Abstract

Abstract: Batam is free trade zone (FTZ) prepared into the main door of freight traffic and international shipping to be a free port that can fulfill the vision and mission of Batam became the area managers best investment destination in Asia Pacific. Problem of infrastructure, limited human capital, and licensing that has not been integated have become obstacles to make Batam as an international port and international hub port. The purpose of this study is to determine the management of Port of Batam City and port infrastructure development as a way to increase international based standard. The method used in this study is a qualitative method. In this study, itcan be summed up that the condition of the cargo port of Batam management should be enhanced, especially in the expansion of ports and efficiency of licensingKeywords: Management, Free Trade Zone, Sea Port Abstrak: Batam merupakan kawasan free trade zone (FTZ) yang disiapkan menjadi pintu utama lalulintas barang dan pelayaran internasional untuk menjadi pelabuhan bebas yang bisa memenuhi visi dan misi Kota Batam menjadi pengelola kawasan tujuan investasi terbaik di Asia Pasifik. permasalah infrastruktur, keterbatasan sumber daya manusia dan perijinan yang belum satu atap menjadi hambatan tersendiri untuk menjadikan Batam sebagai pelabuhan bertaraf internasional dan pelabuhan hub. Tujuan dari penelitian ini ialah untuk mengetahui pengelolaan Pelabuhan di Kota Batam dan pengembangan infrastruktur pelabuhan sebagai cara untuk meningkatkan sesuai standar internasional. Metode penelitian yang digunakan ialah metode kualitatif. Pada penelitian ini dapat disimpulkan bahwa kondisi manajemen pelabuhan kargo batam harus ditingkatkan terutama dalam perluasan dermaga dan efesiensi perijinan.Kata kunci: Pengelolaan, Free Trade Zone, Pelabuhan

Abstract

Investment is one source of  state revenue. Until  now the investment management in Indonesia can not be managedoptimally, because one of  them by a system of  investment management organization that is still weak. This study aimedto analyze the relationship between the organization (network governance) in organizing system in the developmentof  investment in the Free Trade Zone and Free Port of  Batam. The method used is the analysis of  network coordina-tion with the study of  the 5 aspects including governance structures, karaketristik service, operational interactionpar tner characteristics and network characteristics on a 3-level organization of provincial and district/city. The analy-sis finds that the coordination between the provincial and district organizations / cities still not optimal. coordinationhorizontally and vertically has not established optimally.

Abstract

On 27 September 2019, the Mayor of Batam officially became the ex officio Head of Batam Indonesia Free Zone Authority (BP Batam). The ex-officio term of the Head of BP Batam is the same as the term of office of the Mayor of Batam. The ex-officio position of the Head of BP. Batam is a new position in Indonesia. This position combines a political position, namely the mayor of Batam with a professional position in the Concession Board. ex-officio Head of BP Batam was formed as a means to reduce the conflict of leadership dualism in Batam City. The ex-officio position of the Head of BP Batam spans political relations that are full of interests so that potential obstacles in developing performance can occur. This study aims to analyze the ex-officio performance of the Head of BP Batam and analyze the political relations in the ex-officio position of the Head of BP Batam and see its performance in the first year during the covid 19 pandemics. This study uses a qualitative method. Data collection techniques in this study used documentation studies and field studies. The results of this study explain that the ex.officio leadership function of the Head of BP Batam in the early years has gone according to plan, although there are some.
