Abstract

Program One Village One Product atau OVOP adalah suatu program yang diinisiasi Dr.Morihiko Hiramatsu. Salah satu daerah di Indonesia yang melaksanakan OVOP adalah Kabupaten Bantul, Daerah Istimewa Yogyakarta, yang menerapkan program OVOP sebagai upaya mengentaskan kemiskinan dengan memberdayakan kemampuan masyarakat miskin pada produk tertentu dan meningkatan pendapatan mereka. Penelitian ini difokuskan pada tahap Agenda Setting. Penelitian ini bertujuan untuk mengetahui bagaimana proses Agenda Setting program One Village One Product (OVOP) di Kabupaten Bantul. Penelitian ini menggunakan adalah jenis penelitian deskriptif-kualitatif dengan teknik pengumpulan datanya berupa wawancara, observasi, dan dokumentasi. Wawancara dilakukan kepada narasumber-narasumber yang mewakili institusi mereka, dan semuanya terlibat di dalam proses Agenda Setting program OVOP, sedangkan observasi dilakukan kepada kelompok usaha yang mengikuti program OVOP. Dokumentasi dilakukan kepada dokumen-dokumen terkait dengan OVOP seperti draft kebijakan, data kemiskinan, dan lain-lain. Hal-hal yang dapat dianalisa dengan ketiga teknik pengumpulan data di atas, yaitu: metode Agenda Setting program OVOP, teknik menyusun prioritas masalah publik  terkait OVOP, dan proses Agenda Setting program OVOP yang melibatkan Three Stream Theory. Berdasarkan hasil penelitian yang dilakukan oleh peneliti, didapatkan hasil bahwa Agenda Setting Program OVOP Kabupaten Bantul menggunakan metode Quick Decision Analysis. Sedangkan Teknik Penyusunan Prioritas Masalah Publik yang digunakan yakni melewati tahap penyusunan prioritas masalah publik, penilaian oleh stakeholders terhadap alternatif kebijakan, dan penyimpulan prioritas masalah. Proses Agenda Setting menurut Three Stream Theory, yaitu dari segi Problem Stream, diketahui pemetaan masalah dilakukan oleh BAPPEDA Bantul. Apabila dari Policy Stream, single-issue yang menjadi latar belakang adalah isu kemiskinan yang kemudian dikaji lalu menghasilkan program OVOP. Apabila dari Politics Stream, program ini mendapatkan dukungan semua fraksi di DPRD Bantul dan penganggarannya masuk di dalam RKA-SKPD yang mengampu yang kemudian masuk di dalam KUA-PPAS dan APBD. Keywords: Agenda Setting, Program, Kebijakan, One Village One Product, OVOP, Bantul

Abstract

Bencana adalah suatu peristiwa atau rangkaian kejadian yang mengakibatkan korban penderitaan manusia dan dapat mengganggu tata kehidupan dan penghidupan masyarakat. Bencana pada dasarnya tidak bisa dihindari, namun manusia hanya mampu sebatas untuk mencegah dan mempersiapkan diri sebelum bencana itu datang secara tiba-tiba. Saaat ini dibutuhkan pengembangan Sumber Daya Manusia yang telah menjadi hal penting dalam manajemen suatu bencana. Penelitian ini bersifat deskriptif kualitatif. Untuk mengumpulkan data dalam penelitian ini digunakan 3 teknik meliputi wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa pengembangan secara informal dilakukan dengan pegawai membaca dan mempelajari buku/literature. Sedangkan pengembangan secara formal dilakukan dengan pegawai mengikuti pendidikan atau pelatihan. Dengan adanya pengembangan SDM baik secara informal dan formal dapat membantu BPBD dalam melakukan tahapan-tahapan manajemen bencana. Dari tahapan manajemen bencana di atas masih ada 3 tahapan yang belum dilakukan diklat yaitu diantarannya Mitigasi, Rehabilitasi, dan Rekonstruksi. Faktor penghambat dalam Pengembangan SDM di BPBD Kabupaten Wonosobo meliputi, perbedaan tipe organisasi, keterbatasan sarana dan prasarana, heterogenitas pegawai. Sedangkan faktor pendukungnya meliputi motivasi pegawai yang tinggi, dukungan kebijakan Pemerintah, serta partisipasi masyarakat dan swasta.

Abstract

The research examines the perception of youngvoters regarding the quality of theimplementation the 2014 election. There are sixindicators to measure the integrity: 1) theelection law, 2) the electoral procedure, 3) thevoter registration, 4) the political party and itscandidate registration, 5) the role of massmedia, and 5) the candidate campaign. Theresearch findings revealed that, in general,young voters have an adequate perceptionconcerning the electoral integrity. Morespecifically, the good perception is only to twothings namely political party and its candidateregistration and the electoral procedure. Therest is adequate perception. In addition, theresearch portrayed that young people havehighest trust merely to the CorruptionEradication Commision (KPK). Abstract

This article try to analysis strategy for reducing poverty in Samigaluh Municapy, Kulonprogo Regionby using Participatory Poverty Assessment (PPA) strategy. PPA known as strategy to reduce povertyby including poor people to find solution of their poverty problem. In Other word, this strategy usebottom up method to reduce poverty. In Samigaluh, Poverty condition clearly seen as so many peoplelive in near poor condition. This research use qualitative approach and data collect technic useinterview and observation. From the research is gotten data that poor condition in Samigaluh causedby economic aspect, uncapability, isolation condition. PPA strategy, which is including poor people insolution making, give result that we must do some activities. The Activities are womenempowernment, Informal institution empowernment, Increase Education, Training, and so on.

Abstract

Pelaksanaan pengabdian ini dilakukan di Desa Singoyudan dengan skema KKN-PPM. Jika dilihat berdasarkan letak geografis Desa Singoyudan adalah desa yang berada di wilayah pesisir sehingga mayoritas masyarakatnya bertani. Selain itu desa ini memepunyai potensi untuk dikembangkan, salah satunya jumlah tanaman yang dapat digunakan sebagai obat keluarga. Metode yang dilakukan pada pelaksnaaan pengabdian meliputi sosialisasi, pelatihan pembuatan obat melalui tanaman, dan pembuatan kebun tanaman obat keluarga. Hasilnya adalah tersedianya lahan atau perkebunan tanaman keluarga yang dapat dikelola dan dimanfaatkan oleh masyarkaat, terutama oleh ibu-ibu PKK. Selain itu juga masyarakat Desa Singoyudan memperoleh pemahaman dan wawasan tentang manfaat tanaman di sekitar untuk dijadikan sebagai obat pendamping keluarga.

Abstract

This article aims at discussing the application of a merit system based on job auctions, especially regarding the mechanism for selecting structural officials in Bantul Regency. Considering that the merit system is a new method for determining structural positions and has become one of the models that local governments have begun to implement in the placement of civil servants, especially echelon II structural officials. The application of this merit system model is one form of the implementation of Law Number 5 concerning the State Civil Apparatus. The application of the merit system was enforced because a lot of structural position determinations were not based on competence, but the structural position determination was based on proximity and political factors. Therefore, with the existence of this law, it is significant to immediately implement a merit system so that employeed who occupy structural positions were competent and professional people. In data analysis, this study was based on the theory of open selection. The method used in this study was a qualitative method. The data collection techniques used were interviews and documentation. Based on research conducted that the application of the merit system within the Bantul Regency Government was in accordance with applicable regulations, as well as in the application of the merit system using several selection methods including administrative selection, assessment center method / competency test, paper making, track record tracking, percentage of papers and interviews.

Abstract

The purpose of this article is to see how effective the campaign model carried out by the State Civil Apparatus Commission is, especially with the #JagaASN jargon. The government through the State Civil Apparatus Commission has launched a bureaucratic neutrality campaign through social media. This is done considering the implementation of regional head elections during the COVID-19 pandemic. In addition, this campaign also hopes to reduce the number of ASN neutrality cases in Indonesia. So, with this campaign, it is hoped that the government can provide quality services and realize regional head elections with integrity. This study uses qualitative research methods, using several research tools. The research tools used are Nvivo and VOSviewer. Based on the results of the study, the case of ASN neutrality in Indonesia, especially in the 2020 regional head election, is still quite high. Where this can be seen based on data from the State Civil Apparatus Commission that violations in the 2020 regional head elections are quite high with several cases as many as 864 ASN reported, while for 635 ASN violating and receiving KASN recommendations to be followed up, for ASN who have sanctioned by the staffing officer of 500 ASN. In addition, based on the processed results of NVivo 12+, it was also found that 82% of ASN were declared to be in the category of bureaucratic/ASN neutrality violations. The details are that 18% of ASN became a candidate pair's success team, 9% used state facilities, 31% participated in activities and sided with one of the candidates, and the last 21% ASN participated in the candidate pair's campaign.
