Kecelakaan lalu lintas di Kota Yogyakarta terus mengalami kenaikan setiap tahun. Kecelakan ini disebabkan salah satunya karena factor manusia yang tidak mematuhi etika berlalu lintas. Artikel ini bertujuan untuk mendeskripsikan kolaborasi tata kelola pemerintahan yang terjalin antar pemangku kepentingan dalam pembudayaan etika berlalu lintas pelajar SMA di Kota Yogyakarta. Metode yang digunakan adalah deskriptif kualitatif, dengan pengumpulan data melalui Focus Group Discussion, wawancara, observasi dan dokumentasi. Informan dalam penelitian ini adalah Dinas Pendidikan, Pemuda dan Olahraga Daerah Istimewa Yogyakarta, Dinas Perhubungan, Direktorat Lalu Lintas Kepolisian Daerah Istimewa Yogyakarta, Satuan Polisi Lalu Lintas Resort Kota Yogyakarta, Sekolah (SMA Muhammadiyah 3 dan SMA 4 Yogyakarta), keluarga dan peserta didik. Temuan dari penelitian menunjukkan bahwa collaborative governance telah berjalan sesuai dengan teori Ansell dan Gash (2007). Antar actor sudah saling berkomunikasi secara rutin dalam menyusun dan implementasi kegiatan pembudayaan etika berlalu lintas. Selain itu, kolaborasi juga sudah melibatkan unsure non-pemerintah/swasta yaitu PT Astra Honda Motor (AHM) yang dengan memanfaatkan corporate social responsibility melakukan integrasi pendidikan etika berlalu lintas ke dalam kurikulum pembelajaran disekolah. Selain itu pelaksanaan Sekolah Model Pendidikan Etika Berlalu Lintas yang merupakan kolaborasi antara Dinas Pendidikan Kota Yogyakarta, sekolah dan Kepolisian merupakan contoh nyata collaborative governance tersebut. IMPROVING STUDENTS’ ABILITY IN READING NARRATIVE TEXT BY USING THINK PAIR SHARE STRATEGY IN EIGHTH GRADE OF SMP IT AR-RASYID MEDAN SENEMBAH, TANJUNG MORAWA Utami Dewi

The aim of study was to find out improvement of students’ ability in reading narrative text by using TPS strategy. This study was conducted by applying Classroom Action Research (CAR), which was carried out through four steps. They were plan, action, observation and reflection The subject of research was the grade VIII-A students of SMP IT AR-Rasyid Medan Senembah, TanjungMorawa which consisted of 30 students academic years 2015/2016. The research was conducted in two cycle, cycle I consisted of three meetings and cycle II consisted of two meetings. Instruments for data collection were test, observation sheet, interview sheet, diary note and documentation.Based on the result of the data analysis showed that mean of the first cycle was 63,3. The mean of second cycle was 73,5. The percentage of students who got point up 70 also grew up. In the pre test, students who got up 70 were only 1 of 30 students (3,3 %). In the post test of cycle I, students who got up 70 were only 14 of 30 students (46,6 %). It mean that there was improvement about 43,3 %. In the post test of cycle II, students who got up 70 were 26 of 30 students (86,7 %). The improvement was about 40 %. The total improvement of the students’ score from the pre test to post test of cycle II 83,3%. So the result of the research showed that Think Pair Share (TPS) strategy significantly improved students’ ability in reading narrative text.Key Word: Improving Ability, reading, narrative teks, Think Pair Share Strategy, Class Room

Language style is the entity of a speaker. There are many factors that influence one’s language style, such as: gender, social status, educational background, etc. Both of men and women have their own characteristic and behavior in the society so it can make them become different in some aspect, especially in the way they use a language. It means gender influence one’s language style. Men and women have different role and status in the society. The way of their thought and then represent it into a language is also different. This article describes about analysis of Margaret Thatcher’s quotes. Most of Margaret Thatcher’s quotes shows that she uses more Men’s language than Women’s language. It means that women do not automatically use the feminin language. It depends on some factors.

Multimodality is a theory of communication and social semiotics. Multimodality is a term widely discussed by linguists and semioticians. A wide range of semiotic resources has been used to construct meaning. Multimodality describes communication practices in terms of the textual, oral, linguistic, spatial, and visual resources - or modes - used to compose messages. In this paper, the ads “BODREX EXTRA” in electronic media was analyzed by five semiotic systems of multimodal (sign, symbol and or code). PELAYANAN PUBLIK BAGI PEMENUHAN HAK-HAK DISABILITAS DI KOTA YOGYAKARTA Sugi Rahayu; Utami Dewi

This research aims to analyze public policy and service implemented to people with disability. This research is important and interesting because of lack of government’s attention in fulfilling the rights of people with disability.This qualitative descriptive research shows that Yogyakarta City Government has made serious effort to give friendly public service to people with disability. Education Office has launched inclusive education program to give them opportunity to access equal and indiscriminative education. Furthermore, the presence of Blind Corner in Arpusda shows City Government’s effort to equalize them. In term of health, there is Jamkesmas special for people with disability, even though in its practice it is still rarely used by the group. In term of social, Social, Labor, and Transmigration Office has given some aids and capital mentoring every month to families with disability and employed them. The presence of Transjogja and special vehicle for them is effort to equalize them in society. However, programs to make friendly service have not been optimum because of the obstacles in its implementation. Human resource barrier, budget and people’s stigma toward people with disability make fair public service implementation is less effective. Keywords: public service, disability, Yogyakarta City.

This research aims to reveal the institutionalization of bureaucratic reformation in Sleman Regency after the implementation of UU ASN. Moreover, the objective of this study is to identify the potential and inhibited factors of bureaucratic reformation in Sleman Regency. The research method of this research is descriptive by employing qualitative approach. The result of this research show that the institutionalization of bureaucratic reform after the implementation of the Act ASN in Sleman have run, and continued with a change agenda. This is evidenced by the habituation process that has been seen from the implementation of the rules and a new culture in Sleman District Government. The main obstacle was the culture of the old bureaucracy, which asked to be served, causing bureaucratic reform objectives have not been achieved optimally. In addition, the Government of Sleman regency, like other local governments in Indonesia, had to wait for the policy directives from the central government due to frequent policy changes at the central level.Keywords: Institutionalization, Bureaucratic Reformation, UU ASN

IMPLEMENTASI KEBIJAKAN KUOTA BAGI PENYANDANG DISABILITAS UNTUK MENDAPATKAN PEKERJAAN DI KOTA YOGYAKARTA Utami Dewi

This article aims to describe the implementation of the quota policy 1 percent ofemployment opportunities for persons with disabilities in the city of Yogyakarta as stated in Government Regulation No. 43 Year 1998 on Efforts to Increase Social Welfare of Persons with Disabilities. In addition, a study of the obstacles encountered and efforts made by the Government of the city of Yogyakarta is also a goal of writing this article. The method used in this research is qualitative descriptive. The author uses interview, observation and documentation for data collection. The results showed that the implementation of the quota policy 1 percent for disabled for agencies that have hired employees more than 100 people, has not run optimally in the city of Yogyakarta. This is demonstrated by the limited number of disabled absorbed in government and private agencies. Various obstacles encountered in the implementation of this policy, namely: training materials for the disabled less up to date, enforcement of regulations about 1 percent quota has not run optimally; low awareness of state agencies and private companies to employ persons with disabilities; and the lack of willingness of the disabled to find jobs.Keywords: Quota Policy, Employment, Disabled

This article aims to describe the development of CBT in Kulon Progo and obstacles faced. The method used descriptive qualitative design with Research and Development (R and D) from Borg and Gall (1998). The technique of collecting data used interviews, observation, documentation and Focus Group Discussion (FGD). Data were analyzed using interactive analysis Miles and Huberman. The study found that some strategies may be taken in the development of CBT: to see, to do, to buy, to share, to empower and to sustain of all agriculture, economics and social-cultural potentials in Kulon Progo. Moreover, in implementing CBT, there are steps should be considered as follows: understanding all potentials and resources, establishing CBT’s management, and integrating roles of all stakeholders. However, there are several hindrances in the implementation model that needs to be taken by the manager of CBT in Kulon Progo are: 1). Un-sufficient budget; 2) the lack of human resources; 3) un-readiness of community in viewing the importance of tourism management; 4) the lack of support from private sectors; 5) lack of infrastructure.Keywords: CBT, Strategy, and Empowerment

Tujuan dalam kegiatan ini adalah untuk memberikan pengetahuan dan meningkatkan pengetahuan guru olahraga MGMP Kabupaten Kuburaya dan para peserta ekstrakurikuler siswa untuk tertarik menggeluti olah raga permainan futsal dengan keterampilan yang baik dan mumpuni di Kabupaten Kuburaya Kalimantan Barat, serta untuk bisa terampil dan mampu mengajarkan olahraga permainan futsal di kalangan masyarakat. Kegiatan ini diharapkan memberikan manfaat bagi guru MGMP Kabupaten Kuburaya dan siswa peserta ekstrakurikuler futsal di sekolah untuk mampu dan bisa terampil dalam mengeluti dan mengajarkan olahraga permainan futsal di kalangan masyarakat serta jenjang pendidikan di Kalimantan Barat. Metode yang digunakan dalam pelaksanaan kegiatan ini adalah; berupa pelatihan kiat sukses melatih futsal permainan olahraga futsal, jadi kegiatan menggunakan metode ceramah dan praktik lapangan. Evaluasi hasil pelatihan kiat sukses melatih futsal adalah proses pemberian penilaian terhadap kemampuan kecakapan dan keterampilan dalam mempraktikan teknik dasar futsal dalam rangka menerima, memahami, dan menguasai praktik, yang disajikan sesuai dengan teknik dasar dalam permainan futsal yang telah diterapkan dan digunakan dalam sebuah pertandingan, dan menilai perubahan sikap dan keterampilannya.

Tujuan kegiatan ini adalah mensosialisasikan kepada pemuda se kecamatan Teluk Pakedai untuk menjelaskan tentang pembuatan sistem pertandingkan dan peraturan permainan dan perwasitan bola voli. Kegiatan ini diharapkan memberikan manfaat agar adanya persamaan persepsi tentang peraturan permainan dan perwasitan bola voli sesuang dengan peraturan pertandingan PBVSI. Metode yang digunakan dalam pelaksanaan kegiatan ini metode deskriptif dengan pendekatan metode ceramah dan praktik langsung perwasitan bola voli. Hal-hal yang dapat evaluasi dari kegiatan ini adalah respon peserta sosialisasi terhadap sosialisasi sistem pertandingan dan perwasitan bola voli. Dengan diselenggarakannya sosialisasi mendapatkan manfaat yaitu, terciptanya persamaan persepsi tentang sistem pertandingan dan perwasitan bola voli di kecamatan Teluk Pakedai dan sebagai stimulus untuk mengikuti pelatihan wasit yang nanti secara resmi akan mendapatkan sertifikat dari PBVSI Kalimantan Barat.
