formulasi teknis yang dapat mengurangi sebaran politik uang dan hal itu akan lebih bermanfaat bagi kualitas pemimpin yang terpilih. Sedangkan bagi Pemilu 2019, saya melihat justru persoalan distribusi logistic, pendataan pemilih dan sistem pemilu proporsional terbuka menjadi hal utama yang harus menjadi catatan dalam evaluasi Pemilu 2019.

Abstract

This study is about the law development of social democracy in the perspective of Eduard Bernstein andAnthony Giddens. It applied the method of qualitative analysis and used the library research, the data inthis study analyzed with the content of analysis. The main purposes of this study wants to describe andanalysis of Law Development of Social Democracy in the perspective of Bernstein and Giddens.Socialism Democracy of Bernstein and Cosmopolitan Democracy of Giddens used as toll of comparative.Social Democracy has been revision three times, Bernstein is the first generation, The second generationis Social Democratic Party of Germany with The bad Godesberg Program and the last is Giddens. Theinteresting of this study is the basic difference among Bernstein and Giddens in the understanding ofconcept of Social Democracy. The different time and context imply the different ontology andepistemology to this ideology. If Bernstein lived in the time of raised of capitalism and Industrialization inEurope, Giddens has lived in the time of this ideology must be against the raises of Neo liberalism andGlobalization. Actually The basic concept of Social democracy of Bersntein is his critics to the theory andconcept of Karl Marx, this causes the different perspective with Giddens. Finally Giddens made thisideology more Liberal than before, many political scientist assume that The Third Way of Giddens is thecontinuously of Capitalism.Keywords : Social Democracy, Bad Godesberg and Capitalism

Abstract

Power is an important topics of study in the social sciences. As a concept, power has an intersubjectivity meaning. This paper analyses the various concept of power from the political geography perspective, analyzing the thoughts by four prominent and influential social scientists, Anthony Giddens, Antonio Gramsci, David Beetham, and Michel Foucault. This paper aims to explain how the concept of power has contextualized within the place, space and society’s narrative in modern-day of human life. Furthermore, the concepts of power presented by these four selected thinkers have massively influenced the notion and the discourse of the study of power nowadays. This paper argues that instead of having a different context and discourse as well as paradigm, the concepts of power by those thinkers have a similar way of thinking when looking the dynamics of space and place of the society as the basic principle of their analysis.

Abstract

Demokrasi adalah sebuah konsep yang abstrak dalam konteks ide. Namun demikian, ide demokrasi itu sendiri secara umum berasal dari nilai-nilai Barat, contohnya seperti adanya tiga arti penting demokrasi: persamaan, keadilan, dan kebebasan. Konsep tersebut berasal dari ide bahwa revolusi kebebasan di Prancis pada awal abad ke-18. Nurcholish Madjid atau Cak Nur memiliki ide murni terkait dengan demokrasi. Ia percaya bahwa Islam dan nilai-nilai demokrasi Barat saling melengkapi dan cocok satu sama lain. Prinsip-prinsip demokrasi Cak Nur mencoba mengelaborasi ide keadilan dan Musyawarah dalam Islam dengan mengkonseptualisasikannya dengan demokrasi Barat seperti kebebasan dan egaliterianisme. Sebagai hasilnya, ide demokrasi Cak Nur dapat dikatakan merupakan jembatan antara demokrasi dalam Islam dengan nilai-nilai Barat. Makalah ini merupakah sebuah tinjauan literatur dalam menelaah beberapa ide demokrasi dalam perspektif Cak Nur dkk. Democracy is an abstract concept in the context of idea. However, the ideas of democracy itself are commonly coming and rooted by the western values for instance there are three basic meaning of democracy: equality, justice and liberty. Those concept are coming from the idea of liberal revolution in Europe in early of eighteen centuries. Cak Nur or Cak Nur has a genuine idea on democracy. He believes that Islam and western values of democracy are complementer and compatible. The principles of democracy of Cak Nur has tried to elaborate between the idea of justice and Musyawarah in Islam by contexualizing it with the basic concept of western democracy such as liberty and egalitarianism. As the result, the idea of Cak Nur’s democracy likely becomes the bridge between Democracy in Islam and Western Values. This paper is a likely a literature review on the several idea of democracy in the perspective of Cak Nur and others.

Abstract

Experience in the implementation of the Legislative Election and the Presidential/Vice-Presidential Election which were held simultaneously in 2019 raised various problems. One of the problems that arise was the problem of handling election logistics. The procurement of logistics equipment for general elections, especially ballots, was ideally carried out based on the principles of the right number, right type, right target, right time, right quality and efficiency. This paper aims to find out the problems of managing the logistics of ballots in the 2019 simultaneous elections that occurred in Pringsewu Regency and provide improvement efforts in the management of simultaneous election logistics. This study uses a qualitative descriptive analysis method by conducting a literature study and analyzing secondary data obtained regarding ballot logistics problems in the 2019 Simultaneous Election in Pringsewu Regency. The results of this study can be concluded that (1) the technical handling of ballot logistics in the 2019 simultaneous elections in Pringsewu Regency was more complicated than the staged elections. In practice, the logistics of ballots became more numerous and complex, resulting in several major problems. The main problems were delays in sending ballots, lack of ballots, damaged/ defective ballots being swapped between Electoral Districts. Furthermore, (2) the main problem of ballot logistics that occurred in the 2019 simultaneous elections in Pringsewu Regency could also be said to have also occurred in the previous 3 (three) elections, 2004, 2009 and 2014 which were a non-simultaneous electoral system or an electoral system that separated the implementation of the Legislative Election from the Presidential Election

Abstract

The election of regional heads in the reform era was directly elected by the community, meaning that the election of candidates for regional head candidates was absolutely in the hands of the people. The existence of direct elections has an impact on the various political promises offered by candidates in order to attract voters' sympathy to choose the candidate at the time of the election. This study uses the Correspondence theory of truth, meaning that the researcher wants to find out whether the political promises promised by the regional head candidates at the time of the election have been realized in real terms, can be utilized, felt by the community. Candidates for the elected regional head or regent of West Lampung Regency in the 2017 regional elections, namely pair number (1), Parosil Mabsus and Mad Hasnurin at the time of the campaign offered various work programs or political promises summarized in pitu (seven) superior programs. Therefore, the aim of this research is to find out whether the 7 (pitu) political promise programs of the elected regional heads in the 2017 West Lampung Regency Regional Head Election have been fully realized and to find out the inhibiting factors that have not realized the political promises of the elected regional heads to the Great West Lampung in the Head Election. West Lampung Regency Region 2017. The research method used a qualitative approach, and used interview, observation and documentation data collection tools, while the respondents in this study were policy makers, beneficiaries and observers. The results of this research are: a) The realization of the political promise of the elected regional head of West Lampung Regency for the period 2017-2022, up to 2 (two) years of leadership can be seen from the pitu (seven) political promise programs, there are only 4 programs and 18 activities that are correct. fully realized while 3 (three) programs and 8 (eight) activities that have not been fully realized 2) The inhibiting factor has not been realized the political promise of the elected regional head Towards Great West Lampung in the Regional Head Election of West Lampung Regency 2017 is influenced by 3 (three) factors, namely 1). Limited regional financial capacity of West Lampung Regency, 2) The long processing time and completion of programs and activities and 3) Limited competent human resources in completing programs and activities.
