Abstract

The growth of urban population is often not accompanied with adequate public transport. To meet the needs of public transport, Semarang city are beginning to develop the provision of Bus Rapid Transit (BRT) or Bus Trans Semarang in 2010. One of the problems to meet the needs of public transport services is BRT shelter range of service is not optimal. It can be seen from the BRT shelter service outreach at a radius of 400 meters (on foot) only covers 47 % of the 177 districts (kelurahan) in the city of Semarang. The limited range of shelter coverage is due to lack of modal options (such as taxi motorcycle, rickshaw, bicycle) between residential location with BRT shelter. To overcome these problems required the addition of BRT shelter outreach radius to a radius of 3 km by bike and ride facilities (for bicycles) and other advanced modes such as taxi motorcycle or rickshaw.

Abstract

The key to the implementation of the Village Development Planning Forum (Musrenbangkel) is community participation, so that the priority of development programs in accordance with community needs. However, there is a decrease in the implementation of community participation because no realization of development programs proposed society, especially the poor, as well as the implementation tends to be formal and monotonous so as to make people bored and tired. It happened also in the Kelurahan Semanggi which has the densest population with the highest number of poor people in Sub District of Pasar Kliwon. Under these conditions, the purpose of this study was to determine the public participation in the implementation of Musrenbangkel in Kelurahan Semanggu by reviewing Musrenbangkel process, forms of public participation, the level of community participation, as well as internal and external factors that affect the level of community participation. The method used is descriptive quantitative with a Likert scale for questionnaire, frequency distribution and multiple linear regression, as well as qualitative descriptive with purposive sampling and snowball sampling. This study shows that the bottom-up approach to the implementation of Musrenbangkel only be a compromise because the people (still) very dependent on the role of community and government leaders, as well as very poor community initiatives that the government (still) in control in determining development priorities.

Abstract

Various activities that exist in this area utilized by the local government as the starting point of planning Ambon Waterfront City. This research aims to study the development concept of  Waterfront City in the coastal area of Ambon City. This research approach using qualitative methods that used the method of purposive sampling and snowball techniques. The analysis process used a triangulation technique. The research results showed that the coastal area of Sirimau District, from physical environment aspect, show the characteristic of hilly topography and mountainsides. The problems in the economic’s aspect showed by the system of fishing production, which less optimum in the utilization of fishery products. It caused by less innovation of fish processing and the limitation of infrastructures and facilities, and promotion of this product. Furthermore, the problems of social culture aspect, shown in the disappearance of local identities of coastal communities, disappearance priority of coastal activity, and less public awareness regarding the coastal area management. Based on these results, the coastal area in the City of Ambon did not accord yet with the development plans,  theories, and concepts of Waterfront City. Therefore, to fit this area characteristics with the truth Waterfront City concepts, it is important to direct the development of this concept according to the characteristic of the coastal area through to the intervention of programs as follows: a). Abstract

Special Region of Yogyakarta (DIY) experience the dynamics of changes in land use so that the decline in the forest area of the country. The government set the FMU Forest Management Unit as part of efforts to protect the forests remain sustainable so we need a study that could support optimal implementation of the Management Plan Forest Management Unit (FMU RP). One method to support the optimization is to do a land change prediction models. The purpose of this study include: (1) analyze the land use change from 1990 to 2013 period and (2) predicting the year 2023. Changes in land use land studied is 1990 and 2013, which would then be used as a base projection in 2013-2023. Methods to be used are: 1) Analysis of input output, 2) the integration of Markov chain Celullar automata (CA-MC) with logistic regression. The prediction model will use two scenarios, namely: 1) the existing condition of the existing and 2) the assumption of government intervention with the basic rules. The results showed in the period of 1990-2013 there is a change of land use is of 23%, or around 3,703 ha. From the results predicted changes in land use in 2023, with scenario 1 change-forest land dry land agriculture as an area of 1,337 ha and a change of scenario 2 of forest land area of 1264.36 ha.

Therefore, it is necessary to evaluate the land consolidation process in order to assess the success of land readjustment process and the factors that hamper implementation. This study uses a mix method with a two-stage procedure. Results of the analysis showed that the land land readjustment process successfully, supported by the success of the equity (score 638), effectiveness (score 631), responsiveness (score 617) and efficiency (579). The success of land land readjustment is caused by, among others, people's desire to stay or do not want to be relocated / displaced, not the status of land ownership society, high support and commitment of local governments and legislators. whereas the factors that hinder the implementation of the agreement of land land readjustment triggered by the inequity in the distribution of location / position of the lots after the land land readjustment of the small percentage of people, causing rejection back public the results of land land readjustment, among others, less efficient and less fair to the size distribution and financing schemes recovery.

Abstract

Pidie District is one of the areas in Aceh Province which is rich in minerals such as gold, copper, iron sand, and other metal minerals. The potential for the mine has created a lot of illegal gold mining activities that cause negative effect for the spatial planning and the environment. The local government has been trying to control and supervision, but still not able to cope with illegal gold mining activities in the study area.Seeing these conditions, the authors conducted research entitled Spatial Control of Mining Areas Against Illegal Gold Mining Activity In Pidie District. This study uses qualitative and quantitative research methods (mixed methods) and supported by ArcGIS 10.2 software to perform analysis. The study found a violation of spatial due to illegal gold mining activities that enter the protected forest areas, forest production and residential area that is not worth mine. Control efforts such as zoning, permits, incentives, disincentives, sanctions and regular monitoring has been carried out. The constraints such as government officials and companies involved, weak law enforcement and a lack of coordination among agencies makes illegal gold mining region of the study is still ongoing. Arrangement of WPR on location technically feasible, completion of the poverty problem perpetrators, and to improve inter-agency coordination are measures to control illegal gold mines in the region of study. Â
