Abstract

Manajemen penganggaran publik diperlukan untuk melahirkan paradigma baru dari traditional budget menuju performance budget. Implementasi penganggaran publik saat ini tidak sepenuhnya sesuai dengan perencanaan, pelaksanaan, dan evaluasi penganggaran, karena minimnya keterlibatan masyarakat. Besarnya postur anggaran belanja pada bidang tertentu menjadikan tidak terlaksananya pembangunan dengan baik. Islam memberikan alternatif pengelolaan penganggaran dengan memaksimalkan sumber daya alam dan manusia yang dikelola langsung oleh pemerintah dengan tujuan mewujudkan keadilan, kesejahteraan, dan kemakmuran bagi masyarakat. Fenomena ini memunculkan beberapa permasalahan, diantaranya bagaimana mekanisme perencanaan, pelaksanaan, dan evaluasi manajamen penganggaran publik, dan bagaimana manajemen penganggaran publik dalam mencapai sasaran pembangunan dalam perspektif Islam. Gambaran secara umum menyatakan bahwa perencanaan, pelaksanaan, dan evaluasi penganggaran publik pada prinsipnya belum memenuhi standar pola penganggaran publik, karena minimnya keterlibatan masyarakat. Menelaah pemikiran Umar bin Abdul Aziz dalam manajemen penganggaran publik memberikan wacana baru tentang bagaimana pola penganggaran publik yang memiliki konsep prinsip dasar bahwa segala bentuk kekayaan yang dikelola oleh negara adalah untuk kepentingan rakyat, dengan memaksimalkan sumber pendapatan yang berorientasi pada prinsip mashlahah dan menghindari masyaqqah. Sumber pendapatan dimaksud adalah optimalisasi potensi zakat, infaq, dan shadaqah sebagai pendapatan asli. Implikasi teorinya, bahwa tidak ada perbedaan antara penganggaran dalam perspektif Islam maupun penganggaran pada umumnya berdasarkan kaidah tasarruf al-imam ala ra’iyyah manutun bi al-maslahah. Perpaduan kedua konsep dan teori tersebut menghasilkan pola baru dalam manajemen penganggaran publik, yang berorientasi pada mashlahah, berkeadilan, menghindari masyaqqah, dan memiliki keseimbangan (equilibrium), untuk mencapai kesejahteraan dan kemakmuran rakyat.

Abstract

This study aims to development a SWOT analysis and strategies for improving the performance of MSMEs based on a SWOT analysis. This type of research is descriptive which describes the strengths, weaknesses, opportunities and threats faced by MSMEs in Loyok Village, Sikur District, East Lombok Regency. The type of data used is primary data and secondary data collected by means of documentation, interviews, and in-depth interviews. The research population is all MSMEs actors who are craftsmen, ranging from making baskets, jars, bamboo fans, hats, to skewers and bags whose prices vary. The sample is determined by proportional random sampling. Data were analyzed qualitatively and SWOT analysis. The results show that the strengths of MSMEs are: the availability of raw materials and labor at relatively cheap prices, the quality of the product is very good, the weaknesses of MSMEs are: the number of qualified workers is still low, product designs are less innovative and market information limited opportunities, the opportunities they have are: obtaining capital assistance in the form of soft loans from Village-Owned Enterprises, attention from the government, especially training and assistance and the threats faced by MSMEs are: intense competition and low economic conditions. Four strategies are used to improve the performance of MSMEs based on the results of the SWOT analysis, namely: first, the SO strategy by maintaining product quality by utilizing the assistance of Village-Owned Enterprises and government training, both the WO strategy in compiling online marketing programs and increasing product design innovation and creativity, three strategies ST optimizes the availability of raw materials and relatively cheap labor to win the competition and the four WT strategies increase product design creativity and seek new market share.

Abstract

Since 2015, the Ministry of Tourism and Creative Economy of the Republic of Indonesia has appointed Lombok of West Nusa Tenggara as a halal tourism destination. Because of its natural beauty, which is comparable to that of Bali, the majority of the population is Muslim, and the island has a distinct religious culture and history, Lombok has a lot of promise in promoting halal tourism in Indonesia. This study intends to elucidate the relationship between destination brand awareness, brand image, brand quality, and destination brand value in increasing the destination brand satisfaction of tourists visiting Lombok. This study proposes a new model and clarifies the concept of a new indicator on the variable of destination brand value. Upon analysis of structural equation modeling (SEM) using convenience sampling employing WarpPLS software to 250 respondents, it was proven that the research model was accepted with a coefficient of determination (R2) of 86.6%. The proposed model shows destination brand value to be a determinant of tourists’ satisfaction. The model also proves that indicators of convenience, reasonable cost, fun, and getting benefits make a positive contribution to brand value destinations. This study offers practical implication that tourism managers should pay attention to and improve brand image, which currently has little impact on destination brand value, by building brand popularity and competitive advantages.

Abstract

This research aims to determine the effects of customer relationship marketing, service quality, and product excellence on customer value, and its effects on the satisfaction and loyalty of PT. Bank Syariah Mandiri customers in West Nusa Tenggara (NTB). The research method used survey method involving 250 people as the samples taken in sensus manner. The data collection used questionnaire and the data analysis used Structural Equation Modelling (SEM). Results of the research indicate that each factor and construct affect recursively, namely customer relationship marketing, service quality, and product excellence affecting on the customer value; the customer value affects on the customer satisfaction, and the customer satisfaction affects on the customer loyalty.

Abstract

Mudharabah financing is the first financing introduced in Islamic banking. It is a collaboration between the owner of capital and the manager with the distribution of profits according to mutual agreement. Ways to measure the performance of Islamic banking are by looking at the value of CAR, FDR, TPF, and ROA. This study aims to examine the effect of CAR, FDR, TPF & ROA partially on mudharabah financing at Islamic Commercial Banks in Book 2 for the 2017-2020 period and to examine the effect of CAR, FDR, DPK & ROA simultaneously on the financing. This research is quantitative where the population is the Islamic commercial Bank in Book 2 and the samples are 4 banks using quarterly financial reports so that the sample of this study is 64. The analysis used is the Classical Assumption test and then the Hypothesis test data processing assisted with SPSS. The results of the study indicate that CAR & TPF positively affect mudharabah financing and FDR & ROA have no effect on the financing. Meanwhile, CAR, FDR, TPF, ROA altogether have a positive effect on it.

Abstract

This research aims to determine the thoughts of Imam Ibn Hajar Al-Haitami in the Tuhfatul Muhtaj book and its relevance to the development of contracts in Shari'ah Bank (Murabahah, Mudarabah, Musharakah). This research is qualitative research with the method of analysis of literature review by making the Tuhfatul Muhtaj book a basic source of study in the contract of Murabahah, Mudarabah, and Musharakah. The results obtained in this research are (i) The Murabahah contract during Imam Ibn Hajar Al-Haitami was still in just one term. In contrast, in Syari'ah Bank the Murabahah contract has experienced developments such as the terms Murabahah non-Order and Murabahah to Order. (ii) The Mudarabah contracts during the time of Imam Ibn Hajar Al-Haitami was still in one type, while Mudarabah contracts in Shari'ah Bank has experienced developments such as the terms Mudarabah Mutlaqah, and Mudarabah Muqayyadah,. (iii) The valid Musharakah contract during Imam Ibn Hajar Al-Haitami is Musharakah 'Inan, while Musharakah contracts in Shari'ah Bank has experienced developments so that there are the terms Musharakah Al-Milk and Musharakah Al-'Uqud, the Murabahah, Mudarabah, and Musharakah contracts during Imam Ibn Hajar Al-Haitami differed from those in Shari'ah Bank current regarding its development and progress.

Abstract

This study aims to identify the understanding of OLIBS (Online Integrated Banking System) 724 Core banking Software users and its implications for customer loyalty of NTB Syariah banks. The research method used in this study is qualitative research, namely in-depth data processing with data from observations, interviews, and literature. Direct interviews were conducted with key informants such as officials and technical employees of the Information System Technology division of Bank NTB Syariah, front liner administrative employees of Bank NTB Syariah, and customers of Bank NTB Syariah. The result of this study is that human resources are the main asset and play an essential role for NTB syariah banks, and need to constantly be improved in skills and performance. Bank NTB Syariah needs to place training on the use of OLIBS 724 software as essential in improving the knowledge and performance of its employees (both old and new employees) so that employees can adjust to any conditions. Quality of service must start with customer needs and end with customer satisfaction. Satisfied customers get value from Islamic bank products, the value of fairness for profit sharing as expected, the value of service quality, and the value of the system or something religious emotion, which is to avoid usury. The results of this study show that employee understanding of OLIBS 724 software users positively influences customer satisfaction. The more employees understand the use of OLIBS 724 software, the more customers will be served well and quickly, which in turn will increase customer satisfaction and loyalty

Abstract

The impact of tourism objects on business opportunities and income of local traders in Rinjani Selong Park is considered necessary to be researched. This is related to the impact in improving the economy of local traders in Rinjani Selong Park which was felt after the existence of a tourist attraction when there was no tourist attraction. So in this study the researcher tried to collect data regarding matters relating to the impact of tourism objects on business opportunities and income of local traders around the Rinjani Selong park. The method used in this research is the filed research method (field research) using field methods of interviews, observation, and documentation as data collection instruments, as well as using interactive analysis by reducing data, presenting data, and drawing conclusions to analyze the data that has been obtained. from the results of research in the field. Meanwhile, the results of the research conducted by researchers are that the impact or influence of tourism in creating business opportunities and improving the economy of local traders in Rinjani Selong Park has had a significant impact both in improving the economy of traders and in creating business opportunities there. This can be seen from the number of businesses run by local communities and the fulfillment of the basic needs of traders and also some traders have been able to buy more than basic needs, such as buying motorbikes and even cars and so on obtained from the results of businesses run at tourist attractions.

Abstract

The Gumarang Akbar Syariah Mataram Savings and Loans Cooperative (KSPPS) is an institution that manages zakat and waqf funds for the welfare of the people. This study aims to determine the process of cash waqf management and to determine the effectiveness of cash waqf management at KSPPS Gumarang Akbar Syariah Mataram. The type of research used is qualitative with a descriptive approach and the data collection techniques used are observation, interviews and documentation. The results of this study indicate that the waqf implemented by KSPPS Gumarang Akbar Syariah Mataram is in the form of cash waqf. In collecting waqf funds, the proceeds from collecting waqf money are used for empowerment/economic welfare of the people and for social-religious activities. And the management of cash waqf carried out by KSPPS Gumarang Akbar Syariah Mataram has not been implemented effectively because the funds managed are still very minimal. And if seen from the regulations BWI Regulation Number 1 of 2009 concerning guidelines for the management and development of movable waqf assets in the form of money, they are still carried out in a simple manner or have not been implemented in accordance with these guidelines.

Abstract

The implementation of sharia bank performance appraisal models has so far adopted the conventional banking model in terms of evaluating financial performance. Based on this phenomenon, the evaluation of sharia banking performance should use performance measurement based on the maqashid sharia method. The Maqashid Syariah Index (MSI) method has three main objectives, including tahzibal-fardi (educating people), iqamah al-‘adl (upholding justice), and jalbal-maslahah (public interest). The research is a quantitative descriptive study, to explain the maqashid syariah index ratio in analyzing the performance of sharia regional development banks in Indonesia. The sample used in the study using purposive sampling. The performance of sharia regional development banks based on the maqashid sharia index approach illustrates that sharia regional development banks in Indonesia in their implementation of sharia operations are more dominant in the goals of Iqmah al-Adl, meaning that regional development banks in Indonesia are more concentrated in terms of applying sharia principles. The sharia regional development bank in Indonesia that has achieved the best performance according to the Maqashid Syariah Index approach is the Aceh Syariah Bank.Â
