Abstract

ABSTRAKSI: Pers mahasiswa menjadi media alternatif pada masa pemerintahan Orde Baru (1966-1998). Pers mahasiswa mampu dan berani melakukan kritik terhadap pemerintah melalui tulisan dalam media yang diterbitkannya. Dengan menggunakan metode historis, hasil penelitian menunjukan bahwa pers mahasiswa Indonesia, pada periode tahun 1990-an, mulai menunjukan kembali jatidiri dan perannya. “Isola Pos” di Bandung lebih menitikberatkan pemberitaan pada isu-isu besar pendidikan, hal ini karena pendidikan harus dikelola secara benar, jangan dipolitisir, dan harus sesuai dengan cita-cita para pendiri negara-bangsa. Sedangkan “Balairung” di Yogyakarta lebih dominan pada isu-isu politik, karena ianya merupakan langkah untuk melakukan perubahan dalam konteks sosial-politik sebuah negara-bangsa. Meskipun dari segmentasi berita yang diambil berbeda, namun ada benang merah di antara keduanya, yakni sama-sama memiliki tujuan untuk perubahan Indonesia ke arah yang lebih baik, serta melakukan perlawanan terhadap suatu rezim yang dianggap menyimpang dari kebijakan dan cita-cita bersama.KATA KUNCI: Pers Mahasiswa; Pendidikan; Politik; Pemerintah Orde Baru; Kritik Sosial. ABSTRACT: “Students’ Voice of Two Cities: Comparison on Views of Isola Pos in Bandung and Balairung in Yogyakarta toward Political Issues in Indonesia, 1991-1998”. The student’s press was an alternative media during the New Order government (1966-1998). The student’s press was capable and daring to criticize the government through the publication of articles in the media. By using the historical method, this study shows that student press in the period of 1990s, began showed again its identities and roles. The “Isola Pos” in Bandung was choosing more dominant on educational issues, due to that education must be managed properly, not be politicized, and must accordance with the ideals of nation-states’ founders. While “Balairung” in Yogyakarta was more dominant in political issues, due to it was as a step to make changes in the socio-political context. Abstract

ABSTRAKSI: Salah satu karya historiografi yang disusun dan dipublikasikan untuk tujuan pendidikan adalah buku teks pelajaran untuk SMA/MA (Sekolah Menengah Atas/Madrasah Aliyah), Kelas XII. Selain harus memenuhi syarat ilmiah, buku teks pelajaran sejarahpun disesuaikan dengan kebijakan dan kepentingan politik pendidikan dari pemerintah, yang termaktub dalam dan diwakili oleh kurikulum pendidikan sejarah. Dalam konteks ini, sejarah tidak diposisikan sebagai “sejarah untuk sejarah” atau sejarah dalam ruang kedap kepentingan, melainkan dijadikan alat pendidikan oleh pemerintah. Hal ini terlihat dari adanya ideologisasi (penyebarluasan ide dan pandangan) pemerintah terhadap peserta didik melalui buku teks pelajaran sejarah. Bentuk ideologisasi yang terdapat dalam historiografi buku teks pelajaran sejarah SMA/MA kelas XII diantaranya berupa ideologisasi konsep “reformasi”. Dalam buku teks ini, bukan saja konsep “reformasi” itu bermakna dan diopinikan baik, manakala pada zaman Orde Baru bersifat buruk, melainkan juga para pembacanya diarahkan untuk menyetujui sikap tim penulis yang adalah juga sikap resmi pemerintah, bahwa pemerintahan Orde Baru yang buruk itu harus dikoreksi oleh pemerintahan Reformasi. Betapa pun masih mengalami banyak kendala, namun dikatakan bahwa “reformasi” ialah langkah tepat dan memberi optimisme bagi bangsa Indonesia dalam mencapai tujuan pembentukan negara-bangsa.KATA KUNCI: Ideologisasi, buku teks, konsep reformasi, kepentingan pemerintah, dan politik pendidikan. ABSTRACT: “The Ideologization Process of the Concept of Reform in the Historiography of History Textbooks in Schools”. One of the works of historiography which is prepared and published for the purpose of education is textbooks for SMA/MA (Senior High School/Islamic Senior High School), grade twelve. In addition to fulfilling scientific requirements, history textbooks are suited to the educational policies and the political interests of the government, embodied in and represented by the curriculum of history education. In this context, history is not positioned as a "history for history" or history in the tight space of interests; rather, it is an educational tool of the government. This is evident from the process of ideologization (the dissemination of ideas and views) of the government towards learners through history textbooks. The form of ideologization process contained in the historiography of the history textbooks of SMA /MA grade twelve, among others, is the ideologization of “reform” concept. In the textbooks, not only is the concept of "reform" meaningful and well-regarded, which the New Order government era was considered bad, but readers are also directed to approve the attitude of a team of writers who are also the official stance of the government, that the New Order government was bad, and it should be corrected by the Reform government. Abstract

ABSTRACT: Nigeria, as a major democracy in African continent, has to respect every faith, culture, community, language, and every identity which exists in Nigeria. There is immense need that government should manage all the gap and gulf between the different communities through working properly for the greater interest of all the citizens, without any differentiation and distinction. Those who are oppressed sections of this society, the greater attention is required for their betterment. All developing countries are in transition, and Nigeria is not different case from other developing countries. In summation, it can be said that democratic governance and accountable political system is needed to fulfil the vacuum. Democratic system of governance could be the real panacea of all the problems which country is facing. This paper is an attempt to understand the process of democratisation in Nigeria. Democratisation term will elucidate that whether the government is successful in promoting and maintaining justice and rule of law or whether the government is not successful in the process of democratisation. This study will also touch all the lacunas of democracy in Nigeria. The main discourse is that government has to understand the real problems of people in any democratic country and try to fulfil all the basic amenities and entitlements for its citizens. KEY WORD: Nigeria government, process of democratisation, rule of law, happy and prosperous country, and accountable and good governance. RESUME: Artikel ini berjudul “Demokratisasi di Nigeria: Masalah dan Prospek Masa Depan”. Nigeria, sebagai negara demokrasi besar di benua Afrika, harus menghormati setiap agama, budaya, masyarakat, bahasa, dan setiap identitas yang ada di Nigeria. Ada kebutuhan mendesak bahwa pemerintah harus mengelola semua kesenjangan dan jurang antara masyarakat yang berbeda melalui program kerja yang baik untuk kepentingan yang lebih besar dari semua warga negara, tanpa perbedaan dan pemisahan. Mereka yang tertindas dalam masyarakat memerlukan perhatian yang lebih besar untuk kemajuan mereka. Semua negara-negara berkembang berada dalam masa transisi, dan Nigeria bukan kasus yang berbeda dari negara-negara berkembang lainnya. Dalam perkiraan dapat dikatakan bahwa pemerintahan yang demokratis dan sistem politik yang akuntabel diperlukan untuk memenuhi kevakuman. Sistem pemerintahan yang demokratis bisa menjadi obat mujarab nyata bagi semua masalah yang dihadapi oleh negara. Makalah ini merupakan upaya untuk memahami proses demokratisasi di Nigeria. Istilah demokratisasi akan menjelaskan bahwa apakah pemerintah berhasil dalam mempromosikan dan mempertahankan keadilan dan supremasi hukum atau apakah pemerintah tidak berhasil dalam proses demokratisasi itu. Penelitian ini juga akan menyentuh semua kehampaan demokrasi di Nigeria. Abstract

ABSTRACT: Islam is complete code of life, because there is not any single dimension related to human beings which had not been touched and included. Before 14 hundred years, Muslims had human rights; so, saying that human rights are kind of new phenomenon and a new package for humanity, it is wrong and unjustified. This paper is based on strong research data to challenge all anti Islamic views and notions about the Islam. To examine the bunch of rights which Islam had given to human beings from the very beginning, even before the so called genesis of world human rights. And to justify that Islam is the real custodian and guardian of human rights for every human being. And to prove that all anti-Islamic challenges are nothing, but a chimera and myth of the anti-Islamic forces on Islam and Muslims so that they could be successful to mould the people against Islam and Muslim world, whereas Islam is divine religion supported by Allah, the anti-Islamic forces cannot hurt Islam because Islam is based on universal and human principles which cannot be challenged by someone who does not have vision to understand the real philosophy of Islam. Islam is the real solution to the world, a world where justice is totally absent. Islam is the real voice of oppressed and suppressed people and it is a true way for justice and world brotherhood.KEY WORD: Code of life, Islam, human rights, justice, humanity, world order, Islamic forces, and Muslim countries.   RESUME: Makalah ini berjudul “Hak Azasi Manusia dalam Islam: Sebuah Jalan Menuju Keadilan bagi Kemanusiaan”. Islam merupakan pedoman hidup yang lengkap, karena tidak ada satupun dimensi yang berhubungan dengan manusia yang tidak tersentuh dan tercakup. Sebelum 1400 tahun, umat Islam memiliki hak asasi manusia; maka, perkataan bahwa hak asasi manusia merupakan fenomena baru dan suatu kemasan baru bagi kemanusiaan merupakan hal yang salah dan tidak berdasar. Makalah ini berdasarkan data penelitian yang kuat untuk menantang semua pandangan anti Islam dan keyakinan tentang Islam. Untuk menguji seperangkat hak-hak yang telah diberikan Islam kepada umat manusia mulai dari awal, bahkan sebelum disebut dalam hak asasi manusia dunia. Dan juga untuk meyakinkan bahwa Islam merupakan pemelihara dan pelindung hak asasi manusia bagi setiap umat manusia. Dan untuk membuktikan bahwa semua tantangan anti Islam tidak ada artinya, melainkan gagasan yang tidak masuk akal dan mitos tentang kekuatan-kekuatan anti Islam terhadap Islam dan kaum Muslim sehingga mereka bisa berhasil untuk menciptakan orang-orang yang menentang Islam dan dunia Muslim, sebaliknya Islam merupakan agama yang hebat dan didukung oleh Allah, kekuatan-kekuatan anti Islam tidak dapat mencederai Islam karena Islam berlandaskan prinsip-prinsip universal dan kemanusiaan yang tidak bisa ditentang oleh seseorang yang tidak memiliki visi untuk memahami filosofi Islam yang sesungguhnya. Islam merupakan solusi nyata bagi dunia, suatu dunia dimana keadilan benar-benar tidak ada. Abstract

ABSTRACT: This paper discusses the vision of democracy, the various efforts to enlighten the ethics and good values in practicing democracy, especially in the relation to the current multi-dimensional political crises currently faced by the Indonesians after the 1998 Reformation movement until today. The realization of the Regional Autonomy Act in 1999 had however directly been reducing the authority of Central Government in Indonesia. This had significantly been worrying the existence of national integration. The emergence of many crises after 1997 had caused very bad social conflict be it horizontally or vertically, where at the end had jeopardized the living of Indonesians. Realizing the thinking and practicing the good values of democracy in the context of political culture of Indonesia is being viewed by this working paper as important especially to the government and the people in practicing the “Rechstaats” vision and diminishing the “Machstaats”. Therefore, exemplary governmental leadership, upholding legal correctness and justice and continuous learning and teaching process of good values in moral education, civic and law will be part of the suggestion in this paper. Abstract

ABSTRACT: The industrial based project has become a compulsory assessment for those who enrol in the TVET (Technical and Vocational Education and Training). The attributes in TVET require a student to be competent in the field to ensure it is comply with the industry’s demands of skilled workforce. During the industrial based project development, an effective supervision that involves the both student and supervisor are greatly needed. Thus, this paper will discuss the implementation of industrial based project in Malaysian TVET and explains the importance of effective supervision in project completion. The content is based on the literature review of previous researches from several sources, including documents, papers, and journals, which aimed to explore the best concept of effective supervision. The main concern is regarding the implementation of industrial based project in Malaysian TVET system, as well as clarifying the importance of effective supervision in students’ industrial based project completion. An EFA (Exploratory Factor Analysis) was conducted over 360 respondents to discover the factors in SIS (Supervisory Input Support). Then, CFA (Confirmatory Factor Analysis) was conducted to determine the AVE (Average Variance Extracted) and GoF (Goodness of Fit) model. The data regarding supervisory input is also discussed. It is hoped to provide a holistic view of effective supervision in developing skilled workforce. The ability to develop effective supervision in TVET should be catered in many ways which reflect the needs of students, for example by providing training to new supervisors. Abstract

ABSTRACT: The desire for freedom and justice, the political fallouts from the structural adjustment programmes, and the entrenched autocratic and repressive political institutions dominant in the most of the parts of Africa. Since 1980s, Africa has been in the process of establishing the principles of good governance for making African institutions and authorities accountable enough to run their own state affairs. Research shows that the continent has made some progress in this area, but more still needs to be achieved.  In this paper, we will examine the recent developments in the field of good governance and consider what is still needed in order to achieve a prosperous and progressive Africa. The research data has been taken from UNDP (United Nations Development Programme), AU (African Union), UNCTAD (United Nations Conference on Trade and Development), WB (World Bank), UNESCO (United Nations on Education, Scientific, and Cultural Organization), and AfDB (African Development Bank) research reports. We have tried to highlight the positive aspects of recent developments, and also the transitional aspect of good governance in the African continent. We have also tried to avoid negative dimensions on the basis research data, which definitely shows over the last two decades Africa has made real progress and is still moving towards sustainable development, effective governance, and stable growth. Abstract

ABSTRACT: The history of education in West Java, Indonesia has been so long. If it is begun with informal education in family life, then its history can be started since people have been familiar with family life, a period of time that has never ended its beginning (time of immemorial) and its ending. Meanwhile, non-formal education is acquired from social interaction between an individual and another, between an individual and his community, and between a community and its surrounding community. The true formal education was gained since Sundanese people in West Java interacted with the great tradition, from the religion and civilization of Hinduism-Buddhist, Islam and Western. These three waves of civilization had influenced our national life, from old times up to recent times, included education sector. This paper, however, tried to discuss the history of education in West Java, its growth and development which had been existed since its earliest time – as long as the existing sources were possible – until the latest education development. Abstract

ABSTRACT: The CCE (Cross-Cultural Education) and GCE (Global Citizenship Education) are two issues now newly attracting attention with the focus on universal human rights and global issues. If the first is a process of education by which individuals and groups can learn to internalize the facts of cultural pluralism to bring about a society that recognizes cultural diversity; while the later is about educating the qualifications, qualities, rights, and responsibilities of global citizens. Many efforts have been made by MoEC (Ministry of Education and Culture) of the Republic of Indonesia to reform the education system and redesign system of curriculum. One of hot issue is concerning with cross culture and global citizenship that can be implemented in primary school as well as secondary school curriculum, as it is one of the requirements in implementing the SDGs (Sustainable Development Goals). The paper, by using the qualitative method and explanation descriptively, discussed some topics concerning CCE and GCE. They are: (1) informing policies and programs lead by MoEC of the Republic of Indonesia in redesigning of new curriculum that give more spaces for increasing the CCE and GCE; (2) identifying general trends as well as indigenous aspects in supporting and enriching teaching-learning activities related to cross-cultural and global education for heterogeneous students; (3) presenting best practices created by schools in developing school culture and global citizenship that empowering students from diverse races, religions, ethnics, and cultural groups; and (4) identifying  schools efforts in developing cross-cultural and global citizenship curriculum as meaningful learning experience for students.KEY WORDS: Cross-Cultural Education; Global Citizenship Education; Curriculum Development; Education Sustainable Development; Indonesia Schools.  About the Authors: Prof. Dr. Dinn Wahyudin is a Lecturer at the Faculty of Education UPI (Indonesia University of Education), Jalan Dr. Setiabudhi No.229 Bandung 40154, West Java, Indonesia. Abstract

ABSTRACT: The conflicts occured in East Timor, since it integrated with Indonesia in 1976, could be described as a conflict between Indonesian government and pro-independence group in one side; and in other side, a conflict between pro-integration and pro-independence groups. Meanwhile, such conflicts ended with referendum option in 1999, so that it could be described as conflict resolution through the mechanism of “from bullet to the ballot”. This paper studied the policy of Indonesian governemnt, under the rule of President B.J. Habibie, giving special autonomy option or independence to East Timor as noted in two newspapers’ views in Jakarta, namely “Kompas” and “Republika”. Such two newspapers had different ways in viewing every political events in East Timor. “Kompas”, which initially supported, then tried to keep at a distance to government and became critical to the government. It was different with “Republika” which was still consistent to support every Indonesian government policy under the rule of President B.J.
