Abstract

Abstract: Disability and Disaster (Study About Policy Agenda Setting of Disability Inclusive Disaster Risk Reduction in Kabupaten Klaten, Central Java, Indonesia). The Background of the research is problem which experienced by pepole with disabilities in accesing disaster management after 5.9 SR earthquake in Klaten Distric. The problem approved by BPBD Klaten then makes policy about disability inclusive disaster risk reduction. Reasons behind wilingness of BPBD Klaten can describe by agenda setting theory. The result show that problem stream began when the problems compete with the others to get government priorities and problem stream is end when DPRD of Klaten District willing to make policy alternatives to solve this problem. The policy alternatives represent that policy stream is began. The result of this process is policy of disability inclusive disaster risk reduction with two based, it consist of ‘right on’ policy and ‘charity based’ policy. Both of them will be select on the political stream process. The result of political stream process is ‘right on’ policy of disability inclusive disaster risk reduction. Penelitian ini dilatarbelakangi oleh permasalahan yang dihadapi oleh penyandang disabilitas pasca gempa 5.9 SR di Kabupaten Klaten. Permasalahan ini diterima oleh BPBD Kabupaten Klaten yang kemudian membuat kebijakan pengurangan risiko bencana inklusif bagi penyandang disabilitas. Alasan dibalik kemauan BPBD Klaten dapat dijelaskan menggunakan teori agenda setting. Hasil penelitian menunjukkan problem stream dimulai dengan bersaingnya permasalahan ini dengan permasalahan lainnya untuk mendapatkan prioritas pemerintah dan diakhiri dengan kesedian DPRD Kabupaten Klaten untuk merekomendasikan kebijakan-kebijakan untuk mengatasi permasalahan penyadang disabilitas dalam manajemen bencana. Munculnya alternatif-alternatif kebijakan menjadi penanda mulainya policy stream. Hasil akhir dari policy stream adalah kebijakan pengurangan risiko bencana inklusif yang berbasis right on dan charity based. Kedua kebijakan tersebut kemudian masuk ke dalam political stream untuk memilih kebijakan yang tepat. Kebijakan yang dianggap tepat oleh aktor-aktor yang terlibat adalah kebijakan pengurangan risiko bencana inklusif yang berbasis right on.. Abstract

The COVID-19 pandemic marks the importance of coordination, cooperation, and collaboration to reduce the virus’ spread and its impacts. Although a lot of literature has explored how the government works during the COVID-19 pandemic, only a few studies have examined it at the local government level. Therefore, this study aims to fill this gap by exploring the local government’s workings and the agencies. This study used narrative qualitative research with the main data source from interviews with the Ogan Ilir Regency COVID-19 Task Force for the Acceleration of Response. This study found that government agencies have not accomplished at the action level despite having a common goal as a condition of coordination. The findings of this study reaffirmed that the silo mentality still exists in the bureaucracy of local government in Indonesia.

Abstract

Indonesia is one of the world's largest archipelagic countries. Diversification is the process of increasing household economic income in various sectors to improve welfare and survival opportunities. This study demonstrates that the people of Obi Island's livelihoods are diversifying due to mining and pressure from the immigrant population. This study is necessary to determine how mining depletes natural resources affects the livelihood strategies of the Indonesian archipelagic community, particularly in Maluku. On the other hand, they must contend with dwindling natural resources. This study employed a semi-structured questionnaire to conduct a home survey with 153 respondents in Soligi Village. In-depth interviews were also conducted to delve deeper into the research findings. This study demonstrates that physical capital and natural capital are the essential livelihood assets for the inhabitants of Soligi Village, and mining has resulted in the diversification of people's occupations into non-permanent mining employees.

Abstract

ABSTRACTThe purpose of this study is to illustrate how sub-district governments manage performance during a time of crisis, specifically the COVID-19 pandemic. When the pandemic struck, the government, which had been criticized for its excessive concentration on routine and administrative affairs, was at a loss for how to respond. COVID-19 requires the government to perform double duty since it must continue to deliver ordinary public services while also working harder to contain the spread of COVID-19 at all levels. Thus, performance management is critical for assuring organizational performance and managing the performance of its personnel in the face of increasing work stress and work-related weariness. This study employed a qualitative method and a case study approach in the North Indralaya sub-district government. The study’s findings indicate that, aside from implementing work- from-home policies and increasing the use of information and communication technologies in public services, the sub-district government has made few modifications to performance management. As a practical consequence, adaptive and evidence-based performance management must be implemented to enable a more rapid response to the dynamics of society as a result of the COVID-19 pandemic. Due to the qualitative nature of the current study, a future study may examine the same issue using quantitative research, assessing the influence of current performance management on employee satisfaction, performance, and motivation. Keywords: Performance management, sub-districts, Covid-19 ABSTRAKTujuan dari penelitian ini adalah untuk mengkaji bagaimana pemerintah kecamatan mengelola kinerja pada masa krisis, khususnya pandemi COVID-19. Ketika pandemi melanda, pemerintah yang dikritik karena konsentrasinya yang berlebihan pada urusan rutin dan administrasi, memiliki sedikitpengetahuan tentang bagaimana meresponsnya. COVID-19 menuntut pemerintah untuk melakukan tugas ganda, karena harus terus memberikan pelayanan publik biasa sambil juga bekerja lebih keras untuk menahan penyebaran COVID-19 di semua tingkatan. Dengan demikian, manajemen kinerja sangat penting untuk memastikan kinerja organisasi dan mengelola kinerja personelnya dalam menghadapi peningkatan stres kerja dan kelelahan terkait pekerjaan. Penelitian ini menggunakan metode kualitatif dan pendekatan studi kasus di Pemerintah Kecamatan Indralaya Utara. Temuan studi menunjukkan bahwa, selain menerapkan kebijakan bekerja dari rumah dan meningkatkan penggunaan teknologi informasi dan komunikasi dalam layanan publik, pemerintah kecamatan hanya melakukan sedikit modifikasi pada manajemen kinerja. Sebagai konsekuensi praktis, manajemen kinerja yang adaptif dan berbasis bukti harus diterapkan untuk memungkinkan respons yang lebih cepat terhadap dinamika masyarakat akibat epidemi COVID-19. Karena sifat kualitatif dari studi saat ini, studi masa depan dapat memeriksa masalah yang sama menggunakan penelitian kuantitatif, menilai pengaruh manajemen kinerja saat ini terhadap kepuasan, kinerja, dan motivasi karyawan.Kata Kunci: Manajemen kinerja, kecamatan, Covid-19

Abstract

In a natural disaster, social media has been widely used as one of the primary communication channels to supplement the traditional ones. However, there is a lack of empirical research analyzing this evidence, therefore the purpose of this study is to identify the information shared by Twitter users during the Bandung Flood of 2016 based on period, location, and account ownership. A dataset of 754 tweets was acquired using the NCapture feature in NVivo for content analysis. The study found that social media has significant benefits primarily when sharing information from affected areas to communities outside the region. In more detail, Twitter is used by 28.4%, primarily by those not impacted by the flood, to express good wishes and memorializing. It is because people in the affected area shared firsthand information (23.8%) to them. Then, in addition to citizens, media, NGOs, government, and community leaders who have been found in earlier studies, actors such as civil service organizations (2.9%) and political parties (0.5%) have also participated in disaster relief.

Abstract

The lack of a clear definition of radicalism leads Islamic organisations to feel entitled to interpret it. It results in contention for the meaning of radicalism and forms a different reality for each reader. By taking a case study on two spectra of Islamic organisations, moderate Islamic organisation (NU Online) and Islamic extremist organisation (Portal Islam), this study aims to understand the construction of radicalism in two Islamic news portals. We utilised a dataset of news about radicalism from September 2018-2019 and analysed it using a combination of corpus linguistic (CL) and critical discourse analysis (CDA). While CL helped to reveal emerging discourses, CDA intended to observe the patterns and relate them into socio-political contexts critically. The results indicate that each site was blurring the information function of news portals into a propaganda function. They also generate fragmented knowledge, which leads to a misrepresentation of paradigm towards radicalism. This leads to discriminatory actions against other groups. The meaning of radicalism in the media may encourage group dichotomy, which is counterproductive to countering terrorism in Indonesia. This study contributes to a comprehension of the terrorism phenomenon by providing a closer view of how moderate and extreme Islamic organisations interpret radicalism.

Abstract

Indonesian local parliaments have an image as a corrupt, closed, outdated, and unreachable institution in the public’s eyes. However, the parliaments have never tried to more actively developing policies which encourage active community participation. The recent adoption of social media by local parliaments seems to be a sign of the parliament’s willingness to encourage greater community contributions. However, little can be understood about the implications of these activities. Moreover, whether social media contributes significantly to community participation in local parliaments. The purpose of this study is to explore the use of social media by local parliaments. This study employed qualitative multiple case studies by conducting a content analysis on Facebook and Twitter in four local parliaments. This study found three faces of local parliaments on social media which are performers, reporters, and marketers. In general, there has been a willingness of local parliaments to become more transparent and participatory institutions. Nevertheless, the massive adoption of social media to promote more participatory democratic practices was conducted half-heartedly by the local parliaments. Practically, if local parliaments want to use social media to enchance their image, they must publish content that promotes openness such as online assembly and educative information.

Abstract

Social media allows people in the disaster area to communicate disaster information, to the people outside the disaster area, more quickly and accurately. Unfortunately, there are limited researches that examine the use of Twitter by people in the disaster sites. This study aims to explore the use of Twitter by users in the disaster-affected areas. We use the feature of twitter geolocation, to separate information from inside and outside the disaster site. This research gives depiction about communication behavior of people in the affected disaster area, through social media. The result showed that people in disaster location use twitter to give first-hand report, coordinate rescue effort, provide help and express grief. In addition, by focusing on the affected area, Twitter used by lay people is usually found rather than other users. From the segment of time, the researcher finds a number of tweets that will increase each day. Users will share more information the days after rather, than the day of disaster. In practical term, this research explores the used of social media by the victims of disaster, which can encourage effective communication to people or group outside the location; theoretically, this research gives more detail understanding about shared information from the people in the disaster place.
