Abstract

The complexity of the problems faced in the revitalization of Banten Lama cultural sanctuary is the problem of relocation of street vendors incorporated in the Kerosene Traditionist Association of Surosowan Banten Lama, the target of development (revitalization) of infrastructure that has not been achieved and the harmonious cooperation between stakeholders. The purpose of this research is to identify the priority and strategic issues and to develop the innovative model of Collaborative Governance based policy on the Revitalization study of Banten Lama Reserve Tourism Area. The research method used is qualitative descriptive approach with data collection technique through interview and observation and searching various sources and literature both from government documents and news media print and electronic, journal and books related to collaborative governance, policy innovation and revitalization Banten Long. The result of this research is the identification of priority and strategic issues of Revitaliasi Policy of Banten Lama Reserve Tourism Area namely bureaucratic structural dimension, socialization of revitalization and relocation of street vendors incorporated in Paguyuban Keragang Surososwan Banten Lama Traders. Furthermore, the development of innovative governance policy innovation model and revitalization stages include four components, namely the initial conditions consisting of identification of existing conditions, resources, basic considerations and economic political will; the second component is a commitment that includes processes and outcomes, beliefs, common understanding and internal / external legitimacy; the third component is institutional design consisting of structure and procedure, leadership and form of cooperation process; and the fourth component is the final condition that includes follow-up and sustainability.

Abstract

Community Empowerment based on Innovation of 4R Development Planning (Rembug, Plan, Realization and Care) in Cilangkap Village, Wanasalam Sub-district as a Main Pillar of Participatory and Mutual Cooperation Policy Abstract Participatory development planning and gotong royong in encouraging the strengthening of village officials and empowering rural community through innovation of development planning policy based on the concept of Rembug, Plan, Realization and Rawat is a grand design of development planning by placing society as center of development as well as actor has a major role in village development planning by prioritizing local resources and potential based on local wisdom. The main focus of this dedication is to provide socialization and mentoring both theoretical and practical in the development of the concept of development planning policy based on the concept of 4R namely Rembug, Plan, Realization and Rearing which aims to empower and improve community skills in preparing development planning with priority resources and local potential which are owned. The method used is participatory village assessment and Participatory Learning and Action by emphasizing on the 4R concept of rembug, plan, realization and care. Based on the results obtained from the mentoring are: 1) Cilangkap Village community as a community service partner has a great response and enthusiasm in the process of mentoring development planning. This can be seen from the number of community attendance in the village meeting villagers with an average attendance of 60% of the total number of households in each village; 2) As one of the villages that are still relatively poor, the community's enthusiasm in following the mentoring program needs to be appreciated as part of the community's awareness of the importance of development designed from, by and for the community; 3). The ability of the community to design the development planning through the formation of development planning organizations, independent village survey activities and rembug activities, plans, realiation and care can be run well although with all the limitations owned but not reduce the substance of the growth process of community empowerment and community motivation in the development planning activities. Abstract

Tujuan dari pengabdian masyarakat ini adalah pemberian motivasi bagi anak-anak putus sekolah untuk dapat kembali ke sekolah melalui kegiatan pemberdayaan dan pendampingan berbasis pembelajaran kelas motivasi dan non akademik. Metode kegiatan yang digunakan adalah Participatory Learning and Action dengan menekankan pada kegiatan ceramah, diskusi, curah pendapat yang dilakukan secara interaktif dengan anggota kelompok dan dilanjutkan dengan aksi atau kegiatan riil yang relevan dengan materi pemberdayaan masyarakat. Kesimpulan kegiatan pengabdian masyarakat ini adalah ; Anak-anak putus sekolah dapat mengikuti kegiatan dengan baik dan menerima materi pembelajaran meskipun masih perlu dilakukan bimbingan oleh fasilitator dengan tingkat keberhasilan pencapaian kegiatan  berada pada kategori 71% atau skala very good. Rekomendasi dalam kegiatan ini adalah perlunya sinergisitas dengan dinas/instansi terkait agar anak-anak putus sekolah mempunyai kesempatan yang sama dalam mendapatkan akses pendidikan dasar

Abstract

The purpose of this study was to analyze how the typology of policy formulation solutions in solving public problems and how to model public policy formulation of development planning based on public participation. Research method in this research use qualitative method. This research was conducted in Wanasalam District, Lebak Regency, exactly in Cilangkap Village. Data collection techniques through interviews, observation, documentation and review of documents from various sources and references. Data analysis techniques performed through data reduction, data presentation and data verification. The results and discussion in this research there are 5 (five) solution typology in solving public problem that is: 1)Inducment, policy step that is persuading or pressing over certain issue; 2)Rules, policy measures that emphasize the establishment of rules in the form of regulations that must be adhered to by the community; 3)Facts, policy steps in the form of use of information paths to persuade target groups to want to do something that is considered to solve the problem; 4)Right, policy measures in the form of giving rights or duties to the community; 5)Power. policy efforts in the form of additional weight of power caused by certain demands. Then, the process of modifying the formulation of a public-based rural development planning policy requires synergy between the village government and the community through policy recommendations to the formal policy actors in development planning forums and citizens' debates. The synergy of the three components within the framework of modification of the policy formulation is a continuous process called input (consisting of public choices), the policy process (through Musrenbang and Rembug rakyat forums) and output/outcome (policy formulation of public participation based development planning).

Abstract

Tujuan dari penelitian ini adalah menganalisis inovasi kebijakan publik dalam perspektif konseptual dan empiris disertai dengan berbagai contoh penerapan kebijakan publik yang berbasis inovatif dari berbagai daerah. Inovasi kebijakan publik sebagai sebuah keniscayaan secara prinsip dan substantif akan memberikan penguatan dalam merespon dan menyelesaikan problematika kebijakan publik yang berlangsung di tengah masyarakat. Metode yang digunakan adalah pendekatan kualitatif. Teknik yang dilakukan oleh peneliti adalah survei literatur akademis di bidang keilmuan kebijakan publik guna memperoleh konsep-konsep yang relevan dengan kajian inovasi kebijakan publik. Sedangkan pengumpulan data dilakukan melalui penelusuran berbagai sumber baik dari dokumen pemerintah maupun pemberitaan media massa cetak dan elektronik sebagai data sekunder yang kemudian diolah dan dideskripsikan dalam bentuk narasi sesuai dengan kebutuhan data.  Kemudian dilakukan analisis data berdasarkan teori dan konsep kebijakan publik serta selanjutnya dilakukan proses intreprtasi data. Hasil yang ingin dicapai dalam penelitian ini adalah adanya upaya-upaya inovasi kebijakan publik yang berdimensi kebaruan dan kemanfaatan sehingga diharapkan dapat memberikan dampak pada upaya yang lebih kongkrit dan membangun partisipasi masyarakat secara berkesinambungan. Inovasi diterapkan bukan  hanya pada tahap evaluasi kebijakan publik akan tetapi diterapkan sejak awal perencanaan kebijakan publik, implementasi dan evaluasi kebijakan publik.

Abstract

This study aims to describe and analyze the empowerment of communities through  the Rural Infrastructure Development Program (PPIP) in Improving Public Welfare Wanasalam District of Lebak.From the results of this study concluded that the Community Empowerment through Rural Infrastructure Development (PPIP) in improving public welfare Wanasalam District of Lebak has implemented 10 (ten) of the 12 (twelve) principles proposed community empowerment in Mardikanto Dahatma and Bhatnagar (2013: 106), then through the Community Empowerment for Rural Infrastructure Development (PPIP) in improving public welfare Wanasalam District of Lebak not carry two (2) principles of community empowerment which principles of community development cooperation is based on the analysis of the participation and empowerment of the principle of democratic society based on the analysis in the application science, this is due 1.Less public's understanding of the meaning of community empowerment and the existence of the Rural Infrastructure Development Program (PPIP), 2 Lack of socialization given by the community facilitators and institutional devices village in providing information on the activities and the lack of public awareness both as individuals and members of society concerning the conditions and environment, 3 There is a culture of compliance citizens against warlords (formal and informal leaders) that affect people's attitudes in policy decision making.

Abstract

Pesatnya perkembangan sektor informal Pedagang Kaki Lima di kawasan perkotaan memerlukan penanganan kebijakan yang komprehensif dan sinergis dari stakeholder kebijakan. Permasalahan yang dihadapi seperti penggunaan fasilitas umum dan ruang publik sehingga menimbulkan kemacetan, mengurangi keindahan kota dan rata-rata PKL tidak mempunyai Surat Daftar Usaha (SDU) atau ilegal merupakan agenda yang mendorong adanya kebijakan penataan dan pemberdayaan. Tujuan penelitian ini adalah untuk menganalisis bagaimana kinerja implementasi kebijakan pemberdayaan dan penataan pedagang kaki lima di Kawasan Pasar Royal Kota Serang dan merumuskan strategi inovasi kebijakan pemberdayaan dan penataan pedagang kaki lima di kawasan pasar Royal  Kota Serang. Metode penelitian yang digunakan adalah jenis penelitian ini menggunakan studi deskriptif dengan pendekatan kualitatif. Subjek informan adalah 10 (sepuluh) orang yaitu pedagang kaki lima, pengelola Organisasi paguyuban pedagang kaki lima Pasar Royal Kota Serang dan aparatur Dinas Perdagangan dan Perindustrian Koperasi Kota Serang dan Satuan Polisi Pamong Praja Kota Serang. Data dalam penelitian ini diperoleh melalui data primer dan data sekunder. Kesimpulan pengukuran kinerja implementasi kebijakan pemberdayaan dan penataan pedagang kaki lima di Kawasan Pasar Royal Kota Serang masih belum optimal dilaksanakan. Berdasarkan pengukuran indikator kinerja implementasi kebijakan. Berdasarkan indikator cakupan, akses dan kesesuaian program dengan kebutuhan kinerja implementasi kebijakan pemberdayaan dan penataan PKL sudah cukup baik. Sedangkan indikator bias, indikator frekuensi dan service delivery dan indikator akses meskipun sudah dilaksanakan akan tetapi tidak dilaksanakan secara intensif dan berkelanjutan.  Kemudian strategi inovasi kebijakan pemberdayaan dan penataan pedagang kaki lima di kawasan pasar Royal  Kota Serang dilakukan melalui modifikasi lima kunci prinsip inovasi kebijakan yaitu 1)Kinds of Support; 2)Management of Innovation; 3)Type of Relationship dan 4)Kind of Value Creation dan 5) dan 5)Output and outcome innovation.

Abstract

Inovasi Kebijakan sebagai prasyarat penting memiliki posisi yang menentukan bagi organisasi sektor publik dalam mendukung aspek kemajuan dan keberlanjutan demi terwujudnya good public policy governance, hal tersebut sejalan dengan konsep bahwa setiap organisasi sektor publik dituntut untuk melakukan proses adaptasi dan adopsi sesuai dengan perubahan lingkungan. Kebijakan organisasi sektor publik dapat diukur melalui pendekatan kepemimpinan, keuangan, sumber daya manusia, budaya dan tanggung jawab pemerintah. Metode penelitian yang digunakan adalah literature review di bidang inovasi kebijakan public dan penelusuruan dari berbagai sumber cetak dan elektronik melalui dokumen resmi pemerintah maupun media massa. Untuk selanjutnya dilakukan intrepretasi dan dideskripsikan melalui berbagai teori dan praktek-praktek inovasi kebijakan organisasi sektor publik. Hasil penelitian menunjukkan bahwa inovasi kebijakan organisasi sektor publik masih belum optimal dan menjadi faktor prioritas stakeholder kebijakan publik. Mendorong implementasi inovasi kebijakan dengan tiga faktor determinan penentu yaitu :internal determinant, eksternal determinant dan regional difusion secara komprehensif dan tidak terbatas pada tataran teknis harus dilakukan dengan berbagai upaya-upaya yang dapat membuka peluang bagi stakeholder kebijakan dalam mengambil kebijakan-kebijakan yang strategis.Kata Kunci : Inovasi Kebijakan, Organisasi Sektor Publik, Good Public Policy Governance
