Abstract

One of the agricultural public commodities in Indonesia which still cannot fulfill its domestic consumption needs is soybean. The objectives of the research, which was conducted in Karawang Regency, West Java, Indonesia, were to: (i) identify the suitable area for soybean plantations in paddy fields, (ii)  assess the development of soybeans in land use and socio-economic context, and (iii) plan the spatially soybean plantation. A soil survey and land evaluation for soybean was completed. IKONOS imagery was applied to delineate paddy fields while a dynamic system modelling was developed using Powersim 8.0 software. The results of the research showed that the suitability class for soybean plantation in the paddy fields of Karawang Regency ranges from unsuitable (N) to suitable (S2), with limiting factors being temperature, fertility, nutrients retention, slope, erosion, rooting media and toxicity. Very limited arable land  has been used so far for soybeans plantations due to low economic returns. The model predicts that, should the development of soybean continues in its business as usual path, a deficit of soybean will occur in 2030. The model provides alternative scenarios to reduce the deficit. Prioritization was done spatially using the suitable land gradually, corresponding to the government budget availability.

Abstract

Indonesian national food sovereignty is very dependent on the supply of rice from paddy fields in Java Island. Various factors influence the farmer’s decision to continue using his farm. This study aims to analyze the sustainable use of paddy field, determinant factors and strategies for improving sustainability. The study was conducted in Karawang Regency, one of the centers of rice production in West Java. The methodology used is a multi-dimensional scaling (MDS) using 43 attributes of 5 dimensions (ecological, social, economical, technological and legal and institutional dimension). Against the sensitive attribute analysis resulting from MDS, a prospective analysis was conducted to determine the key factors of sustainability. Priority policies for improving sustainability are developed based on the location of the key factors in the prospective diagram. The research results showed that the land utilization for paddy field in Karawang is actually less sustainable. Increasing the sustainability can be done through intervention and improving performance, preferably on sensitive attributes resulting from leverage analysis, covering 16 attributes. Priority policies is directed in the 5 key factors resulting from prospective analysis. Policies suggested are the tightening of new permits for building, strict implementation of the official spatial land use planning and delineation of agricultural land for sustainable food crops, counseling the community, revitalizing the role of BULOG, provision of subsidies as well as capital assistance to farmers.

Abstract

The objectives of this research are to evaluate the effect of zeolite addition on watermelon and cantaloupe production and growing. The research carried out in green house of Bogor Agricultural University and the plant growth media (PGM) analysis carried out at Department of Soil Science, Faculty of Agriculture, Bogor Agricultural University. Single factor completely randomize design was used with four treatments and five repetitions. Plant growth media composition treatments effect the physical and chemical properties of PGM. The bulk density of PGM increase from from 0.22 to 0.56 g/cm3 and water holding capacity drop from 326.58 to 85.38 along with zeolite percentages added. The effects of zeolite on chemical characteristic of PGM is decreasing electrical conductivity rate before planting. PGM composition treatment did not positively effects on watermelon and cantaloupe growth, however there is an increasing on main stalk length and leaf quantity on cantaloupe. For watermelon, the increasing of growth parameter happened on 10% zeolite percentage. For fruit quality, PGM treatment positively effects on organoleptic test result 10% of zeolite giving the best result on the increasing of the average value of production and growth parameter.

Abstract

Abstract. The availability of light in the water column determines the euphotic zone and constrains the type and the vertical distribution of benthic species. Diffuse attenuation coefficient (Kd) is an important apparent optical property (AOP) that provide information about the attenuation of the spectral down welling solar irradiance with depth in the water. Ocean color Satellite provide global coverage of optical water quality parameters at spatial and temporal resolution. Several empirical and semi-analytical models are commonly used to derive Kd at wavelength 490 nm Kd(490) from ocean colour satellite sensors. This study present about the diffuse attenuation coefficient, Kd(490) using semi-analytical approach. The dynamic Kd(490) in the Berau Estuary water was studied and compared with those derived from ocean color satellite sensor, Medium Resolution Imaging Spectrometer (MERIS). The study indicated that Kd(490) of in situ measurement had the best correlation with the Kd(490) of MERIS data of remote sensing reflectance (Rrs) derived with FUB (Free University Berlin) algorithm (R2=0,84). The dynamic of Kd(490) from MERIS data on different date indicated that the Kd(490) have a similar pattern and decreased when going to offshore. Keywords: MERIS, Secchi disc depth, tropical coastal water, Kd(490), a semi-analytical approach

Abstract

Pasokan air untuk mendukung pembangunan dan kebutuhan manusia perlu dijamin untuk kondisi yang berkelanjutan. Penelitian ini bertujuan untuk (1) menganalisis tingkat keberlanjutan pengelolaan air baku di Sub DAS Konaweha Kabupaten Konawe, (2) menganalisis faktor-faktor penting yang mempengaruhi keberlanjutan pengelolaan air baku di Sub DAS Konaweha Kabupaten Konawe, dan (3) menganalisis peran kelembagaan ditinjau dari aspek kendala yang dihadapi, kebutuhan program pemerintah terkait, serta lembaga yang berperan dalam pengelolaan air baku berkelanjutan di Sub DAS Konaweha Kabupaten Konawe. Hasil analisis Multi Dimensional Scalling (MDS) dengan Rap-Konawe menunjukkan bahwa status keberlanjutan pengelolaan air baku di Sub DAS Konaweha Kabupaten Konawe adalah kurang berkelanjutan dengan indeks keberlanjutan 41,40%. Dimana dimensi ekologi cukup berkelanjutan (52,36%), dimensi ekonomi kurang berkelanjutan (36,93%), dimensi sosial kurang berkelanjutan (34,16%), dimensi teknologi kurang berkelanjutan (35,39%), dan dimensi kelembagaan kurang berkelanjutan (35,39%). Hasil analisis Interpretative Structural Modelling (ISM) menunjukkan terdapat tiga unsur yang perlu diperhatikan: (1) Kendala (penurunan fungsi penyerapan air karena berkurangnya vegetasi di daerah tangkapan air, dan kurangnya koordinasi pengelolaan sumberdaya air antara para pemangku kepentingan), (2) Kebutuhan (peningkatan pengetahuan dan keterampilan personil kantor pemerintah, dan peningkatan kesadaran stakeholder), dan (3) Lembaga (BPDAS Sampara dan Dinas Kehutanan Kabupaten Konawe).

Abstract

ABSTRAK Kabupaten Pidie Jaya merupakan kabupaten baru yang didirikan pada tahun 2007,di Provinsi Nanggroe Aceh Darussalam (NAD). Salah satupotensi yang dapat dikembangkan untuk peningkatan pendapatan masyarakat setempat adalah perkebunan rakyat.Penelitian ini bertujuan untuk merencanakan pemanfaatan lahan untuk beberapa komoditas perkebunan rakyat. Komoditas basis dianalisis menggunakan metoda locationquotient(LQ). Kemampuan dan kesesuaian lahan dievaluasi menggunakan Sistem Informasi Geografis (SIG) berdasarkan kriteria kebutuhan tanaman. Kelayakan financial dianalisis menggunakan metode Net Present Value (NPV) dan Break Even Point (BEP). Keunggulan komparatif dan kompetitif diestimasi menggunakan metode Policy Analysis Matrix(PAM). Metode Analytical Hierarchy Process(AHP) digunakan untuk analisis persepsi masyarakat.Hasil penelitian menunjukkan bahwa kakao merupakan komoditas basis di Pidie Jaya. Selain kakao,rencana pemerintah daerah untuk mengembangkan perkebunan rakyat kelapa sawit perlu diperhitungkan. Berdasarkan analisis kemampuan lahan,wilayah yang dapat digunakan untuk pengembangan perkebunan rakyat adalah 45.784,78 hektar.Kakao dan kelapa sawit merupakan komoditas yang sesuai dikembangkan di Kabupaten Pidie Jaya,kelas kesesuaian lahannya adalah S2 (cukup sesuai) dan S3 (sesuai marginal) untuk kedua komoditas. Secara finansial, kakao dan kelapa sawit layak diusahakan pada discount factor 17 %, dengan NPV sebesar Rp26.051,158 dengan BEP produksi 505 kg hektar dan harga Rp. 5.568/kg untuk kakao, dan NPV sebesar Rp. 45.547.405 dengan BEP produksi 7.423 kg/hektar dan harga Rp. 301/kg untuk kelapa sawit. Kedua komoditas memiliki keunggulan komparatif dan kompetitif dengan nilai koefisien PCR<1 dan DRC<1. Hasil analisis persepsi masyarakat menunjukkan bahwa kakao merupakan prioritas utama untuk dikembangkan. Wilayah yang direkomendasikan untuk pengembangan kakao dan kelapa sawit di Pidie Jaya adalah seluas 27.178,97 hektar.  Kata Kunci: Kesesuaian Lahan, Kakao, Kelapa Sawit, Kelayakan Ekonomi, Proses Hierarkhi Analitik. ABSTRACT Pidie Jaya Regency is new regency in Nanggroe Aceh Darussalam (NAD) Province that was established in 2007. One of potency to be developed for income generating of local community is smallholding plantation. The purpose of this research is to plan land utilization for several commodities of smallholding plantation. Basic sector was analyzed using location quotient (LQ). Land capability and land suitability were evaluated by using Geographic Information System (GIS) based on land requirement criteria. Financial feasibility was analyzed using Net Present Value (NPV) and Break Event Point (BEP) methods.The comparative and competitive advantages were estimated by using of Policy Analysis Matrix (PAM) method. Method of Analytical Hierarchy Process (AHP) was used to analysis the community perception. The results of the research showed that cocoa is the basic commodity in Pidie Jaya. In addition to cocoa, plan of local government to develop oil palm smallholding plantation in the area was taken into account. Based on land capability analysis,the area which is able to be used for agricultural plantation commodity is 45.784,78 hectares. Cocoa and oil palm crop are suitable in Pidie Jaya Regency with actual land suitability class of S2 (suitable) and S3 (marginally suitable) for both commodities. Abstract

Sumberdaya lahan di Indonesia sangat beragam, dengan tingkat kesesuaian lahan untuk berbagai komoditas yang beragam pula. Karena itu, diperlukan perencanaan penggunaan lahan –termasuk di lahan-lahan daerah transmigrasi- untuk menjamin pola budidaya yang paling sesuai secara fisik dan memberikan hasil yang optimal secara ekonomis. Evaluasi lahan merupakan salah satu cara untuk mengidentifikasi komoditas yang paling cocok untuk diushakan. Penelitian ini bertujuan untuk melakukan evaluasi lahan fisik dan ekonomik di lokasi transmigrasi Rantau Pandan SP-2, Provinsi Jambi menggunakan sistem evaluasi lahan otomatis (Automated Land Evaluation System (ALES). Hasil evaluasi kemudian digunakan untuk merekomendasikan penggunaan lahan yang paling sesuai secara fisik maupun ekonomik di lokasi transmigrasi lahan kering. Hasil studi menunjukkan bahwa dominasi kelas kesesuaian lahan untuk 9 (sembilan) komoditi adalah S3. Pembatas yang paling dominan adalah bahaya erosi dan retensi hara. Pembatas yang dominan pada kesesuaian lahan adalah bahaya erosi, ketersediaan air dan temperatur. Hasil evaluasi lahan ekonomi menunjukkan bahwa secara umum komoditas yang paling menguntungkan untuk diusahakan pada kesesuaian lahan ini adalah tomat. Rekomendasi yang diberikan berdasarkan hasil analisis tidak selalu sejalan dengan peruntukan lahan pada pola transmigrasi lahan kering. Meskipun demikian, hasil ini disarankan untuk diterapkan, baik dengan pertimbangan konservasi lahan maupun pertimbangan keuntungan ekonomi dan kesejahteraan petani.Kata Kunci: Kesesuaian lahan, pemetaan, pertanian lahan kering, transmigrasiABSTRACTLand resources in Indonesia are highly variable in the term of their suitability to support the cultivation of commodities. To that end, landuse planning -including in transmigration area- is needed to ensure the utilization of the most appropriate pattern of cultivation, which gives the highest yield biophysically, and economically profitable. Land evaluation is a method to identify the suitability of land for various use. This study aimed to physically and economically evaluate land suitability of transmigration settlement units for different commodities by using Automated Land Evaluation System (ALES). The evaluation results are then used to recommend the most appropriate commodity, either physically and economically, on dry land transmigration site. The study was conducted in Rantau Pandan SP-2, Jambi Province.This studyintegratedArc-View GIS with ALES and expert knowledgein land suitability analysis. The results showed that in the nineobserved agricultural commodities, the land suitability dominant class isS3 (marginally suitable), with erosion and nutrient retention as the most dominant limiting factors. Recommendations weregiven based on the analysis results, which were not always in line with the pattern of land use on dry land transmigration. Nonetheless, these results are suggested to be applied, either byconsidering land conservationor considering economic benefit and welfare of the farmers.Keywords: Land suitability, mapping, dryland farming, transmigration site

Abstract

Abstract. The level of regional development  is marked by high availability of public facilities, such as  education, health, economic, social facilities and their accessibility. A higher of index of public facility availability means a region can support human activities well, including the economic sector. Spatial patterns  of  public facility availability in Cianjur Regency were  analized by global and local spatial autocorrelation  based on the Moran’s index and the local indicator spatial association (LISA) index, respectively. A spatial weighted matrix (wij) for Moran’I and LISA  calculated based on nearest neighbor, neighbor boundary length and neighbor distance. The result showed that differences in the spatial weighted matrix of Moran’s  index does not affect the spatial pattern but they do affect the Moran’s I values for nearest neighbor, neighbor boundary length and neighbor distance, at 0.30; 0.22 and 0.33, respectively. Differences in the spatial weighted matrix of LISA index showed that 97% of districts have the same scatter plot and only 3% of districts have different scatter plot. The spatial pattern type of public facility evailability in Cianjur Regency is cluster where  the nothern Cianjur cluster is in HH category and the central-southern Cianjur cluster is in the LL category.Keywords. Tingkat perkembangan wilayah ditandai dengan ketersediaan fasilitas umum yang tinggi seperti fasilitas pendidikan, kesehatan, ekonomi sosial dan aksessibilitas. Indeks ketersediaan fasilitas umum yang tinggi dapat mendorong aktivitas manusia yang baik, termasuk dalam sektor ekonomi. Pola spasial dari indeks ketersediaan fasilitas umum di Kabupaten Cianjur dianalisis dengan global dan local spasisl autokorelasi yang dihitung masing-masing berdasarkan pada Indeks Moran dan indeks LISA (local indicator spatial association). Bobot spasial yang digunakan dalam perhitungan global dan lokal spasial autokorelasi adalah nearest neighbor,  neighbor boundary length and neighbor distance. Hasil menunjukkan bahwa perbedaan bobot spatial pada global spatial autocorrelation tidak memberikan pengaruh terhadap pola spasial tetapi berpengaruh pada nilai Moran Index yaitu 0.30; 0.22 and 0.33 masing-masing untuk nearest neighbor, neighbor boundary length dan neighbor distance. Perbedaan bobot spasial di local autokorelasi menunjukkan bahwa 97% kecamatan di Kabupaten Cianjur memiliki scatter plot yang sama dan hanya 3% kecamatan memiliki scatter plot yang berbeda. Pola spasial ketersediaan fasilitas umum di Kabupaten Cianjur adalah kluster dimana kluster Cianjur Utara dengan kategori HH dan kluster Cianjur Tengah-Selatan dengan kategori LL.  Kata kunci. Abstract

ABSTRAKKeputusan Presiden No 32/1990 menyatakan bahwa sempadan sungai adalah kawasan perlindungan setempat. Pelestarian kawasan sempadan ini juga didukung oleh peraturan lainnya. Meskipun demikian, berbagai pelanggaran terhadap peraturan perundangan terus terjadi, termasuk banyaknya permukiman ilegal di kawasan sempadan Ciliwung yang memunculkan bahaya lingkungan. Oleh karena itu langkah pencegahan perlu segera ditempuh. Model perumusan kebijakan pengelolaan lanskap dirancang untuk dapat mengatasi hal ini melalui dukungan analisis spasial kemampuan lahan dan kesesuaiannya. Tujuan dari penelitian ini adalah untuk menganalisis kemampuan lahan dan kesesuaiannya untuk beberapa tanaman guna mendukung program penghijauan di kawasan sempadan Ciliwung. Evaluasi lahan dilakukan melalui analisis Satuan Peta Lahan (SPL). Kawasan sempadan Ciliwung di Kota Bogor ini terbagi menjadi 18 SPL. Analisis spasial yang dilakukan berdasarkan data tahun 2006-2013, menunjukkan terjadinya peningkatan permukiman ilegal sebesar 0,8% dan tingkat pengurangan luas ruang terbuka hijau sebesar 0,17%. Hasil analisis kemampuan lahan menunjukkan bahwa 85,78% dari total luas lahan memiliki kemampuan sedang hingga tinggi (kelas II-e, II-w, III dan IV-e). Kelas kemampuan lahan II-IV direkomendasikan untuk lahan pertanian, sedangkan kelas V-VII direkomendasikan sebagai lahan konservasi. Berdasarkan analisis kesesuaian lahan, daerah ini memiliki potensi kesesuaian lahan untuk jenis tanaman budidaya, khususnya buah-buahan. Hasil ini dapat menjadi alat yang kuat untuk merumuskan kebijakan pengelolaan lanskap di sempadan Sungai Ciliwung di Kota Bogor.Kata Kunci: evaluasi lahan, kemampuan lahan, kesesuaian lahan, manajemen lanskap, penghijauan, kebijakanABSTRACTAccording to the Presidential Decree No. 32/1990, riparian area is among locally protected areas. Other government regulations strongly recommend on conservation of the riparian area. Typically, continuous violation of governmental regulation is noted mainly illegal settlements in the Ciliwung riparian area, which led to environmental hazards. Hence preventive major should be taken in this regard. A policy formulation model of landscape management can be designed through spatial analysis of land capability and land suitability. The aim of this research is to analyze land capability and suitability for re-greening program in the Ciliwung riparian area. Land evaluation is carried out through analysis of soil map units (SPL), which are divided into 18 SPL, followed by land capability and suitability analysis. Results of spatial analyzes based on data year 2006-2013 showed a rate of increase in illegal settlement area by 0.8% and a rate of reduction in green open space area by 0.17%. The result of land capability analysis shows that the total area is approximately 85.78% has moderate to high land capability (class II-e, II-w, III-e and IV-e). The land capability classes II-IV are recommended for agricultural land, while classes V-VII are recommended for conservation area. Based on land suitability analysis, this area has potential for local crops. These results can be strong tools for formulating a landscape management policy for Ciliwung riparian area in Bogor City.Keywords: land evaluation, land capability, land suitability, landscape management, re-greening, policy

Abstract

Lahan merupakan salah satu faktor produksi yang sangat penting dalam pengusahaan perkebunan, karena lahan merupakan media tumbuh bagi tanaman. Pemanfaatan sumber daya lahan perlu disesuaikan dengan kondisi agroekologinya, agar usaha pertanian dapat berkelanjutan. Usahatani tebu merupakan praktek penggunaan lahan komersial monokultural yang sering menyebabkan penurunan keanekaragaman hayati pertanian (agrobiodiversity). Penelitian ini difokuskan pada pemilihan lahan yang tepat dan diprioritaskan untuk penanaman tebu. Integrasi pendekatan Multi Criteria Decision Making (MCDM) dan Sistem Informasi Geografis (SIG) menyediakan sistem pendukung keputusan spasial yang kuat dan efisien untuk menghasilkan peta kesesuaian lahan dan prioritas pengembangan kawasan serta untuk menganalisis data spasial dan membangun proses untuk pendukung keputusan. Tujuan penelitian ini adalah melakukan analisis prioritas pengembangan kawasan perkebunan tebu dan melakukan analisis ketersediaan lahan untuk kawasan perkebunan Tebu. Penelitian ini menggunakan metode Multi Criteria Decision Making (MCDM) berbasis Analytical Hierarchy Process (AHP) dengan bantuan Sistem Informasi Geografis (SIG). Berdasarkan hasil analisa total areal yang berpotensi dimanfaatkan untuk kawasan perkebunan tebu tersebut adalah sebesar 121.484,83 ha atau 21,48% dari total daratan Kabupaten Seram Bagian Timur. Total areal tersebut terbagi pada kelas Prioritas I sebesar 76.751,79 ha (63,18%), kelas Prioritas II sebesar 41.807,84 ha (34,41%) dan kelas Prioritas III sebesar 2.925,21 ha (2,41%).Kata kunci: Tebu, MCDM, AHP, SIG, PrioritasABSTRACTLand is one of the most important production factors in plantation industry, because the land is a growing medium for plants. Utilization of land resources needs to be adapted to its agro-ecology conditions, in order to be sustainable. Sugarcane farming is a monoculture commercial land use practices that often lead to a decrease in agricultural biodiversity. This study focused on the selection of appropriate land and prioritized for planting sugarcane. Integration of Multi Criteria Decision Making (MCDM) and Geographic Information System (GIS) provides a powerful and efficient spatial decision support system to produce land suitability maps and regional development priorities as well as to analyze spatial data and build process for decision support system. The purpose of this study is to analyze the regional development priorities of sugarcane plantations and analyze the availability of land for sugarcane plantation area. This study uses the Multi Criteria Decision Making (MCDM) based Analytical Hierarchy Process (AHP) with the help of Geographic Information System (GIS). Based on analysis of the total area that could potentially be used for sugarcane plantation area amounted to 121,484.83 ha (21.48%) of the total land area in Seram Bagian Timur Regency.
