Abstract

Menurunnya produktivitas tebu salah satunya disebabkan ketidaktersediaan bibit unggul. Melalui pengembangan bioteknologi pertanian diyakini akan dapat meningkatkan produksi tebu, di samping dapat menghemat waktu, biaya, dan tenaga. Namun bioteknologi tebu belum tentu bisa diterima oleh petani. Penelitian ini bertujuan meneliti respon petani dan dampak penerapan bioteknologi tebu serta menyusun model pengembangan kapasitas petani terhadap penerapan boteknologi tebu. Data penelitian dikumpulkan melalui observasi, wawancara, dan dokumentasi. Analisis data dilakukan secara kualitatif dengan model interaktif. Berdasarkan hasil penelitian dapat dikemukakan bahwa penerapan bioteknologi akan didukung oleh petani selama tebu hasil bioteknologi dapat memberikan keuntungan pada petani. Namun penerapan bioteknologi juga menimbulkan kekhawatiran petani terhadap dampak sosial – ekonomi dan budaya yang akan diterimanya. Oleh karena itu penerapan bioteknologi tebu harus didukung dengan pengembangan kapasitas petani karena terkait dengan proses transformasi pengetahuan dan teknologi yang baru. Model pengembangan kapasitas petani dilakukan melalui tiga tahapan yaitu tahap penyadaran, tahap transformasi kemampuan, dan tahap peningkatan kemampuan. Melalui pengembangan kapasitas petani diharapkan akan dapat mengurangi resistensi terhadap penerapan bioteknologi tebu.Kata kunci: Pengembangan Kapasitas, Bioteknologi, Petani Tebu

Abstract

South Sudan became a separate country from Sudan in 2011. Soon after its independence, conflict broke out between the government and rebel forces in South Sudan in 2013. The concentration of attacks which often happended in the civilians’ production fields and houses area resulted in hyperinflation of food prices and civilian casualties. Food shortages and the threat of violence are felt by civilians in South Sudan, causing a humanitarian crisis that threatens the survival of civilians. The government which is supposed to protect civilians is indeed more focused on defeating rebel forces and was worsening the crisis due to prolonged conflict. The conditions of the widespread crisis and the suffering felt by civilians in South Sudan forced them to seek refuge in the bases of the United Nations and other countries around South Sudan. This article discusses the UNOCHA's efforts in resolving the humanitarian crisis in South Sudan in 2013-2017. This study used qualitative method by using secondary data obtained from books, print media, articles, journals, online news media to the official website of the relevant organizations which were then analyzed and explained descriptivelyqualitatively. The results of this study showed that as the representatives of the international community, UNOCHA had a responsibility to protect civilians in South Sudan by making various efforts, including making policy agendas, coordinating, providing information, conducting advocacy, and allocating humanitarian funding to resolve the humanitarian crisis in South Sudan. Abstract

The decrease of sugar cane productivity is caused by the unavailability of superior seeds. Through the development of agricultural biotechnology is believed to be able to increase sugar cane production, in addition to manage time, cost, and energy. But sugarcane biotechnology is not necessarily acceptable to farmers. This study aims to research about farmers’s responses and impacts of sugar cane biotechnology and develop a model of capacity building of farmers on the application of sugar cane botechnology. The research data was collected through observation, interview, and documentation. Data analysis is done qualitatively with interactive model. Based on the results of research, it can be stated that the application of biotechnology will be supported by farmers during the sugar cane biotechnology can provide benefits to farmers. However, the application of biotechnology also raises the concerns of farmers on the socio – economic and cultural impact that will be received. Therefore, the application of sugar cane biotechnology must be supported by the development of farmers's capacity as it relates to the process of transforming new knowledge and technology. The capacity building model of farmers is done through three stages: awareness stage, capability transformation stage, and capability improvement stage. Through capacity building, farmers are expected to be able to reduce resistance to the application of sugar cane biotechnology.
