Abstract

Indonesia has implemented a new policy of regional autonomy and fiscal decentralization for almost ten years. One of the objectives of this fiscal decentralization is to give the full autonomy to local governments in spending and managing their revenues. The local governments have the authority to explore and collect their own-source revenue (´Pendapatan Asli Daerah´, or PAD), i.e. through the improvement of their tax effort. The objectives of this study are: (i) to describe the fiscal performance of districts and municipalities in Indonesia, both in the revenue as well as the expenditure sides, (ii) to analyze the effects of intergovernmental transfers (’dana perimbangan´, or balancing fund from the central to regional governments) on regional tax efforts, and (iii) to identify the regional economic growth elasticity of intergovernmental transfers and own-source revenue. This study employs a panel data set of 336 districts and municipalities covering the whole area of Indonesia over the time period of 2001-2008. The results show a relatively low contribution of PAD to regional revenues, indicating high fiscal dependency of regional governments on the central government. Intergovernmental transfers positively effect tax efforts. The result of the elasticity analysis also indicates a positive role of the transfers as stimuli to economic growth.

Abstract

Salah satu aspek penting dari kebijakan desentralisasi skal adalah pelimpahan wewenang dan tanggungjawab pengelolaan dana publik ke pemerintah daerah, khususnya kota/kabupaten. Sesudah lebih dari sepu-luh tahun diimplementasikan, ketersediaan informasi dan data memungkinkan untuk melakukan evaluasisejauh mana dampaknya pada pembangunan ekonomi regional. Studi ini ingin mengetahui apakah kinerjapengelolaan keuangan daerah cukup efektif dalam penyediaan infrastruktur dasar dan apakah penyediaaninfrastruktur dasar secara efektif mengurangi angka kemiskinan. Dengan menggunakan metode data panel,studi ini mengonrmasi hubungan positif antara kinerja pengelolaan keuangan daerah dengan penyediaaninfrastruktur dasar (khususnya jalan dan listrik, namun tidak berlaku untuk air bersih). Adapun hubunganantara penyediaan infrastruktur dasar dengan angka kemiskinan, sesuai harapan, ternyata negatif. Temuanini memperkuat keyakinan perlunya mendorong lebih kuat lagi pembangunan infrastruktur dasar untukmengurangi angka kemiskinan.

Abstract

Studi ini bertujuan untuk menganalisis dinamika ketahanan pangan, serta faktor-faktor yang memengaruhi ketahanan pangan di Kawasan Timur Indonesia (KTI). Ketahanan pangan dibagi tiga pilar, yaitu ketersediaan, aksesibilitas, dan pemanfaatan pangan. Metode yang digunakan adalah model tobit dengan data panel dari 190 kabupaten/kota di KTI Tahun 2008{2010. Berdasarkan klasikasi derajat ketahanan pangan, sebagian besar rumah tangga di KTI termasuk kategori rentan terhadap kerawanan pangan. Ketahanan pangan dipengaruhi oleh persentase penduduk miskin, PDRB per kapita, angka buta huruf perempuan, dan rata-rata lama sekolah. Berdasarkan nilai elastisitas, pendidikan memiliki pengaruh terbesar terhadap ketahanan pangan di KTI.

Abstract

Cocoa pod borer is one of the most difficult pests to be controlled, hence it becomes serious threat for sustainable cocoa plantation. The objective of the research is to investigate several factors influencing adoption of innovation technology in pest control by using regression model analysis. The research was carried out in Polewali Mamasa and Mamuju regency, West Sulawesi during February March 2006 using survey method. Number of respondents interviewed in the research was 80 people which was selected by using purposive sampling method. The result shows that CPB in West Sulawesi decreased cocoa productivity 50% (10—90%), caused by less of farmers coordination in controlling CPB and the slowness of technology adoption. Factors which influence farmers knowledge are provision of field school, farmers income and simplicity of the technology. Factors which influence farmers attitude are farmers income knowledge, cultivated cocoa area, provision farmers group and number of family members. Factors which influence farmer action in PsPSP technology adoption is farmer attitude, farmer income, cultivated cocoa area and availability of extension workers in that area. Government’s involvement in accelerating adoption of innovation technology, especially in preparing capable extension workers and provision of subsidized credit for the farmers is inevitable. Abstract

Economists have for a long time discussed the causes of economic growth and the mechanisms behind it. Kaldor viewed advanced economies as having a dual nature verysimilar to that of developing countries, with an agricultural sector with low productivity and surplus labour, and a capital intensive industrial sector characterized by rapid technical change and increasing returns. The transfer of labour resources from the agricultural sector to the industrial sector depends on the growth of the latter’s derived demand for labour. With this background this study attempts to show the periods when the Indonesian economy indicated the processes of industrialization and deindustrialization. Italso attempts to identify whether the economy experienced positive deindustrialization (i.e., showed signs of economic maturity where service sector substituted the role of industrial sector as the engine of growth) or negative deindustrialization (i.e., showed signs of economic stagnancy where industrial sector could not grow rapidly enough to absorb surplus labour from agricultural sector). Lastly, this study attemps to analyze several factors that might be responsible for the process of the deindustrialization.Keywords: industrialization, deindustrialization, economic growth

Abstract

The current trend shows that the growth of suburban area is increasingly massif, both its total areas as well as quantity. However, the phenomenon is not followed with the attention of researchers to conduct the study on it. Even if there is, their attention escape on an important approach in the analysis. Their analysis rests on old theories which assume that the space planning and land just triggered by the companys and household’s behavior. Nonetheless, the fact remains that land use planning involves complex functions of institution. Therefore, this brief article reports the results of a literature review about the condition of suburban areas in Indonesia. The approach is conducted by critical review using institutional analysis to elaborate classical and neoclassical regional economic theories, as well as comparing and synthesizing the literature. To sharpen the argument, I also present the relevant descriptive data. Through institutional perspective, I argue that the real question of land use planning and its development in the suburbs exists beyond land and infrastructure issues.

Abstract

The amount and composition of government spending in fiscal operations has a significant impact on aggregate demand and national output and affects resource allocationin an economy. Therefore, in order to achieve effective economic development, government spending has to be allocated appropriately according to the potentials of each area. Indonesia, which consists of areas with a variety of potential resources would require the determination of the amount and composition of different government spending in order to have an impact on the growth of private investment and employment opportunities are maximized. The purpose of this study is to examine the regional government expenditure performance, private investment and employment opportunities in the area where contribution of the agricultural sector to GRDP is high and low. The study utilizes an econometric model of the system of simultaneous equations using a panel of data of 20 provinces in Indonesia for the period of2003-2011. The 20 sampled provinces were classified into two groups, based on contribution of agriculture sector to the respective regional economy. The estimation results indicate that the determination of the amount of local government spending, both in the areas where the contribution of the agricultural sector to GRDP is either high or low, based on the activity or program of the previous year. Meanwhile, the greater the number of regional government spending for the agricultural sector, the private investment of agricultural sector and employment is increasing.

Abstract

The objectives of the research are: (1) to analyze the influence of increasing education (years of schooling) on labor productivity in agriculture, industry and service of districts and municipalities in Central Java, (2) to analyze the impact of increasing education expenditure policy on economic performance and people welfare. The result of the research shows that the increasing of education in agriculture sector is effective strategy to increase labor productivity in agriculture sector. In the long run, the increasing of education is effective to improve labor productivity in all sectors. The increasing of education expenditure policy could improve local economic performance and people welfare, which is indicated by increasing of human capital accumulation, sectoral labor productivity, sectoral labor demand, gross regional domestic product, government revenue, government expenditure, household expenditure, investment, household expenditure per capita, decreasing of unemployment, inequity and poverty.

Abstract

The contribution of Japanese tourists to the total number of foreign tourists visiting Indonesia has always been very significant. Tourism authorities as well as tourism related enterprises therefore are normally interested in finding the factors affecting Japanese demand for tourism in Indonesia. This study attempts to analyze factors that influence Japanese demand for tourism in Indonesia by utlizing an econometric modeling. The model that results from this analysis is then used to forecast the number of Japanese tourists visiting Indonesia in 2011- 2015. The most significant factor that affected the Japanese demand for tourism in Indonesia was Japan’s GDP.
