Abstract

This paper discusses decentralization and its impact on the environment. It states that decentralization has emerged environmental degradation. Since decentralization took place, illegal logging, illegal mining and many other natural resources exploitation had occurred worse than ever before. Local elites (political, bureaucracies, and industries) together with the local community engage to exploit the natural resources for increase their prosperity. This is pushed for four reason: 1) legacy from the New Order period that earn money though easy way; 2) return for their campaign fund for the elected official such governor or regent; 3) patron client relationship between the elected official and their supporters which is the former give that material resources (licenses, contract, etc) and the later give their loyalties; and 4) revenge for poverty that the have ever around as marginalized local people in New Order period. To figure out this problem, the writers argue for four alternatives: 1) enhance the legal consciousness and raise the awareness for preserve the environment; 2) increase in controlling mechanism and give strict sanction for disobediences; and involve the third parties (NGO, both local and international) for overcoming the environmental crisis.

Abstract

Artikel ini membahas mengenai otonomi daerah dan peraturan daerah bermasalah.  Sejak otonomi dilaksanakan, peraturan daerah yang bermasalah tumbuh lebih buruk daripada masa sebelumnya.  Akibatnya, pelayanan menjadi tidak prima, pungutan liar (pungli) terjadi, dan korupsi menjadi hal yang biasa.  Oleh karena itu, pemerintah pusat mengambil inisiatif untuk menyelesaikan masalah ini dengan membatalkan peraturan-peraturan daerah bermasalah di seluruh Indonesia yang berjumlah 3.143.

Abstract

Fenomena kemapanan dalam sejarah sebagai wujud integrasi tidak terjadi begitu saja, namun biasanya dimulai dari  sebuah usaha yang disebut persepadudigabung (integrated) untuk menuju penubuhan yang dimaksudkan.  Integrasi sosial tidak pernah dapat dicapai dengan sempurnah, namun secara fundamental sistem sosial selalu cenderung bergerak ke arah equilibrium yang bersifat dinamis: menanggapi perubahan-perubahan yang datang dari luar dengan kecenderungan memelihara agar perubahan-perubahan yang terjadi di dalam sistem sebagai akibatnya hanya akan tercapai derajat yang minimal. Biasanya integrasi terealisasi dalam sejarah kedalam dua perkara yang berbeda, yaitu integrasi secara positif dan integrasi secara negatif.  Artikel ini akan mendedahkan integrasi secara positif yang terlihat dalam bentuk pemikiran politik—delapan Konsepsi Pembentukan Provinsi Sulawesi Tengah—elite tempatan di Sulawesi Tengah, Indonesia dalam proses terbentuknya Provinsi Sulawesi Tengah setelah mekar dari Provinsi Sulawesi Utara Tengah pada tahun 1964.  Demikian juga integrasi secara negatif biasanya tidak diharapkan oleh masyarakat kerana kecenderungannya ke arah konflik dan terbukti pada perjuangan dalam Gerakan Pemuda Sulawesi Tengah (GPST) dalam mengusir Permesta sejak tahun 1957 dari Sulawesi Tengah. Hujah utama kertas kerja ini adalah pemekaran bukan hanya terkonsepsi dari pusat kekuasaan tetapi juga menurut pemikiran-pemikran politik tempatan daripada peringkat daerah (history of below)

Abstract

This study describe, as well as analyze Comparative Political Marketing Theory 4p According Niffenegger and 3p According to Adman Nursal. The first is the marketing of politics that uses the theory of market approach strategy (Nursal 2004) called 3P terms are Pull Marketing, Push marketing, and Pass marketing. Then the second is marketing politics using marketing mix or marketing mix (Niffenneger 1989), known as 4P, product, promotion, price and place. This article will discuss the differences and similarities of both theories. Political marketing has been used as a winning strategy. Many of these strategies have their own to be well received by the public. Marketing concepts adapted in politics used to improve the efficiency and effectiveness of ideological transfers and work programs, from contestants to the public in a campaign. In this study researchers used literature study method. The literature study used library data collection methods, reading and recording, as well as managing research materials. The results of the study show that both theories can complement each other in the field. Niffenneger's theory for understanding political marketing maps. While Adman Nursery's theory is more about candidate promotion techniques at the grassroots.

Abstract

AbstractToday, social media is perceived as the media. Blogs and bloggers have changed journalism; YouTube has discovered rare and raw talents; and the trinity (Facebook, Twitter, YouTube) have sparked revolutions. Focusing on end-users instead of producers and its interactive-ness are two paramount characters that permit ordinary people to engage in extra-ordinary activities. From the showbiz to politics, social media has left its marks. The World political events in recent years, in particular Arab Spring of MENA (Middle East and North Africa) have showcased positive link between social media and democratization. Malaysia has experienced quite a similar phenomenon to MENA in the verge of the 12th General Election (GE-12), held on March 8, 2008. The failure of the only ruling coalition, Barisan Nasional (National Front, or BN) to retain its two-third majority in the GE-12 is an empirical evident of people‟s desire and aspiration for free and fair elections, good-governance, and democratization which are very different from race-based politics. At a glimpse, the results of the 13th General Election (GE-13) which was held on May 5, 2013 are quite similar to the GE-12. Yet, deeper analyses indicated race-base politics and “strong government” has made a comeback. Hence, this article explores the paradox when the state is not only interfering but also participating in social media. This exploration demonstrates social media is not only meant for the masses; and that by possessing money, machinery, and authority; the state is potentially dominant at social media. Blog dan para blogger mengubah jurnalisme: YouTube menemukan bakat-bakat terpendam dan alami; serta the trinity (Facebook, Twitter, YouTube) telah memicu revolusi. Fokus yang lebih diberikan kepada pengguna akhir ketimbang produsen dan karakter interaktifnya adalah dua karakter penting yang memungkinkan orang-orang biasa terlibat dalam aktivitas-aktivitas yang tidak biasa. Dari pertunjukan ke politik, media sosial telah meninggalkan jejaknya. Peristiwa politik dunia dalam beberapa tahun terakhir, khususnya fenomena Arab Spring dari MENA (Timur Tengah dan Afrika Utara) telah menunjukkan hubungan positif antara media sosial dan demokratisasi. Malaysia mempunyai pengalaman yang hampir sama dengan fenomena MENA dalam Pemilihan Umum ke 12 (GE-12), pada 8 Maret 2008. Kegagalan dari satu-satunya koalisi yang berkuasa, Barisan Nasional (National Front, or BN) untuk mempertahankan 2/3 suaranya adalah bukti empiris bahwa rakyat berkeinginan dan mempunyai aspirasi untuk Pemilu yang bebas dan adil, pemerintahan yang baik, dan demokratisasi yang sangat berbeda dari politik berbasis ras. Sekilas, hasil Pemilihan Umum 13 (GE-13) yang diselenggarakan pada 5 Mei 2013 sangat mirip dengan GE-12. Namun, analisis yang lebih dalam menunjukkan bahwa politik berbasis ras dan pemerintah kuat telah kembali. Oleh karena itu, artikel ini mengeksplorasi hal yang paradoks ketika negara tidak hanya mencampuri tetapi juga berpartisipasi di media sosial. Eksplorasi ini menunjukkan bahwa media sosial tidak hanya dimaksudkan untuk massa; dan bahwa dengan memiliki uang, mesin, dan otoritas; negara berpotensi menjadi dominan di media sosial. Abstract

Artikel ini mendiskusikan mengenai reformasi politik di Indonesia yang kurang mengasilkan perubahan yang diidamkan. Kasus pemilihan kepala daerah (Pilkada) di Kabupaten Takalar dan Provinsi Jambi menunjukan wujud Patronase politik dalam birokrai sehingga kepolitikan ditingkat lokal tidak berhasil mencerdaskan dan mematangkan konsoliadasi demokrasi di Indonesia. Artikel ini berargumen,patronase politik yang terjadi pada era pilkada merupakan legasi politik masa sebelumnya dan berlangsung terus hingga sekarang ini. selain itu ketidak matangan politik dikedua daerah seperti tersebut diatas disebabkan oleh tarikan kepentingan ekonomi yang mendorong terjadinya patronase politik. Akibatnya, reformasi politik di Kabupaten Takalar dan Provinsi Jambi sukar terjadi.

Abstract

This article attempts to discuss the practice of democratic governance in contemporary Indonesia. This study is essential since Indonesia is one of the countries transitioning from authoritarianism towards democracy following the fall of Suharto’s regime. This study shall answer whether democratic governance in Indonesia experiences a crisis, with a focus of analysis on the four dimensions of democratic governance, namely: (1) rule of law, (2) human rights, (3) civil society, and (4) elections and political process. This study applies a qualitative method by collecting data from document studies and literary studies. The findings in this study indicate that democratic governance in Indonesia experiences a crisis as evidenced by the remaining-weak legal supremacy in Indonesia, and the existence of violations of the implementation of human rights, eventually led to horizontal conflicts. The inability of civil society organizations to carry out their functions in democratization as an intermediary between the community and the state as well as to influence government policies for the public interest. Another recent weakness is there are still strong issues related to primordialism in the occasion of General Elections. This crisis of democratic governance shall bring Indonesia to "the decline of democracy" instead of democratic consolidation.

Abstract

This article discusses why the failure to fulfill indigenous peoples' rights in managing natural resources in Riau Province will pose a threat to democracy. The empirical phenomenon in Riau Province showed that even though regulations in recognition and protection existed, conflicts in forest management and land belonging to indigenous peoples continued to occur. This study uses qualitative research methods by collecting data through interviews and documents. The results show that the non-fulfillment of indigenous peoples' rights in managing natural resources will lead to injustice, discrimination, and economic inequality. It will ultimately have implications for the decline in the quality of democracy and the government regime's legitimacy. The implementation of indigenous peoples' rights in managing natural resources in Riau Province is limited to democratic rhetoric. The conclusion in this study is that violations of indigenous peoples' rights will contribute to democratic de-consolidation.

Abstract

This paper attempts to explain and examine the variation on amalgamation in Indonesia. The proliferation of provinces, districts, cities as well as the problems after the implementation of amalgamation are discussed in this paper. The central argument of this paper is that the amalgamating process is not only driven by purpose of amalgamation itself—e.g. to provide better public goods, public services and welfare of the people etc.—, but also driven by the role of elite actor(s). It is argued that the politics of identity used by elite actor(s) is an instrument to unite local people to support their desire to control power. Thus, to prevent the misunderstanding of the purpose of amalgamation, this paper provides practical suggestions to the case being examined.
