Abstract

Development planning is a must for every level of government, both central and regional, as mandated in Law No. 25 of 2004 concerning the development planning system. Bengkalis Regency as one of the regions in Riau Province also conducts development planning. The aspects of development planning in the Regency include Malay culture as a derivative of the Riau Vision 2020. Planning aspects of Malay culture development is a manifestation of the elected Regional Vision and Mission and can be seen in its harmony with the Province. The formulation of the problem in this study is how is the form of development planning aspects of Malay culture in Bengkalis District in supporting the Riau 2020 Vision? This study aims to describe the form of development planning aspects of Malay culture in Bengkalis Regency in supporting the Riau Vision 2020. The results of the study indicate that the planning of the development of the Malay cultural center has referred to the Provincial government planning documents, both contained in the RPJMD to RKPD even though they are only quantity, not yet fully touched the quality of the substance of Malay culture. The planning contained in the Bengkalis Regency RPJMD document is limited to the Vision and Mission statement, while the objectives to the strategic plan are not formulated. Nevertheless specifically in the Office of Culture, Youth and Sports expressly formulated this in the OPD Work Plan.

Abstract

The Pekanbaru City has a densely populated population of more than one million. Along with the development of Pekanbaru City into a Metropolitan City, it is inseparable from various problems that arise, namely the problem of flooding. The problem of flooding is a problem that does not resolve every year. This was caused by the development of Pekanbaru City which was not followed by adequate flood control infrastructure systems. In this case, of course, the public spotlight on the performance of the government in overcoming flood problems in the city of Pekanbaru. The formulation of the problem in this study is What is the public perception of the performance of the Pekanbaru City Government in 2015-2017 Flood Control?This study aims to determine how public perceptions of the performance of the Pekanbaru City Government in flood control in 2015-2017 are seen from aspects: (1) Productivity, (2) Service Quality, (3) Responsiveness, (4) Responsibility, and (5) Accountability. This research is a descriptive study using the Mixed Method approach. The data collection technique in this study is to use a survey technique by taking a sample of 100 people from one population using a questionnaire as a means of collecting basic data and using interview techniques with a total of 10 informants.Data analysis used for quantitative methods is quantitative analysis and analysis for qualitative methods using qualitative analysis, and finally is analyzing data combined with qualitative analysis and quantitative analysis.The results of the study concluded that public perception regarding the performance of the Pekanbaru City Government in 2015-2017 flood control was still not good. This is shown from the results of the average value of each indicator (productivity, service quality, responsiveness, responsibility, and accountability) which is equal to 1.95 which is in the range of 1.76 - 2.50 which shows unfavorable criteria. In this case the public considers that the Pekanbaru City Government has not been able to optimize the implementation of flood control in Pekanbaru City.

Abstract

This study describes the border management policy conducted by the central government, provinceof East Kalimantan and Nunukan. Policies such as the establishment of regulatory, institutionalstrengthening, programs and infrastructure development. The policy is getting good responsefrom the elite and the masses. On the other hand policy makers have expectations of localcommunities border synergism Sebatik Island in order to build and develop the border areas so asto break the chain of dependence on Malaysia. The research was conducted in Sebatik Island,East Kalimantan province Nunukan with the formulation of the problem (a) what policies areoriented to maintain borders, (b) How is the public response to government policy, (c) What areyour expectations of policy makers in local communities to regional border. This study usedqualitative methods to phenomenological research strategy. Techniques of data collection in thisstudy using two ways, namely in-depth interviews and secondary data view Results indicate thatthe existing policy of both the central and provincial to district borders do not solve the problembecause it is made on the island of Sebatik with other border regions. The policy does not includelocal knowledge, where it is desperately needed by the people Sebatik. In addition to policies onprograms and infrastructure development of the center, the district adopted a policy of inactionagainst the illegal cross-border trade, which on the one hand against the rules but if enforced thenpeople can not perform economic activities that impact well-being. Policies like this gets a positiveresponse from the public. Expectations for the future border policy is to load local content orlocal knowledge.Keyword: border policy, local knowledge, dependent relationship

Abstract

Setiap Presiden mempunyai gaya komunikasi politik yang berbeda antara satu dengan yang lainnya. Gaya komunikasi politik ada yang menggunakan komunikasi politik high context dan komunikasi politik low context. Presiden SBY adalah salah satu Presiden yang menggunakan high context communication sedangkan Presiden Jokowi menggunakan low context communication, dimana bahasa yang digunakan mudah dimengerti, lugas dan tidak bersayap sehingga tidak menimbulkan penafsiran yang berlainan. Gaya komunikasi Presiden Jokowi dalam menyikapi isu-isu kebijakan publik di media massa tidak berbeda ketika melakukan konferensi pers, yakni ?main tembak langsung?. Demikian pula para menterinya sehingga terjadi kegaduhan politik karena tidak koheren antara Presiden dengan para pembantunya. Studi ini memuat rumusan masalah sebagai berikut; Pertama, apa saja isu-isu kebijakan publik yang disikapi oleh Presiden Joko Widodo dalam media massa. Kedua, bagaimana gaya komunikasi politik Presiden Joko Widodo dalam menyikapi isu-isu publik melalui media massa ? Studi ini menggunakan pendekatan kualitatif dan jenis penelitain deskriptif dengan strategi penelitian library research. Teknik pengambilan data menggunakan 1 (satu) jalan, yakni dokumentasi dari pelbagai media massa baik cetak maupun online. Hasil studi memperlihatkan ada 2 (dua) tipologi sebaran isu-isu kebijakan mengenai pemerintahan Presiden Jokowi, yaitu (a) isu-isu yang menjadi tranding topic di media online dan sosial media, (b) isu-isu yang popular di khalayak masyarakat umum sebanyak 12 (dua belas) isu kebijakan. Selanjutnya komunikasi politik Jokowi tidak terkelola dengan baik, seringkali terjadi perbedaan antara Presiden dengan pembantunya. Oleh karena itu Jokowi membentuk tim komunikasi politik yang bertugas memberikan informasi kepada publik. Gaya komunikasi politiknya bersifat low context communication menyesuaikan kultur budaya masyarakat karena dipengaruhi oleh tradisi dan budaya mataraman.

Abstract

This research was conducted in the village of Tinjoman Lama District of PadangsidimpuanHutaimbaru Padangsidimpuan City with three research question How are the government?srole in improving welfare of farmers in the village barking Tinjoman Lama? The purpose ofthis study to determine government?s role in improving the welfare of farmers in the villagebarking Tinjomam Lama District of Padangsidimpuan Hutaimbaru Padangsdimpuan City. Thisstudy is a descriptive quantitative research. The population in this study were all barking farmersin the village of Tinjoman Lama. The sample of this study a total of 36 respondents (50%) ofthe overall polpulations using random sampling technique, that is by knowing all the farmersbarking then randomized based on the name for the next interview. To collect the data theresearchers use methods of document , observation and interview by using the interview guideas a reference to obtain information in analyzing the research data used quantitative analysisand descriptive described. Based on the study concluded lack of government?s role in improvingthe welfare of farmers bark that can be seen from the absence of assistance in the form ofmarketing, production quality improvement, education / training in agriculture, provision ofquality seeds and fertilizers or appropriate technology.

Abstract

Penelitian ini dilatarbelakangi pembangunan yang terjadi di desa sei putih  Kecamatan Tapung, Kabupaten Kampar yang berjalan kurang efektif sesuai dengan musrenbang desa yang telah dibuat oleh Pemerintah Desa. Beberapa pembangunan yang direalisasikan tidak tercapai penyelesaian pembangunan sepenuhnya sehingga bangunan yang dibuat belum bisa digunakan oleh masyarakat. Penelitian ini akan membahas factor-faktor yang menghambat dalam pembangunan di desa sei baru dan menganalisis factor-faktor tersebut dilihat dari isi kebijakan dan lingkungan kebijakan.Jenis yang digunakan dalam penelitian ini adalah jenis penelitian deskriptif dengan pendekatan penelitian kualitatif. Jenis data penelitian adalah data primer dan data sekunder sesuai dengan regulasi . Teknik pengumpulan data dalam penelitian ini adalah dokumentasi dan wawancara. Teknis analisis data yang digunakan adalah analisis data deskriptif kualitatif.Hasil penelitian ini menunjukkan bahwa factor-faktor yang menpengaruhi dalam pembangunan di desa sei putih kecamatan tapung kabupaten Kampar dilihat dari indikator isi kebijakan dan lingkungan kebijakan menjelaskan bahwa pelaksanaan pembangunan masih belum optimal. Hal ini dikarenakan kepentingan-kepentingan yang mempengaruhi dalam pelaksanaan pembangunan yang tidak konsisten dan pengambil keputusan dari tingkat pimpinan dalam hal ini kepala desa yang belum mampu mengelola keuangan desa dengan baik dalam pembangunan dan pelaksana program yang tidak professional sehingga terjadi keterlambatan. Sedangkan melalui lingkungan kebijakan daya patuh masyrakat yang masih belum optimal di desa sei putih.

Abstract

Prima Public Services are services that are under one roof agencies. In Yogyakarta, one-stopservice is realized in the form of the establishment of the ?Dinas Perizinan?, formerly known asOne-Stop Integrated Service Unit (UPTSA). The existence of this new service brings change inThe pattern of service so that it gets a good response from the public. This research wasconducted in Yogyakarta is First, How the production and distribution of "public services"Licensing Agency of Yogyakarta as a One-Stop Integrated Service Unit (UPTSA). Secondly,How Public Service standard form used to get Excellent Service award at the National Level.Third, how the public response to the quality standards of public service in the Department ofLicensing Yogyakarta. This study uses qualitative method with a phenomenological researchstrategy. Data collection techniques in this study using two ways, namely depth interview andreview of secondary documents. The result Showed UPTSA changes to "Dinas Perizinan" had apositive impact on service delivery, which formerly slow, non-transparent and unaccountableand unfriendly bertransformarsi be fast, transparent, responsive, friendly and accountable. On theother hand the use of information technology is a major weapon to simplify, improve and speedup service. This makes people give a positive response and appreciation of the quality of publicservices in the field of licensing.Keywords: Public Service, a one-stop service, Service Effectiveness

Abstract

Molornya pengesahan APBD Provinsi Riau menarik ditelusuri. Peristiwa ini mengindikasikankuatnya tarik menarik kepentingan antara para pihak, khususnya partai politik yangtermanifestasikan di dalam DPRD dengan pihak eksekutif. Kerasnya tarik menarik kepentingansangat merugikan masyarakat karena APBD merupakan kebijakan pemerintahan daerah gunamemberikan layanan publik yang prima dan juga untuk meningkatkan kesejahteraanmasyarakat. Bagaimana bentuk deliberasi yang dilakukan partai politik dalam kebijakananggaran pemerintahan Provinsi Riau tahun anggaran 2013 perlu ditelusuri lebih jauh.Penelitian deskriptif dengan mewawancarai secara mendalam beberapa pihak dan menganalisisecara kualitatif ini menemukan bahwa partai politik sebagai satu entitas institusi tidak tampakterlibat secara kuat dalam memberikan pertimbangan-pertimbangan mendalam dalampenyusunan anggaran daerah Riau 2013. Peran deliberatif lebih banyak dilakukan oleh kaderpartai yang duduk dalam fraksi di DPRD. Anggaran daerah oleh anggota fraksi DPRD dilihatsebagai ruang untuk menjaga stabilitas hubungan dengan konstituen sekaligus diharapkansebagai upaya membesarkan partai.Kata kunci: deliberasi, partai politik, kepentingan.

Abstract

This research is motivated target PAMSIMAS village election in the village of Banglas Baratyears 2014-2016 in accordance with the decree of the minister of public works decree No. 79 /Kpts / DC / 2013 on stipulation district / city target PAMSIMAS. Implementers programPAMSIMAS at the district level conducted by the planning office and the department of publichealth office of human settlements POKJA AMPL is incorporated in regency Kepulauan Meranti,while implementers at the village level is done by the village government, KKM, SATLAK,BPSPAMS and community facilitator team. The research directs the factors that influence themanagement of the PAMSIMAS program. Research to know the factors that influence themanagement of PAMSIMAS program.The type used in this research is descriptive research withqualitative research approach. Type of research data is primary data and secondary data. Datacollection techniques in this study is documentation and interviews. Technical analysis of the dataused is descriptive qualitative data analysis. The result of the research shows that there areseveral factors that influence the management of PAMSIMAS in terms of the content of the benefitfactor policy and the degree of change to be achieved which is still a constraint, while in terms ofpolicy environment the role of Village Government and Local Government is still minimal indoing support in terms of material as well development of PAMSIMAS facilities that have notbeen able to reach all PAMSIMAS beneficiaries.

Role represent attitude consciously which must be taken by governance institution to reach for especial target, policy, and or actions into  related/relevant inwroughtly. Formula of is Problem of the taken is How Effort Body Unity of Nation and Politics Sub-Province of Bengkalis In Realizing Smart Participation and have Integrity to year 2018 and What becoming factor resistor of Body Unity of Nation and Politics Sub-Province of Bengkalis In Realizing Smart Participation and have Integrity to year 2018.Intention of this first research for the mendeskripsikan of Role Of Body Unity of Nation and Politics Sub-Province of Bengkalis in realizing Smart Political participation and have Integrity to year 2018.
