Abstract

This Study describes community involvement in the development planning process through the community action plan program. The case study in this research takes the process of structuring the Bukit Duri village in South Jakarta, Indonesia. In this study, the method used is qualitative with in-depth interviews, online media content analysis and data processing using the Nvivo 12+ application. The object of research is whether the Community Action Plan (CAP) program can provide solutions to the residents of Bukit Duri and what is the role of the actors involved in implementing the Community Action Plan (CAP) program. The results showed that the Community Action Plan (CAP) program was not successful in being implemented in Bukit Duri, South Jakarta due to the lack of a collaborative process from related parties such as citizens, government and civil society. Other obstacles in implementing the program include the availability of land, legality, and community commitment. Future research is expected to be able to discuss alternative policies taken by the government after the failure of implementing the community action plan.

Abstract

Successful elections have an important objective in the quality of holding an election. millennials have political power that makes a significant contribution to the candidates. The many millennials will determine how much they will contribute to the 2019 elections in Indonesia. This is so as a reference in the objectives of benchmarks for the next election as well as for political parties and candidates. Thus, political participation will increase if millennials use their voting rights as a form of contribution to the success of the 2019 elections in Indonesian. Thus the researchers used a qualitative method with Nvivo 12 plus descriptive analysis techniques using the Crosstab Analysis, Cluster Analysis, Concept Map and Project Map Analysis, and Discourse Analysis features. There are three stages of the process, the first is Ncapture website and article, the second stage is analyzing with Nvivo 12 plus to read text and content that has the same meaning, words, and context that make interrelations between the website and article; the third stage of the discourse analysis is the analysis and meaning of a relevant website and article content. The conclusion of this study is knowing the contribution of millennials to the success of the 2019 elections in Indonesia.

Abstract

The pendulum of the development at the global level moves to the extent of collaborative work between government, society and third parties. Today, in Indonesia a collaboration model is also implemented with the aim of presenting long-standing welfare in coastal areas. The poverty that surrounds coastal communities is an anomaly in the midst of the abundance of wealth stored in the sea of Indonesia. The Regional Government of Tangerang Regency encourages to collaborate with external parties to resolve the troubles. This article tries to use the modified Triple-Helix model as an analytical framework, which is useful for knowing the role of actors involved in creating development innovation. This study uses qualitative methods to see and find out how political, social, and academic actors interact and integrate into overcoming public problems that arise from the perspective of collaborative governance. The findings of the study found, first, collaborative work is useful to improve governance, second, to provide opportunities for actors to find effective solutions, and thirdly, to increase trust between government and citizens. This article argues that the success of collaborative work depends on the synergy between actors and the extent to which each program can demonstrate its sustainability.

Abstract

Artikel ini menjelaskan bagaimana sebenarnya hubungan antara Islam, perempuan dan politik dalam pasca Orde Baru. khususnya bagaimana keterlibatan gerakan perempuan Nahdlatul Ulama (NU) dalam memperjuangkan keseteraan gender yang dilandasi pada nilai-nilai Islam. Pasca reformasi, gerakan wanita NU masuk ke dalam wilayah politik untuk memperbaiki kondisi sosial wanita yang telah lama ditepikan. Dengan latar belakang inilah kajian ini dijalankan dengan fokus utama ialah gerakan wanita Nahdlatul Ulama dan keterlibatan wanita NU dalam politik Indonesia. Kajian ini menggunakan pendekatan kualitatif yang berbentuk kajian pustaka dengan kaedah analisis deskriptif. Kajian ini menggunakan teori partisipasi politik dan konsep feminisme. Dapatan kajian menunjukkan bahwa NU berhasil meningkatkan perwakilan wanita dalam politik, khususnya di DPR RI (parlemen). Namun, keberhasilan wanita NU tersebut belum dapat memperbaiki kondisi wanita secara keseluruhan, karena ia merupakan sebuah proses yang memerlukan masa dan kesabaran. Kajian ini diharapkan dapat memberikan sumbangan kepada pelajar, masyarakat dan pemerintah yang berminat terhadap kajian gerakan wanita NU dalam politik pasca reformasi 1998 dan dapat membantu pihak pemerintah Indonesia dalam membuat kebijakan, khususnya yang terkait dengan pembangunan wanita Indonesia. This article describes how the relationship between Islam, women and politics of post-new order. especially how women’s movement of Nahdlatul Ulama involvement in the fight for gender equality which is based on Islamic values. Post-reformation era, the women movement of NU stepped in into political realm to improve the social condition of women which had been marginalized for a long time. Based on this background, this study focuses the women movement in NU and the partaicipation of NU women in Indonesian politics. The aim of this study is to examine the background of NU women, to discover factors that encourage them to support the idea of gender equality and to assess the role of NU women in Indonesian politics. This study applies the qualitative approach in collecting secondary sources with a descriptive analysis. This study also uses Political Partaicipation theory and Feminism concept. The findings show that the women of NU has successfully improved the women representatives in politics, especially in DPR RI (parliament). Yet, they are still struggling in improving the condition of women as a whole, because it’s a process that needs time and patience. Hopefully, this study gives a good contribution to student, community and government who are interested in the study of women movement of NU in the post-1998 reformation politics. Furthermore, this study helps the government to determine its policy in Indonesia, partaicularly in integrating women into development.

Abstract

Salah satu ciri pemikiran politik Islam era klasik adalah tidak mempersoalkan kedudukan agama dan negara, apakah terintegrasi atau terpisah. Perdebatan yang terjadi di era klasik berkisar pada wajibnya pendirian sebuah negara, cara memilih kepala negara, dan syarat-syarat yang harus dimiliki kepala negara. Selain itu, pemikiran politik yang berkembang juga cenderung merupakan respon terhadap kondisi sosial politik yang terjadi. Kemunculan paham Sunni sendiri merupakan bentuk kegelisahan terhadap cara pandang yang dibangun oleh kelompok-kelompok yang cenderung mendiskreditkan posisi sahabat Nabi yang dianggap oleh sebagian kalangan yang berseberangan telah melakukan pengkhianatan. Bagi kalangan Sunni, kepemimpinan setelah wafatnya Nabi Muhammad bersifat terbuka–tidak terbatas hanya menjadi milik ahl bayt. Apa pun latar belakangnya, jika dianggap layak dan kompeten maka ia bisa diusulkan menjadi pemimpin. Jadi, penunjukan atau pengangkatan khalifah sebagai penguasa yang sah tergantung pada kualitas-kualitas spesifik yang dimiliki calon pemimpin. One of the characteristics of Islamic political thought in classical era is not questioning the position of religion and state, whether integrated or separated. The debate that occurred in the classical era revolves around the mandatory establishment of a state, how to choose the head of state, and the conditions that must be owned by the head of state. Furthermore, the development of political thought also tends to be a response to the existing sociopolitical conditions. The emergence of Sunni itself is a form of anxiety over the perspective constructed by groups which tend to discredit the Prophet’s companion’s position which is considered by some opposing circles to have committed treason. For the Sunnis, the leadership after the Prophet Muhammad’s death was open–not limited to the possession of ahl bayt. Whatever the background, if deemed feasible and competent then he can be proposed to be a leader. Thus, the appointment of the caliph as a legitimate ruler depends on the specific qualities of the future leader.

Abstract

The city government of Tangerang has not been able to apply the concept of smart cities, while urban development has not used the concept of smart (intelligen) and attractive (attractive) which facilitates infrastructure, technology, and attracts local people based on a forward vision regarding the needs, capabilities and resources that exist. , safe and comfortable pedestrian facilities, and public spaces for pedestrians that can create an urban cultural concept that can provide business controversies that can help migrants and communities enjoy the city by foot. The purpose of this study is to study how the Tangerang City government can implement a development system that can be lived in and can be visited in accordance with the Tangerang Direct motto. This study uses a qualitative method that studies the literature with systematic literature review techniques by descriptive data analysis. The results of this study indicate that the Tangerang city government has just realized the construction of a pedestrian lane with a ratio of 72.40% of the length of the city road which has a length of 316.46 km with a very narrow space dimension of 1.5 meters combined with greening areas.

Abstract

This study describes community development in the preparation for a community action plan for slum management in DKI Jakarta. The case study chosen for this research is the Akuarium village. The existence of slums is an inseparable part of the development of a city. The slum area contributes to several problems such as population density, building conditions, ventilation, sanitation, garbage, drainage, environmental roads, lighting and building layout. In an effort to overcome these problems, it is important to develop a community development concept that emphasizes the participation of the community through collaborative work between the government and citizens in the development process. The research that has been done has not touched on the substance of the problem faced by the urban poor and how the community plays a role in supporting the program. The purpose of this research is to find out how community-based development patterns can encourage collaborative work of each actor in structuring slum villages in DKI Jakarta. In this study, the method used is qualitative with in-depth interviews and data processing using the Nvivo 12+ application. The results showed that the principles of community development, including integrated development, participation, sustainable development, empowerment, and human rights, greatly influence the collaborative work of various stakeholders in planning an Akuarium development action plan.

Abstract

AbstrakPenelitian ini bertujuan untuk menjelaskan pelaksanaan kekarantinaan kesehatan di Indonesia yang dilakukan oleh pemerintahan daerah yang dikenal dengan istilah Pembatasan Sosial Berskala Besar. PSBB ini diterapkan untuk mencegah penyebaran virus Corona (Covid-19). Salah satu daerah yang menerapkan kebijakan ini adalah Kota Tangerang. PSBB terebut sudah memasuki 5 tahap. Masalah yang di hadapi oleh pemerintah adalah masyarakat banyak yang mengabaikan protokol kesehatan yang harus wajib di jalani di masa pandemi Covid-19. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Peneliti melakukan wawancara mendalam dengan beberapa stakeholders untuk mendapatkan informasi terkait implementasi PSBB dan outcome yang dihasilkan dari pelaksanaan PSBB di Kota Tangerang.This study aims to explain the implementation of health quarantine in Indonesia carried out by the regional government known as Large-Scale Social Restrictions. This PSBB is applied to prevent the spread of Coronavirus (Covid-19). One area that implements this policy is the City of Tangerang. The PSBB has entered 5 stages. The problem faced by the government is that many people ignore the health protocols that must be mandatory to live in the Covid-19 pandemic. This research uses a qualitative method with a descriptive approach. Researchers conducted in-depth interviews with several stakeholders to obtain information related to the implementation of PSBB and the outcome resulting from the implementation of PSBB in Tangerang City.

Abstract

Penelitian ini membahas kontribusi Muhammadiyah dalam penanganan Covid-19, khususnya MDMC sebagai eksekutor di lapangan. Masalah penelitian yang akan dibahas adalah bagaimana peran MDMC sebagai Organisasi non-Pemerintah (NGO) dalam keikutsertaan penanganan Covid-19 di Indonesia. metode penelitian yang digunakan adalah kualitatif deskriptif dengan teknik pengumpulan data berupa kajian pustaka yang bersumber dari media lokal dan nasional juga jurnal dan artikel yang mengulas peran MDMC dalam penanganan Covid-19. Hasil penelitian ini menunjukkan MDMC sebagai NGO telah melakukan penanggulangan bencana alam dengan berbagai usah yang dilakukan dan telah diterima dan dirasakan oleh masyarakat. Rekomendasi dari penelitian ini agar MDMC dapat meningkatkan kapasitas agar dapat memberikan yang lebih baik untuk masyarakat

Abstract

The purpose of this study is to find out how the implementation of the GEBRAK PAKUMIS Program policy in Tangerang Regency. The theory used in this study is the Merillee S. Grindle theory which states that the implementation of a policy is determined by the degree of implementation ability of the policy. This study uses descriptive qualitative methods with data collection techniques: documents, observations, and interviews with program implementers and beneficiary communities. The results showed that the implementation of the Gebrak Pakumis program policy in Tangerang Regency showed that the community was more active in planning, and they could find out how to build a slum area. From the Content of Policy, there are problems in terms of resources, namely the lack of sufficient builder who has certification and the budget issued is still not sufficient. In terms of the Context of Policy or the policy environment, there are no significant problems and all have supported the implementation of the Gebrak Pakumis program policy.
