Abstract

The purpose of this study was to determine the role of Village government in implementing the program of planting onions in Village Sungai Geringging and to determine the factors inhibiting and supporting the role of Village government in the implementation of the program of planting onions in Village Sungai Geringging.This research was conducted in the of Village Sungai Geringin Kecamatan Kampar Kiri, Kabupaten Kampar district in Riau province. In determining informant in this study determined people who know and get involved in the program of planting onions in Village Sungai Geringin Kecamatan Kampar Kiri, Kabupaten Kampar, then the necessary data, including primary data and secondary data. For data collection techniques done by interview, observation and literature study. Data analysis method used in this research is qualitative descriptive analysis method.The village governments role in the implementation of the program of planting onions in Village Sungai Geringging include: 1) improving the quality of human resources of farmers through extension activities and training for farmers onion. 2) provide capital assistance through a revolving fund for farmers onion, this event seeks to help the onion farmers in order to increase agricultural output onion. Assistance provided in the form of compost, seedlings of onion and some farm implements. 3) improve the marketing network of onion because farmers prefer to sell their harvest in place / in the fields. 4) the provision of infrastructure /agricultural infrastructure onion. The inhibiting factor onion planting program in Village Sungai Geringging are 1) lack of human resources involved in implementing the program of planting onions in Village Sungai Geringging, both in terms of village government and farmers groups onion. 2) the limited budget given to the farmer groups onion in Village Sungai Geringging. 3) the environmental conditions in Village Sungai Geringging erratic which has an impact on the growth of onion in Village Sungai Geringging.Keywords: Role, the Village Government, Planting Program Shallots

Abstract

Ro-ro ferry ports in Bengkalis is a port that has prospects for development and the considerable potential in terms of geographical aspect and the opportunity to support the growth of the industry and the region's economy. The problems of this research are the Role of Department of Transportation Sector Land Transport Implementation and Planning in Ro-ro port in Bengkalis and the Patterns Transportation Agency Relationships with Private Sector Land Transport Implementation and Planning in Ro-ro port in Bengkalis. This research aims to knows the role of the Department of Transportation Sector Land Transport and the Pattern of Private Relationship with Implementation and Planning in Ro-ro port in Bengkalis.The method’s of this research is a qualitative method with the type of data used primary data and secondary data, data sources and documents obtained through informants research place. Data were collected by interview, observation and documentation, and then analyzed in a descriptive way to provide an overview of the research results.The results of this research are the role of the Department of Transportation Division of Land Transport in the administration and planning of ro-ro port in Bengkalis has not been able to provide optimum services because facilities such as docks and parking lots yet to be finalized, so that problems such as congestion, reliability of schedules and comfort aspects is still perceived by the user / passenger ship.Keywords: Strategy, Implementation, Planning

Abstract

The elections of President and Vice President of the Republic of Indonesia in 2014 was the third elections were held by vote directly. There’s only two pairs of candidates compete in the elections of President and Vice President of the Republic of Indonesia in 2014, number 1 Prabowo-Hatta and Jokowi-JK with number 2. Although the results of the presidential elections in 2014 was won by Jokowi-JK, Prabowo-Hatta managed to dominate the vote in twelve districts in the Pekanbaru City with the acquisition of 261.593 votes or 67% . This shows that the winning team of Prabowo-Hatta secured the support of the masses. The problem of this research is how the winning Prabowo-Hatta through the mass bases in the elections of president and vice president of the Republic Indonesia in the city of Pekanbaru in 2014.This study aims to look at the winnings of Prabowo-Hatta through a mass bases in the elections of President and Vice President of the Republic of Indonesia in 2014 conducted by team of Koalisi Merah Putih in Pekanbaru using three approaches in political marketing that is pull marketing, push marketing and pass marketing. This study use a qualitative approach and descriptive research with data collection techniques is interview and documentation.The results showed that the winning of Prabowo-Hatta through a mass bases in the elections of President and Vice President of the Republic of Indonesia in Pekanbaru City in 2014 was through the mass bases of the party cadres from Koalisi Merah Putih, the wings of the party, community leaders, community organizations and volunteers by offering products via paid media and without paying (pull marketing), disseminating the program to the community candidate (push marketing), and make the community leaders, community organizations and volunteers as an influencer (pass marketing) .Keywords : Elections of the President, Base Masses, Political Marketing

Abstract

This study on the legislative elections of 2014 ago, an increase of votes is very significant that experienced by the PDI-P in the City Pekanabru. This is seen in the comparison sounds PDI obtained in 2009 which won 11 551 votes, while in 2014 the PDI-P, said Monday that 30 374 voice sound. the author is trying to formulate questions such as "how the PDI-P strategy in recruiting legislative pemelihan pemillih in 2014 in Dapil II District Rumbai and Rumbai Coastal. The purpose of this study to mengetahuai strategy undertaken by the PDI-P in recruiting voters on the legislative elections 2014. On the results of research and discussion of trying to define all mutual researcher in two classifications at the level of analysis that is offensive strategy PDI Pekanbaru city, then the analysis is based on the strategy Defensive Indonesian Democratic Party struggle Pekanbaru. This research method approach this research uses qualitative that can be interpreted as the research that produced the data Descriptive, location research was conducted in the city of Pekanbaru precisely at the Council Office Pimpingan Branch Party PDI Pekanbaru, tekni pengumpula data in this study are: Interviews then Documentation after data writers get, for data analysis techniques, as follows: Presentation of Data Reduction the data is then include various types namely matarik, tables, and charts network. Abstract

This research was motivated by the village development planning which is a deliberative democratic processes and institutions in the village. but in actual experience various problems, such as attendance musrenbangdes dominated by the village government, and the proposed development of communities in rural development planning meetings were not accommodated and realized according to the wishes and expectations of society. This study aims to determine the deliberation of interest in rural development planning and deliberation impact on rural development. The method used in this research is method descriptive approach to qualitative research. Type of research data is primary data and secondary data. Data collection techniques in this study were interviews and documentation. Technical analysis of the data used is descriptive qualitative data analysis.The results showed that the deliberation of interest in rural development planning is still not going well. In addition deliberation in rural development are still not able to have a significant impact. It can be seen from some of the data obtained from the Village, District, as well as the field data collected. The right solution to overcome these problems is the village government should encourage and increase community involvement in the process of deliberation on interest in the development plan of the village, and the village government should cooperate with existing institutions in villages to create a better deliberations.Keywords : Deliberation, Village Development

Abstract

Infrastructure of public transport service for public transportation in the route is a public transportation supporting infrastructure for people having fixed origin and destination, fixed trajectory, and fixed or unscheduled schedule for transportation service of person providing certainty, comfortable and safe with general route. However, the condition of the transportation service infrastructure of the person is still found the existence of the bus stop in the damaged condition so it is not feasible to be used, the limitation of special dismissal signs, the use of terminal terminal for selling that disturb the traffic of public transport service in the route.The purpose of this research is to know the improvement of infrastructure and supporting factors and the inhibition of public transportation service of people in the trajectory by the Department of Transportation Pekanbaru City in 2016. The research method used qualitative descriptive method with data collection instrument include interview, documentation study related to research purposes.The results of the study illustrate that the improvement of public transport service infrastructure in the public transportation route by the Department of Transportation Pekanbaru City in 2016 that Pekanbaru City Budgets for service facilities focused on improvement or rehabilitation. However, it is not yet optimal in monitoring or traveling officers to check the condition of the shelters, signs regularly so that damages can be repaired immediately and there are signs that the placement is not strategic or covered trees or cover the view, and terminal land used for traders selling. Supporting factors of human resources in quality and quantity in accordance with the required, structural that has been in accordance with the basic tasks and functions of Dishub Pekanbaru. While the inhibiting factors are budget constraints, user behavior of infrastructure, and not optimal monitoring and coordination with related intansi (SATPOL PP) Pekanbaru in curbing traders who sell on terminal land.Key Words : Infrastruktur Pelayanan, Angkutan Orang, Pelayanan Angkutan

Bandar Kayangan lake is one of tourist attraction in Pekanbaru. The place is strategic, it’s not far away from center city of Pekanbaru and has facilities and infrastructure quite complete for a tourist attraction. Culture and tourism departement as direct manager Bandar Kayangan lake it seems can’t maximizing potentials Bandar Kayangan lake. Therefore researcher want to see how the management of Bandar Kayangan lake by by culture and tourism departement and obstacles that faced by culture and tourism departement in manage Bandar Kayangan lake.The purposes of this research are first, to know how the management of Bandar Kayangan Lake tourist attraction by culture and tourism departement Pekanbaru in 2017. Second, to know what the obstacles that faced by culture and tourism departement in manage Bandar Kayangan lake in 2017. The method of this research is qualitatif. Technic of data collection is indepth interview and documentation. Abstract

Inclusive education is education that combines special needs students with normal students in a regular school to provide opportunities for all students who have physical, emotional, mental and social abnormalities in obtaining quality education in accordance with their needs and abilities. This is stated in the Minister of National Education Regulation No. 70 of 2009 concerning Inclusive Education for Students Who Have Abnormalities and Special Intelligence and / or Talent Potential. The researchers want to see the Role of Pekanbaru Education Office in the Implementation of 2017 Inclusive Education. This study aims (1) to find out the Role of Pekanbaru City Education Office in Implementing Inclusive Education 2017 (2) to find out the barriers to the role of Pekanbaru City Education Agency in Organizing Inclusive Education in 2017. The main research locations were conducted at the Pekanbaru City Education Agency. With the implementation of inclusive education researchers took two inclusive schools as appointed by the government, namely Pekanbaru 71 Elementary School and Bintang Cendekia Integrated Islamic Primary School Pekanbaru. The technique of collecting data is done by interviews and documentation. While the data analysis technique is done by qualitative descriptive analysis. Research Results The Role of Pekanbaru City Education Office in Implementing Inclusive Education in 2017 that the role of the Pekanbaru City Education Office in implementing inclusive education has not run optimally, which can be seen from planning inclusive education policies and programs, financial management for inclusive education, and training and development of personnel for inclusive education. The inhibiting factors in the implementation of inclusive education in the city of Pekanbaru include internal factors, namely the lack of a budget for inclusive education, lack of human resources and lack of facilities and infrastructure while external factors, namely public perceptions of inclusive education, lack of training related to inclusive education and lack of data collection inclusive school children with special needs. Abstract

Law Number 23 Year 2014 concerning Regional Government has substance in innovating for Regional Government as the basis for developing effective, efficient and participatory public services. In accordance with the Minister of Research and Technology and Minister of Home Affairs Regulation Number 03 of 2012 and Number 36 of 2012 concerning Strengthening the Regional Innovation System, BPPD has a central role in driving the strengthening of the innovation system in the region. Balitbang Riau Province has the task of helping the Governor carry out the functions of supporting government affairs which are the regional authority in strengthening the regional innovation system. The formulation of the problem in this study is (1) how is the implementation of the regional innovation system strengthening program (PSIDa) by the Riau Province Research and Development Agency in 2017? (2) what are the inhibiting factors in implementing the regional innovation system strengthening program (PSIDa) by the Riau Province Research and Development Agency in 2017?. This study aims to (1) describe the implementation of the regional innovation system strengthening program (PSIDa) by the Riau Province Research and Development Agency in 2017, (2) describe the inhibiting factors in implementing the regional innovation system strengthening program (PSIDa) by the Research and Development Agency Province of Riau in 2017. This research is a descriptive study with a qualitative approach. The location of this research was conducted at the Riau Province Research and Development Agency. Data collection techniques carried out were through interviews and documentation. Data analysis techniques used are data collection, data reduction, data presentation, and conclusions. The results of the study concluded that the implementation of the regional innovation system strengthening program (PSIDa) by the Riau Province Research and Development Agency in 2017 was viewed through aspects of communication, resources, disposition, and bureaucratic structures that were not fully optimal. The implementation of the Regional Innovation System Strengthening Program by Riau Province Balitbang still needs to improve the quality and quantity of functional researchers and engineering officials, increase the portion of the budget in stages, increase operational support capacity, and improve coordination, socialization and understanding of regional innovation system strengthening program policies.Keywords: Strengthening Regional Innovation Systems, Implementation of Policies, and Regional Innovations

Abstract

Pekanbaru City Investment and One-Stop Services (DPM-PTSP) is a Regional Work Unit which is a supporting element of the Mayor's duties in the field of licensing and non-licensing services with the main task of carrying out part of regional government affairs in the licensing and non-licensing services in an integrated manner. To that end, in organizing the Pekanbaru City PTSP DPM-licensing service seeks to prepare the capacity of reliable (professional, tested and trusted) institutions and apparatus through innovations carried out to achieve service objectives in the licensing sector. However, the licensing service innovation is not as expected, where there are business actors who do not have permits / legality to run a business, also thousands of warehouse units that do not have a Warehouse Registration in Pekanbaru City (Source; www.riausky.com, reported Tuesday, August 30, 2016). The research objective was to determine the implementation of licensing service innovations and the factors that hinder the implementation of service innovation by the Pekanbaru City PTSP DPM in 2016-2017. The research method used is descriptive qualitative method with data collection instruments including interviews, documentation studies related to research objectives, with the research instruments used referring to the innovation theory proposed by Suwarno (2008) that innovation in public services is born in the form and initiative / methods that include partnerships in the delivery of public services, the use of information and communication technology in public services, and the procurement or establishment of service institutions. The results of the research on the implementation of licensing service innovations by Pekanbaru City DPM-PTSP from the side of the implementation of the use of technology in licensing service delivery have been running optimally. However, partnership efforts have not been effective to reach the target groups of business actors with the participation of small-medium scale business capital, where partnerships and procurement / establishment of "mobile car" services aim to socialize and manage licensing services that are easy, fast and inexpensive by "connecting" Sub-district government apparatus in Pekanbaru City are temporary (unsustainable, massive and scheduled to business actors, especially small and medium scale business actors).Keywords : Public Service, Service Innovation, Service Information Technology
