Abstract

Development in Indonesia so far has achieved planning approach. Based on Law No. 17 Year 2003 on State FinanceRegional Budget that contained in the budget based on the RKPD, and the mandate of Law Number 25 Year 2004 onNational Development Planning System, states that the planning process should be through participatory musrenbang.The planning process in Gunung Kidul Regency musrenbang promote participatory, although it has been difficult torealize the consistency, and the problems in the development gaps between regions. This thesis examines theconsistency of the results musrenbang on RKPD, until the budget to determine the success of the planning andbudgeting areas of physical infrastructure in the 2013-2015 fiscal year Gunung Kidul Regency, Yogyakarta SpecialProvince and the factors that affect consistency. This research was conducted at 3 SKPD that administer physical andinfrastructure fields. Research using qualitative approach with case study method in which the collection of data,information, through interviews and direct observation in the field related to the planning begin planning meetings,RKPD, until the budget. Observations researchers carried out by conducting direct observation to the field in obtainingdata relevant to the problems of researchers, while the sampling technique used is the technique of non-probabilitysampling with purposive sampling and analysis techniques used triangulation to test the validity of the data by utilizingresearchers with data sources either through the primary data key. The level of consistency during the three years of2013, 2014, 2015 on the physical plane and infrastructure SKPD DPU showed no increase in the year 2013 by 77%, in2014 by 82%, and 96% in 2015. The level of consistency in the SKPD Dishubkominfo 2013 to 2015 is getting better isevidenced in 2013 by 83%, in 2014 by 88%, and in 2015 amounted to 94%. The level of consistency in the SKPDKapedal from 2013 to 2015 have shown improved in 2013 by 88%, in 2014 by 88%, in 2015 by 100%.Perencananaan consistency with the regional development budgets in areas that span the hierarchy RKPD, KUA andGunung Kidul district budget of the year 2013-2015 in the field of physical and infrastructure DPU SKPD, Dishubkominfo,and Kapedal for three years tend to rise. Factors that influence the consistency is understanding between SKPD, TAPD;their central policy; the results of the evaluation budgets by the governor; and terwadahinya basic thoughts ofParliament to the program of activities on education.

Abstract

To get of state civil apparatus who performing good, so management human resources the government into importantconsideration. Governance of state civil apparatus good it is can be implemented by through a process positionpromotion structural good. The process position promotion structural good should be give birth to the leader orpublic official who competence and performing good.But later many phenomena the process position promotionstructural who gave birth to public official who incompetent and good performing. To comment on it and as bureaucracyreform the local government DIY implement position promotion structural model auction office. This study willsee how the implementation of the promotion model auction the employment in the local government Of DIY who inthis process use assessment center. The methodology writers included is the methodology qualitative. Data collectiontechniques used is interviews and documentation made it through observation non participants. Data analysis writerincluded is qualitative descriptive with draw conclusions and provide a or verify in the sentence so that eventuallydelivering on conclusion.To get structural officers competent and having a good performance local governmentsenvironment be conducted through a model auction promotion office. So in this research explain how promotionauction model office for second echelon within local government offices. Promotion as a model auction be implementedby local governments this analysis with three important element in promoting office. In this research alsopresents opinion of BKD about The act 5/2014 which regulates of state civil apparatus.

Abstract

This study aims to know: 1) the regent Rustriningsih transformational leadership style, and 2) the transformation ofthe bureaucracy in Kebumen district under the leadership Rustriningsih from 2000 until 2008. Deskiriptif researchusing qualitative methods with case study approach. Collecting data through interviews and documentation. Interviewswere conducted to Rustriningsih former Regent of Kebumen and the four officials in Kebumen who have theleadership of Rustriningsih namely: the head of the Forest Service, Asekwilda 2, Secretary, and the Chairman ofParliament Kebumen. Data were analyzed through the stages of data reduction, data display and conclusion orverification. The results showed: First, transformational leadership is characterized by the idea or decision Rustriningsihin improving government bureaucracy in the public service. One stop service, e-government, direct mail, Ratih TV, InFM as the radio broadcast area, and positions in the government auction Kebumen prove Rustriningsih prominentleadership. Second, the transformation of the bureaucracy appears from the performance of the bureaucracy indelivering services to the public / community Kebumen. The local government to open a dialogue with many stakeholdersin making policy, looking at society as a customer to be served a maximum, in collaboration with communityorganizations and the private sector in providing services to the public, works by adjusting the will or the needs of thecommunity and the market, and seek transparency.

Abstract

As a country where the economic system still depend on financing of the public sector, the expectation that decentralizationpolicy in Indonesia can improve significantly society welfare has not been fulfilled yet. Happened in Yogyakartawhich has special authority in control government affairs. Constitution no 13 years 2012 about DIY privileges consistof 5 things like filling the positions, seat, job and authorities governor and vice governor, institutional affairs, cultureaffairs, land affairs, and spatial affairs. With the constitution expected DIY government can guarantee right of societyto live in prosperity. However, the expectation still can not fulfilled either. This study aims to identify and explain thepolicy configuration of DIY Privileged Funds and determine the contribution of the DIY privileged funds in publicwelfare acceleration. The research type used is a qualitative approach. Data collection methods technique is deptinterview and elite interviews, and documentation.

Abstract

The gap between gender equality policies and gender responsive budgeting is still ....in Indonesia’spublic finance (Sopanah,2004). This brings negative impacts to the society, in particular women,because the proportion of public expenditure for women’s interest is still very low (less than 5% of totalbudget). Such condition requires the commitment of the Government to realize gender equality bymainstreaming gender perspective on various mechanism, policies and budgeting. This research aimsto analyze the integration of gender responsive budgeting in regional expenditure at Department ofHealth in Makassar Municipality in 2014. This research used qualitative methods of which the primarydata were collected through in-depth interview and documentation. The result indicated that theallocation of gender specific budgeting was 4% with 26 posts and allocation of gender equalitybudgeting was 3% with 3 posts. Meanwhile general gender mainstreaming budgeting was unavailableor 0% of total direct expenditure at the Department of Health. There were several obstacles inimplementing gender responsive budgeting at the Department including the obstacles on policies,structural and cultural. Therefore, this research suggest to the national and provincial governments toactively do socialization and campaign on the implementation of gender responsive budgeting withinplanning, budgeting, implementation, monitoring and evaluation. It is also necessary to providetrainings for Regents/Mayors and Head of all Departments on this matter.

Abstract

Strengthen central government’s  financial policy areas mor e pronounced with enactment of  Law No.28/2009 onLocal Taxes and Levies which authorizes 11 types of  local taxes, including authority to manage land and building taxRural and Urban (PBB-P2). The study was conducted in Sleman regency government to know pendaerahan process,transition and implementation as well as the picture before and after the transition of  the management PBB-P2 years2009-2013. Descriptive and qualitative research methods, data collection techniques with interviews, documentation,and questionnaires. Qualitative descriptive data analysis techniques and interactive data analysis. Conclusion research1. Tax Pendaerahan under Law No.28/2009 implemented by the authority manages the collection of  10 of the 11types of  taxes for 2-6 years on average above 100%. 2. Transition PBB-P2 management optimal implemented by theRegional Regulation and drafting the decree, the formation of  Receipt, preparation and improvement of  human re-sources, the availability of budget, equipment, data, and the establishment of  partnerships. 3. Implementation ofPBB-P2 management authority in the transition to establishment of technical regulations, administration, and man-agement system PBB-P2. 4. Picture before and after the transition of  the PBB-P2 management in Sleman regencygovernment showed its management work well. Researchers suggestion is to expand co-operation, maintenance andrenewal of  the United Nations data bases PBB-P2, increased capacity and welfare of  the United Nations managersPBB-P2.

Abstract

The problem in bureaucracy like bigness and inefficiency with huge organizational structure by large number ofemployees caused high expenditures. Moratorium on civil service recruitment policy that aims to suppress the growthpercentage of employees as well as pressing the personnel expenditure. Local Government Response for moratoriumon civil service recruitment policy, in this study was measured by parameters, 1). personnel expenditure budget; 2)Estimated Receipts civil servants;and 3) Workload. A high percentage of personnel expenditure is influenced by thenumber of civil servants, the number of certified teachers. To suppress the percentage by responses with completlymoratorium 1) The aspect of personnel arrangements. The existence of the moratorium, push Bantul Municipality tooptimize existing human resources. Implementation through the map position, and workload analysis, and 2) theaspect of institutional arrangements .Bantul Municipality Response in this aspect by preparation of a grand design inthe form of streamlining the organizational structure. B) based on the finding, the specific result showed the model ofinstitutional arrangement is implemented the business process models. This model emphasizes the effectiveness andefficiency of organizational processes. This model have the organizational structure with the same organizationalstructure in any organization. the difference is in the core output.

Abstract

National Health Insurance Program is held BPJS Health is an insurance program that helps communities in order toimprove community health status. BPJS Health is a legal entity formed to administer the health insurance program. Thus,this research is very important as the evaluation of health care programs implemented JKN BPJS in Sleman. This studyused mix-method research methods or a combination of qualitative research and quantitative. Thus, the method of datacollection using surveys and interviews, accompanied by direct observation in the field. The research location is in thedistrict of Sleman, precisely at the level of health facilities I. While the process of data analysis in this study begins with thisdata collection, mengkodefikasi the data, calculate the index, interpret the data, categorize data and linking the findings.Based on the results of the study, the authors found that peoples judgment JKN Program is organized by the Health BPJSin Sleman district on a service model gets pretty good value, and the quality of service also get pretty good value.Although there are some problems such as the lack of public knowledge at the service model, and problems in the workforce, but queried the whole program is going pretty well

Abstract

The purpose of this study to look at the policy implementation BPJS in Bantul and factors that influence and determinedifferences in the effect of policy towards participants PBI BPJS Health Insurance and Health Insurance PBI participantsnot. The method used is a combination of studies (mix method). The study was conducted in Bantul. Unitresearch conducted at the Office of Health BPJS Branch Yogyakarta, Bantul and Senopati Penembahan HospitalPatient Hospital Penembahan Senopati Bantul. Data collection techniques are observation, interviews, documentation,and questionnaire. Mechanical analysis of this study is to describe the implementation of Board policies BPJSusing qualitative descriptive analysis. To explain the factors that affect product moment correlation analysis was used.Furthermore, in order to explain the effect of policy towards participants PBI BPJS Health Insurance and HealthInsurance PBI participants not using Analysis of Variance (ANOVA) with the type of single classification analysis ofvariance (one way ANOVA). The results of this research, policy implementation in Bantul District Health BPJS implementedvery well. After doing research results diperolehan communication dimension index values of 4.44 (verygood), the dimensions of the resource of 4.59 (very good), the dimensions of the disposition of 4.44 (very good)and the dimensions of bureaucratic structures 4.57 (very good). Variables that affect the implementation of theImplementation of the Social Security Agency (BPJS) Health in Bantul is Context Policy (X2) which is equal to 0839(very strong). Meanwhile Content Policy variable (X1) significant correlation to variable implementation (Y) is smallerthan that of 0768 (very strong). Furthermore, there are differences in the effect of the Health Policy ImplementationBPJS PBI participants Health Insurance and Health Insurance PBI participants not at all the dimensions of the dimensionof participation with the value Fh = 100, the dimension of service to the value of Fh = 100 and a financialdimension to the value of Fh = 100.

Abstract

Village Fund Allocation given to all villages in the district of Bulungan gives hope that the greater will be the realizationof equitable development, equitable and participatory. Village Fund Allocation policy implementation makes a verysignificant change, the village that was once get a very limited budget that is managed centrally by governmentagencies above the village are now getting a large enough budget and was given the authority to manage independently.The purpose of this study was to: (1) determine the impact of policies Village Allocation Fund in the SilvaRahayu Village, Tanjung Buka Village, Gunung Seriang Village, dan Bunyu Selatan Village, and (2) determine factorscausing variations in the impact of policies Village Allocation Fund in Silva Rahayu Village, Tanjung Buka Village,Gunung Seriang Village, dan Bunyu Selatan Village.The research is a qualitative research. This study was conducted inBulungan, precisely in the Silva Rahayu Village, Tanjung Buka Village, Gunung Seriang Village, dan Bunyu SelatanVillage. Data collected through interviews, observation, and documentation. The data analysis technique used is dataanalysis with qualitative methods to measure data collection, data reduction, data presentation, and conclusion.Theresults showed that the village has an impact Village Fund Allocation most suited to the purpose of the Village FundAllocation is expected Silva Rahayu village and the village of Tanjung Buka. Village at least in accordance with theoriginal purpose of the program is the Village Fund Allocation Bunyu Selatan Village. This is due to Silva Rahayu Villageand the Tanjung Buka Village has implemented the Village Fund Allocation program in accordance with the rules andregulations. The village is still having an inhibiting factor is the village of Tanjung Buka. The quantity and quality ofhuman resources in the village Tanjung Buka still fairly minimal and require further training. Silva Rahayu village,Gunung Seriang village, and the Bunyu Selatan Village not having problems associated with factors that can influencepolicy implementation Village Fund Allocation program. In all three villages of both quality and quantity of humanresources are sufficient to implement the Village Fund Allocation program. Human resources and apparatus also hasa mental attitude that is ready to implement the program properly.
