Abstract

Terrorism is the result of a radical behaviour where radical understanding can trigger a person to take a violent action to achieve their goals. In Indonesia, radical groups have emerged for a long time, even in the past times there have been terrorist attack. The Indonesian government has established the National Agency for Combating Terrorism (BNPT) as a form of commitment in combating terrorism. BNPT itself has a deradicalization program, where the meaning of deradicalization is an attempt to quit the radical notion of radical adherents or terrorist in non-violent ways. Terrorism has long been regarded as the exclusive scope of men, but it has changed now where women are also involved in terrorism, therefore BNPT involved women role in deradicalization in Indonesia. This research use qualitative research method to explains the role of women in BNPT’s deradicalization in Indonesia. To answer this issue is by using cultural feminism theory, finally it has found that the reason’s BNPT involved women role in deradicalization is as a strategy because women had a female essence which is softer, more compasionate and persuasive is able to approach the wives of terrorist, the prisoners and the ex-prisoners. Beside being a strategy, the reason of the BNPT involving women in deradicalization is to regard the aspects and needs of prisoner since the role of family is also needed in the process of deradicalization.

Abstract

Illicit drug trafficking is an example of Transnational Organized Crime. The location,geographical conditions and high demand of illegal drugs have made Indonesia highlyvulnerable towards a member of drug crime activities. Iran is the second largest country thatsmuggles drugs of Shabu to Indonesia. In tackling illicit drug trafficking from Iran toIndonesia, the National Narcotics Board (BNN) initiating cooperation with United NationsOffice on Drug and Crime (UNODC). Descriptive Analytic approach is used to explain theform and result of BNN and UNODC cooperation. The result of this research shows that eventhough supports have been given to BNN, the issue has not been succesfully tackled. UNODCand BNN need to improve efforts in combating illicit drug trafficking to keep Indonesiasecured and prosper.

Abstract

Since the establishment of Republic of Ireland, their foreign policy is neutral. For examplein world war II, when most of the European country at war (either as allied force, or axispower), Ireland prefer not favoring any side. However, in the Israel-Palestine conflict IrishGovernment doesn’t look as a neutral country, Ireland seems against with Israel. Ireland isa supporters of Israel previously, but soon after Israel independence Ireland changed theirsupport to Palestine. This research aim to analyze Irish respond after Israel independence,with case study: Israel-Palestine conflict. To analyze Ireland foreign policy in Israel-Palestine conflict, this research using neo-realist theory and interest group theory. Themethod that is used in this research is qualitative method with descriptive-analytical typethrough interviews and literature technics. Outcomes from this research is: there is anational interest that Ireland want to accomplished from this conflict. Other than that thereis two factors that influencing Ireland policy in this conflict, that is internal and externalfactor. In internal factor, Nationalist group is influencing Ireland foreign policy. In externalfactor, there is “Vatican factor” that influencing Ireland policy in this conflict.

Abstract

In the era of globalization, trade liberalization characterized by problems of counterfeitgoods. Definition of counterfeiting according to the International Trademark Association isa practice of manufacturing goods which are low in quality, and sold under a famous brand,without having a license, and without supervision of a brand and patent owner of the goods.Counterfeit goods activity is not only on the production process, but also on the stage ofdistribution, and import-export process. Counterfeiting is closely related to IPR theft andbecame a global problem. Therefore, the United States as the country with the biggest IPRbasedindustries in the world, it is necessary to eradicate the source of counterfeit goodsfrom China. This study was conducted to measure the effectiveness of the efforts made bythe United States, so it can be a guide to the establishment of policies and strategies forachieve the desired results. In this research, the authors encountered several limitationsrelated to operating results, the result of criminal cases, as well as the lack ofunderstanding of U.S. citizen related to counterfeit goods. This type of research isqualitative descriptive study, in which the analysis is done by collecting data throughlibrary research by using books, journals, government documents, and other writtensources. Comprehension of this research was formed by theory of neo-realism and theoryof effectiveness by William N. Dunn. Thus it is capable to explain the limitations of theresults that have been done by the United States.

Abstract

Conflict is an intrinsic aspect that can not be avoided in social conditions. UNPeacekeeping Operations (UN PKO) became a form of UN to help conflict nations becomepeaceful by building military, police and civil forces. Indonesia is one of the most activeand sustainable countries within the United Nations PKO since 1957. In the era of SusiloBambang Yudhoyono's administration, Indonesia's participation and commitment to UNPKO has received international attention for having achieved more than once. This studythen has a purpose to know the results of changes in Indonesia's commitment in the UnitedNations PKO in the era of SBY. This research uses constructivism paradigm. The methodused in this research is explanative type research. The result of the change in Indonesia'scommitment to PKO of the United Nations is because SBY interpreted Indonesia's identityas 'one million zero friend enemies' and as a member state of the UN. The identity thenspawned a set of interests that motivated Indonesia to increase participation in the PKO ofthe United Nations.

Abstract

Indonesia, as a member of CCSBT since 2008, is obliged to comply with the amount ofTAC granted annually to safeguard southern bluefin tuna population. Indonesia is one ofthe important members of CCSBT because Indonesia is the only breeding ground forsouthern bluefin tuna, precisely at Java Sea. In an effort to implement TAC, Indonesia isnoted to have difficulties to comply with the number determined by CCSBT. From 2008 to2014, Indonesia only adhered to TAC in 2009 and 2010. The author uses regimecompliance concepts in analyzing factors affecting Indonesia's non-compliance with TACimplemented by CCSBT. The research method used by the author in this study isqualitative method. In addition, this study is an explanatory study. After analyzing the data,it was concluded that Indonesia's non-compliance with TAC implemented by CCSBT canbe explained by factors such as ambiguity, capacity limitations and temporal dimension.

Abstract

This research aims to describe Indonesia and South Korea policies in tackling overstayedIndonesian migrant workers in South Korea. Both countries have signed MoU on theSending Indonesian Workers to the Republic of Korea under Employment Permit Systemsince 2004. Indonesia and South Korea implement several policies through either bilateralpolicy and unilateral policy to resolve the problem. This research uses qualitative as amethod and neoliberalism as a theory to explain policies that released by Indonesia andSouth Korea. Those policies should be maximizing both parties absolute gain as mentionedin the neoliberalism theory. Indonesia had released four main policies. South Koreapolicies stand for general term of overstayed foreign worker. As conclusion, the policiesneed a strong supervision on their implementation for efficiency increment.

Abstract

Deradicalization program emerged from Indonesian government anxiety towards a high rateof radicalism and terrorism among civil society. Soft approach that became the cornerstone ofderadicalization program will be able to rehabilitate terrorist, its group, and family fromradical mindset effectively. They’re expected not to repeat the previous acts of terror, notback to being an agent of radicalism, and able to live in peace among others. Problems thenarise when the deradicalization program drawn criticism from several activists and religiouspractitioners group of civil society and rejection from the convict that said the program wasmade to discredit Islamic values. The purpose of this study is to describe and explaining theformulation of Indonesian deradicalization program in detail. This study uses a constructivistperspective and disengagement theory in explaining the formulation and implementation ofBNPT de-radicalization program. In this study, the author used qualitative methods withexplanatory research type, followed by collecting data through literature and interviewtechniques. Based on existing findings, the deradicalization program, which rooted inconstructivist basic assumptions and disengagement theory, is comprehensively establishedwithout discrediting certain religious values. And because terrorism in Indonesia is dominatedby radical Islamic thoughts, the implementation and approach of the deradicalization programare tailored to go harmoniously, to ensure the effectiveness of the rehabilitation program.

Abstract

This study discusses how the effectiveness of Japan in handling human trafficking cases that occur with the assistance of INTERPOL which will then be assessed based on the standard indicators set by the GAATW (Global Alliance Against Traffic in Woman) as NGOs (Non Governmental Organizations) in assessing the case . In the issue of human trafficking, Japan is a country that has very complex problems related to the issue and also prostitution in its country. Japan is a destination country for women and children from East Asia, Southeast Asia, Eastern Europe, Russia and Latin America who make victims of Human Trafficking. Victims are often lured by false promises such as offering jobs as models, servants, hotel staff, and entertainers. Prostitution in Japan itself can no longer be dammed, it can even be said to be a natural thing there. There needs to be great awareness in the community, especially in Japan itself, so that the community plays an active role in eradicating trafficking to the maximum with cooperation between the government and the community. In the case of the majority of victims the women and children of this crime are included in Organized Crime which means that a crime is committed in a network that is organized and carried out in sophisticated ways because of the influence of advances in information technology. This weak public awareness is increasingly triggering Trafficking practices that will continue to develop. In this study the author explains with the theory of Liberalism Institutionalism which considers that the key focus of institutional liberalism is about the way in which institutions provide information for the state. In the end human trafficking in Japan has improved enough even though it cannot just disappear. However, the case has improved considerably and is not as prevalent before INTERPOL conducted research on human trafficking in Japan.

Abstract

Geo-economy in Gulf of Guinea threatened by high number of maritime piracy in region.ECOWAS as a regional actor in Gulf of Guinea has responsible to keep its maritime areasecure. For combating maritime piracy in Gulf of Guinea, ECOWAS has cooperatedinternally among the members even with other regional actor (ECCAS) and internationalactors. This research aims to analyze the effectiveness of of ECOWAS, regional andGlobal cooperations in combating maritime piracy. This research uses Regional SecurityComplex theory and States, Powers and Security theory for analyzing the high number ofmaritime piracy in Gulf of Guinea. This research also uses qualitative method withdescriptive-explanative through interview and literature research. However, based frompiracy attacks which has not been decreasing yet, huge financial loss from combatingpiracy, even victims numbers which still on high level, indicating that ECOWAScooperations for combating piracy in region is not effective yet.
