Abstract

Penelitian ini fokus pada Usaha Mikro Kecil (UMK) makanan ringan di Kota Padang Sumatera Barat. Jumlah responden dalam penelitian ini adalah sebanyak 150 pelaku usaha makanan ringan yang ada di Kota Padang yang diambil dengan purposive sampling. Permasalahan dalam penelitian ini adalah bagaimana bentuk jaringan (network) UMK dalam upaya meningkatkan kinerja UMK. Tujuan dari penelitian ini adalah bagaimana modal sosial dalam bentuk jaringan (network) yang dilakukan oleh UMK dalam meningkatkan kinerja usaha. Metode penelitian ini adalah dengan menggunakan analisis PLS-SEM (Partial Least Square-Structural Equation Model). Hasil penelitian melihatkan bahwa jaringan (network) UMKM yang terdiri dari variabel kemudahan informasi (IN), Kemudahan masuk pasar (PS), Organisasi (ORG) dan Inovasi (INV) merupakan variabel yang berpengaruh signifikan terhadap kinerja UMK. Untuk Kinerja UMK sendiri dilihat dari variabel aspek finansial (AF), aspek non finansial (ANF), modal intelektual (MI), manajemen pengetahuan (MP) dan tanggungajawab sosial (TJS).

Abstract

Red chili is one of the horticultural vegetables cultivated by farmers. Chili commodity prices tend to fluctuate so that it takes the management of the supply chain to be more efficient. The design of red chili commodity supply chain includes upstream and downstream management. Supply chain concept is a concept that saw the entire activity of the company is an integrated part. In this case the integration of companies in the upstream in providing raw materials and integration at the downstream in the distribution and marketing of products. SCM is a set of approaches that are applied to suppliers, entrepreneurs, warehouses and other storage areas efficiently to products produced and distributed with the right quality, location and the right time to reduce costs and satisfy customer needs. This paper is a review of literature related to the supply chain of red pepper. In this paper the focus was discussed on the upstream (upstream) and downstream (downstream) commodity suintegration supply chain that contained chili pepper prices rise towering is also included with the physical condition of chili that was not fresh anymore. Plus the market is not well ordered, thus affecting the marketing activities of red pepper. In addition to the institutional role of the supply chain for farmers is necessary to ensure the balance of the price of pepper at both farmers and end-consumer level. Last to maintain price stability and availability of red chili the farmer and the final consumer is to create and design an industrial cluster of red chillies.

Abstract

Abstrak Tujuan dari penelitian ini adalah mengidentifikasi peran stakeholder dalam upaya meningkatkan kinerja usaha mikro dan kecil (UMK) di Kota Padang, Sumatera Barat. Pengumpulan data menggunakan teknik Focus Group Discussion (FGD) dengan metode Matrix of Alliance and Conflict: Tactics, Objective and Recomendation (MACTOR). Hasil penelitian menunjukkan bahwa Dinas Koperasi dan UMKM memiliki peranan yang sangat besar dalam meningkatkan kinerja UMK. Hubungan antar stakeholder menciptakan konvergensi dan divergensi. Dinas Koperasi dan UMKM, Dinas Perdagangan, Dinas Pariwisata, Dinas Tenaga Kerja dan Perindustrian, serta Pendamping UMKM menunjukkan konvergensi yang sangat kuat dalam meningkatkan kinerja UMK. Kedekatan objektif dalam meningkatkan kinerja UMK adalah peran modal sosial rasa percaya dan jaringan. Hal ini memudahkan aliran informasi dan keberlanjutan UMK sehingga peningkatan motivasi, peningkatan keterampilan pelaku usaha, dan inovasi perlu dilakukan agar produk mampu menguasai pasar. Kata kunci: analisis Matrix of Alliance and Conflict: Tactics, Objective and Recommendation, kinerja usaha mikro dan kecil, modal sosial AbstractThis research aimed to evaluate stakeholders' role in improving Small and Medium Enterprises (SMEs) performance in Padang City, West Sumatera. The data collection was carried out using the Focus Group Discussion (FGD) technique with the Matrix of Alliance and Conflict: Tactics, Objective and Recommendation method (MACTOR). The study results showed that the "Dinas Koperasi dan UMKM" (Cooperatives and SMEs Office) has a massive role in improving SMEs' performance. Relations between stakeholders will create convergence and divergence. "Dinas Koperasi dan UMKM" (Cooperatives and SMEs Office), "Dinas Perdagangan" (Trade Office), "Dinas Pariwisata" (Tourism Office), "Dinas Tenaga Kerja dan Perindustrian" (Manpower and Industry Office) and "Pendamping UMKM" (SME’s Assistant) showed a powerful convergence in improving SMEs performance. The closeness of the objectives in improving SMEs' performance was the large role of social capital, trust, and networks to facilitate the flow of information and SMEs' sustainability. Improvement of motivation, improvement of business actors' skill, and innovation was necessary so that products can dominate the market.Keywords: Matrix of Alliance and Conflict: Tactics, Objective and Recommendation analysis, Small and Medium Enterprises performance, social capital

Abstract

The research purpose is to describe nutmeg’s marketing channel pattern and to identify the marketing instutional function involves in marketing channel. The used method is survey and descriptive analysis. The survey is conducted by following the marketing channel pattern and the observation activity that is do by farmer as producers to middlemen or finar consumers. The result shows that 2 pattern of marketing channel are applied in location. First pattern marketing channel is farmers – man in village second patter marketing channel is farmers – whole saler. Their activity, according to marketing function consists of exhange function(selling and buying), phisic function (transportation, saving, sortation) and fasility (finance, market information, risk management).

Abstract

Penelitian ini bertujuan untuk mengetahui Pengelolaan dan pemanfaatan Dana Desa di Kabupaten Pasaman Barat dan mengetahui implikasinya terhadap peningkatan Indeks Desa Membangun (IDM) nagari di Kabupaten Pasaman Barat. Penelitian menggunakan metode studi kasus dengan memilih 3 desa yang tingkat kemajuannya berbeda sebagai kasus. Pada setiap desa yang dijadikan kasus dilakukan interview mendalam terhadap informan dan untuk mendapatkan angka IDM penulis menggunakan data sekunder. Analisis data dilakukan menggunakan statistik diskriptif yang dilanjutkan dengan analisis kualitatif. Hasil penelitian didapatkan, bahwa penggunaan dana desa mulai dari perencaan penggunaan sampai dengan pelaporan penggunaan sebagaimana diatur dalam petunjuk teknisnya, belum sepenuhnya menerapkan prinsip tatakelola keuangan yang baik. Aspek transparansi dan partisipasi masyarakat merupakan dua hal yang sering dikeluhkan. Selain itu, aspek penggunaan secara tertib terutama konsistensi penggunaan sesuai dengan rencana strategis nagari sering menjadi kurang diperhatikan. Angka (Skor) Indeks Desa Membangun (IDM) yang dilihat berdasarkan data sekunder 5 (lima) tahun terakhir pada 3 nagari yang dijadikan kasus penelitian sudah telihat semakin baik. Namun perobahan skor tersebut hanya pada nagari Katiagan yang merobah kategori nagari dari sebelumnya nagari tertinggal berobah menjadi kategori nagari berkembang. Perobahan skor IDM dan kategori nagari ini merupakan konsekuensi dari pelaksanaan pembangunan yang dilakukan pada setiap nagari, termasuk pembangunaan dengan menggunakan dana desa. Oleh sebab itu, dari hasil penelitian ini disimpulkan bahwa adanya dana nagari berimplikasi positif terhadap kemajuan pembangunan nagari dilihat dari Indeks Desa Membangun (IDM).Kata Kunci: pengelolaan Dana Desa, transparansi, akuntabel, Partisipasi, tertib dan disiplin, Indeks Desa Membangun

Abstract

Konsumsi kedelai nasional mengalami peningkatan setiap tahunnya sedangkan produksi kedelai nasional cendrung stagnan atau hanya mampu memenuhi 30 persen dari kebutuhan konsumsi kedelai nasional sehingga impor kedelai setiap tahunnya juga mengalami peningkatan.Penilitian ini bertujuan untuk melihat daya saing kedelai dan dampak kebijakan pemerintah terhadap daya saing kedelai pada lahan kering di Kabupaten Tebo.Penelitian ini menggunakan pendekatan Policy Analysis Matrix (PAM). Sumber data yang digunakan yaitu data sekunder dan data primer dengan instrument penelitian berupa kuesioner. Hasil penelitian menunjukan bahwa usaha tani kedelai pada lahan kering di Kabupaten Tebo memiliki daya saing yang terlihat dari tingkat keuntungan yang dihasilkan dan tingkat efisiensi dalam  berproduksi. Namun demikian berdasarkan hasil analisis sensitivitas usaha tani kedelai pada lahan kering di Kabupaten Tebo tidak memiliki daya saing apabila hasil output dijual untuk keperluan konsumsi ke pasar,  ke pabrik tahu dan tempe. Kebijakan pemerintah melalui program UPSUS PAJALE dan kebijakan subsidi pupuk mampu meningkatkan daya saing kedelai pada lahan kering di Kabupaten Tebo melalui dampaknya terhadap penerimaan dan biaya, namun Kebijakan HPP kedelai dan Kebijakan tarif impor kedelai nol persen belum dapat meningkatkan daya saing kedelai.Kata Kunci : Daya saing, Usaha tani, Kedelai, Kebijakan, Lahan Kering

Abstract

This study aims to determine consumer perceptions of organic rice in Pasarbaru (Fresh Market) Padang City. Based on the results and discussion of the characteristics and consumer perceptions of organic rice in Pasabaru (Fresh Market), it is known that the importance performance analysis (IPA) explains the attributes that are considered important but whose performance is still low are rice taste and rice packaging. Attributes that are considered important and have good performance are rice cleanliness, rice free from the use of pesticides, service at sales points, availability of rice and promotions through social media. Attributes that were considered less important and whose performance was also considered normal by consumers were the color of the rice and prices that were competitive with other places. Attributes that consumers consider not too important but whose performance is considered good by consumers are the aroma of rice, the nutritional content of rice, environmental friendliness, price compatibility with benefits, easily accessible sales locations and organically certified producers. The majority of the attributes of organic rice are perceived as good by consumers, but for the attributes of the taste of rice and the packaging of rice, it is necessary to pay more attention because they are not in line with consumer expectations, so they are perceived as unfavorable

Abstract

The role of social capital in micro-small businesses is very important, especially in Agribusiness Micro Finance Institutions (MFIA). The presence of this LKMA can help small businesses to gain access to better financial services with easier requirements. This study aims to describe how the characteristics of social capital contained in Microfinance Institution of Agribusiness (MFIA). The research was conducted at LKMA in Padang City. The sampling technique used is purposive sampling, namely MFIA whose status is active, legally incorporated and Financial Services Authority (OJK). Data were obtained from two MFIA, namely MFIA Saiyo Sakato in Padang Besi District and MFIA Mutiara Sejati in Koto Tangah District. The research method used was descriptive qualitative by using scoring on aspects of social capital. The results show that the social capital contained in MFIA were aspects of trust, network and norms. The existence and sustainability of LKMA was based on the strength of trust that was built between the management of MFIA and members of MFIA The aspect of network strength that supports the development of MFIA was that its members were scattered in every kelurahan in Padang City. The aspect of social norms that support the sustainability of the MFIA. From the results of this study it is hoped that the power of social capital has a good impact on the sustainability of the agribusiness microfinance institution (MFIA).

Abstract

The study aims to analyze development strategy of nutmeg (Myristic fragan haitt) in Tanjung Raya Sub-district, Agam District. The study applied decriptive method. The data were collected through in depth interview with three internal key infromants, in this case farmers, and external key informants including head of forestry and plantation department of Agam District, and one nutmeg farmer. SWOT analysis were applied to formulate development strategy of nutmeg at Sabik Tajam farmers group in Tanjung Raya Sub-district, Agam District. The development strategies include developing cooperation with government and private sector; technology improvement for value added of nutmeg farmers income through nutmeg agro-industry; promotion of nutmeg sector by the government, both in local and international market; participating in training held by relevant government authorities particularly those related to nutmeg processing and establishing house of HPT (plant pests and disease) to overcome the pests and disease; conducting training to the farmers covering the marketing aspect; cultivation and technology development; the involvement of UPTD (technical implementation unit at local) in cultivation and HPT of nutmeg; optimizing the resources and marketing, and develop cooperation with the farmers group that have more advanced technology.
