Abstract

Forest ecosystem supports almost all of  the needs of  human being through its contribution of  tangible and intangible values.  Currently, the intangible values have gained less attention than the tangible values that cause  underestimation of  the total value of  the forest conversion into other more tangibly profitable usages, and miss-management of  the forest. One of  the important intangible values is the hydrological value that has been hardly calculated until now.  This research the intangible values of  water for household, transportation, agriculture and fishing in Mendalam Sub Watershed, Kalimantan. The economic values calculated based on market prices, opportunity costs and consumer’s surplus methods. The results showed that based on the    opportunity cost method the economic values of  the hydrological services was about Rp 8,043,706,237.50 per year. Meanwhile, the economic values of  the hydrological services based on the consumer’s surplus method gave lower value than the former method, i.e. Rp 8,031,351,664.60 per year. This study showed that the economic value of  the hydrological services was very high, which has not been included in the calculation yet. However, without trees there would be no forest and all other values included water value would not exist. Consequently, current forest management should put forest ecosystem as important to consider.

Abstract

Airport is a vital subsystem in the air transport system which has an important and strategic role in smoothening air traffic, so that an airport must be designed to be always ready in all situations and conditions to serve airline flights securely, orderly, smoothly, and quickly. The frequent delay faced by Indonesian domestic scheduled airlines is not fully caused by internal factor of the companies. Instead, it can be caused by the airport factor. The problems faced by airports in Indonesia which have impacts on the performance of flight punctuality among other things are capacity, slot time, quality of flight navigation devices, accessibility, professionalism of airport and ATC human resources, infrastructure, facilities, equipment, and the human resources handling security and safety of flights in airport. This article recommends that an in-depth study should be carried out to map the interrelations between the airport factor in the flight delay related to facilities integration and the airport authority in the flight activities in Indonesia. Abstract

The aims of this research is to analyze the policy of sea transport in the realization of modern sea toll transportation and development. The research uses descriptive-qualitative. The result shows: 1) government’s policy regarding sea toll is to ship transport, guarantee the availability of goods, reduce disparity cost and ensure continuity service transport of goods to regional, remote, outermost and border; 2) sea transport development policy is to enhance the role of national shipping leet both domestic and export-import transportation by imposing cabotage principle; abolish unoficial charges in ports through improved coordination of all relevant institutions and the process of loading and unloading goods that meet international shipping standards and the implementation of the International Ship and Port Security; restructure shipping legislation and its implementation, as well as institutional sub-sector of sea transport in order to create conditions that will attract private investment in the construction of sea transportation infrastructure; 3) sea transportation policy is set to increase nasional development to transport people, goods and information. This policy functions as supporting system to achieve the optimum allocation of economic resources in order to provide equitable, and affordable purchasing power services.
