Abstract

Today the tourists began to idolize attractions that not only serves its natural beauty alone but rather to intetaksi society, therefore, began to develop the type of special interest is a tourist village. Just as Ecological Tourism Village (KWE) Puspa Cement Universe in the village of Blitar District of Gandusati offers nature tourism and ecotourism education or commonly referred to tourists. With the development of this tourism community will be empowered through tourism activities. This study aims to apply the model of Community Based Tourism (CBT) in the development of tourism in the KWE Puspa Universe and the role of government and society in the development of KWE Puspa universe and to know what are the factors supporting and owned KWE Puspa Universe. This research method using descriptive research with a qualitative approach to collect data in the form of primary and secondary data. The analysis technique used in this study are observation, interviews, and documentation. The results showed that KWE Puspa Universe in the development of ecotourism has been applying the principles of Community Based Tourism (CBT), which can be seen from the activities that were held by KWE Puspa Universe, the role of government and active role in community development makes KWE KWE Puspa Puspa Universe Universe and growing. Then the factors driving and inhibiting owned KWE Puspa Universe in formulating the best strategies in the development of tourism.

Abstract

Not only in terms of health, the COVID-19 outbreak also has an impact on other sectors, namely social and economic conditions. Currently there are still many people who are experiencing an economic crisis, the problem of poverty is still the center of government efforts to improve the social welfare of the population. Through social assistance programs as a government effort to overcome poverty and unemployment which is increasing. However, there are problems that arise in the implementation of the social assistance program to be precise in Kersik Putih Village, the implementation of Social Assistance is still a dilemma. Many residents still question the recruitment of social assistance recipients, the transparency of the distribution and the Bansos report, and the lack of clarity about the criteria for Bansos recipients and so on. The purpose of this study was to describe an evaluation of the social assistance program implemented in Kersik Putih Village, using the CIPP evaluation indicator with the name formative evaluation proposed by Endang Multiyaningsih.

Abstract

The Central Bureau of Statistics of Malang City is a Non-Ministerial Government Institution that is directly responsible to the President who is in Malang City, located on Jl. West Janti. No. 47, Bandungrejosari, Sukun District, Malang City, East Java 65148. This study aims to determine the effectiveness of the online-based population census service performance as well as the supporting and inhibiting factors in the implementation of the online-based population census at the Central Statistics Agency of Malang City. This research method uses a qualitative method with a descriptive approach. The method of data collection is by conducting interviews, observation and documentation. The analysis technique used is data reduction, then data display (data presentation) and conclusions: drawing/veritifying (withdrawal of conclusions). The results of this study indicate that there are several performances of online population census services at BPS Malang City to the community, including by conducting socialization related to online SP both through social media and mass media. Regarding the inhibiting factors or obstacles faced by the Malang City BPS in conducting the online population census, namely the lack of available budget funds and so on. And can determine how effective the performance of online-based population census services is.

Abstract

The innovation raised by Bakesbangpol in providing services to the public, especially the management of mass organizations is by launching the A_ormasapplication, where this application contains a database of mass organizations, registration, and reporting of mass organizations. Therefore, this study aims to analyze the implementation of public service innovations in the implementation of this application, the supporting and inhibiting factors, as well as strategies to face obstacles in the implementation of the A_ormasapplication. This study uses a qualitative approach with a descriptive type of research. Collecting data using interviews, surveys, observation, and document techniques. While the data analysis used interactive model analysis. The results of the study indicate that public service innovation in the mini web-based A_ormas Application has been running effectively, the supporting factors in this innovation are the support from the leadership, competent service personnel, adequate service facilities and infrastructure as well as central and local government assistance. While the inhibiting factors include limited personnel who master information technology, still using open-source networks, no public dialogue menu, and no reward and punishment system. Improvement efforts have also been made, including: Urging the local government to immediately realize the use of fiber optic networks so that they can improve services, submitting IT personnel to the Probolinggo City Government through the section that handles staffing and optimizing the function of the public dialogue menu.

Abstract

Mengetahui tentang Evaluasi Kebijakan Tata Kelola Hippam Oleh Badan Usaha Milik Desa Dewarejo Untuk Kesejahteraan Masyarakat: Terdapat 6 faktor untuk mengukur tingkat efektivitas usaha yaitu: kooperatif, partisipatif, emansipatif, transparan, akuntabel, dan sustainabel. Hippam Selorejo dinilai dari prinsip kooperatif bahwa BUMDes Hippam telah menerapkan prinsip kooperatif. Hal ini dinilai karena adanya perbaikan dari sisi organisasi untuk perbaikan pengelolaan BUMDes Hippam. Segi partisipatif dan emansipatif bahwa prinsip partisipatif sudah dilaksanakan baik dari masyarakat maupun petugas. Namun untuk petugas BUMDes Hippam belum secara maksimal. Adapun manfaat ekonomi yang dirasakan karena tarif Hippam yang sama setiap penggunaan dan murah. Manfaat sosial yang didapat yaitu bahwa Hippam Selorejo berorientasi sosial dan hal tersebut dinyatakan tercapai karena terbukti adanya subsidi silang yang diberikan kepada masyarakat.Manfaat budaya dan kerukunan bahwa dengan adanya Hippam Selorejo ini masyarakat semakin terjaga kerukunannya, karena adanya Hippam ini semakin membuat masyarakat lebih toleransi dan gotong-royong. Sedangkan manfaat lain yang dirasakan yaitu air yang mudah diakses masyarakat. Sebelum adanya Hippam akses air sulit. Sekarang bahkan air melimpah hingga dapat digunakan sebagai pengairan lahan masyarakat

Abstract

Implementasi suatu kebijakan publik adalah suatu tindakan yang dapat dilaksanakan sesudah kebijakan dirumuskan dan ditetapkan. Salah satu kebijakan yang diimplmentasikan di daerah adalah berkaitan dengan penanganan konflik sosial khususnya pencegahan konflik sosial. Penelitian ini bertujuan untuk mengetahuai bagaimana implementasi UU Nomor 7 Tahun 2012 tentang Penanganan Konflik Sosial Di Kota Probolinggo, mengetahui faktor-faktor pendukung dan penghambat pencegahan konflik sosial di Kota Probolinggo dan startegi menghadapi faktor - faktor penghambat pencegahan konflik sosial di Kota Probolinggo. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui interview, selain itu diperlukan observasi lapangan dan dokumentasi.Hasil penelitian mengantarkan pada kesimpulan implementasi penanganan konflik sosial di Kota Probolinggo,khususnya pencegahan konflik dilaksanakan Tim Terpadu Penanganan Konflik Sosial sebagai pelaku implemetasi (implementator) dan masyarakat sebagai sasaran kebijakan. Faktor pendukung pencegahan konflik sosial di Kota Probolinggo adalah sinergi yang baik sumber daya manusia pelaksana implementasi, kondisi geografis dan luas wilayah Kota Probolinggo dan penggunaana sosial media yang baik dan benar. Sedangkan faktor-faktor penghambatnya adalah pelaksanaan pencegahan konflik sosial belum melibatkan LSM/Ormas dan perguruan tinggi, minimnya inovasi dalam pencegahan konflik sosial, dukungan pendanaan,minimnya dukungan regulasi. Adapun stretegi untuk mengatasi hambatan adalah menjalin kerjasama dengan LSM/Ormas dan perguruan tinggi sebagai mitra dalam pencegahan konflik sosial di Kota Probolinggo, mendorong munculnya inovasi dalam pencegahan konflik sosial, peningkatan koordinasi dengan Tim Anggaran Pemerintah Daerah dan penyusunan regulasi dimana mendukung pencegahan konflik sosial

Abstract

Abstract This study departs from Minister of Domestic Affairs Regulation Number 4 of 2010 Concerning Integrated District Administrative Service Guidelines (PATEN), this guideline aims to bring services to the public to be fast, easy, affordable, professional so as to encourage the realization of sub-districts as a service center and service node for offices/integrated service agency in the Regency/City, but in the implementation of the Plandaan District, there are still many obstacles, especially in the aspects of the expertise of service implementing officers, internet network problems and, constraints from citizens who are reluctant to take care of their own files.The formulation of the problem in this study is PATEN Services in Plandaan Subdistrict, Jombang Regency, then Implementation of integrated district administration service policy (PATEN) in Plandaan Subdistrict, Jombang Regency, Supporting and inhibiting factors for the successful implementation of integrated district administrative service policy (PATEN) in Plandaan Subdistrict, Jombang Regency. This study uses a qualitative approach, with descriptive research type, while the research location is in the Plandaan District office in Jombang, the data collection technique used is to use interview, observation, and documentation techniques. While the research instruments are the researchers themselves, interview guides, and communication and documentation tools. Analysis of the data of this study uses an interactive model that is data reduction, data presentation, and verification of conclusion data.The results of the study show that if the physical aspects and resource aspects of the Plandaan District office can synergize with the communication aspects, and a good bureaucratic structure is supported by aspects of reliability, direct evidence, responsiveness, assurance and empathy in conducting PATENT services, then the aspect improvement facilities and infrastructure, SOP, and bureaucratic aspects in order to improve the existing service constraint factors can make the quality of services provided to the public be achieved to the maximum and quality. Keywords: Policy implementation, Services, PATEN, District Plandan

Abstract

Abstrac:The basis used in this research is Law Number 6 of 2014 concerning Villages which is the beginning of achieving the empowerment of the State and Indonesian Nation from the independence of its villages. This is done by establishing a Village economic institution, namely Village-Owned Enterprises (BUMDES).In this research, the approach used is qualitative with descriptive research type. The research location is in the Village Gersik Putih with the research site at BUMDES Desa Gersik Putih Kec. Gapura Kab. Sumenep. The data sources used are primary data and secondary data. The data collection technique is done by using interview, observation, and documentation techniques. The data analysis technique used consists of data reduction, presentation and verification, which is also called drawing conclusions.The results showed that by empowering the people of Gersik Putih Village, including people who have businesses, the poor, women's business groups, and local residents of Gersik Putih Village, the form of empowerment was by managing various preparations including processed milkfish brains, milkfish brain cakes, fried milkfish. , and roasted / grilled milkfish, BUMDES policies in choosing management have the ability, experience in organizing economic development, and community empowerment, the implementation of policies of the parties involved in implementing policies of all BUMDES administrators, heads, secretaries, treasurers, heads of business units, and workers, the public response in implementing their policies is very good, the obstacles faced by BUMDES in implementing their policies are that some people who have businesses do not want to join BUMDES, the welfare of the community since the existence of BUMDES they have regular income, the needs of the community are all separated nuhi, the economic impact of the village has increased. Keywords: BUMDES Policy, People's Economic Empowerment, Community Welfare.

Abstract

Abstract Inovasi dalam pelayanan publik sangat diperlukan bagi instansi pemerintah sebagai penyelenggara pelayanan publik agar dapat beradaptasi dengan perubahan lingkungan di masyarakat serta memudahkan pencapaian tujuan berbagai pihak. Inovasi merupakan salah satu wujud upaya reformasi pelayanan publik agar dapat menciptakan pelayanan yang efektif, efisien, akuntabel serta transparan demi terwujudnya good governance. Salah satu wujud inovasi adalah penggunaan e-government dalam pelayanan publik, sebagaimana yang diterapkan pada Badan Perencanaan Pembangunan Daerah (BAPPEDA) Kabupaten Mojokerto melalui inovasi pelayanan Sistem Informasi Penataan Ruang (SIPR) berbasis website “Majapahit GIS” yang telah digagas sejak akhir Tahun 2017.Penelitian ini bertujuan untuk menganalisis penerapan inovasi pelayanan berbasis website (e-government) pada pelayanan Sistem Informasi Penataan Ruang (SIPR) “Majapahit GIS” di BAPPEDA Kabupaten Mojokerto. Metode penelitian menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data berupa wawancara, observasi dan studi dokumenSedangkan fokus penelitian ini yaitu: 1) Penerapan inovasi pelayanan berbasis website meliputi : efektivitas inovasi, keberhasilan penerapan e-government, dan penerapan prinsip-prinsip pelayanan publik; 2) Faktor pendorong dan penghambat; 3) Strategi mengatasi hambatan dalam inovasi pelayanan. Analisis data menggunakan teknik interaktif model dari Miles, Huberman and Saldana (2014). Hasil penelitian menunjukkan bahwa inovasi pelayanan berbasis website Sistem Informasi Penataan Ruang (SIPR) “Majapahit GIS” di BAPPEDA Kabupaten Mojokerto telah berjalan cukup efektif dan telah memenuhi prinsip-prinsip aksestabilitas, kontinuitas, teknikalitas, profitabilitas, dan akuntabilitas.  namun belum berhasil optimal dalam  mewujudkan “one database system” atau sistem layanan terintegrasi yang dapat menyediakan seluruh data untuk mendukung perencanaan pembangunan wilayah di Kabupaten Mojokerto. Faktor pendorong dalam inovasi ini adalah komitmen pimpinan, sumber daya manusia, sarana prasarana serta dukungan kebijakan pemerintah pusat. Sedangkan faktor penghambatnya meliputi : kurangnya tenaga ahli di bidang IT, akses yang lamban karena aplikasi menggunakan jaringan internet terbuka, menu dialog publik yang belum efektif untuk konsultasi, kurangnya data pendukung, kurangnya dukungan pemerintah daerah dan sistem reward and punishment yang mendukung pelaksanaan kebijakan “one database system”. Strategi untuk mengatasi hambatan dalam inovasi ini meliputi : 1) penggunaan jaringan fiber optic yang disediakan pemerintah daerah untuk meningkatkan kesepatan akses pelayanan online; 2) Optimalisasi fungsi menu dialog publik; 3) Menjalin kerjasama dengan sektor swasta dalam penyediaan tenaga ahli di bidang IT Kata kunci : inovasi, efektivitas, e-government, informasi tata ruang
