Abstract

This study aims to see the performance of the implementation of e-Government in administrative services during the covid-19 pandemic in Nagari Koto Tangah Batu Ampa, Akabiluru district, Lima Puluh Kota regency. The background of this research is Nagari Koto Tangah Batu Ampa is one of the village in Akabiluru district that has implemented e-government in administrative services to the community during the covid-19 pandemic to date. The method used in this research is descriptive qualitative with case study type. This study uses the conceptmof Booz Allen and Hamilton to see the performance of government implementing e-government in term of five dimensions. That are benefits effeciency, participation, transparency, and change management. The result show that the implementation of e-government in Nagari Koto Tangah Batu Ampa is still not managed optimally bacause there are four dimensions that have not been optimally implemented (effeciency, participation, transparancy, and change management). The benefits of implementing e-government can already be felt by the nagari government and the community even though these four dimension have not run optimally.Keywords: Covid-19, e-government, village, service

Abstract

Reformasi birokrasi merupakan bagian dari program prioritas kerja Presiden dan Wakil Presiden Terpilih periode 2019 – 2024. Percepatan Pembentukan beberapa Jabatan Fungsional Lingkup Direktorat Jenderal Bina Adminstrasi Kewilayahan perlu dilakukan. Tujuan penelitian ini untuk menganalisis dan merekomendasikan tata kelola Jabatan Fungsional Tertentu (JFT) bidang Pembinaan Administrasi dan bidang Pamong Kewilayahan serta penjabaran tugas jabatan dan uraian kegiatan serta hasil kerja JFT tersebut guna pencapaian target komponen pekerjaan pada lingkup Direktorat Jenderal Bina Adminstrasi Kewilayahan Kementerian Dalam Negeri. Penelitian ini menggunakan metode kualitatif dengan tujuan untuk memahami fenomena dan menganalisa Jabatan Fungsional bidang Pembinaan Administrasi dan bidang Pamong Kewilayahan. Berdasarkan penelitian, dapat disimpulkan bahwa Jabatan Fungsional Tertentu bidang Pembinaan Administrasi merupakan jabatan keahlian dan/ atau keterampilan di bidang penyelenggaraan wilayah secara administratif dan fungsional, dengan cakupan tugas yang terpadu, saling terkait dan merepresentasikan pelaksanaan tugas serta fungsi Direktorat Jenderal Bina Administrasi Kewilayahan yang dibina oleh Kementerian Dalam Negeri; Jabatan Fungsional Tertentu bidang Pamong Kewilayahan merupakan jabatan keahlian dan/ atau keterampilan di bidang pengelolaan wilayah, meliputi Penataan Wilayah, Kelembagaan Wilayah, Pengembangan Wilayah dan Pembinaan dan Pengawasan Pengelolaan Wilayah; Terkait tugas jabatan dan uraian kegiatan serta hasil kerja JFT guna pencapaian target komponen pekerjaan pada lingkup Direktorat Jenderal Bina Adminstrasi Kewilayahan Kementerian Dalam Negeri dilakukan melalui beberapa tahapan, salah satunya dengan merevisi Naskah akademik mencakup hal terkait: Klasifikasi Jabatan; Jenjang Jabatan; Tugas Jabatan dan Kedudukan Jabatan; Uraian Kegiatan dan Hasil Kerja Kegiatan; Standar Kompetensi; Pelatihan dan Uji Kompetensi; Formasi Jabatan Fungsional Bidang Pembinaaan Administrasi dan Bidang Pamong Kewilayahan

Abstract

The village government is required to carry out village financial management in a transparent, accountable, participatory, orderly and disciplined manner. Therefore, after the APBDesa has been determined, the village head assigns village officials as executors of village financial management (PPKD) to prepare Budget Implementation Documents (DPA). This DPA consists of; Village Activities and Budget Plans (RKA), Village Activity Work Plans (RKK), and Budget Plans (RAB). This community service is carried out so that the nagari apparatus has the capacity to compile these three documents. The steps taken in this service activity are: site visits, site analysis, socialization, FGD, and closed with the practice of preparing DPA. The result of this community service activity is that the nagari apparatus understands more about regulations in village financial management, knows the flow in preparing DPA and RAK, and becomes skilled in preparing DPA and RAK.

Abstract

After the revision of Permendagri Number 113 of 2014 to Permendagri Number 20 of 2018 concerning Village Financial Management, there has been a change in the role of village officials in managing village finances. The purpose of this paper is to look at the new role of village officials in managing village finances based on Permendagri Number 20 of 2018. The author uses the literary studies method. The findings from this study are that village financial management includes: planning, implementation, administration, reporting, and accountability. The role of village officials in the planning stage is compiling the RKP Desa and APBDesa documents, in the implementation stage compiling DPA, DPPA, DPAL, and self-supporting books, in the administration stage compiling cash books, bank ledgers and tax auxiliary books, in the reporting stage compiling reports realization of activities, and at the accountability stage prepare budget realization reports (LRA), notes on financial reports (CaLK), reports on the realization of activity implementation, and sectoral activity reports.
