Abstract

Community radio is basically unique media of communication which is viewed from how it was established, its operational management and its programs which are to build the society around it. Community radio is participatory media. It means community radio provides public sphere through horizontal communication among its members. Thus, it is seen as fertile ground for developing civic community whose members have an interest in discussing common problems in the same position that binds them together through collective association in civic values. It shows that in the beginning, the operational management followed the basic rules and the ideal principles. Unfortunately, the management of Mustika is more like daily broadcasting principles which are similar to private radios. Keywords: Community Radio, Radio Management, Participatory Media

Abstract

The limited ability in providing a good water services to all citizens, as well as the fact that water is a public good, the involvement of citizens in drinking water supply is one way to achieve this goal. The existence of a community-based drinking water supply system in the form of the Community Drinking Water User Association (HIPPAM) needs to be maintained to ensure the sustainability of its social services. The sustainability of the HIPPAM social enterprise is determined by internal aspects such as governance and institutional performance, financial management, technical performance of water distribution services. Other things related to external aspects such as the support of stakeholders such as customers, community members, environment activist and village government related to the issue of conservation as well as environmental sustainability and good water governance. Discussing these issues with all stakeholders in drinking water in the available local public space can be referred to as environmental communication that is hoped will be able to create awareness and citizen?s collective action citizens on the importance of good water governance. This study uses qualitative data with interviews and in-depth interviews as data collection techniques, the informants of this study consisted of the management of the HIPPAM Mangga Dua. The result showed that administrators had sufficient environmental and ecological literacy. For them, water is spiritual and social energy sources that enable them to develop dan enhance the community?s social capital.

Abstract

The publicness character of the Indonesia Republic Radio/RRI is both historical as well as legal necessity. RRI was born from the historical process as a struggle radio to seize and defend independence from colonialists. This true identity that is embodied in the spirit of public service ethos is getting stronger after the enactment of Government Regulation No. 11/2005 and 12/2005 concerning public service broadcasting and RRI public service broadcasting respectively. The duty of serving the needs and interests of the public must be the "spirit" which drives its whole operational activities of broadcasting and institutional governance. For this reason, various efforts have been made, such as improving governance and expanding the broadcast network area. To answer the demands of media digitization, the adoption of media convergence technology in the form of the launch of the RRI Play Go application has also been carried out. This has changed it from a public service broadcasting institution (PSB) to a public service media (PSM). Its public character as a public service broadcast radio must be put forward by placing the public as citizens (citizens) active participants both in the process of planning and implementing broadcast program content as well as media institutional governance. Through PSM, the interaction between media managers and citizens can be established. The process of involving citizens in the production process of media content is also easily facilitated. For this reason, their role in supervising and evaluating media management must be more substantial to ensure the public character of RRI. Based on this, this study aims to examine the form of public participation in supervising and evaluating broadcasting and media management of RRI. More specifically, what is the role of the Audience Council Forum Komunikasi Pemerhati of RRI Malang in carrying out this function.

Abstract

AbstractGeneral election which aims at selecting the best national leadership for the next five year office term is peoples democracy party event which requires the nation attention. Mass media plays an important role to have the event successful by covering general election campaign, along with its rule and procedures, the political party program statements, the prospective candidate track record, and general election irregularities in independent, neutral and impartial manner. By doing so, media functions as voter education to enable them to choose the candidate rationally based on unbiased and balanced media coverage. In addition, media have to control and monitor general election procedures violation committed by each general election stakeholders. If it is the case, the general election will run freely and fairly. To achieve this, media should cover objectively by means separating his subjective opinion from the fact being covered. This type of media coverage, among other things, will undoubtedly bring about free and fair general election. The paper attempts to describe the relation between media and politics, as well as the objectivity of East-Java Province based Jawa Pos newspapers sand Muslim-oriented Republika daily during general election 1999 campaign period. Besides, it tries to measure their coverage objectivity employing the Coefficient of Imbalance formulae especially with regard to the parties namely the presumed pro status quo Golkar party and the reformist PDI-P party. The paper puts its emphasis on the discussing the objectivity method for media coverage using quantitative content analysis. Abstract

Unlike during the New Order era which saw village as an extension of the central government without adequate authority to run the village government, village now has recently become self -governing community equipped with broad authority to manage their own affairs for the sake of realizing people’s welfare. It is an entity of community combined with government. It is community who possesses special governmental organizational structure with unique and vast authority to carry out development programs. In doing so, they handle themselves autonomously based on their own cultural values, their initiatives. As such, the central government has nothing but to respect and concede the uniqueness of its each respective village across the nation. In addition, central government has to allocate state budget to realize social and economic justice for more than 17,000 villages. This is the way the Village Law No 6 2014 has designed which differs dramatically from the previous village law. It has adopted recognition and subsidiarity principle in managing village development. In order this to materialize, Village Council whose membership consists elected representatives from among the villagers prominent figures has been empowered its political roles by means of annulling its inherent legislative authorities. To pave the way, it is positioned outside the formal village government organizational structure which makes it fit to function as representative of villagers civil organization. Given this setting, the Council’s main duty is to fight to people’s interest by preventing themselves from village government vested political interest. To make things better, the law has authorized it to organize a strategic villagers gathering held annually namely Village Meeting. As the key actor of the meeting, the council members has to show off their capacities in political communication as well as public communication to run village democratic governance whose operating values are transparency and accountability. For this to occur, advocating people’s information rights is necessary requirement. By so doing, those values will institutionalize within village government daily operations by establishing Public Information and Archives Operator as required by Public Information Transparency Law No 11 2008 which will bring about good village governance.DOI: https://doi.org/10.26905/pjiap.v2i1.1447

Abstract

As social institution, national press should serve pubic interest by meeting the people’s right to know in the form of news which concerns the lives of the people. In addition to that, press is also required to serve public to spare its pace and time for people to express their voices and grievances regarding public issues. Due to its interactivity and hyper-local journalism, radio can perform this well. Talkback radio broadcasts containing interaction between the host broadcaster with the listener expressing their concerns and information on public issues have been able to encourage the process of local democratization. As such “Citra Publika" has been able to encourage citizens not only to exercise social control and take part in debating public concerns but also ask them to give solution the public problems. The research which used a qualitative approach with some informants form Citra FM radio has found that that listeners not only are asked to express their information and concerns but also are invited to provide solutions to these problems. Announcer then made every effort to contact the relevant parties to confirm the citizen complaint information. But managerial conflict within the radio has made the talkback radio unable to operate optimally. Unfortunately, to make things even worse, the conflict has led to cessation of broadcasting activities.

Abstract

Globalization is the massive, systematic spread of American culture and its lifestyle throughout the world. The lifestyle of consuming fast food is constructe as a modern, current and global lifestyle through regulatory and deep capture with the sophistication of advertising propagated through communication media. Propaganda messages through communication media make cultural colonization by homogenizing food tastes in the world, so delegitimizes and distorts local food prestige. People no longer see traditional food as cultural identity. This study examines the effectiveness of YouTuber Carlos in popularizing traditional foods to foreign countries. The qualitative descriptive approach with observation, document and literatures reviews and interviews with informants. This study finds that Nex Carlos' Youtube account functions effectively in globalizing local food with well interactive communication and intimate emotional bonds. Para social interaction makes viewers to see food vlogger as role model, counselor, and entertained which eventually leads to recommended adoption. As a cultural product, local culinary consumption been seen as a counterculture to the incessant global fast food propaganda. Social learning about ecological, social and political awareness on food stock availability dubbed as food pedagogy needs to be on the next important agenda for guaranteeing the food sustainability. Keywords: Food Vlogger, Globalization, Homogenization, Para Social Interaction, Pedagogy of Food

Abstract

Abstract. Clean water is an indicator of life and quality of human life. It is no wonder that the provision of clean water and sanitation is included in the sixth goal of the 17 items Sustainable Development Goals agreed in the UN General Assembly Resolution by 193 Member States and global civil society on 25 September 2015. Unfortunately this mulya goal has not been fully achieved, especially for residents of Malang Regency. Data released by the Central Statistics Agency (BPS) of Malang Regency shows that households that still use river / rain water as a necessity of life reached 0.44 and 0.54 in 2016 and 2017. Those included in this category are residents of Segenggeng Hamlet, Wonokerso Village Pakisaji District. As a result of the poverty that plagued which was then exacerbated by the contours of the land in their area which required them to dig 50 meters more to obtain ground water. For the process of managing this service, the Mangga 2 Water User Occupation Association (HIPPAM) was formed as a continuation of the Mangga 1 clean water supply program which was established in mid-2010 in the Wonokerso sub-village. The capacity of the built water reservoir can accommodate 15 thousand cubic meters to serve 365 households in 10 RTs and two RWs. However there are several obstacles encountered; (1) Institutional; This community-based clean water mining organization does not yet have a legal entity; (2) The financial administration and administration of the HIPPAM secretariat are simple and not yet neatly archived. (3) Structured formal communication with customers and stakeholders has not been carried out properly. This is evidenced by the large arrears in account payments. Through this Community Partnership Program a draft of the initial draft of the Statutes and by-laws has been prepared by a drafting team representing all elements of the community. They can do this after participating in a series of training activities from authorized sources. Also, the capacity of individual administrators has increased by providing some printed materials as guidelines for working with water services. The performance of the institution is also the case through the provision of a computer that functions for the operational SIM application for payment of drinking water tariffs. Air bersih merupakan indikator kehidupan dan kualitas kehidupan manusia. Tidak heran kalau penyediaan air bersih dan sanitasi (Clean water and Sanitation) dimasukkan dalam tujuan keenam dari 17 butir Sustainable Development Goals (tujuan Pembangunan Berkelanjutan) yang telah disepakati dalam Resolusi Majelis Umum PBB oleh 193 Negara Anggota dan masyarakat sipil global tanggal 25 September 2015. Sayang tujuan mulya ini belum sepenuhnya tercapai terutama untuk warga Kabupaten Malang. Data yang dikeluarkan Badan Pusat Statistik (BPS) Kabupaten Malang menunjukkan rumah tangga yang masih menggunakan air sungai/ hujan sebagai kebutuhan kehidupan mencapai 0,44 dan 0,54 pada tahun 2016 dan 2017. Mereka yang termasuk dalam kategori ini adalah penduduk Dusun Segenggeng Desa Wonokerso Kecamatan Pakisaji. Akibat kemiskinan yang mendera yang kemudian diperburuk dengan kontur tanah di wilayah mereka yang mengharuskan mereka untuk menggali 50 meter lebih untuk memperoleh air tanah. Untuk proses pengelolaan layanan ini dibentuk Himpunan Pendudukan Pengguna Air Minum (HIPPAM) Mangga 2 sebagai kelanjutan dari program pengadaan air bersih Mangga 1 yang telah yang didirikan pertengahan 2010 di dusun Wonokerso. Kapasitas tandon air yang terbangun dapat menampung 15 ribu meter kubik dapat melayani 365 rumah tangga di 10 RT dan dua RW. Namum ada beberapa kendala yang dihadapi; (1) Kelembagaan ; organisasi pengambangan air bersih berbasis masyarakat ini belum memiliki badan hukum; (2)Administrasi keuangan dan ketata usahaan sekretariat HIPPAM yang sederhana dan belum rapi terarsipkan. (3) Komunikasi formal terstruktur dengan pelanggan dan stakeholder belum terlaksanan dengan baik. Ini dibuktikan dengan banyakanya tunggakan pembayaran rekening. Lewat Program Kemitraan Masyarakat ini telah tersusun sebuah naskah draft awal Anggaran Dasar dan Anggaran Rumah Tangga oleh tim penyusun yang mewakili semua unsur warga masyarakat. Mereka dapat melakukan ini setelah mengikuti serangkaian kegiatan pelatihan dari nara sumber yang berwenang. Juga kapasitas individu pengurus telah meningkat dengan memberikan beberapa materi cetak sebagai panduan kerja layanan air minum. Kinerja lembaga juga demikian lewat pemberian satu komputer yang berfungsi untuk operasional SIM aplikasi rekening pembayaran tarif air minum. Komunikasi dengan pelanggan yang sebelumnya belum pernah dilaksanakan juga telah dilakukan.Kata Kunci : HIPPAM; Penyediaan Air Minum Berbasis Masyarakat ; Lembaga Keswadayaan Masyarakat;  Program Nasional Pemberdayaan Masyarakat Mandiri Perkotaan

Abstract

2014 Presidential Election coverage on private broadcasters were biased toward any presidential candidate. Shades of biased coverage of private broadcasters are still visible even after the presidential election. The hope of obtaining quality news and editorial independence is hard to acquire for people who crave for balanced news and quality journalism. As such, they felt embarrassed by the broadcast program content of private broadcasters who provide low taste programming which dampen their quality cultural appreciation. This is due to the fact that the broadcast program content is designed to meet the tastes of the people’s majority regardless of their cultural, social, ethnic, religious diversity. The profit making impetus underlying private broadcasters operation has increasingly made them even powerless due to absence of space to participate in the supervision and management of the broadcast programming. Interestingly, those weaknesses of the private broadcasting performance can be met by the public broadcaster. This paper will discuss the public broadcasting potentials as an ideal public sphere which enables them to develop their social capital as well as an arena for further strengthening of civil society that will help smooth the process of democratization. An understanding of the essence of public broadcasting by civil society member is more urgent as the newly drafted bill on Indonesia Radio and Television Public Broadcasting (RTRI) are being prepared by parliament.
