Abstract

The difficulty in reconciling the Palestine and Israel conflict was because of political-ideology claims and theological claims. Theological claims in the conflict are very subjective and not easy to be solved by formal and structural diplomacy. The approach in theological side is the most dangerous engineered by Israel to occupy Palestine land. The effort to dismantle the engineering and imagination about the promised land as the form of scripture politicization still needs to be done until those facts become wider public discourse.

Abstract

This study is rooted in a deep dissatisfaction with research that stigmatises the political activities of kiai as opportunist. Using an empirical basis, this article examines the political activities of the kiai during the internal conflicts of the Partai Kebangkitan Bangsa (PKB, National Awakening Party), hoping to show that the political activities of kiai are not opportunistic. Bourdieu's theory of social practice, with its conceptual framework (i.e. habitus, field, and capital) is borrowed to examine the political activities of kiai. This article presents qualitative research using an emic approach. Data was collected through in-depth interviews, observations, and document studies. This study finds that the political activities of the kiai during the PKB's internal conflicts were not opportunistic but rather a social praxis, unique in its representation of dialectic between the kiai's symbolic capital within the PKB and their application of their pesantren habitus and the Islamic value of Ahlusunnah wal jamaah (Aswaja). Politics, as viewed by the kiai, is a tool for realising truth and justice (Iqomatul Haq wal 'adl). They attempted to create balance by applying their pesantren habitus in political life to ensure that the PKB continued to follow the values of Aswaja Islam. The kiai, who had previously supported Gus Dur in the PKB's first internal conflict, became critical and shifted their support to Alwi Shihab during the PKB's first internal conflict, advising Gus Dur to control his ego, position himself correctly, and be consistent in his speech and actions while leading and administering the PKB.

Abstract

In Indonesia post authoritarian era, the education practice in many districts is facing several dynamics especially as logical consuqeunce from political decentralization including in education sector. There have been many horizontal conflicts in regions as political response in opposing central government acts to build local identity that frequently being clashed with racial/race/region based social conflict.This research aims to analyze the dynamic of higher education in Muhammadiyah university of Kupang (UMK) that managed by Muhammadiyah as private institution, to eventually understand how the design and practice of multiculturalism education in this Islam based university in Kupang. Of several FGD and interviews that we combine with political theory analysis about multiculturalism education, we find several conclusions that lead us to say that multicultural education design in UMK is not sufficient. Practice of respecting diversity in UMK is mostly based in individual awareness to naturally accept pluralism. This is also supported by family experience of student that since their early has been living in diversity.

Abstract

Expenditures on grants (Hibah) and sosial assistance (Bansos) which are included in the category of discretionary funds are very vulnerable to be used as campaign funds to gain popularity of incumbent couples. The purpose of this study is to investigate the possibility of an indication of abuse of discretionary funds in the APBD. This study used an interactive analysis model using three stages, namely; data condensation, presentation of concluding data, and verification. The results of this study indicated that the allocation of regional expenditures on grants and sosial assistance that carried out regional head election (Pemilukada) with the incumbent candidates is greater than before the election, which means there was the use of incumbent discretionary funds for their political interests. The allocation of regional discretionary funds that carried out the election with incumbent candidates was greater than the regions that do not implement the election. Increased of discretionary funds continue to occur despite the unhealthy / deficit regional financial condition. It coupled with the findings of the allocation of expenditure of goods distributed through 100 SKPD of Rp. 504,938,020,140,34 to the public. This was a strong indication that the incumbent was trying to keep providing the assistance to attract voters  on the Pemilukada in 2015.

Abstract

The level of welfare of persons with disabilities is still relatively low. This is partly due to limited access to employment opportunities. Special Region of Yogyakarta through Regional Regulation Number 4 of 2012 has made serious efforts to protect and fulfill the rights of persons with disabilities, particularly in the field of work. However, the employment of persons with disabilities in the formal sector is still low. Evidently, the results of monitoring the Special Region of Yogyakarta?s Manpower and Transmigration Office in 2016, only 24 of 325 companies that have employed persons with disabilities. Therefore, this study aims to examine the Yogyakarta Special Region government program in facilitating employment opportunities for persons with disabilities. Special Region of Yogyakarta?s Social Service through the activities of the Mobile Social Services Unit; providing motivation and strengthening social mentality; skills guidance; Training in Loka Bina Karya; Job Learning Practices; and some capital activities have been carried out to prepare workers with disabilities. However, skills training is considered to be traditional in nature and only trains basic-level abilities. Thus, the competencies of persons with disabilities do not match the qualifications required by the company. In addition, the unavailability of accessibility is also the reason companies have not employed workers with disabilities. Furthermore, the Department of Manpower and Transmigration Special Region of Yogyakarta conducts disability-friendly labor market activities in collaboration with non-governmental organizations to increase employment opportunities for persons with disabilities. Promoting and giving rewards to companies is also carried out to encourage the absorption of workers with disabilities in the formal sector. However, there are still many companies/agencies that have not employed persons with disabilities in accordance with the mandate of Law Number 8 of 2016.

Abstract

The study establishes the individual of kiai as a determinant autonomous actor of shifting roles and political support ‘ assume ‘ that the problem of shifting roles and political support of kiai are problems related to the quality of the individual ( individual quality) kiai alone. While studies that put the structure as an autonomous actor explaining that problem of shift in the role and political support of kiai turns laced with systems or structures that surround the life of kiai. Kiai is no longer a mere accused or suspect. Compared with the two previous perspectives, the study which makes a link of kiai and structure as a determinant actor of crisis of political agency of kiai or shifting political roles of kiai from cultural broker to political broker either to political player in the reform era is look more able to explain the problem in a comprehensive manner. The explanation which is given is also open awareness that the problem of shifting political roles or crisis of political agency of kiai in the reform era was not only related to the quality of the kiai alone, but also by the growing structure and surrounding kiai life. Abstract

The rise of corruption cases in Indonesia at this time every year is always increasing, this causes the community to feel uneasy with corruptors who are still rampant everywhere. The percentage and network of corruption Edy of the supreme court judge?s Decision no.23 /Pid.Sus-TPK/2019/Pn Mks is quite interesting to examine especially if we can see who the dominant actors are in this case, both from the planning process, the bidding process, the bid evaluation process, and implementation and evaluation. This study uses a descriptive qualitative approach which illustrates the phenomenon of Edy corruption case in the supreme court?s decision no.23/Pid.Sus-TPK/ 2019/Pn Mks. Descriptive analysis in this study uses the Nvivo 12 Plus software. Data from this study were sourced from the supreme court decision no.23/Pid.Sus-TPK/2019/Pn Mks and previous research relating to the corruption of edy. the results of this discussion the conclusions that the author can take from the presentation of the analysis above are based on the decision of the supreme court no.23 / Pid.Sus-TPK/2019/Pn Mks analyzed with nvivo12 Plus in general from the four processes above can be seen corporate 44%, Government 52%.

Abstract

Kabupaten Kulon Progo adalah salah satu kandidat kabupaten dengan angka kemiskinan yang cukup tinggi jika dibandingkan dengan kabupaten-kabupaten lain di DIY  dengan tingkat kemiskinan mencapai 20 persen. Salah satu inovasi yang dilakukan oleh pemerintah dalam menekan angka kesejahtraan dan kemiskinan di Kulon Progo adalah dengan bentuk kolaborasi dalam  pembudidayaan ikan. Sehingga hal itu yang melatar belakangi penulis untuk meneliti bentuk collaborative governance yang terjadi dalam kegiatan pembudidayaan ikan gurame dengan konsep pemberdayaan masyarakat.Penelitian ini menggunakan metode penelitian kualitatif dengan proses pengumpulan data peneliti melalui proses wawancara, observasi dan dokumentasi yang dilakukan kepada Dinas Kelautan dan Perikanan Kabupaten Kulon Progo, Kelompok Budidaya Ikan Mina Bayu Lestari dan Pemerintah Desa Hargomulyo. Berdasarkan hasil penelitian yang dilakukan menunjukan bahwa bentuk collaborative governance yang dilkukan sudah berjalan secara baik, hal ini diukur dari beberapa indikator seperti starting condition, fasilitative leadership, design istitusional dan collaborative process yang sudah berjalan sesuai dengan semestinya. Sehingga hal ini mempengaruhi hasil sementara proses kolaborasi yang menunjukan  bahwa pelaksanaan kolaborasi selain dapat meningkatkan produktifitas ikan hasil budidaya di Kabupaten Kulon Progo, sehingga dengan adanya bentuk  kolaborasi ini juga diharapkan akan meningkatkan jumlah pendapatan masyarakat dan pengentasan kemiskinan serta pengangguran terutama di Desa Hargomulyo.

Abstract

The Covid-19 pandemic prompted the Government to issue instructions for social distancing to cut Coronavirus infection. The social distancing policy for ASN is carried out by limiting working hours and working from home (WFH) while still paying attention to government public services' sustainability. This is a solution to break the chain of the spread of the increasingly widespread Covid-19 outbreak. However, to realize available services are maintained and can run well, it is necessary to carry out HR management in implementing WFH by considering the various obstacles faced. Furthermore, this study aims to identify the barriers and efforts to overcome them in implementing WFH during the Covid-19 emergency. The research was conducted on all 50 employees / ASN Bappeda Gunungkidul Regency. The results of this study indicate that five aspects become the main obstacles in implementing WFH, namely elements of the availability of computers and internet networks, details of the ability to master information technology, factors of HR governance regulations, parts of organizational culture, and aspects of performance appraisal. Meanwhile, efforts that can be made to improve the implementation of WFH can be carried out by implementing one man one computer, conducting IT training and employee mentoring, compiling workbook-based HR governance, work contracts, and SPIP (Government Internal Supervision System), improving culture. Progressive organizations, as well as improving work performance-based employee performance appraisals.

Abstract

This paper aims to explain how to do and by what manner hadramis politics succeed in gaining influence in the local election in Pekalongan. The power of Hadrami in this city can be observed from three periods of local election in which they become the winner for city Mayor. That achievement can be easily understood due to their dominant power in religion, economics, education, civil society organization (Al Isryad), and health institution. Hadramis gained many strategic positions and had a considerable effect on society. Traditionally, Arabs lineage is identically Al Irsyad, which was affiliated with Golkar since the New Order. Also, the role of socio-economic development has become a habitus to this Arab lineage since the 19thcentury. As a result, the influence of Hadrami clerics is so apparent. Therefore, the position of this Hadrami can mobilize voters quickly politically and psychologically. It became the most critical modality component to explain how Pierre Bourdieu's theory can be employed. By doing field research and doing a series of interviews in a qualitative approach, this paper aims to dig deeper to answer how the politics of Hadrami works. The findings are that the Hadrami community successfully combines modalities such as religious identity dominance, an enormous power in economic capital, social networks, and public service. Those capitals have transformed into political support toward electoral democracy. This opportunity is strongly influenced by social infrastructure as a well-established plural community. However, Hadramis itself is not a single and trustworthy entity in the political field to be so dynamic in reality toward a local election.
