<![CDATA[Sesuai dengan kewenangan Pemerintah Provinsi Sumatera Utara di bidang pertanahan, maka perlu dilihat lebih lanjut bagaimana peran pemerintah dalam proses penyelesaian permasalahan konfliks pertanahan. Konflik pertanahan yang berlangsung lama dan belarut-larut adalah sengketa/konflik lahan eks HGU PTPN II. Metode deskriptif digunakan untuk mendiskripsikan secara sistematis, faktual dan akurat terhadap penyelesaian permasalahan konfliks pertanahan. Hasil penelitian menunjukkan bahwa Pemerintah Provinsi Sumatera Utara melaksanakan kewenangannya yang penyelesaiannya terganjal sampai saat ini. Salah satu isi diktum dari SK BPN Nomor 42,43,43/2002 dan No. 10/204 yang memuat kalimat: menyerahkan Pengaturan, Penguasaan, Pemilikan, Pemanfaatan dan Penggunaan Tanah tersebut kepada Gubernur Sumatera Utara. Untuk selanjutnya diproses sesuai ketentuan peraturan perundangan yang berlaku, setelah memperoleh ijin dari Menteri. Permasalahan menjadi rumit, karena ijin tersebut tidak terbit sampai sekarang. Upaya untuk mencari solusi masih terus dilakukan termasuk dengan pemerintah pusat yaitu kementerian Dalam Negeri maupun Kementerian BUMN. Berdasarkan fakta lapangan, banyak kelompok masyarakat baik penuntut maupun pemohon juga perusahaan swasta yang saat ini menguasai lahan eks HGU PTPN II. Maka Pemerintah Provinsi Sumatera Utara harus sesegera mungkin mengadakan pendataan ulang dan verifikasi/permohonan yang disampaikan oleh kelompok masyarakat penuntut/pemohon, sehingga dapat diperoleh kebenaran yang seobjektif mungkin untuk memperoleh hak atas redistribusi tanah-tanah eks HGU tersebut.]]>

<![CDATA[Tujuan dilaksanakannya penelitian ini adalah untuk mendeskripsikan mengenai tahapan dilaksanakan PATEN di Kecamatan Sidikalang, mengenai faktor-faktor yang berpengaruh terhadap pelaksanaan PATEN di Kecamatan Sidikalang. Dengan menggunakan metode deskriptif kualitatif, penelitian ini menghasilkan beberapa kesimpulan yaitu sosialisasi yang dilakukan baik antara pihak Kabupaten dengan pihak Kecamatan belum sepenuhnya merata dan belum mampu meningkatkan kesadaran masyarakat, kualitas dan kuantitas aparatur yang belum memadai, koordinasi antar instansi terkait baik itu pihak yang kepentingannya dipengaruhi khususnya kecamatan dengan Dinas Penanaman Modal dan Pelayanan Perizinan Terpadu Satu Pintu belum terlaksana secara maksimal dan cenderung berjalan sendiri-sendiri, Kedudukan Pembuat kebijakan yang ditujukan dengan adanya political will dan komitmen Bupati Dairi dalam mengawali implementasi kebijakan Pelayanan Administrasi Terpadu Kecamatan serta Komitmen untuk membenahi penyelenggaraan pelayanan publik yang dimiliki oleh Bupati Dairi belum terinternalisasi secara komprehensif hingga kepada para staf (frontliner) yang ada di Kecamatan, karena masih ditemukan penyimpangan dalam pungutan liar ataupun adanya calo yang berkeliaran. Berdasarkan hasil analisis penelitian, maka kecamatan memegang peranan penting sebagai pusat pelayanan yang paling dekat dengan masyarakat terutama daerah yang luas dan sulit dijangkau. Oleh karena itu selain adanya kewenangan yang luas sesuai dengan porsinya, maka kecamatan juga perlu didukung oleh dana, sarana prasarana serta aparatur yang memadai baik kuantitas maupun kualitasnya]]>

<![CDATA[Pada dasarnya Pemerintahan Desa bukan hanya sebagai kegiatan dalam penyelenggaraan pemerintahan yang dilaksanakan oleh organisasi terendah langsung dibawah Camat dan memiliki hak menyelenggarakan rumah tangga sendiri, pemerintahan desa juga merupakan pembina, pengayom dan pelayan kepada masyarakat sangat berperan dalam menunjang mudahnya masyarakat digerakkan untuk berpartisipasi dalam politik desa.Anggota Badan Permusyawaratan Desa mengerti akan tugas-tugasnya dan dekat dengan masyarakat Desa.Akan tetapi masih ada sebagian kecil yang kurang paham akan tugas-tugasnya karena anggota Badan Permusyawaratan Desa sering tidak mengikuti rapat yang telah diadakan dan kurang memberikan perhatian terhadap masyarakat yang merupakan salah satu tugasnya. Akan tetapi sebagian besar anggota BPD memberikan sosialisasi kepada masyarakat tentang bagaimana berpartisipasi yang baik dalam partisipasi politik. Memang, masyarakat banyak yang tidak mengerti bagaimana berpartisipasi politik dengan baik bahkan masyarakat tidak tahu apa pengertian dari politik itu karena pendidikan masyarakat tergolong relatif rendah. Dengan adanya BPD, dan mereka telah mensosialisasikan dan melakukan penyuluhan kepada masyarakat sehingga masyarakat dapat berpartisipasi dalam partisipasi politik. <![CDATA[This paper reveals public perception of the efforts of village heads as one of the executing element Medan city administration in implementing Law No. 32 Year 2004 on Regional Government. Head of the village is already a way to implement Law Number 32 Year 2004 on Regional Government, this can be seen from the opinion of the people who have felt their development progress and success of the existing development, one example that people can feel the direct construction of facilities and road infrastructure has been improved, as well as some development flood management and handling of environmental cleanliness. Socialization conducted by the Head of the village in order to accelerate the construction of villages that have been run in accordance with what is expected by the public. Broad authority granted to the region with the issuance of Law No. 32 of 2004 on village heads are expected to reduce the gap and be able to improve the general well-being both at central and regional levels. Therefore, the regional autonomy of state power closer to the people will provide ample opportunity for the public to play an active role in regional development.]]>

<![CDATA[For Muslims, halal food is important. This is not only of the demands of sharia but also related to the issue of identity. Wherever they are, halal food can not be separated from them, except in emergency circumstances. Included in this when they are in a country where people are not Muslims. Hanoi City, is one of the cities in the country of Vietnam that majority of the people are Buddhist. As a city that is building itself and become one of the tourist destination, Hanoi is visited by many tourists, including Muslim tourists. For Muslim travelers, the main problems encountered when in Hanoi is halal food. To meet the demands of these Muslim travelers, a few restaurants in the city of Hanoi providing halal food. Enterprises providing halal food is done by the employer Muslim or not. The results of my research, several restaurants, found several problems associated with this halal food. This paper will explain how the exploratory effort to develop halal food in the city of Hanoi. Who are involved in the effort to develop the halal food? What are the problems faced in the effort to build the halal food? ]]>

<![CDATA[Tujuan penelitian ini adalah untuk mengetahui pengaruh kualitas layanan terhadap kepuasan pelanggan, pengaruh kualitas kinerja layanan (distribusi air) terhadap kepuasan pelanggan di PT PDAM, Cabang Medan Kota. Metode kuantitatif deskriptif digunakan sebagai metode penelitian. Kuesioner dan studi dokumen digunakan sebagai metode pengumpulan data. Data dianalisis dengan menerapkan regresi linier berganda dan analisis linier sederhana karena peneliti bertujuan untuk mengamati pengaruh variabel x pada variabel y. Hasil penelitian menunjukkan bahwa secara parsial bukti fisik yaitu 0,93 memiliki pengaruh positif dan signifikan terhadap kepuasan pelanggan; keandalan yaitu 0,223 memiliki pengaruh positif namun tidak signifikan terhadap kepuasan pelanggan; responsif yaitu 0,221 memiliki pengaruh positif namun tidak signifikan terhadap kepuasan pelanggan, keamanan yaitu 0,179 memiliki pengaruh positif dan signifikan terhadap kepuasan pelanggan dan empati yaitu 0,213 memiliki pengaruh positif namun tidak signifikan terhadap kepuasan pelanggan. Kualitas layanan yang terdiri dari bukti fisik, keandalan, daya tanggap, keamanan dan empati secara bersamaan memiliki pengaruh positif terhadap kepuasan pelanggan.]]>

<![CDATA[Study of civil society are often conducted by political scientist. In general, a reaction to the longstanding dominance of state. Similarly, in the context of Indonesia. These studies discuss the development of the concept of civil society in Indonesia. Analytical tools used in this study is the approach of political sociology. Focused on the relation between religion and state, also talked about the political systems that shape the relationship between state and civil society. To collecting data its using the study of literature and documents and analysis was performed with the method of historical comparison. The study found that in cases in Indonesia there are Muslim intellectuals and activists who think that the concept of democracy is anti-Islamic. Conversely, there are Islamic groups who believe that even if democracy comes from the west though, it is not contrary to the ethical principles of Islam. <![CDATA[Indonesia nationalism evocation as the same manner as triggered by social organization and politics like Budi Utomo and Syarikat Islam has been disband but later become a strength. This happened because there are the chance equality, aspiration equality, and ideology equality. In other hand outside of Indonesia also felt this effect. The one of country that feels of this is Ma-laysia. This study focused on Indonesia nationalism effect to Malaysia nationalism evocation. Especially explain about how the process of political transformation and Indonesia nationalism to Malaysia. Based on historical approach this study has found that Indonesia nationalism and Malaysia nationalism evocation each other related. Furthermore he came to be as political identities. Political party in Malaysia like UMNO, PAS is the one of organization that has many influenced by spirit of Indonesia nationalism evocation effect. <![CDATA[The government Pakpak Bharat (2010-2015) has been running for four years. There are many programs and strategies that create better development conditions.This study describes the political development in the Pakpak bharat Regency. The focus is to discuss the orientation or development policy objectives in the government Pakpak Bharat 2010-2015. This study found there are five things that the main orientation of development in Pakpak Barat regency, namely in the areas of infrastructure, education; health; the field of economy; and the bureaucracy.Improving human resources is one focus of the governments work, namely by increasing the development budget of education, as well as other programs that improve the level of education.In the health sector, there is an increase in hospital facilities, community health centers, health care centers maid, Posyandu and polindes.The study used the approach to political development. <![CDATA[This study discusses the political model of development of Islamic community organizations namely Muhammadiyah and Al-Washliyah in Medan City. Specifically, this study describes the politics of development of Islamic community organizations (Muhammadiyah and Al-Washliyah) in maintaining and developing their existence in development activities in Medan City. The context of the research carried out mainly concerns the orientation of the two Islamic community organizations which are known to have different schools of thought from each other, Muhammadiyah represents modern thought while Al-Washliyah represents traditional circles in the context of their development activities in Medan City. This study examines the form or model and strategy of development, as well as the direction or orientation that forms the basis of Muhammadiyah and Al-Washliyah's political development policies in Medan City, which of course will have differences because of the different schools of thought. In addition, of course, the development of directions or orientations that shape the political model of development will also have a system or a different way from what has been developed by the government which tends to develop with a secular approach that is felt to have a community side on one side poverty, inequality and moral degradation.]]>
