Abstract

Di Kota Semarang ditemukan beberapa masalah terkait dengan penggunaan Aplikasi SI D’nOK yaitu aplikasi Sistem Informasi Dokumen Online Kependudukan ( disingkat SI D’nOK) dari Dinas Kependudukan dan Catatan Sipil (Disdukcapil) Kota Semarang. Masyarakat sebagai pihak yang menjadi sasaran program ini memiliki peran penting akan keberhasilan aplikasi SI D’nOK, yang di launching sejak tahun 2018. Namun pada saat pra survay (Oktober 2020), ditemukan adanya sebagian masyarakat yang belum mengetahui penggunaan dan adanya aplikasi tersebut, masih banyak yang mengurus surat surat kependudukan dan mendatangi langsung ke kantor Disdukcapil dan kurangnya sosialisasi dari pemerintah Kota Semarang mengenai aplikasi SI D’nOK. Penelitian ini bertujuan menganalisis pengaruh aplikasi SI D’nOK terhadap tingkat kepuasan masyarakat (Studi Kasus di Kecamatan Semarang Timur), menganalisis pengaruh peran Pemerintah terhadap tingkat kepuasan masyarakat dan menganalisis pengaruh aplikasi SI D’nOK dan peran Pemerintah terhadap tingkat kepuasan masyarakat Kota Semarang. Penelitian kuantitatif ini menggunakan tipe eksplanatory untuk menjelaskan pengaruh antar variabel melalui pengujian hipotesis. Populasi nya adalah masyarakat di lokasi wilayah Kecamatan Semarang Timur dan sampel sebanyak 67 orang. Penelitian ini menggunakan teknik Non Probability Sampling (Random Sample), dengan pengambilan sampel secara random. Hasilnya bahwa pengaruh Aplikasi Sistem SI D’nOK dan Peran Pemerintah Kecamatan terhadap Tingkat Kepuasan Masyarakat Kecamatan Semarang Timur Kota Semarang dinyatakan signifikan. Jadi dapat disimpulkan bahwa hipotesa yang menyatakan : “Ada Pengaruh Aplikasi Sistem SI D’nOK dan Peran Pemerintah Kecamatan Terhadap Tingkat Kepuasan Masyarakat” dapat dinyatakan diterima.

Abstract

Tujuan penelitian ini menganalilis pengaruh pelayanan administrasi, pembelajaran daring terhadap kinerja guru MI di Kecamatan Penawangan Kabupaten Grobogan. Tipe penelitian ini adalah tipe penelitian eksplanatori yaitu berguna untuk menjelaskan sebab akibat variabel yang melatar belakangi suatu keadaan sosial tertentu dan menilai pengaruh antara variabel satu dengan variabel lainnya. Hasil penelitian ini menunjukan pertama sebagian besar responden, yaitu 56% menyatakan pelayaan administrasi dilakukan dengan baik sekali, sebagaimana nilai skor kumulatif sebesar 88.91% memiliki pengertian bahwa pelayanan administrasi untuk kebutuhan para siswa, para guru dan kepala sekolah yang dilakukan sangat baik. Kedua menunjukan bahwa, sebagian besar responden, yaitu 64 % menyatakan bahwa Pembelajaran dilakukan dengan lancer, karena wilayah di setiap sekolah sudah ada fasilitas internet yang terjangkau, yang mampu menunjang pembelajaran secara online. Sebagaimana nilai skor kumulatif sebesar 85.33 % memiliki pengertian bahwa pembelajaran daring yang dilakukan sudah bagus, terutama dalam hal proses belajar mengajar melalui PC, laptop, dan smartphone. Ketiga menunjukan bahwa sebagian besar responden, yaitu 64% menyatakan selalu dapat menyelesaikan jumlah pekerjaan sesuai dengan standar Kinerja Guru Madrasah Ibtidaiyah. Kinerja Guru MI termasuk dalam bagus, terutama dalam hal mendidik, mengajar, membimbing, mengarahkan, melatih, menilai, mengavaluasi siswa. Keempat menunjukan bahwa tingkat pengaruh antara variabel bebas Pelayanan Administrasi, Pembelajaran Daring dengan variabel terikat Kinerja Guru sebesar 0,932, bermakna tingkat pengaruh tersebut masuk kategori sangat kuat.

Abstract

The problems that exist in the Pekalongan Regency Tourism, Culture, Youth and Sports Office (Disporapar) on the one hand are problems in the organisational structure, especially in charge of Tourism, which has no sub-fields, even though the workload is very high. Another problem is that many tasks in the tourism sector have not been handled properly, such as the implementation of the licensing process and public services in the tourism sector, the implementation of qualifications and administration of tourism services, coordination and formulation of standards, norms and tourism promotion, and facilitation of tourism product development and the tourism business world and the creative economy in the tourism sector. On the other hand, it is a heavy responsibility for Disporapar to coordinate, communicate and socialise due to the low participation of the community to become "people aware of tourism".The purpose of the study was to analyse efforts to develop institutional capacity in public services in the field of tourism in Disporapar Pekalongan Regency. Analyse the factors that hinder and support capacity development efforts in public services in the field of tourism in Disporapar Pekalongan Regency. The data used are primary and secondary data. With data collection techniques using interviews, observation and documentation. Data analysis techniques through four stages that must be passed, namely information collection, data reduction, data presentation and drawing conclusions.Based on the results of the analysis of the above research, the conclusion is that first, the development of institutional capacity in coordinating public services in the tourism sector at the Pekalongan Regency Disporapar is not yet sufficient internally, such as budget improvement, improvement of organizational structure, recruitment of human resources apparatus, and provision of infrastructure facilities. Second, externally, there has been no development and improvement of tourism objects that are adequate for the consumption of local and foreign tourists in Pekalongan Regency. Thirdly, there is a lack of participation and awareness of the people to form "Rakyat Sadar Wisata" groups, but more people are not aware of tourism, so there is still "robbery" and destruction of tourist attraction facilities, illegal parking in tourist attraction areas, inadequate number and condition of tourist attraction facilities, and a lack of investors. However, there is a relief in the support from the Provincial and Central Governments as well as the availability of large areas of coastal, inland and mountainous land in Pekalongan Regency and the many potential natural resources in Pekalongan Regency that have not been utilised. Abstract

Sumber daya manusia memiliki peranan penting dalam memberikan pelayanan, karena tanpa sumber daya manusia suatu kegiatan tidak dapat berjalan dengan baik. Untuk memberikan pelayanan yang baik kepada masyarakat diperlukan berbagai aspek penting, seperti pelayanan prima, profesionalisme dan budaya kerja. Tujuan dari penelitian ini adalah untuk mengkaji dan menganalisis pengaruh pelayanan prima, profesionalisme dan budaya kerja secara bersama-sama pada kepuasan masyarakat. Penelitian ini bertujuan untuk menguji pengaruh pelayanan prima, profesionalisme dan budaya kerja pada kepuasan masyarakat. Penelitian ini menggunakan pendekatan kuantitatif dengan desain ex post facto. Jadi dalam penelitian ini tidak menggunakan perlakuan terhadap variabel penelitian tetapi meneliti fakta-fakta yang telah terjadi dan telah dilakukan oleh subjek penelitian. Hasil penelitian menjelaskan bahwa pelayanan prima berpengaruh positif dan signifikan terhadap peningkatan kepuasan masyarakat, profesionalisme berpengaruh positif dan signifikan terhadap peningkatan kepuasan masyarakat, budaya kerja berpengaruh positif dan signifikan pada peningkatan kepuasan masyarakat di Kecamatan Candisari Kota Semarang.

Abstract

The political policy of the local government in establishing the Regional Revenue and Expenditure Budget (APBD), is an Annual Financial Plan (RKT) prepared by the local regional government and jointly approved by the Regional Head (KDH) and the Regional People's Representative Council (DPRD). There are certain obstacles such as the emergence of executive dominance or legislative domination in designing, discussing and approving the APBD. The purpose of this study is to analyze the political policy model of the local government (Grobogan Regency) in determining the APBD. This study uses a qualitative method whose analysis is descriptive. Researchers use naturalistic and normative juridical approaches. The data used are primary and secondary data. Data collection techniques using interviews, observation and documentation. Data analysis techniques go through four stages, namely gathering information, data reduction, data presentation, and drawing conclusions. The results of this study conclude the political policy model of executive domination that occurred in Grobogan Regency. Facts on the ground show that the political policies implemented by the Grobogan Regency DPRD have the authority to approve the RAPBD determination, as well as the authority to reject the proposed RAPBD through the factions in the DPRD. However, this rejection never occurred during the research period (2021-2022). Even if this can be done when the DPRD has valid data regarding irregularities committed by the Regional Government. This diametrical position and role relationship is because there are legal consequences if the RAPBD is rejected by the DPRD. The legal consequence is that the implementation of government activities in the institution cannot be carried out properly and it will also have fatal consequences for slowed development in its territory. However, in the end, the DPRD, through a plenary meeting, even though it was difficult, had to give approval for the determination of the APBD, which paid little attention to benefits for the community.

Abstract

In the 1945 Constitution Article 28 H of Amendment IV, it is stated that "Home is one of the basic rights of every citizen, so every citizen has the right to a place to live and a healthy living environment". Observing this, the people have the right to own their own homes. The fact is that realizing a livable home is not easy, for most poor people. This is also the case in Rowosari Sub-district, Kendal Regency, where in the last three years (2021-2023) a number of poor people who live in uninhabitable houses have received financial assistance from the RTLH Program. The purpose of this study is to analyze the impact of the RTLH Program Implementation on the poor beneficiaries. The type of research used is complementary descriptive research, the population is all poor beneficiaries in 2023 totaling 40 people. The sampling technique is with the census technique, the data collection is by observation, interview, questionnaire & documentation. The data analysis technique uses descriptive qualitative methods with percentages.Based on the study of Edward III Implementation Theory & Evaluation Theory, the implementation of the RTLH Program for 40 families in Rowosari Sub-district had a very good impact (above 75%). Although some other recipients said the impact was only good (65%-74.99%). However, a small proportion (2.5%-12.5%) said that the impact was quite small for them, because they had high expectations, tending to expect total assistance, to improve their lives.
