Abstract

Menurunnya produktivitas tebu salah satunya disebabkan ketidaktersediaan bibit unggul. Melalui pengembangan bioteknologi pertanian diyakini akan dapat meningkatkan produksi tebu, di samping dapat menghemat waktu, biaya, dan tenaga. Namun bioteknologi tebu belum tentu bisa diterima oleh petani. Penelitian ini bertujuan meneliti respon petani dan dampak penerapan bioteknologi tebu serta menyusun model pengembangan kapasitas petani terhadap penerapan boteknologi tebu. Data penelitian dikumpulkan melalui observasi, wawancara, dan dokumentasi. Analisis data dilakukan secara kualitatif dengan model interaktif. Berdasarkan hasil penelitian dapat dikemukakan bahwa penerapan bioteknologi akan didukung oleh petani selama tebu hasil bioteknologi dapat memberikan keuntungan pada petani. Namun penerapan bioteknologi juga menimbulkan kekhawatiran petani terhadap dampak sosial – ekonomi dan budaya yang akan diterimanya. Oleh karena itu penerapan bioteknologi tebu harus didukung dengan pengembangan kapasitas petani karena terkait dengan proses transformasi pengetahuan dan teknologi yang baru. Model pengembangan kapasitas petani dilakukan melalui tiga tahapan yaitu tahap penyadaran, tahap transformasi kemampuan, dan tahap peningkatan kemampuan. Melalui pengembangan kapasitas petani diharapkan akan dapat mengurangi resistensi terhadap penerapan bioteknologi tebu.Kata kunci: Pengembangan Kapasitas, Bioteknologi, Petani Tebu

Abstract

A b s t r a ctUnited Nations (UN), as an international organization, has copious purposes and programs which are devoted to developing the world and providing better lives for people throughout the globe. Some of the programs initiated by the organization are Milennium Development Goal’s (MDG’S) and Sustainable Development Goal’s (SDG). In optimizing various programs that they set up, particularly development programs, United Nations assigned ambassadors who were responsible in introducing the programs to the whole world. Those ambassadors were elected from public figures known as Goodwill Ambassadors. In addition to electing ambassadors from real figures, United Nations also had evoked animated figures as the ambassadors. This scientific article was aimed at discovering the reasons backgrounding United Nations’ decision on assigning animation figures as the ambassadors. Obtained from literature study by sourcing books, scientific journals, articles, and internet websites, research data scrutinized in the study were secondary in nature and analyzed by persuasive propaganda concept coupled with qualitative analysis. Research results indicated that the reasons behind United Nations’ decision in choosing animation figures as the ambassadors were meant to be a for of persuasive propaganda by involving animation figures possessing tremendous popularity in the world. Abstract

Abstract Cooperation among countries in international trade and environmental issues are early stages of the idea of ecolabel. Ecolabel program is a product certification that provides information to consumers about product’s life cycle in stating that the product provides smaller environmental impacts than other similar products without ecolabel mark. The vision of ecolabel implementation in Indonesia is the realization of ecolabel as an effective device for protecting the environment, the society interests and the improvement of production efficiency and competitiveness. Meanwhile, the mission carried out by Indonesia ecolabel program is to establish synergy to control negative environmental impacts throughout the product life cycle, to push demand and supply of environmental friendly products and to provide criteria and verification system of ecolabel which is competent and credible on the basis of stakeholders. The research applied descriptive-qualitative method used for data analysis. In subsequence to collection, data were arranged to analyze. This research was intended to determine Indonesia's reasons for implementing ecolabel program. It was found that Indonesia’s reasons to implement the program were to meet the demands of international trade over trade barriers that require a country to produce environmentally friendly products which has relatively small negative impacts on the environment. The purpose of this program was set up in order that Indonesia’s products are able to compete with the products of other countries. Ecolabel program is also an attempt to safeguard the environment as a form of guarantee for environmental security and to protect the environment from damages and to apply the principles of sustainable development.

Abstract

Abstract On January 22, 2013, the Philippines had submitted an arbitration proposal to the international court of arbitration. The proposal was intended to sue China's claim over the nine-dash line through the map which was considered to be an overlapping claim toward sovereignty of some countries in the South China Sea. China considered that the Philippine’s initiative in resolving these issues through arbitration was a wrong option. China also considered that the Philippines had broken up the consensus of Declaration on the Conduct (DOC) that took the initiative to solve the problems of the South China Sea through peaceful measures. Therefore, China had declared to refuse to participate in the one-sided tribunal. This research aimed to identify China’s reasons to refuse to participate in the arbitration court. The research applied literature research and interviews. The results showed that China refused to participate in the arbitration for two reasons. First, China believed its sovereignty of South China Sea. Second, China considered this one-sided justice would take it to defeat because the tribunal would only be based on different interpretations from the way of acquisition of China’s territorial sovereignty.

Abstract

The institution of sugarcane farmers is one of mechanisms supporting economic activity in sugarcane agri-business. It has important role for increasing productivity and promoting bargaining position of sugarcane farmers. In fact, however, it is yet to functionate optimally. The research aimed at identifying institutional forms, analyzing inter-institutional interaction of sugarcane farmers, and formulating a model of capacity strengthening of sugarcane farmer’s institution. This research used case study approach. The institutional sampling method was performed purposively. Data were collected by using observation, interview, and documentation techniques. Data analysis was carried out using qualitative descriptive method. The results showed that the institution of sugarcane farmers comprises farmers group, sugarcane farmers cooperative, sugarcane farmers association, sugar processing industry, and supporting service institution. The circumstances of sugarcane farmer’s’ institution is more socio-cultural. It has not been fully directed to promote farmers’ access towards technology, capital, and market required for the development of sugarcane agri-business.

Peran lembaga sosial dalam hal ini lembaga seni  berkaitan dengan pengembangan budaya sebagai bentuk kearifan lokal masyarakat suku Using. Namun peran tersebut belum optimal dalam menunjang produktivitas masyarakat suku Using karena kurangnya peran dan dukungan dari pemerintah daerah setempat. Penelitian ini bertujuan untuk membuat model pembinaan lembaga sosial dalam peningkatan produktivitas masyarakat suku Using. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan menggunakan pendekatan fenomenologis. Data dikumpulkan melalui observasi, wawancara, diskusi, dan dokumentasi serta dianalisis dengan model analisis interaktif. Hasil penelitian menunjukkan lembaga sosial yang ada di masyarakat Using belum sepenuhnya mendapat dukungan dari pemerintah daerah. Meskipun pemerintah daerah sudah membuat beberapa kebijakan untuk memberdayakan lembaga sosial namun belum sepenuhnya dirasakan oleh lembaga sosial. Oleh karena itu perlu ada pembinaan terhadap lembaga sosial khususnya lembaga seni agar mereka terpacu untuk meningkatkan produktivitasnya.

Abstract

South Sudan became a separate country from Sudan in 2011. Soon after its independence, conflict broke out between the government and rebel forces in South Sudan in 2013. The concentration of attacks which often happended in the civilians’ production fields and houses area resulted in hyperinflation of food prices and civilian casualties. Food shortages and the threat of violence are felt by civilians in South Sudan, causing a humanitarian crisis that threatens the survival of civilians. The government which is supposed to protect civilians is indeed more focused on defeating rebel forces and was worsening the crisis due to prolonged conflict. The conditions of the widespread crisis and the suffering felt by civilians in South Sudan forced them to seek refuge in the bases of the United Nations and other countries around South Sudan. This article discusses the UNOCHA's efforts in resolving the humanitarian crisis in South Sudan in 2013-2017. This study used qualitative method by using secondary data obtained from books, print media, articles, journals, online news media to the official website of the relevant organizations which were then analyzed and explained descriptivelyqualitatively. The results of this study showed that as the representatives of the international community, UNOCHA had a responsibility to protect civilians in South Sudan by making various efforts, including making policy agendas, coordinating, providing information, conducting advocacy, and allocating humanitarian funding to resolve the humanitarian crisis in South Sudan. Abstract

The decrease of sugar cane productivity is caused by the unavailability of superior seeds. Through the development of agricultural biotechnology is believed to be able to increase sugar cane production, in addition to manage time, cost, and energy. But sugarcane biotechnology is not necessarily acceptable to farmers. This study aims to research about farmers’s responses and impacts of sugar cane biotechnology and develop a model of capacity building of farmers on the application of sugar cane botechnology. The research data was collected through observation, interview, and documentation. Data analysis is done qualitatively with interactive model. Based on the results of research, it can be stated that the application of biotechnology will be supported by farmers during the sugar cane biotechnology can provide benefits to farmers. However, the application of biotechnology also raises the concerns of farmers on the socio – economic and cultural impact that will be received. Therefore, the application of sugar cane biotechnology must be supported by the development of farmers's capacity as it relates to the process of transforming new knowledge and technology. The capacity building model of farmers is done through three stages: awareness stage, capability transformation stage, and capability improvement stage. Through capacity building, farmers are expected to be able to reduce resistance to the application of sugar cane biotechnology.

Abstract

Saudi Arabia ia a one of country that has a very high level of gender disparity. Therefore, King Salman made a step in economic reform to make the Saudi State more modern. This economic reform is called Vision Saudi Arabia 2030. One of target Vision Saudi Arabia 2030 is to include women in the development process. Presence of Vision Saudi Arabia in 2030 provides for some women's rights that did not yet exist and were prohibited. Women's rights that are enforced include women's rights in public and political life, right to participate in sports and physical education, women's rights in the field of labor, and women's rights in the economic and social fields by providing facilities and making rules that liberate women. Based on the summary, the concept for this paper is Theory Feminist Liberal.
