The commitment in building Indonesia as a prosperous country gives consequence to the role of government in prospering the community. It is conducted by empowering the programs having potency of financial sources for developing this state. Beside the tax as the financial source of state development, the government enforces the policy of zakat management. The policy is the act number 23 in 2011 concerning zakat management in which the fund derives from the national / regional budget. In this case, the national or regional zakat council manages the zakat management. It is expected, it can help the process of state development and be a media in improving the social welfare as one of the government?s roles

Throughout the history of human civilization, waqf has been able to prove its considerable contribution to religion, humanity, economy, and society. Waqf management and development brings positive impact on society if it is administered by waqf goal-oriented nazir, one of which is managed by Muhammadiyah organization. Their assets grows bigger each year by focusing on social program as their main strategy. This study employed normative juridical approach by descriptive analysis. The data source of this research is primary source from interview with the local leaders of Muhammadiyah and waqifs.Keywords: welfare, nazir, utilization

Kebijakan isbat nikah berlaku terhadap perkawinan dalam rangka penyelesaian perceraian, hilangnya akta nikah, adanya keraguan tentang sah atau tidaknya salah satu syarat perkawinan, dan terhadap perkawinan yang terjadi sebelum berlakunya Undang-Undang No. 1 Tahun 1974 juga terhadap Perkawinan yang dilakukan oleh mereka yang tidak mempunyai halangan perkawinan menurut Undang-Undang No. 1 Tahun 1974, namun kebijakan tersebut juga dimanfaatkan oleh pasangan suami istri yang menikah dengan cara siri dan perkawinan campuran. Metode penelitian menggunakan pendekatan normatif yuridis berupa analisis deskriptif. Sumber data yang digunakan adalah data primer dan data sekunder berupa peraturan yang relevan dengan penelitian. Hasil penelitian menunjukkan adanya indikasi pemanfaatan celah hukum dari kebijakan isbat nikah oleh masyarakat dan warga Negara asing dalam menikahi wanita Indonesia guna menghindari syarat administrasi perkawinan.

Keberhasilan zakat sangat ditentukan dari realisasi pendayagunaan zakat melalui program zakat community development (ZCD) Sehubungan dengan hal tersebut, maka permasalahan dalam penelitian ini difokuskan pada realisasi tujuan pengelolaan zakat berdasarkan Undang-Undang No. 23 Tahun 2011 melalui program Zakat Community Development (ZCD) pada masyarakat Desa Sindanglaka .Kabupaten Cianjur dan mengukur tingkat keberhasilan program melalui modal usaha bergulir zakat produktif terhadap kesejahteraan masyarakat. Penelitian ini menggunakan pendekatan yuridis normatif berupa analisis deskriptif. Sumber data yang digunakan adalah data primer yang berupa wawancara dengan pengurus BAZNAS Kabupaten Cianjur juga masyarakat penerima program. Zakat community development (ZCD) memberi pengaruh bagi masyarakat miskin pedesaan untuk melakukan usaha dari modal zakat Produktif dan merubah status mustahik (penerima Zakat) menjadi munfik (pemberi zakat) sehingga zakat mampu menanggulangi permasalahan kemiskinan dan meningkatkan kesejahteraan.

Kondisi Overcrowding penjara merupakan konsekwensi dari tingginya suplay para narapidana dan tahanan sebagai mata rantai system pemidanaan di Indonesia, over kapasitas jumlah penghuni lapas mencapai 107 % denganpertumbuhahnkenaikan narapidana 22.000 per tahun beresiko terhadap fasilitas yang tidak memadai, tingginya biaya operasional lapas juga sangat memungkinkan adanya potensi pelanggaran terhadap hak-hak dasar para narapidana dan tahanan sebagai manusia.Tujuan dari artikel ini yaitu untuk menganalisis alternartif sanksi pidana dengan gan tirugi (diyat) untuk meminimalisir permasalahan overcrowding penjara di Indonesia. Kesimpulan dari artikel ini yaitu perlu dikembangkan sebuah konsep pemidahaan yang sesuai dengan tujuan pemidanaan sebagai “law abiding citizens” melalui perubahan paradigma “menghukum dan pembalasan” dengan mengembalikan harga diri para narapidana dengan memperlakukan dan menganggap para narapidana sebagai manusia yang berpotens iuntuk menjadi manusia baik, selain itu juga perlu dikembangkan sanksi pidana gantirugi (diyat) pada kasus-kasus tertentu sebagai pengganti dari sanksi pidana kurungan yang selama ini ada di dalam KUHP dan peraturan perundang-undangan lainnya.

Two dimensions of zakat both religion and social give positive impact to society life, particularly in developing social responsibility. The Islamic history literature hasrecorded with golden ink the management of tithe which managed by the government, resulted the human prosperity which it proved the greatness of Islamic rule and the honor of human. The government has the strategic rule to realize the goal of tithe; Indonesia has the great potential to do it, since the majority of Indonesian peoples is moslem and there is a regulation that regulate it seriously to make the tithe as the potential alternative way to prevent poverty and to prospersociety. The rise of sirri marriage or underhanded (without involving state law) and the lack of public knowledge of the law supported by the powerlessness and inability to access and act before the law as a result of geographical location and the low level of public education gave birth to the legal consequences of marital legality demands which would be used as marriages the legal basis for civil relations, for that we need a model of marriage legalization through an integrated community court approach based on rural communities. The aim is to provide solutions to the legal requirements of marriage law for rural communities and are unable to research methods using doctrinal and nondoctrinal legal methods. The data used are primary data and secondary data. Secondary data consists of primary, secondary and tertiary legal material. Data collection techniques include observation, in-depth interviews, focus group discussions, questionnaire distribution, and literature study. Data analysis techniques using qualitative normative analysis methods and interactive analysis models. The results and conclusions show that rural communities with limited health insurance seeking justice, economics and science are in dire need of protection and law from Sirri or under-hand marriages for civil purposes.

Acts of violence that often occur among adolescents become very vulnerable and have an impact on the quality of a generation, for that we need a model of anticipating acts of violence in high school (SMA) in Cianjur Regency through internalization of religious values, Pancasila Cianjur local wisdom culture is three factors which is crucial for the success of the education process because it contains high and great values to be realized and imbued by the nation's generation.The aim is to foster the values of religious teachings, Pancasila and also the culture of local wisdom which began to fade behind high school students in Cianjur Regency with research methods using a qualitative approach, the values that exist in Religion, Pancasila and also the culture of local wisdom that must be upheld Cianur high by religious and cultured communities as part of citizens. The results and conclusions show that the factors of religion, Pancasila and Cianjur local wisdom culture are very important to convey to students at the high school level in Cianjur Regency as moral provisions, ethics of a nation's generation character so that acts of violence or anarchism can be anticipated early on.

Wakaf merupakan bagian dari syariat yang memberikan dampak secara luas, tidak hanya bagi wakif juga bagi masyarakat. Diantara jenis wakaf produktif adalah sertipikat wakaf karena dengan sertipikat objek wakaf akan terpelihara sekaligus menjadi modal utama dalam upaya memberdayakan dan mengelola objek wakaf tanah. Secara teknis permasalahan yang penting dari proses mensertipikatkan objek wakaf tanah diperlukan tim khusus waqf task force gabungan dari KUA, BWI, OTR/BPN yang dintegrasikan dalam suatu aplikasi e-wakaf guna terpeliharanya manfaat wakaf bagi kesejahteraan selain itu juga diperlukan dukungan dari pemerintah dalam bentuk dukungan moril dan materiil. Metode penelitian menggunakan pendekatan penelitian kualitatif untuk menggali makna dan nilai keilmuan sebagai bekal teori dan wawasan guna menganalisis dan mengkonstruksi objek yang diteliti menjadi lebih jelas. Tim khusus yang menangani wakaf dari 3 lembaga dengan didukung oleh teknologi yang melahirkan suatu inovasi akan meningkatkan daya dukung masyarakat terhadap pemerintah dan pada gilirannya akan menciptkan good government.
