One of the principles of administrative justice in procedural law is praesumptio iustae causa (in Latin) or het vermoeden van rechtmatigheid (in Dutch) which is aimed at providing protection to the government in executing the governance from the claim of the citizen(s). However, in Act No. 30 of 2014 it is not well formulated and in the legislation it is not yet applied as a principle in accordance with its function.

The purpose of this study is to find out and understand the Witnesses' Essence and Testimony in notary law. And to know and understand the legal consequences for former Notary employees who provide information to open the confidentiality of the deed. The usefulness of this research is as information material within the framework of the development of science and insights in legal disciplines, especially notary law. And as a contribution of thought in enriching the horizons for the parties concerned. According to the results of the study that the position of witnesses in notary law is to meet the formal requirements of a deed. The position of a witness is a unity in a notarial deed, witnesses who come from Notary employees in practice in the field are not always employees who type the deeds of the parties. It is not uncommon for employees who are witnesses to the signing and reading of the deed to know only at the time the incident took place. So the Notary employee in his position as a witness is not obliged to remember the contents of the deed. As long as he does not commit illegal acts in his duties as a Notary employee to type the deeds of the parties, his existence in a notarial deed does not conflict with the provisions of the Notary compulsory to keep the contents of the deed.And how the obligation to be awarded the deed by o notary and notary employee ?

Medical Waste for Covid-19 Personal Protective Equipment (PPE) is classified as B3, which can potentially be a medium for spreading the virus. Therefore, management must be carried out, consisting of collection, sorting, transportation, temporary storage, to processing (destruction) based on the Circular of the Minister of Environment and Forestry Number 2 of 2020 using the incinerator and problematic autoclave methods. The purpose of this study is to find out how the law regulates the management of Covid-19 PPE waste in Indonesia and how it should be. The research method used is normative legal research. The results showed that based on the Circular Letter of the Minister of LHK No. 2 of 2020, it is determined that the destruction of Covid-19 PPE waste as B3 waste must go through an incinerator facility with a minimum combustion temperature of 800⁰ C and an autoclave equipped with a shredder. This method is considered overkill and incurs high costs. The conclusion of this study is to provide input for the Government to review or revise the Circular regarding safer Covid-19 PPE B3 waste management, including through the pyrolysis method.

The principle of rule of law is the recognition of human rights and equality before the law that emphasizes a balanced and equal treatment to every citizen before the law. That is in line with the terms of the provision of legal aid and advocacy to the public asa part of their constitutional right. Therefore it is necessary to grant a good understanding of the entire community to gain their rights to legal assistance and advocacy. Implementation of legal aid is an important part in providing legal benefit for the community. In order to benefit the community law required an appropriate model of legal aid in achieving those goals in this connection referred to the legal service action model. Legal service actions are an attempt to establish a culture of law in both the life of the nation and an attempt awareness of legal rights and obligations of society which is constitutionally recognized.Community service activities in law with legal service actions, conducted by the Facultyof Law as an embodiment of HigherEducationTridarma which in this regard isLambung Mangkurat Univercity through LKBH (Legal aid and consultation bodies) has conducted a series of activities conceived as a legal service actions.

Dalam menjalankan tugas Jabatan Notaris selain tunduk pada Undang-Undang Jabatan Notaris dan Kode Etik Profesi Notaris tentunya harus memperhatikan asas yang salah satunya asas penggunaan jasa. Adapun permasalahan yang dihadapi bagi notaris dalam pelayanannya dimana para pengahadap menggunakan dokumen palsu sehingga tidak sesuai dengan kenyataannya sehingga para penghadap saat menghadap kepada notaris perlu diperhatikan hal-hal yang mencurigakan mungkin saja ada maksud yang tidak sesuai dengan undang-undang. Dengan demikian notaris ketika lalai dan tidak memperhatikan para penghadap yang mencurigkan akan sengketa kedalam akta tersebut sehingga jika itu maka notaris akan dipanggil untuk diminta keterangan saksi karena telah membuat akta yang tidak layak. Tujuan dari penelitian ini adalah untuk menganalisis pelaksanaan prinsip mengenali penggunaan jasa bagi Notaris dalam pembuatan akta dan juga untuk menganalisis implikasi hukum bagi notaris dalam pembuatan akta autentik tanpa diterapkannya prinsip mengenali pengguna jasa maka dari itu notaris wajib melakukan pemutahkiran dokumen untuk mengetahui adanya perubahan informasi penggunaan jasa dan Notaris Juga Wajib melaporka kepada Pusat Pelaporan dan Analisis Transaksi Keuangan (PPATK) jika memutuskan hubungan usaha dengan Pengguna Jasa akibat Pengguna Jasa menolak untuk mengikuti prosedur Prinsip Mengenali Pengguna Jasa (PMPJ). Dalam penerapan PMPJ perlu mengedapankan pendekatan berbasis risiko jika Pencuciannya tinggi maka kebijakanya perlu diperketat jika tingkat risiko rendah maka perlu diberi kebijakan yang sederhana. Metode yang digunakan dalam penulisan adalah metode hukum normatif dan tipe penelitianny Reform Oriented Research dan bersifat perskriptif. Hasil penelitiannya pada Prinsip Mengenali Pengguna Jasa melibatkan Notaris menjadi Pelapor untuk Mendukung Pencegahan Anti Pencucian Uang maka akan menunjang Prinsip mengenali Penggunaan Jasa agar mengurangi tindak Pidana Pencucian Uang sehingga langkah-langkah dalam penerapan PMPJ dengan melakukan Indentifikasi Jasa Notaris yang digunakan sampai ke pelaporan PPATK adapun juga implikasi hukum bagi notaris menerapkan PMPJ jika seorang notaris melakukan perbuatan hukum maka seoarang Notaris dikenakan sanksi yang sifatnya Condemnatoir

The rivers and canals in Banjarmasin need to be reorganized to restore the rivers and canals to be able to function. Various legal policies have been taken by Banjarmasin Government, from issuing regulations on rivers to making policies to establish a River Normalization Task Force. This research is aimed to analyze the Banjarmasin government's regional regulations that regulate the rivers and rivers layout, as well as the effectiveness of the legal policy taken by the government as mitigation of the flood problems Banjarmasin faces.This study uses an interdisciplinary legal research method (socio-legal methodology); where the law (in this case the statutory text) is not only interpreted as an object of value-free study but the law is interpreted as an object that is rich in values (including non-legal values).Based on the geographical condition ofBanjarmasin, rivers and canals should be very important for Banjarmasin as a way to avoid flooding. Therefore, it is necessary to arrange rivers and canals in Banjarmasin comprehensively and this arrangement cannot be done only partially. The river arrangement includes regulatory, institutional, and community development aspects in the vicinity. The development of the city of Banjarmasin from the point of view of city development must start from the rivers.

Pendampingan Pencanangan Desa Wisata Berbasis Lahan Basah di Desa Pulau Sewangi Kabupaten Barito Kuala ini bertujuan memberikan pemahaman dalam pencanangan desa wisata dan mengoptimalkan potensi desa wisata yang berbasis lahan basah di Desa Pulau Sewangi Kabupaten Barito Kuala. Tahapan Kegiatan ini diawali dengan Indektifikasi Masalah dan Survei Lapangan, Penyusunan Bahan Pelatihan, Pelaksanaan Penyuluhan Pengembangan Desa Wisata, Pendampingan dalam Penyusunan Peraturan Desa dan Evaluasi, Publikasi serta Penyusunan Laporan Akhir. Mitra yang terlibat dalam pengabdian ini adalah kepala desa, aparatur desa, BPD dan masyarakat desa sehingga dengan program ini mitra dapat memahami dalam pembentukan desa wisata serta terlaksananya pencangan desa wisata guna meningkatkan kesejahteraan masyarakat. Kegiatan ini mampu meningkatnya kesadaran masyarakat dalam menggali dan membangun potensi desa dalam bidang pariwisata khususnya pariwisata di lahan basah.Kata Kunci : Desa Wisata, Lahan Basah, Pulau Sewangi

Tujuan dari penelitian ini adalah Untuk memberikan analisis mengenai pembedaan penerapan penyalahgunaan wewenang yang diatur ketentuan pasal 3 UU PTPK; serta Untuk memberikan analisis apakah penerapan penyalahgunaan wewenang dalam kasus tindak pidana korupsi melalui pelaksanaan pasal 21 UU AP. Adapun metode penelitian yang digunakan metode penelitian normatif, dengan pendekatan Perundang-Undangan dan Juga Pendekatan Kasus tipe penelitian yang digunakan deskriptif . hasil dari penelitian ini adalah bahwa pembedaan penerapan penyalahgunaan wewenang yang diatur ketentuan pasal 3 UU PTPK terletak pada perumusan pasal tersebut yaitu mencantumkan kalimat “menyalahgunakan kewenangan, kesempatan atau sarana yang ada padanya karena jabatan atau kedudukan” dan “menguntungkan diri sendiri atau orang lain atau suatu korporasi” sebagai bagian dari inti delik (bestanddeel delict) dalam Pasal 3 UU PTPK. Yang kedua Pengujian penyalahgunaan wewenang dalam norma Pasal 21 Undang-Undang Administrasi Pemerintahan memiliki pengertian adanya kesempatan hukum yang diberikan oleh undang-undang kepada pejabat pemerintahan (subjek norma) yang diduga melakukan penyalahgunaan wewenang (baik dalam keputusan, tindakan dan/atau diskresi) dalam menjalankan tugas pelayanan publik (administrasi pemerintahan) yang bertolak dari keberatan terhadap hasil pengawasan APIP berupa terdapatnya kesalahan administratif yang menimbulkan kerugian keuangan negara, untuk dapat menyelesaikan secara administrative
