Abstract

The main problem of this regional autonomy research is the low competence of human resources in the New Autonomous Region of Pangandaran Regency, which is caused by its suboptimal implementation. The purpose of this study is to describe the implementation of regional autonomy and its impact. The method used is a qualitative approach with observation, interview and library study techniques. This study concludes that the implementation of regional autonomy in Pangandaran is not yet optimal. The positive impact of regional autonomy can increase the efficiency and responsiveness of government in public services with public preference, and arouse the spirit of competition and innovation among local governments. The negative impact, the quality of public services is low, due to the transfer of authority which is often misunderstood or misused so that adequate and formal supervision and control is needed both formally and informally as well as synergy between local, provincial and central governments.

Abstract

The low level of transparency and accountability in several government institutions is still a major topic that must be resolved by the Indonesian government, because this causes a lot of corruption and nepotism that causes losses to the state and society. This study aims to provide an explanation that there is a relationship between the role of the public accountability system as an effort to handle and prevent acts of corruption and nepotism to help improve the quality of service and good governance. The method used in this research is a qualitative approach with data collection techniques carried out through library research. The results of this study conclude that the implementation of a public accountability system is an important aspect of realizing good governance in Indonesia, because it will affect the performance and quality of public officials in providing services to the public. Rendahnya tingkat transparansi dan akuntabilitas di beberapa lembaga pemerintahan masih menjadi topik utama yang harus diselesaikan oleh pemerintah Indonesia, karena hal tersebut menyebabkan banyak terjadinya korupsi dan nepotisme yang menyebabkan kerugian bagi negara dan masyarakat. Penelitian ini bertujuan untuk memberikan penjelasan bahwa terdapat hubungan antara peran sistem akuntabilitas publik sebagai upaya penanganan dan pencegahan tindakan korupsi dan nepotisme untuk membantu meningkat kualitas pelayanan dan tata kelola pemerintahan yang baik. Adapun metode yang digunakan dalam penelitian adalah pendekatan kualitatif dengan teknik pengambilan data yang dilakukan melalui studi kepustakaan. Hasil kajian ini menyimpulkan bahwa penerapan sistem akuntabilitas publik menjadi salah satu aspek penting untuk mewujudkan good governance di Indonesia, karena hal tersebut akan mempengaruhi kinerja dan kualitas pejabat publik dalam memberikan pelayanan kepada masyarakat.
