Abstract

The Ministry of Culture and Tourism of Kuantan Singingi has a crucial role, especially in tourism development and cultural preservation. In order to accelerate the development of tourism destinations with the issuance of the Decree of Kuantan Singingi Regency Number: KPTS 11/25/2017, it is necessary to establish a flagship tourism destination which requires integrated, comprehensive and sustainable steps in their realization. However, in fact, the purpose of Kuantan Singingi Regent is difficult to materialize because the Ministry of Culture and Tourism has not been serious in developing the tourism destinations. The formulationof the problem in this study were (1) how is the effort of Ministry of Culture and Tourism of Kuantan Singingiin realizing the flagship tourism destinations in 2017-2018? (2)what are the inhibiting factors in the efforts of the Ministry of Culture and Tourism of Kuantan Singingi in realizing the flagship tourism destinations in 2017-2018?This study aimed to (1) describe the efforts of the Ministry of Culture and Tourism of Kuantan Singingi in realizing flagship tourism destinations in 2017-2018, (2) describe the inhibiting factors of Ministry of Culture and Tourism of Kuantan Singingi’sefforts in realizing flagship tourism destinations in 2017 2018. This research was a descriptive study with a qualitative approach. This study was conducted at the Ministry of Culture and Tourism of Kuantan Singingi. The data was collected through interviews and documentation. The data analysis technique used was an interactive analysis model. The study concluded that the efforts of the Ministry of Culture and Tourism of Kuantan Singingi in realizing flagship tourism destinations in 2017-2018 were seen through the role of entrepreneurs, the role of coordinators, the role of facilitators and the role as stimulators that were not optimal. The efforts of Ministry of Culture and Tourismwere influenced by internal factors and external factors. The internal factors werebudget constraints, inadequate human resources and regulations; the absence of regional regulations related to the Regional Tourism Development Master Plan of Kuantan Singingi. Meanwhile, theexternal factors were the lack of community participation in tourism destinations development and the low involvement of the private sector in developing tourism destinations.Keywords: Efforts, Development Acceleration, Flagship Tourism Destinations

Abstract

Indah Sergang Beach tourist attraction is one of the attractions in Lingga Regency, which is located in the village of Tanjung Harapan, Singkep District, Lingga Regency. Indah Sergang Beach is a tourist attraction that originally came from the self-supporting community of Tanjung Harapan Village and began to be built in 2008 by the Lingga district tourism office. The attractions of Indah Sergang Beach include beaches with sloping white sand, clean sea water, and a beach position that faces directly to the sunrise. Indah Sergang Beach has the potential to be developed, proper management will add value to sales and become a source of income for the community and local government. The formulation of the problem from this research is How is the management of Indah Sergang Beach tourism object in Tanjung Harapan Village, Singkep District, Lingga Regency, 2016?            This study aims to determine the management of Indah Sergang Beach attractions in Tanjung Harapan Village, Singkep District, Lingga Regency, 2016 and constraints in the management of  Indah Sergang Beach tourism object. This study uses a qualitative research approach with a type of descriptive research. Data collection techniques used were interviews and documentation. Data analysis is carried out interactively and continuously until complete, so the data is saturated.             The results showed that the tourist attraction of Indah Sergang Beach was managed by the Department of Tourism, Youth and Sports, Lingga Regency and the community was assigned directly as cleaning staff at Indah Sergang Beach. The management of Indah  Sergang Beach tourism object has not been managed optimally, this can be seen from the process of planning, organizing, actuating and controlling. Constraints that make this region not yet managed optimally include the lack of a budget which has an impact on the maintenance of facilities and infrastructure at tourist sites, there is no institution that manages tourism objects, there are no regulations governing the implementation of activities in tourist attractions in detail, retribution management is not implemented anymore in the management of Indah Sergang Beach because the method of collecting previous retributions is not in accordance with regulations and training activities for tourism conscious people in Tanjung Harapan Village community are still lackingKeywords: Planning, Organizing, Actuating, Controlling.

Abstract

Regional expansion in the sense of establishing sub-districts which are designed to spur the formation of new centers of economic growth that will bring growth to increase income and welfare of the community, shorten administrative channels, shorten administrative details, also provide open assistance. The author is interested in discussing the expansion of Mandau and Pinggir subdistricts which were divided into Bathin Solapan and Talang Muandau subdistricts. Mandau District and Pinggir Subdistrict are eligible to be expanded considering these two districts are districts with the largest population and area in Bengkalis Regency. During the pemekaran process, the kecamatan has many obstacles, dynamics during the pemekaran process occurred for six years from 2011 to 2017. There are various deficiencies needed to improve and study during the pemekaran process, Mandau District and Pinggir District. In this study, the writer wants to examine how the dynamics of expansion occur and what are the factors that influence expansion so that Mandau and Pinggir can be expanded. The research method used is a qualitative research method and uses descriptive analysis conducted by conducting interviews. The theory used is regional expansion, regional autonomy and the concept of dynamics.               Based on the results of the study found the fact that the dynamics of the division of Mandau District and Pinggir District occurred during the process of expansion from 2011 to inauguration in 2017. The dynamics that occurred quite a lot during 2012 and 2015. The factors that influence this expansion consist of internal factors namely from the Districts of Mandau and Pinggir and external factors originating from the Bengkalis Regency government, Riau Provincial Government and the Central Government. From this research, the writer shows the facts about the changes that occurred in 2011 as the initial year of the proposal for the local government until 2017 which is the year of the inauguration of Mandau Subdistrict which was divided into Bathin Solapan Subdistrict and Pinggir Subdistrict which was expanded as Talang Muandau Subdistrict. Keywords: Dynamics of Expansion, Actors, Regional Autonomy

Abstract

The city of Pekanbaru has a densely populated population of more than one million people. Along with the development of the city of Pekanbaru into a Metropolitan City, it is inseparable from various problems that arise, namely the problem of flooding. The problem of flooding is a problem that does not resolve every year. This was caused by the development of Pekanbaru City which was not followed by adequate flood control infrastructure systems. In this case, of course, the public spotlight on the performance of the government in overcoming flood problems in the city of Pekanbaru. The formulation of the problem in this study is What is the public perception of the performance of the Pekanbaru City Government in 2015-2017 Flood Control?This study aims to find out how public perceptions of the performance of the Pekanbaru City Government in flood control in 2015-2017 are seen from aspects: (1) Productivity, (2) Service Quality, (3) Responsiveness, (4) Responsibility, and (5) Accountability. This research is a descriptive study using the Mixed Method approach. The data collection technique in this study is to use a survey technique by taking a sample of 100 people from one population using a questionnaire as a means of collecting basic data and using interview techniques with as many as 10 informants. Data analysis used for quantitative methods is quantitative analysis and analysis for qualitative methods using qualitative analysis, and finally is analyzing data combined with qualitative analysis and quantitative analysis.The results of the study concluded that public perception regarding the performance of the Pekanbaru City Government in 2015-2017 flood control was still not good. This is shown from the results of the average value of each indicator (productivity, service quality, responsiveness, responsibility, and accountability) which is equal to 1.95 which is in the range of 1.76 - 2.50 which shows unfavorable criteria. In this case the public considers that the Pekanbaru City Government has not been able to optimize the implementation of flood control in Pekanbaru City.Keywords: Public Perception, Performance of Pekanbaru City Government, Flood Control

Abstract

The Reforestation Fund in accordance with Government Regulation Number 35 of 2002 concerning the Reforestation Fund aims to finance the implementation of Forest Rehabilitation activities. The existence of the Reforestation Fund in the regions actually raises problems, from the beginning until 2017 it is not able to be utilized optimally, this is evidenced by the budget that always settles in the regional treasury. Not optimal absorption of Reforestation Funds has led to negative SiLPA, one of which is due to the limitations of local governments to use it. This study rests on theoretical analysis of Effectiveness, Efficiency, and Inhibiting Factors for Policy Implementation. Done with a qualitative approach and descriptive analysis.This study shows that the Reforestation Fund intended to finance the implementation of Forest Rehabilitation activities was not able to be utilized properly by the Pelalawan District Government. On the other hand the condition of the forest continues to be alarming and requires an effort to restore (Forest Rehabilitation). The Reforestation Fund should be potential enough if it is able to be used properly to finance these activities. In Government Regulation Number 35 of 2002 concerning Reforestation Funds, it is stated that the Reforestation Fund area is used only to finance reforestation and rehabilitation activities and supporting activities. The series of implementation of Forest Reahabilitation is not only at the reforestation stage, including the cost of procuring equipment, accessing locations and so on. Reforestation funds are not allowed to be used other than reforestation activities for which the government needs to provide other budgets. Strict rules and no technical instructions for using them in detail are also often a source of problems for regions in using the budget. By reason of not wanting to take risks and lack of effort and regional commitment, the Reforestation Fund was allowed to settle into a large number of SiLPA.Keywords: Reforestation Funds, Utilization of Reforestation Funds, Forest Rehabilitation

Abstract

The research problems are how the efforts of the Department of Education Dumai optimize School Operational Assistance junior level State in Sungai Sembilan Kota Dumai 2015 and what are the factors inhibiting the City Department of Education Dumai in optimizing the School Operational Assistance junior level State in Sungai Sembilan Kota Dumai 2015. the purpose of this study was to determine the Dumai City Department of Education effort to optimize the School Operational assistance level in Sungai SMP Negeri Sembilan Kota Dumai year 2015 and to determine the factors inhibiting Dumai City Department of Education in order to optimize the School Operational assistance level in Sungai SMP Negeri Sembilan Kota Dumai 2015.This research was conducted at the Sungai Sembilan Kota Dumai. The method used is a qualitative research, data collection techniques are interviews, observation and documentationBased on the survey results revealed that efforts to optimize Dumai City Department of Education School Operational Assistance level in Sungai SMP Negeri Sembilan Kota Dumai 2015 in the implementation of distribution, data collection, monitoring is still considered weak. The scarcity of regular meetings and pertmuan done periodically to certain officials. Factors inhibiting the City Department of Education Dumai in optimizing the School Operational Assistance junior level State in Sungai Sembilan Kota Dumai 2015 are: 1) internal factors, namely, the school does not have specialized personnel in the field of administration to menangai BOS program, disbursements Bos seem complicated, because many the administration must be completed, 2) external factors, namely, the network is often busy and cause the server to die, difficult for schools to raise money for community participation.Keywords: Dumai City Department of Education, the School Operational Assistance

Abstract

Every citizen has the right to be actively involved in political life. Similarly, with persons with disabilities as part of Indonesian citizens, persons with disabilities are also entitled to be actively involved in political life. Persons with disabilities are entitled to equal opportunities in Indonesian politics without discrimination. The formulation of the problem in this research: how the efforts of General Election Commission (KPU) Pekanbaru City in fulfilling the political rights of PwDs in the Election of Mayor and Vice Mayor of Pekanbaru Year 2017. This study aims to describe the efforts of the General Elections Commission (KPU) Pekanbaru in fulfillment political rights of persons on the Mayor and Vice Mayor of Pekanbaru City in 2017. This research uses a qualitative approach intended to understand the phenomenon of what is experienced by the subject of research holistically by way of description in the form of words and language in a natural context by utilizing various scientific methods . The type of research is descriptive type of research used to analyze data by describing or describing the data that has been collected as it is without intending to make conclusions that apply to the public.The results showed that the efforts made by the General Elections Commission (KPU) Pekanbaru City in the fulfillment of the political rights of people with disability has not been maximized. Efforts to fulfill the political rights of people with disabilities in the Mayor and Vice Mayor Election Pekanbaru in 2017 only focus on efforts to fulfill the right to vote. Persons with disabilities are only involved at the time of election (pencoblosaan) just as a voter. Efforts to fulfill accessibility, facilities and infrastructure election conducted by the General Election Commission (KPU) Pekanbaru City is also still very limited. Facilities and infrastructure provided only in the form of tool coblos (template braille) for the blind and visual interpreters for deaf people at the time of socialization. Abstract

Terap Village one of the villages located in the district of Kuok is a village that is still strong customs, religious and agrarian. The role of the informal leaders seemed so real in building public awareness in development, this is because the villagers Pulau Terap comes from the same tribe or homogeneous so that the role of informal leaders are needed to strengthen unity in the community. The formulation of the problem in this study how informal leadership roles in the development in the Pulau Terap village of Kuok District of Kampar Regency. This study aims to identify and explain the role of the Informal Leaders in Development in Pulau Terap Village istrict of Kuok. This study uses qualitative research methods with descriptive research, which can be interpreted as a problem-solving process was investigated by describing the state of the research subjects were based on the facts that appear during the study were then followed by the popularity of existing theories.Based on this research, seen the role of informal leaders in rural development is very important amongst the people but not very effective in terms of informing and inviting the public to participate in development activities. In addition informal leaders often become donors in every building in the village. Abstract

Tourism is one of the development sectors that must receive the attention of local governments to continue to be developed. Because this sector is highly potential for development in the field of people’s economy and income from  non oil commodities. Tourism development planning is needed in the development of tourism destinations because it is assessed as an important step in determining the success of a work program to be implemented. Therefore, it takes accuracy in order to develop the planning of tourism development so that the objectives are directional and optimal. To provide a basic spirit a clear direction of purpose in the planning. It takes the principles in the preparation of the tourism development that is allocative, innovative, single and multi objectives, indicative and imperatives. This research aims to describe the government planning of Lingga Regency in developing tourism destinations. Then also to find out the optimal inhibitory factors of government planning of Lingga regency in the development of tourism destinations in 2017. The research site is conducts in Lingga Regency, precisely at the Office of the Youth Tourism department and Sports District of Lingga and in tourism destinations in the area. Further, data collection techniques are conducted with interview and documentation.The results of this research is the planning of the Government of Lingga Regency in the development of tourism destinations as an effort to improve the competitiveness of tourism sectors has not run optimally. It is caused by several factors that such as lack of quality human resource planners are largely untrained. Abstract

For optimizing the development of Bukit Tigapuluh National Park, the Central Government synergizes with the Regional Government in maintaining, developing and protecting the Bukit Tigapuluh National Park area. It is important for the Central Government to synergize with the Local Government in maintaining the development of Bukit Tigapuluh National Park area to prevent the misuse of the area, from the result of the research, it is known that the synergicity between the two parties is still overlapping, hence the writer tries to see and develop the synergy between the Central Government and Local Government. The purpose of this study is to optimize the synergy between the Central Government and the Local Government so that supervision in the development of Bukit Tigapuluh National Park can be maintained and reduce the level of criminality inside and outside the region in order to maintain the forest stability covering the phalura and fauna. The type of research used is qualitative research method. The location of this research was conducted at Bukit Tigapuluh National Park (TNBT) of Indragiri Hulu Regency. Data collection techniques are done by completing the information through interviews and doing documentation requesting the necessary data to the agency to be investigated. While the data analysis is done using qualitative analysis method. Based on the results of the study the authors draw the conclusion that the synergism that occurred in the development of Bukit Tigapuluh National Park is not yet running optimally, especially from the private sector that minimal information about the condition around the area. The security of the area also still requires more strict guarding by the addition of Forest Police personnel, so that events such as illegal logging and poaching of endangered species can be minimized to the safest point of Bukit Tigapuluh National Park area.
