Abstract

Kereta merupakan moda transportasi utama yang sering kita gunakan, kereta sendiri bisa dimanfaatkan sebagai alat untuk pegiriman barang dan memobilisasi penumpang, transportasi ini sangat unik yang dan memiliki jalur tersendiri berupa rangakaian besi baja melintang hingga beratus kilometer, struktur bantalan kereta api saat ini ada yang menggunakan beton dan kayu, jalur kereta tersebut sangat vital dan merupakan sarana pendukung penting. Proses monitoring jalur kereta api sendiri sangat ini komplek dan rumit diperlukan waktu yang lama, cara sebelumnya bersifat sederhana dan konvesional dengan menyusuri jalur kereta secara manual atau menggunakan alat pengukur geometri yang dipasang direl atau dikenal juga dengan nama railpod, railpod akan menyusuri rel dan akan memberikan report jika terdapat jalur kereta apa yang rusak, patah atau bergeser, pada penelitian ini akan dibuat sistem monitoring berbasis image dengan memanfaatkan drone sebagai alat pemantau jalur rel, cara lain adalah dengan pengambilan gambar bisa menggunakan data satelit yang akan memberikan informasi yang jelas tentang kondisi jalan sebelum dilalui oleh kereta api, sistem pengolahan data jalur kereta api dengan menggunkan image processing bisa menampailkan respon visual hingga ukuran cm, respon tersebut muncul jika ada pergeseran jalur maka sistem langsung memberikan data berupa lokasi dan pergeseran jalur pada komputer utama, sistem ini lebih cepat dalam mengecek dan menganalisa data jalur kereta dengan akurasi dan presisi yang tinggi hingga 90%, selain citra dari satelit pengambilan gambar bisa menggunakan drone, drone sendiri sangat mudah dalam perawatan dan penggunaan serta mampu memangkas biaya produksi bahkan kecelakaan kerja petugas dilapangan sendiri bisa di hindari karena drone mampu menjangkau jalur dan rel kereta api yang sulit misalkan melewati terowongan atau derah rel dijalur perbukitan dan padat penduduk.

Abstract

The existence of seed breeder farmers is one of the efforts to increase the availability of rice seeds which is very limited. Therefore, some rice seed breeder farmers start seed businesses either using their own capital for developing their private businesses or using facilities provided by the government. In Simalungun regency, the seed breeder farmers are divided into two groups i.e. fostered and independent seed breeders. Data was analyzed using a qualitative approach, income analysis, normality test, t test and F test. The normality test values showed that the value of Kolmogorov-Smirnov Z was 0.368>0.05 indicating that the data are normally distributed. The income between the two groups was significantly different based on the F test which F-value>F-table. Based on the t test, the income of the fostered seed breeder was lower than its counterpart. Keywords: Income Difference, Seed Breeder and Simalungun.

Abstract

This research aims at exploring the effect of organizational culture, especially clan culture, toward the success of information system implementation. A conceptual model of information system success had been developed by integrating DeLone-McLean model, technology acceptance model (TAM), unified theory of acceptance and use of technology (UTAUT). Competing values model (CVM) is being used for organizational model, as such the assessment for organizational culture is using organizational culture assessment instrument (OCAI). To test the proposed conceptual model, empirical study was conducted at a IT-based company using questionnaire and gave the total of 319 usable data samples. The data analysis is using SmartPLS3 due to the abnormality of data distribution. The OCAI assessment shows that the company has a tendency toward clan culture which is quite unexpected for an IT-based company. However, further analysis shows that the company has successfully mixed clan culture with the less-dominant types of culture to create a conducive culture for the success of information system implementation. This study sheds light on IT implementation for business organizations especially the ones which have clan culture as a dominant culture embedded in their organizations.

Abstract

Armyworm (Spodoptera litura) is one of the pests that attack vegetable plants in Indonesia. The attack resulted in the leaves of the plant being cut and perforated so as to reduce productivity and even crop failure The aim of the study was to determine effectiveness of Tithonia diversifolia extract as a vegetable insecticide to control the Spodoptera litura in mustard plants at the laboratory. The study used a completely non-factorial randomized design consisting of 5 treatments, K0 = no extract (control), K1 = concentration 4%, K2 = concentration 6%, K3 = concentration 8%, K4 = concentration 10%. Parameters observed were morphological changes and insect behavior, percentage of larval mortality, percentage of pupae and imago formed. The results that Tithonia diversifolia extract can control Spodoptera litura. The result of 8% (K3) Tithonia diversifolia extract effectively controls Spodoptera litura. The highest percentage of larval mortality of Spodoptera litura (80%) was found in the treatment of K3 (concentration 8%) at observation 9 HSA and the lowest mortality was found in K1 (concentration 4% with an average 67.5%. The lowest formation of pupa and imago in the K3 treatment was 20 and 29.17%

Abstract

Sistem informasi akademik penting untuk membantu MTS Al-Hidayah dalam pengelolaan akademik sekolah yang difokuskan kepada info sekolah, jadwal pelajaran, kegiatan sekolah, memudahkan pencarian data, dan menghasilkan laporan yang akurat. Pada sistem informasi akademik di sekolah tersebut masih memiliki  kekurangan pada proses validasi data, yang nantinya menyebabkan data akan disimpan ke dalam database tidak cocok atau tidak sesuai dengan data yang diinginkan. Sehingga diusulkan pengujian menggunakan metode Black Box dengan teknik Equivalence Partitioning secara menyeluruh berkenaan dengan penggunaan, manfaat, dan hasil yang didapati dari pemanfaatan perangkat lunak tersebut. Teknik Equivalence Partitioning yang membahas tentang pengujian dalam aspek validasi masukkan dilihat dari valid class. Hasil dari penelitian ini dapat disimpulkan bahwa hasil pengujian tingkat akurasi perangkat lunak sistem informasi sekolah pada MTS Al-Hidayah akan memberikan solusi paling tepat untuk sekolah tersebut pada masa yang akan datang.

Abstract

Tujuan dari penelitian ini adalah untu menganalisi peranan motivasi kerja dalam kinerja pegawai pada kantor Kecamatan Tanjungbalai Utara Kota Tanjung Balai. Dalam penelitian ini metode yang digunakan adalah metode penelitian kualitatif merupakan metode penelitian yang studi kasusnya mengarah pada pendeskripsian secara rinci dan mendalam mengenai potret kondisi tentang apa yang sebenarnya terjadi menurut apa adanya di lapangan studinya. Hasil penelitian menunjukkan bahwa peranan motivasi kerja dalam  kinerja pegawai pada kantor Kecamatan Tanjungbalai Utara Kota Tanjung Balai bahwa motivasi yang sangat berpengaruh adalah pekerjaan itu sendiri yang dimilikinya apabila sesuai, namun kenyataannya masih ada pegawai yang ditemukan sulit melkaukan motivasi diakibatkan pegawai tersebut hendak pensiun,  hal ini ditujukkan dari pegawai dalam menyelesaikan pekerjaan yang diberikan selalu belum maksimal diselesaikan dengan baik, serta pekerjaan yang diberikan kepada pegawai sesuai dengan keahlian dan kemampuan pegawai sehingga dalam penyelesaian pekerjaan tersebut akan menimbulkan rasa tidak menyukai terhadap pekerjaan dengan hasil yang tidak baik juga. Sehingga dapat dikatakan pekerjaan pegawai itu sendiri yang memotivasi mereka untuk bekerja.

Abstract

Diberlakukannya Undang-Undang Nomor 28 Tahun 2009 tentang Pajak Daerah dan Retribusi Daerah, berarti seluruh kewenangan dalam hal pengelolaan Pajak Daerah sepenuhnya dialihkan kepada Pemerintah Daerah. Sejak diserahkannya pengelolaan Pajak Bumi dan Bangunan Perdesaan dan Perkotaan (PBB P2) dari Pemerintah Pusat ke Pemerintah Daerah, Pemerintah Kota Binjai melalui Badan Pengelolaan Keuangan Pendapatan dan Aset Daerah Kota Binjai telah melakukan berbagai upaya intensifikasi agar penerimaan pajak daerah khususnya PBB P2 dapat berjalan optimal yaitu dengan menerbitkan Peraturan Walikota Binjai Nomor 47 Tahun 2017 tentang Sistem dan Prosedur Pemungutan PBB P2.Penelitian ini bertujuan untuk menganalisisImplementasi Peraturan Walikota Binjai Nomor 47 Tahun 2017 dengan melihat program kebijakan yang dilaksanakan, hambatan-hambatan yang dihadapi, serta usaha-usaha yang dilakukan terkait dengan intensifikasi guna meningkatkan penerimaan PBB P2 di Kota Binjai.Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif yaitu prosedur pemecahan masalah yang diselidiki dengan menggambarkan keadaan subjek/objek penelitian pada saat sekarang berdasarkan fakta yang tampak.

Abstract

The problem of this research is how to implement Government Regulation Number 46 Year 2011 on the appraisal of civil service performance especially at the Regional Office of Ministry of Law and Human Rights of North Sumatera. This research has been conducted since December 2018 until January 2019and has taken place at the Regional Office of Ministry of Law and Human Rights of North Sumatera. The Qualitative descriptive method is used in this research. Observation, interviewing and documentation are as data collection of this research. The main interviewees are the head of division of administration, the head of general department, the head of sub staffing department and ten (10) employees from each division to obtain detailed according to the need of the writer. The result of this research describes the implementation of the appraisal of civil service performance, based on government regulation Number 46 Year 2011at the Regional Office of Ministry of Law and Human Rights of North Sumatera has been implemented well.  The role of four (4) factors to successful policy implementation such as: 1. Communication, 2. Resources, 3. Disposition, 4. Structure of the bureaucracy can be fulfilled although it has not been perfect. The civil servants that become the policy target of the appraisal of civil service performance do not have any difficulties to obtain the information of the appraisal of civil service performance. The existing information has given the certainty to the civil servants of the describing the performance target of civil.

Abstract

The purpose of this study is to analyze the implementation of the policy for issuing permits for micro and small businesses in the Teluk Nibung District Office. This type of research is descriptive qualitative, according to Nawawi (2010: 57) Qualitative descriptive research is research that seeks a causal relationship between two or more variables of several populations or samples with random sampling techniques and uses research instruments in data collection to test hypotheses / allegations that have been set with several questions. The results of the study found that publishing was still very slow and used a long time and inadequate supporting facilities. The next problem is that communication between the implementor and the community of micro and small business actors is still lacking, where the socialization carried out by sub-district officials to the community has not been maximized so that most micro and small business actors do not know what benefits can be enjoyed from the business permit, and even some the community of micro and small businesses do not yet know about the policy that the making of micro and small business permits can already be done at the District / Kelurahan office.

Abstract

Aim of scope this research is analysis the role of work motivation in employee performance in Tanjung Balai North Tanjungbalai District office Research method is a method used by researchers in collecting research data. In this study the method used is a qualitative research method which is a research method whose case study leads to a detailed and in-depth description of the portrait of what actually happens according to what is in the field of study. The results showed that the role of work motivation in employee performance in Tanjung Balai North Tanjungbalai District office that motivation is very influential is the work itself which it has if appropriate, but in reality there are still employees who find it difficult to carry out motivation due to the employee wanting to retire, this ditujukkan of employees in completing the work given is always not maximally done well, and the work given to employees in accordance with the expertise and ability of employees so that in the completion of the work will cause a feeling of dislike of the work with results that are not good too. So that it can be said that the work of the employee itself motivates them to work.
