Abstract

Motorization in urban areas contributes several problems such as congestion, accidents, gas emissions, noises, and infrastructure breakage. Meanwhile, most of the developing countries cannot overcome such growth activities, as well as in Jakarta. By December 2013, Vice Governor of Jakarta propose fuel subsidy removal policy as one of sustainable transport policy. This study is intended to understand and investigate how fuel subsidy removal policy scenarios (25%, 50%, and 100%) in Jakarta affects travellers’ behaviour and analyse such policy to support sustainable transport by using qualitative research methodology. Interviews and questionnaires survey are conducted to workers in Jakarta, which includes ranking scale question for traveller response options. The result shows that half of respondents are not affected and will only response to fuel price increasing at IDR 31.400 for gasoline price and IDR 26.300 for ADO (Auto Diesel Oil). Moreover, there is a tendency of respondent's to response by changing their travel mode choices into more fuel efficient private vehicle.

Abstract

A highly urbanization and private vehicle ownership has led to the development of cities becomes unmanageable as well as tends to be urban sprawl. Moreover, congestion, pollution and fossil fuels consumption are increased, along with the decreasing of the feasibility habitation as well. Therefore, we need to manage its growth by applying the right policies. One of them is green belt, which is rounding the existing city by green area. Furthemore, the developments of new settlement are directed outside the green belt and become satellite cities to the major cities.  The increasing of urbanization, make the demand in transportation will be increased as well; the requirements of accessibility and mobility have to be supported to keep them running well. Comparative analysis method is used in this research by determining policy transportation as a result of comparing transport policies from among these countries: China, Dutch, England, Malaysia and Indonesia. Transportation policies that are propossed including: restrictions on the amount of ownership of a vehicle, the construction of facilities ‘park and ride’ outside the green belt  and public transport facilities  towards the city center using railway or bus station in an integrated area services concept. Thus, it will allow the enhancement of accessibility and mobility of citizens.

Abstract

One of the roots traffic congestion is high number of private vehicle which triggered by an increase in the number of population. Switching users of private vehicle to public transport regarding to the affecting factor supposed to be examining first to solve traffic congestion. Based on factor analysis, there are two major factor on transport mode choice; quality (time, comfort, cleanness, safety, security, accessibility, and reliability ) and cost. Therefore, the government should be taking into considerations priority, which offer high contribution on solution made as priority. In order to achieving goal; the quality criteria reached contribution value that of 68% and 32% for cost criteria. Quality criteria compiled by time which has 61.8% of contribution value, safety (15.2%), accessibility (9.1%), security (8.8%), reliability (2.4%), comfort (1.7%), and cleanness as the priority within quality criteria has 1% of contribution. On the other dimension, cost criteria contain of fuel subsidy reached 95.664% of contribution, parking rate (3.947%), progressive tax (0.366%), and LCGC issue (0.023%).

Abstract

Infrastructures should be planned and designed based on the required capacity in the future to provide good service. Methods of railway capacity that is commonly used in Indonesia is still adopted from other countries. It is then modified but it is currently still inefficiencies because operators have not dared to use to the fullest method of railway capacity. Therefore, the calculation methods of railway capacity should be reviewed and developed as well based on the reality in Indonesia. It is expected that the efficiency of railway operation system increases. The analysis was performed with the following steps; collecting the secondary data and the literature reviews. The results of the literature reviews stated that there are various factors that affect the railway capacity; the number of trains, heterogeneity, stability, speed, infrastructures, operation system, train length, time delay, junctions, intermediate signals, resources, scheduling, number of tracks, signal distance, termination, and maintenance. Based on the literature study, it is required further research on the development of the capacity calculation model for railway in Indonesia.

Abstract

The difference of flying time condition can affect a pilot's psychological condition. Regardless of the factors which the human body has a habit of working time and rest so that will affect the physical condition, and ultimately also affect the psychological condition and vice versa. The study was conducted to determine whether such a difference in mental workload on the pilot to fly a different phases of time in operating the aircraft. Mental workload measurements performed using the Subjective Workload Assessment Technique method (SWAT), this method using combine of three dimensions with their levels. The dimensions are time load, mental effort load, and psychological stress load. The results of studies shows that the condition of mental workload experienced by pilots refers to phases of time is in general (on average) in the high category (overload). While the overall showed that more pilots emphasize time factor in considering the factors of mental workload. The most burdensome conditions of a flight when the pilot was conducted in the morning (06.am - 11:59 am)), on weekends and during peak seasons.
