Abstract

In  the past, developing  curricula  for  planning  education  in  developing countries  could  mean  asking  for  assistance  from  the  western universities to set up a degree program, using western planning tools to be  put  into  social  and  cultural  specific  of  the  developing  countries. Most  of  such  collaboration  would  ignore  the  potency  of  knowing  the two  different  worlds.  Those  view  is  no  longer   appropriate  as globalisation  in  planning  discipline  is  inescapable,  dualistic  views  on the planning in rich and poor countries has to be seen as a strong point for  planning  education  especially  because  education  itself   is  now globalising.  The  trend  for  global  education  is  visible,  collaboration between  developed  and  developing  countries  universities  are everywhere  not  only  for  the  financial  reasons  but  also  because economic, environment, social and cultural development are now cross border,  and  this  often  involving  conflict  and  a lliance  across  ethno national.  Within  the  above framework,  this  paper  discusses  the development  of  curricula  of  the  Department  of  City  and  Regional Planning of the Institute Teknologi Bandung, since the department was set  up with  the  help  of  the  United  Nation  in  1959;  the  development  of  Master  degree  programme  with  the  assistance  of  the  DevelopmentPlanning  Unit,  University  College  London;  and  the  development  of Double Master Degree Programme in collaboration with the Faculty of Spatial  Sciences,  RUG.  It  is  argued  that  the  curricula  has  been developed in  response to the  changing planning  context in national as well as international level and that planning education has to be able to enrich  students  not  only  with  the  analytical,  tech nical  and  socio political knowledge of local content of developing countries but also the content  of  developed  countries  as  these  two  knowledge  will  enhance understanding of global development problems.

Abstract

Large scale land development in outer skirt of a city brings some impacts in its surrounding areas. One of them is related to the per-urbanization process. The development in not only transforming its own area, but also changing its surrounding. The development changes the land uses, creates certain concentrations and changes the surrounding area from predominantly rural characteristics, to peri-urban characteristics, an area with combination of rural and urban characteristics. This study explains the socio-economic transformation of the people living close to large scale land development of BSD. The result shows that socio-economic conditions of the people have been significantly transformed, especially in migration, jobs, income and spending of household’s variables. The transformation can be seen from increase of the proportion of migrants; change in the job’s structure; the increasing number of secondary and tertiary sectors jobs, the increasing household’s income, and the increasing of household’s spending for non-primary needs. The transformation is triggered by land development in BSD, such as the growth of industries and commercial activities in BSD which create job opportunities and attract people to migrate the surrounding of BSD.Keywords: large-scale land development, peri-urban, socio-economic transformation, BSD

Abstract

The products for market in urban tourism are heterogeneous; they range from products that show socio-economic diversity attractions, which is intangible to products such as souvenirs and historical artifacts as objects, which are tangible attractions. It is important to develop, products that can simultaneously offer the tangible and the intangible attractions to serve the market. . City sightseeing tour is one tourism products that linked the intangible and tangible attractions in one transportation route, therefore it enables tourists to choose objects and attractions they like to experience within their tight time/schedule. As a planning product, the city sightseeing route in Jakarta, is developed based on two approaches: Tourism Business District and Participatory. Tourism Business District Approach is chosen as it is optimize the utilization of all urban assets for public and tourism needs while the Participatory Approach may absorb the aspirations of stake holders . With those two approaches u is desired that the policy recommendations and/or the tourism activities for the city sightseeing route achieve the optimum outcomes.

Abstract

Alongside the economic boom experienced in Indonesia during the 1980s and the early 1990s, a remarkable land development for residential purposes has taken place. In Jakarta and its surrounding areas, for instances, the formal private developers were able to sell an average of more than twenty five thousand housing units annually and to transform 16.6 thousand hectares of land into residential areas within 20 years alone. However, due ti the unsound loan management this massive land development is believed to be one of the factors triggering economic crisis in Indonesia. For almost four years now the government intervenes with a measure attempting to recover the housing market that has been collapse since the economic crisis hit in 1997. The government set up an ad hoc institution and bailed out most of the debt created by the excessive of the government intervention in the housing market. The paper argues that the government intervention has never been effective particularly because the socio-political and economic condition of the country is still uncertain. In this circumstance the intervention benefits only small minority developers and ignoring the large majority of low-income potential buyers.Keywords: formal housing market, public intervention, perumnas

Abstract

Land-use changes have been a common phenomena in Indonesian cities. Some of the changes do improve the physical as well as socio economic conditions of the areas, but, in the absence of sound legal procedure for the changes, mostly harms the environment and the people, creates traffic jam and evicts the low income people. Therefore a new legal procedure for land-use changes should be developed. This article will discuss the “development charges’ approach as a legal tool to make land-use change benefits the people, the government and the private sector.

Abstract

It has been more than a half decade that the very destructive tsunami hit Banda Aceh, the capital city of Nanggroe Aceh Darussalam Province, located at the northern part of Sumatra Island. So far the urban planning and development in the city is focusing on reconstruction and rehabilitation, which can be absolutely understandable considering the devastating impact of tsunami at that time, however as the time passes by, a new intention has to be created to the conservation effort not only to uphold the value that Aceh once had, but also as an attraction to boost tourism.The paper argues that, despites some challenges in the interpretation and institution side, Puenayong would be the suitable place for conservation in Banda Aceh. Peunayong old shop-houses still retain the heritage architectural value. The long history of the area and the typical old Chinese architectural type of shop-houses make the area just the place for conservation. The regular maintenance by the owner such as painting, cleaning, and other efforts to protect old materials from decay have enabled this old shop-houses still stand at its architectural value today. As the economic value of the area is now increasing, reuse strategy could be used to maintain the character and the architectural value of the shop-houses and at the same time enhancing the environment quality of the site for tourist attraction.
