Abstract

This study looks into clientelism and vote buying on Bintan Prosperous Cards (Kartu Bintan Sejahtera, KBS) in Bintan, Kepulauan Riau. The objective of this study is to understand the practices of clientelism and vote buying using KBS. This study was conducted by case study approach. The participants of this study consist of the Commission of General Election of Kepulauan Riau, candidates of governor of Kepulauan Riau 2015-2020, candidates of Bintan Regent 2015-2020, their supported parties, successful and campaign team, and the bureaucracy implementing KBS. The findings of this study are that KBS were used as the practices of clientelism and vote buying both by the candidates of Kepulauan Riau governor and the candidates of Bintan Regent, 2015-2020 period. This study also finds that formal and informal political networks are utilized by the candidates as a clientelism and vote buying arenas. This study not only contributes to the literature of clientelism and vote buying, but also adds the literature of social policy in the context of Indonesian local politics setting

Abstract

Workability is skills or skills to do a job that is only gained from practice. Effectiveness is a businessoutreach program as a system with limited resources and means to meet the goals and targets withoutcrippling it means and resources, and without putting undue pressure on the implementation. Two aspectswill be explored in this study takes place in Riau Islands Province Cultural Office by measuringthe effect on the effectiveness of the organizations ability to work with a quantitative approach that isassociative. The conclusion from this study is that there is 36.6% with product moment correlation calculation,there is no significant influence between the workability and effectiveness of the organizationCultural Office Riau Islands Province. and test results of determination coefficient of 13.4% with theprovisions of SPSS version 17, which means that there is a significant and positive effect among variablesworkability to variable organizational effectiveness. Riau Islands Province Cultural Department,while the remaining 86.6% influenced by other variables not examined.

Abstract

Bureaucracy Entrepreneurial in public is a requirement that is proven to have a positive impact in theleadership of Local Government for the welfare of the community by performing a variety of innovationsin order to survive and excel in competition in the era of regional autonomy. Tanjungpinang city is oneof the city located in the province of Riau islands which would require the soul of a local chief who hasthe spirit of change. figure of a Tanjungpinang Mayor 2013-2014 who considers that existingemployees are an asset in progress Tanjungpinang by noting that both retaining profitable assets. Thepurpose of this study is to describe and analyze the practice of application of the entrepreneurial spirit inthe leadership of Mayor Tanjungpinang 2013-2014. based on the exposure raises the issue of how theauthor seeks an entrepreneurial spirit that made by Mayor Tanjungpinang 2013-2014 as the latestbreakthroughs that are creative and innovative to developed Tanjungpinang superior and able tocompete with other cities. Informants in this study were derived from the government and communityleaders, the sampling technique used is purposive sampling technique that consists of 4 peopleinformant. The research method used was a qualitative research case study is a research approach thatdoes not try to look for relationships between variables as adopted by flow positivistic (quantitative), butrather to find meaning (symbols) with the natural way or with the testing procedure in detail againstthe background or a person subject or the storage area of the document or a particular event. The purpose of this study is to explain the practices of politization in Indonesian bureaucracy. The qualitative approach is used to explore it purpose. The data of this study are gained from the secondary sources. Finding of this research conclude that the politization ensuethroughout Indonesian voyage. Further, the politization will be discussed in three periods, included pre-colonial, colonial, Old Order, New Order, and post New Order.The politization of bureaucracy are determined by liberal democracy, multi-party system, and high-cost politics.

Abstract

Potensi zakat di Kota Tanjungpinang memang cukup mengalami kenaikan pada setiap tahunnya. Namun pengelolaannya dinilai belum optimal karena belum adanya kolaborasi yang dilakukan secara terus-menerus dengan aktor pengelola zakat yang lain. Di Tanjungpinang sendiri terdapat lembaga-lembaga yang ikut dalam proses pengelolaan zakat dan pengumpulan zakat. Lazismu merupakan salah satu lembaga yang ikut dalam proses pengumpulan maupun pendistribusian namun belum pernah berkolaborasi dengan Baznas. Berbeda dengan UPZ yang dibentuk oleh Baznas, unit ini yang menjadi perpanjangan tangan dalam proses pengumpulan di sektor SKPD, Masjid, Sekolah maupun BUMD.  Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan eksploratif dengan teknik pengumpulan data yaitu; wawancara, observasi, dan dokumentasi. Penelitian ini bertujuan untuk mengkaji kolaborasi dalam penciptaan pengetahuan melalui manajemen pengetahuan dalam pengelolaan zakat, infak, dan sedekah yang fokus pada proses penciptaan inovasi dalam pengembangan zakat, infak dan sedekah. Teori yang digunakan adalah teori kolaborasi dan manajemen pengetahuan dengan dua jenis pengetahuan yaitu eksplisit dan implisit. Berdasarkan hasil penelitian didapatkan bahwa analisis tentang adanya inovasi dalam pengembangan zakat, infak dan sedekah di Kota Tanjungpinang belum dapat dikatakan berhasil karena tidak memaksimalkan pengetahuan-pengetahuan yang dimiliki oleh anggota organisasinya. Selain itu, kendala yang didapati adalah persoalan regulasi yang masih belum berjalan hingga saat ini. Permasalahan regulasi menjadi prioritas utama yang harus ditangani dengan tujuan mendapat dorongan secara materil maupun moril dari pemerintah daerah.   Kata Kunci : Kolaborasi, Manajemen Pengetahuan, ZIS

Abstract

The primary aim of this study is to investigate the political transformation of the coffee shops in Kepulauan Riau before local leaders election. It is drived by the empirical facts that many coffee shops have transformed to be supporter of one of the candidates of local head government. By using grounded theory and thematic analysis, this study answers the critical questions of why the coffee shops change and what the factors affecting the transformation. A series of interview were conducted on a dozen of informants, consisted of political parties, campaign and success teams of the candidates, Local General Elections Commission (KPUD), Local Election Supervisory Agency (Bawaslu), the owners and the visitors of the coffee shop. Evidence of this study points out that the transformation of the coffee shops is the consequences of both political system and political structure in Indonesia. The empirical findings of this study are not only worthwile to the study of public sphere in the context of Indonesian local political setting but also to the practicioners in designing the truthful and fair local general election.

Abstract

Several regional governments in Indonesia have implemented paid plastic shopping bags policy to reduce micro-plastic waste. However, there are only a few studies to evaluate this program. To fill the research gap, the researchers seek to implement the regulation by investigating policy effectiveness factors. The ultimate purpose of this paper is to illuminate what factors affect the policy. The researchers studied the implementation of paid plastic bags in Depok City, West Java, Indonesia, by employing a survey to achieve the objective. One hundred and thirty-four respondents had participated in this research and shared their responses on the policy. A partial least square structural equation modeling (PLS-SEM) was applied to analyze the data. The results showed three factors contributed to policy implementation: knowledge, awareness, and compliance. The current research extends Grindle’s theory by examining individual determinants as predictors of policy implementation. This study also adds the researchers’ knowledge into how society responds to Indonesia’s paid plastic shopping bags policy and contributes to the government designing a suitable strategy to implement the program effectively.

Abstract

Recently, government employees encountered issues of service performance because of the rising citizen’s demand to get a better service quality. The concern of the researchers to relate employee service performance with equal employment opportunities and the practices of human resource management still limited. Using social exchange theory, recemt study aims to examine the relationship between equal employment opportunity and employee service performance in the public sector. This research also investigates the mediating role of human resource management practices between the equal employment opportunity and employee service performance. This study was conducted among public servants in Tanjungpinang. A total of 258 public servants responded to the survey. The data were analyzed using structured equation modeling. The findings showed a positive relationship between equal employment opportunity and service performance. Besides, this study also claimed that human resource management practices mediate the connection between equal employment opportunity and service performance. The research implications and future research area need further elaboration. Keywords: Social Exchange Theory, Equal Employment Opportunity, Human Resource Management Practices, Service Performance. Abstrak Saat ini, aparatur pemerintah menghadapi permasalahan kinerja pelayanan karena meningkatnya permintaan warga terhadap pelayanan yang berkualitas. Namun, masih sedikit dari para peneliti yang memberikan perhatian terhadap kinerja pelayanan dan keterkaitannya dengan kesempatan kerja yang setara dan praktik manajemen sumber daya manusia. Studi ini menganalisis hubungan antara kesempatan kerja yang setara dan kinerja pelayanan para pegawai di sektor publik dengan menggunakan teori pertukaran sosial. Studi ini juga menguji peranan praktik manajemen sumber daya manusia dalam memediasi pengaruh kesempatan kerja yang setara terhadap kinerja pelayanan. Survei dilakukan terhadap Aparatur Sipil Negara di Pemerintah Kota Tanjungpinang. Sebanyak 258 pegawai memberikan respon terhadap penelitian ini. Data dianalisis dengan menggunakan model persamaan struktural. Hasil penelitian ini menunjukkan hubungan positif antara kesempatan kerja yang setara dan kinerja pelayanan. Selain itu, studi ini juga menemukan bahwa praktik manajemen sumber daya manusia memediasi hubungan antara kesempatan kerja yang setara dan kinerja pelayanan. Selanjutnya, bagaimana implikasi studi ini dan area riset di masa depan akan dielaborasi lebih lanjut.
