Abstract

This article reexamines John Rawls’s thought in formatting social order based on political liberalism. The discussion is significant in tracing the origins of thought on justice in the modern Western socio-ethical system. By bibliographical study of Rawls’s works this study describes and analyzes the formats of Rawls’s thought which places individuals as his fundamental reference of political thought. This article contextualizes Rawls’s thought with what being happened in contemporary Indonesian cases.

Abstract

ABSTRACTSawang culture preservation in East Belitung regency faces many obstacles. Less role of local government, lack of regeneration, and the infiltration of other cultures, causing Sawang culture continue to erode and it is going to extinction. The preservation of Sawang culture, in Selinsing Village, Gantung District, East Belitung Regency needs to be improved further through appropriate programs from Culture and Tourism Department of East Belitung Regency, so that the culture keeps growing among Sawang community. Through qualitative and descriptive analysis with sociology, anthropology, and public policy approaches, this research aims to find methods to preserve and to develop Sawang culture so it can provide input for the local government to preserve Sawang culture.Keywords: policy, culture, Sawang ethnic, preservation ABSTRAK Pelestarian budaya Suku Sawang di Kabupaten Belitung Timur banyak mengalami hambatan. Kurang optimalnya peran pemerintah daerah, kurangnya regenerasi budaya dan pengaruh budaya luar, menyebabkan budaya Suku Sawang terus tergerus dan terancam mengalami kepunahan. Pelestarian budaya Suku Sawang, di Desa Selinsing, Kecamatan Gantung, Kabupaten Belitung Timur perlu lebih ditingkatkan melalui program pembinaan yang baik dari Dinas Kebudayaan dan Parwisata Kabupaten Belitung Timur, sehingga budaya tersebut tetap tumbuh dan terus berkembang di kalangan masyarakat Suku Sawang. Melalui penelitian deskriptif kualitatif dengan pendekatan sosiologi, antropologi, dan kebijakan public, diharapkan penelitian dapat menjadi bahan masukan bagi pemerintah daerah dalam rangka pelestarian dan pengembangan budaya Suku Sawang agar tidak mengalami kepunahan.Kata kunci: kebijakan, budaya, Suku Sawang, pelestarian

Abstract

The purpose of this study was to determine the policy implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the Independent Training Center of West Java Province. The method in this reseach used is descriptive qualitative method. In this study, researchers examined the implementation of policy, the researchers used the theory of policy implementation model Edward III in Widodo (2017) about four factors that play an important role in achieving successful implementation, namely communication, resources, disposition, and bureaucratic structure. Data were obtained through observation, interviews, documentation, and library studies and using data analysis techniques according to Miles and Huberman. The results of the study, the Implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the West Java Provincial Independent Training Center has not run optimally. First, communication has gone well because of the distribution of the regulations to the staff. Second, the resources are not optimal because the number of human resources in the West Java Province Independent Training Center is still lacking and the preparedness needs to be improved. Third, the disposition has been well seen from the willingness of the Employees to attend the morning rally, obey working hours, and carry out tasks responsibly. Fourth, the bureaucratic structure has been effective because the West Java Provincial Training Center already has Standard Operating Procedures and clear fragmentation procedures.

Abstract

The purpose of this study is to analyze, study and find out how the absorption of direct expenditure budget at the Bandung District Health Office 2017 Fiscal Year. In measuring the budget absorption variable, the author uses Halim's theory of budget absorption which includes budget, budget absorption, supporting factors and obstacles to budget absorption. The research approach used is qualitative research type description. Data collection techniques were carried out by direct observation, in-depth interviews, and document studies. Data analysis techniques using the theory of Miles and Huberman which consists of three activities namely Data Reduction, Data Presentation, Drawing Conclusions. The results showed that based on three-dimensional indicators the absorption of direct budget, in general, has been going well. But there are still a number of things that need to be improved, namely regarding the approval of the budget that has not been timely, the lack of human resources (employees) and there are programs that have not been achieved effectively and efficiently so that it affects the absorption of direct expenditure that is not yet optimal. So that the Bandung District Health Office must make efforts to increase and optimize budget absorption by means of approving budgets in a timely manner, proposing an increase in the number of employees and conducting socialization to employees about the budget that will be used in carrying out any program activities that have been previously determined so that the absorption of the budget can be absorbed immediately optimally.

Abstract

New media is a term that refers to products and services that provide information/entertainment using computers or the internet. The emergence of new media also encourages other activities that people usually do in a conventional way to the cyber world. Doing business is one example. Electronic commerce, or also known as e-commerce, is a trading method that uses the internet. Nowadays, e-commerce has become a trend in the world. Comprehensive regulations are needed to manage this activity. This paper will try to describe a comparative public policy on e-commerce in the two ASEAN countries, Singapore and Indonesia. We will see differences in e-commerce development in both countries, and attention to the role of governments as decision-makers in both countries.
