Abstract

ABSTRACT Zainuri, Ahmad, 2014 The Juridical Review On Authority Of The Constitutional Court in order to Examine the Goverment Regulation that Replacing Constitution Of Indonesian Republic, Mini Thesis, Department Of Jurisprudence, Faculty Of Law, Kanjuruhan University Of Malang, Supervisor I Miya Savitri., S.Pd., M.Hum, Supervisor II Sulthon Miladiyanto., SH., MH. Keywords: Authority, Constitusional Court, Government Regulation to Replece Law. Objectives of the research are to find out: constitutional authority of the constitutional court to examine the government regulation to replace law, juridical implication on constitutional court to examine the  government regulation to replace law.  The legal research is library research, in which it is research that observes law principles, law systematic, law synchronization level, history of law, and law comparison. This research applied some approaches such us statute approach and conceptual approach. Data source of this research is secondary data that includes primary, secondary, and tertiary materials. The analysis technique on law materials was done qualitatively. After performing the research, the writer has found as follow: first , the position of government regulation to replace law after following the amendment UUD 1945 that has conformed to the Indonesian constitutional system, the presidential system, whereas materials  government regulation to replace law has been organized in article 22 of UUD 1945, which have never been changed, both the government regulation to replace law and law have similarity based on its substance, but they are different based on the from and condition (time) when they ware established, so that the constitutional court has authority to examine the government regulation to replace law.  It show that the constitutional court treats UUD1945 as living document, which interprets UUD 1945 in accordance with the condition at present, the base of law, taken by the constitutional court to examine the government regulation to replace law, is decision of ththe constitutional court number 138/PUU-VII/2009. The juridical implication concerning with the authority to examine the government regulation to replace law by the Constitutional Court has created some problem of law over the authority of the Indonesian Legislative Assembly, in which in accordance with UUD 1945, the Indonesian Legislative Assembly has an authority to accept or reject such the government regulation to replace law. Such law problem occurs if, in the same time the Constitutional Court to examine the government regulation to replace law, while the Indonesian Legislative Assembly is in court session in response to the government regulation to replace law.

Abstract

Masalah sampah adalah masalah klasik yang sudah lama melanda kotakotabesar di Indonesia. Masalah tersebut muncul karena terbatasnya lahan kosongyang dapat dijadikan sebagai tempat pembuangan akhir sampah, sementara produksisampah tiap hari terus berlangsung. Pemda Bone Bolango juga tak luput daripermasalahan tersebut. Oleh karena itu, mereka mencari lokasi tempat pembuangansampah yang transportasinya mudah di jangkau dari kota Kabila, jauh dari saranaumum dan pemukiman warga. Atas dasar hal tersebut desa Tulaa dipilih sebagairencana lokasi tempat pembuangan sampah. Namun untuk mengetahui daya dukungbatuan bawah permukaan di lokasi yang akan dijadikan tempat pembuangan sampahmaka perlu dilakukan penelitian geofisika dengan metode geolistrik resistivitaskonfigurasi schlumberger. Hasil interpretasi pengukuran geolistrik diperoleh bahwalokasi desa Tulaa kurang baik karena tidak adanya lapisan kedap air yang menutupilapisan air tanah (akuifer), sehingga sangat mungkin ketika ada limbah cair darisampah, limbah tersebut akan terinfiltrasi ke dalam tanah sampai ke lapisan akuiferdan pada akhirnya akan mencemari air tanah.

Abstract

The goal in this study is defined as follows; 1.) To describe the implementation of the character model in MTs NU Banat Kudus in reality. 2) To describe and analyze the strengths and weaknesses of character-based management model in the MTs NU Banat Kudus. 3. To describe and analyze in the MTs NU Banat Kudus. This research is a field survey with a qualitative approach. Collecting data is using interviews, observation, documentation, and triangulation. Methods of data analysis are using methods developed by Miles and Hubermanwith three steps, namely data reduction, data presentation, conclusion and verification. As for the location of this  research is at MTs NU Banat Kudusin academic year of 2014/2015. From the analysis of the data can be obtained findings of the study as follows: First, the reality of the development ofcharacter education model at MTs NU Banat integrative implemented in each of the learning that is done through lesson plans, learning implementation, and evaluation of learning. Secondly, the weakness of character development education model include: lack of time allocated;; and the ability of the students are not the same the strength include: teacher as professional educators; availability of instructional media. Third, the development of character-based management model is as follows: First, an inclusive strategy, namely to-insert the character education into all subjects/ fields of study) and in the learning process; secondly, the strategy of school culture; Third, self-exploration strategy; and fourth, peers assessment strategies.Penelitian ini bermaksud melihat secara nyata dari realitas pengembangan model manajemen berbasis karakter di MTs nu banat kudus. Tujuan dalam penelitian ini dijabarkan sebagai berikut; 1.) untuk mendeskripsikan realitas model manajemen berbasis karakter di MTs NU Banat Kudus. 2) untuk mendeskripsikan dan menganalisis kekurangan dan kelebihan model manajemen berbasis karakter diMTs nu banat kudus. 3. untuk mendeskripsikan dan menganalisis pengembangan model manajemen berbasis karakter di MTs NU Banat kudus. Penelitian ini merupakan penelitian survey lapangan dengan pendekatan kualitatif. Pengumpulan data menggunakan metode wawancara, observasi, dokumentasi, dan trianggulasi. Metode analisis data menggunakan metode yang dikembangkan oleh Miles and Huberman dengan tiga langkah, yaitu reduksi data, penyajian data, penarikan kesimpulan dan verifikasi. Adapun lokasi penelitiannya sendiri adalah di MTs NU Banat Kudus Tahun Pelajaran 2014/2015. Dari hasil analisis data dapat diperoleh temuan-temuan penelitian sebagai berikut: Pertama, Realitas pengembangan model pendidikan karakter di MTs NU Banat kudus dilaksanakan secara integrative dalam setiap pembelajaran yang dilakukan melalui perencanaan pembelajaran, pelaksanaan pembelajaran, dan evaluasi pembelajaran. Kedua, kekurangan pengembangan model pendidikan karakter di MTs NU Banat kudus meliputi: minimnya alokasi waktu; dan kemampuan siswa yang tidak sama kelebihan meliputi: guru sebagai tenaga pendidik yang profesional; tersedianya media pembelajaran; tersedianya sarana dan prasarana yang memadai; dan minat belajarsiswa yang tinggi. Ketiga, Pengembangan model manajemen berbasis karakter peserta didik di MTs NU Banat adalah sebagai berikut : Pertama, strategi  inklusif, yakni meng-insert-kan (memasukkan)pendidikan karakter ke dalam semua mata pelajaran/bidang studi) dan dalam proses pembelajaran; kedua, strategi budaya sekolah; ketiga, strategi eksplorasi diri; dan keempat, strategi penilaian teman sejawat.

Abstract

Tujuan dari pengabdian masyarakat ini adalah pemberian motivasi bagi anak-anak putus sekolah untuk dapat kembali ke sekolah melalui kegiatan pemberdayaan dan pendampingan berbasis pembelajaran kelas motivasi dan non akademik. Metode kegiatan yang digunakan adalah Participatory Learning and Action dengan menekankan pada kegiatan ceramah, diskusi, curah pendapat yang dilakukan secara interaktif dengan anggota kelompok dan dilanjutkan dengan aksi atau kegiatan riil yang relevan dengan materi pemberdayaan masyarakat. Kesimpulan kegiatan pengabdian masyarakat ini adalah ; Anak-anak putus sekolah dapat mengikuti kegiatan dengan baik dan menerima materi pembelajaran meskipun masih perlu dilakukan bimbingan oleh fasilitator dengan tingkat keberhasilan pencapaian kegiatan  berada pada kategori 71% atau skala very good. Rekomendasi dalam kegiatan ini adalah perlunya sinergisitas dengan dinas/instansi terkait agar anak-anak putus sekolah mempunyai kesempatan yang sama dalam mendapatkan akses pendidikan dasar

Abstract

Good or not the services of government agencies can be measured through the implementation of Good Governance principle in the agency. One of the characteristics of Good Governance is accountability. This research aimed to examine the implementation of budget management accountability at Cilegon City Election Commision (KPU). This research employed a descriptive qualitative method. The data were collected through interviews, observations and document reviews. The analysis results showed that Cilegon City KPU still did not apply the good budget management accountability for example some procurement of goods and services and other facilities did not have clear evidence of transactions and some of them were unrealistic and did not correspond to the market price. Based on the research results, it is recommended that regular training ought to be conducted to develop the skills of budget administrators both of the Commission and the PPK and PPS. The Commission together with the Chairmen of the PPK and PPS needs to monitor the implementation of the budget in the field. The Commission should involve all stakeholders to discuss the budget accountability report.

Abstract

Discipline culture is a reflection of the quality of educational institutions. The low level of discipline is the main problem of every educational institution. The role of leadership is very much needed in overcoming this problem. This paper aims to describe the leadership role of madrasah principals in improving the disciplinary culture of students at MAS Patra Mandiri Plaju Palembang. This research uses a qualitative approach with a descriptive analytic study method. Data were collected using interview techniques, observation and documentation study. The results of this study indicate that the headmaster of MAS Patra Mandiri Plaju Palembang has played its role and function in improving the disciplinary culture of students in a fairly good category. This is supported by 2 factors, namely (1) the role models of madrasah principals in complying with school regulations; and (2) socialization of school discipline rules and sanctions for violations. The obstacles faced by madrasah principals are (1) there are still some teachers who do not exemplify student attitudes; and (2) there are still students who are not "deterred" to be given disciplinary violations.

Abstract

Abstract: Abdurrahman Wahid or often known as Gus Dur, is a nationalist thinker, writer and kyai in Indonesia. His ideas and thoughts have given a glimmer of light to some Indonesian Muslims about the importance of respecting and living tolerance. In his intellectual perspective, the basic foundation for building a pluralistic Indonesia is based on a national cultural and ideological foundation, none other than Pancasila. Because these two foundations build on the history of nationalism, both personally and collectively. Grounding Islam as one of Gus Dur's noble nawacitas to unite the values ​​and norms of religious spirituality, namely the beauty of religion. In this article the author uses a biographical approach. The concept of historical writing: data, facts, sources and methods. With several approaches, concepts and methodologies of historical research, this writing uses a literature review or literature study with several primary and secondary historical sources from Gus Dur's works as well as several other writers who discuss Gus Dur and scientific journals. Gus Dur's thinking is a thought based on pluralism-humanism, Pancasila, Islamic indigenization and Islamic cosmopolitanism.

Abstract

This study aims to analyze the management of teacher recruitment which focuses on the study process and selection material. This research was conducted at SMK Nurul Iman Palembang, as a school known for its quality in the recruitment and development of teachers. This study uses a qualitative method based on descriptive studies, with data collection techniques using observation, interviews, and documentation. Informants in this study were principals, vice principals, and teachers. The data analysis technique used is data reduction, data presentation and verification or drawing conclusions. The results of the study explain that the teacher recruitment process at SMK Nurul Iman Palembang goes through the stages of preparation for teacher recruitment, formation of a teacher recruitment committee, dissemination of recruitment information, acceptance and collection of administration, preparation of selection materials, interviews, and determination of participant graduation. The selection materials include four materials as stated in Law no. 14 of 2005 concerning teachers and lecturers, namely pedagogical material, professional material, personality material, and social material.
