Abstract

Education is universal basic human need. The Indonesian state founder also realize that matter Hence "educating the nation" representing one of the target of state founding. In the constitution it is aim mentioned that each citizen entitled to get the education. But in Indonesia development history , education sector always pulled over and get less attention. This is can be seen from the proportion of education sector in APBN ID. The implementation of education decentralization on the chance of will upgrade and amenity access, but in the practically not such as those which expected. That happened exactly with privatiszation and education commercialization, so that education expense become costly. As a result a lot of school age child have no access go to the school because unable to pay education expense.

Abstract

A large of the population of women 50,3% from total population is resources of development very potential, regulations of legislation nothing different between man and women in government sector, role and position to women still long distance with man community, from total of civil servant and in time his proportion is 60% to man and 40% to women. In local government of province special administrative territory Yogya, his proportion 66,2% to man and 33,8% to women. Women as decision maker and policy formulation in local government of province special administrative territory Yogya still very little, echelon II now 1 people, until need to increased role and position women civil servant pass through education although education of structure, education of gradation and etc education, and need to give a chance bigger again to women civil servant to sit on necessary and have high control toward process of decision of decision maker although policy formulation.

Abstract

Village-owned enterprises (BUMDes) are economic business entities formed by villages with a legal umbrella of PERDES and are supported operationally with village fund allocations (ADD). This study aims to determine the role and impact of BUMDes in community empowerment in Desa Panggungharjo, Sewon, Bantul. This research is a qualitative descriptive study. Primary data taken directly from respondents were then analyzed using descriptive analytic techniques. Data collection techniques through interviews, documents and observations. The results showed that the BUMDes Panggung Lestari had a very large role in community empowerment in the Village of Panggungharjo, Sewon, Bantul. The role of BUMDes in community empowerment is seen from the 5 variables including institutional improvement, improvement of community economic efforts, improvement of community income, environmental improvement, and social contributions made to the community. The BUMDes Panggung Lestari has a good and significant role in community empowerment

Abstract

Abstract: DIY ranks first in drug trafficking among students, in general Jogja is in the top 8, the government has issued a P4GN policy according to INPRES No. 12 of 2011 but the implementation has not been maximimized therefore BNNP DIY as the National Narcotics Agency functions as the executor of the implementation of P4GN policy.  In implementing P4GN policy among students in Yogyakarta, BNNP DIY as a representative of BNN in the regions do not make policies and programs according to regional conditions. However, BNNP as an extension of BNN is given the authority to determine the priority targets of the program through the implementation of technical guidance by inviting institutions and agencies that are within the scope of DIY. Implementation of the P4GN policy among students has not gone well, because the factors that are considered the most urgent in an implementation have not been fulfilled properly, especially in the field of human resources and budget availability, suggestions for adding extension agents in the prevention section and adding to the existing budget at BNNP DIY

Abstract

Community empowerment is basically an effort to make people able to actualize themselves in managing the cultural environment that is around them and fulfill their needs independently without dependence on other parties. In relation to cultural heritage, empowerment activities depart from the basic concept that the management of a cultural heritage needs to pay attention to its important value or social significance. In other words, the extent to which a cultural preservation is socially meaningful for its people. The process of empowering the Tourism Village in Plempoh Hamlet, Bokoharjo Village, Prambanan District, Sleman Regency, Yogyakarta. At the beginning of the program, the community awareness stage was carried out by pioneers of village empowerment with makeshift funds and there was no guidance from government agencies. Before Pokdarwis was formed, it was previously called Plempoh Tourism Village in 2010. Only in 2015 did Pokdarwis Plempoh be formed. Efforts made in utilizing the potential and skills possessed for the initial pilot. To identify potential as well as constraints on community empowerment related to the availability of regional cultural resources. Mapping the needs and forms of empowerment programs tailored to the needs of the community and the availability of supporting resources. The initial approach taken was a community-oriented approach in its implementation realized through empowering the community around the site. Broadly speaking, there are four types of technical training held, namely batik training, souvenir making training, culinary training and tour guide training and the development of cultural tourism travel businesses.

Abstract

The SIM Online service is a program launched by the Indonesian National Police through the National Police Priority Program, namely Promoter. One of them from the program is information technology based services. Sleman Police Resort is one of the Polres being a pilot project in the DIY Regional Police jurisdiction in conducting Online SIM Services which is supported by the SIM Implementation Unit (Satpas). The delivery of public services must meet the service quality requirements in accordance with the objectives of the program. To measure service quality, the authors use service quality indicators, namely reliability (reliability), responsiveness (responsiveness), assurance (assurance), empathy (empathy), and physical evidence (tangible).This study aims to examine and describe the quality of service making Online Driving License (SIM) at the Sleman Police Resort. The research method used is descriptive qualitative. Data collection techniques used were interviews, observation and documentation. Qualitative data analysis techniques are used to analyze the research data.Based on the results of the study, it was obtained that to measure the quality of Online SIM services at the Sleman Police Satpas using 5 (five) dimensions of service quality as follows; First, the Reliabilty dimension, has not been supported by all human resources who have competency certification in managing SIM Online, but there are already Standard Operating Procedures (SOPs) in the SIM Online service. Second, the Responsiveness dimension, the existence of a fast standard time in SIM extension only requires 15 minutes and for a New SIM requires between 75 minutes to 90 minutes according to the type of SIM. In addition to speed, the service is carried out appropriately with the existence of clear costs based on PP No. 60 of 2016. Third, the dimension of Assurance, the knowledge and abilities of Satpas officers in the SIM Online service. Constraints faced in providing online SIM service guarantees are difficult practice exams and many do not pass. Fourth, Empathy dimension, there is full attention and firmness in the presence of queue numbers and arrangements without any favoritism and discrimination in service in SIM Online services. Fifth, Tangible dimension, there is a Satpas building that has not been used optimally because it has only been used for practical tests, internet networks that are often down and offline, and the number of computers and other devices that are not yet proportional to the large number of people in the SIM Online service. While the information media and waiting room are good and complete.From these results it can be concluded that based on 5 (five) dimensions of service quality, in general it has gone well, but there are some things that need to be improved, such as the quality of human resources, optimization of Satpas buildings, addition of internet network bandwidth, addition of computers and review of regulations about practice exams.

Abstract

Tanggung jawab Negara dan daerah dalam melaksanakan amanah kostitusi yang memberikan jaminan terhadap lingkungan hidup yang sehat dilaksanakan oleh pemerintah kota Yogyakarta melalui Pelaksanaan peraturan daerah Kota Yogyakarta No. 2 Tahun 2017 tentang kawasan tanpa rokok, di lingkungan Balai Kota belum berjalan dengan baik, karena masih ada pelanggaran yang dilakukan pengunjung dengan merokok disembarang tempat. Padahal Pemerintah Kota sudah menyediakan tiga area kawasan merokok atau smoking area. Pelaksana sudah memiliki kepatuhan atas pelaksanaan kawasan tanpa rokok dengan menerapkan program ini dengan sebaik-baiknya. Namun tidak dengan masyarakat yang masih belum bisa mengikuti dan menerapkan aturan kawasan tanpa rokok ini. Efektivitas pelaksaan kawasan tanpa rokok masih belum berjalan sebagaiman mestinya hal ini di karenakan berbagai Hambatan dan kendala dalam pelaksanaan kawasan tanpa rokok adalah kepatuhan dan partisipasi masyarakat. Himbauan tentang kawasan tanpa rokok ini masih dianggap sebelah mata oleh masyarakat. Minimnya partisipasi masyarakat dalam melaksanakan kawasan tanpa rokok, membuat pelaksana memikirkan cara lain agar dapat melaksanakan program ini. Tingkat kepatuhan masyarakat juga sangat rendah karena kurangnya kesadaran masyarakat akan pentingnya menerapkan kawasan tanpa rokok ini.Kata kunci : Penerapan, Kawasan Bebas Rokok, Yogyakarta

Abstract

Kemacetan biasa dijumpai di Kota Yogyakarta, disebabkan pertumbuhan kota yang juga diiringi pertambahan jumlah penduduk dan jumlah kendaraan, tapi tidak didukung infrastruktur yang bisa mengimbanginya. Pemerintah Kota Yogyakarta dalam hal ini Dinas Perhubungan Kota Yogyakarta dan Polantas selaku instansi terkait turun tangan untuk mengatasi kemacetan, ada beberapa upaya yang telah dilakukan, tapi belum bisa dikatakan baik karena masih ada beberapa masalah. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Penentuan informan, menggunakan teknik purposif sampling. Pengumpulan data digunakan teknik observasi, wawancara dan dokumentasi. Upaya pemerintah mengatasi kemacetan di Jalan Malioboro dan Tentara Pelajar seperti diadakannya rekayasa lalu lintas dimana ruas jalan tertentu dijadikan jalan satu arah atau pelebaran dan normalisasi simpang, pengembangan teknologi ATCS ( Area Traffic Control System ) dan pengalokasian disediakan lahan parkir pada ruas Jalan Malioboro dan Tentara Pelajar. Namum dalam pelaksanaannya masih banyak menghadapi hambatan dan kendala, menggunakan pendekatan teknologi membutuhkan anggaran besar dalam penyedian dan perawatan teknologi ATCS dan kurangnya personil atau sumberdaya manusia untuk memproses pengaduan terhadap masalah yang terjadi dilapangan, dan kurangnya kesadaran masyarakat dalam menyukseskan program-program.

Abstract

Education Management Information System (EMIS) at MAN 5 Sleman is a one-door online madrasah data collection but in reality there are still often problems such as the National Student Registration Number (NISN) is not appropriate, NISN is not found and there is student data that is not found / lost in the application EMIS. This has resulted in its own constraints in managing EMIS data at MAN 5 Sleman. The purpose of this study was to determine the effectiveness of EMIS in MAN 5 Sleman and the effect on the success of students taking the National Computer Based Test (UNBK). The benefit of this research is that the wider community knows that MAN 5 Sleman in data management has used an online system called EMIS, so that data that is at MAN 5 Sleman can be accessed anytime and anywhere. This type of research uses descriptive qualitative methods, while the data collection techniques use interviews, observation and documentation with the data validity test by means of triangulation

Abstract

The Disabled Friendly Diskominfo Co Working Space (DCS) service at Diskominfo Yogyakarta was inaugurated on Friday, August 24, 2018, to facilitate the star-ups and digital creators. Based on this, researchers are interested in studying the Implementation of Disability Friendly Co Working Space Service Policy as a Jogja Smart Province Development Concept in Yogyakarta Diskominfo. The aim is to find out the implementation of Co Working Space services for people with disabilities as a concept for developing Jogja Smart Province and the factors that influence services. This research uses descriptive qualitative research methods with data collection techniques: observation, interviews, and documentation, and data analysis techniques: data reduction, data presentation and conclusions. The results of the implementation of the implementation policy of the Working Space service for the disabled-friendly Working Room as the concept of developing Jogja Smart Province were seen from several indicators with the achievement of a target of 100% for workshop activities as many as six times a year and 75% of service use, in the guestbook in 2019 as many as 476 visitors use of space for community events there are 280 people, there are 140 workshop activities
