Abstract

Employee performance is a result achieved by employees in their work according to certain criteria that apply to a particular job. Employee performance is a function of the interaction between ability and motivation. The purpose of this paper is to analyze the performance of employees at the Regional Secretariat of the Riau Islands Province during the COVID-19 Pandemic. The research method uses descriptive qualitative. Data collection techniques using secondary data and data analysis using a triangulation approach of relevant facts and logic. The analysis shows that employee performance is not optimal due to the lack of supporting facilities that are not focused on performance budgeting. Because during the COVID-19 period, the focus was only on recovering the national economy so that services at the Provincial Secretariat were not optimal. Then the change in performance culture during the COVID-19 pandemic made employees have to understand information systems and technology in providing public services as a form of service innovation in the future.

Abstract

The Creative Economy is one of the economic activities that have an essential meaning in supporting the financial resilience of the people of Bintan Regency, developing innovation, creativity, and competitiveness, realizing economic growth, and creating job opportunities in Bintan Regency. The purpose of this study is to analyze several potentials during the COVID-19 pandemic in the Creative Economy sector in Bintan Regency, which prioritizes the Need for Human Resources and Natural Resources that have the opportunity to be appropriately managed. The research method used is descriptive qualitative with a case study approach in Bintan Regency. Secondary data regarding the Creative Economy are collected and subsequently studied in depth. The findings show that the Creative Economy in Bintan Regency is in bad condition. Due to the prevalence of tourism activities that attract tourists as targets for expanding the Creative Economy in border regions with neighboring nations, it has become identified that there is neither a strong appeal nor a substantial market. In addition, there is a need to strengthen capital and identify potential, lay the economic base, and support future policies for the Creative Economy during the COVID-19 pandemic in Bintan Regency.

Abstract

Introduction/Main Objectives: Model The leadership style of regional heads during the COVID-19 pandemic requires a compelling lead character because to deal with the problems felt by each region, and it must be different so that public responses and criticisms must be carried out quickly and accurately has a priority scale for work effectiveness. Novelty: This study analyzes the leadership style of the regional head in Indonesia, namely the Governor, by taking a case study in the Riau Islands Province (Kepri) during the COVID pandemics. Research Method: The research method used is qualitative with relevant secondary data. Finding/Results: The results of data analysis with software NVivo 12, so that obtained are easy to explain descriptively by analyzing the theory and concept triangulation approach. Conclusion: The results show that the determination of Secondary Data Coding is more on the leadership of Ansar Ahmad in the COVID-19 pandemic as Governor Kepri. In addition, researchers also found that Ansar Ahmad’s leadership style as Governor Kepri greatly influenced the characteristics of leadership style and influential leadership style, which tested with the Jaccard Cluster approach on the strong relationship between communication, awareness, and integrity in carrying out the vision and mission as regional head during a COVID-19 in Kepri Province.

Abstract

Disaster management is an early awareness to reduce the risk of potential disasters, especially floods in the community. This study aims to analyze implementing policies in Tanjungpinang Flood Disaster Risk Reduction. The research object was chosen because Tanjungpinang, on a land geographical location, is smaller than the sea area and can potentially be a disaster threat in an archipelagic area. Analysis of Policy implementation using Edward III Model. The research method is descriptive qualitative with a case study approach—the data obtained using secondary data with analysis of relevant training techniques. The study results indicate that four factors in the Edward III model have several weaknesses in the Tanjungpinang Flood Disaster Risk Reduction findings. The factors in question are the lack of cooperation in the bureaucratic structure on a large scale. The resources used have not met the standardization with the minimal involvement of resources in improving the quality of both technical and non-technical. Communication still has a good intensity between the stakeholders involved, so the participating actors are still running fast following the flood disaster management program in Tanjungpinang City. Furthermore, lastly, the attitude of the implementer or disposition has their respective ego-sectoral so that the participation between stakeholders in its implementation is less effective. Researchers provide additional recommendations or alternatives that need to strengthen policy implementation with a community empowerment approach so that people gain insight into disaster awareness involved in disaster management programs, primarily floods in Tanjungpinang City, for the future on a sustainable basis.
