Abstract

Zonasi batas maritim diatur dalam United Nations Convention on the Law of the Sea (UNCLOS) 1982 dan telah diratifikasi oleh sebagian besar negara pantai di dunia, termasuk Indonesia dan Malaysia. Indonesia memiliki batas daratan dengan Malaysia di P. Sebatik dan memiliki batas maritim di Laut Sulawesi. Wilayah yang menjadi cakupan penelitian adalah 01°4653" LU - 04°1010" LU dan 117°54’29” BT - 119°0226" BT. Pengolahan data terdiri dari transformasi koordinat geografis Peta Laut Indonesia, British Admiralty Charts, dan Peta Malaysia 1979 menjadi koordinat mercator, serta digitasi yang dilakukan terhadap peta laut dan memproyeksikan zona maritim sesuai dengan UNCLOS 1982 dan Technical Aspects on the Law of the Sea (TALOS). Proyeksi batas maritim dilakukan dengan metode sama jarak dengan circle three points method dan topology. Analisis data dilakukan secara automatik dengan Caris Lots sebagai software pemetaan batas maritim. Selanjutnya dilakukan plotting  koordinat blok-blok konsesi yaitu Bukat, Ambalat dan East-Ambalat.  Hasil plotting koordinat menunjukkan bahwa konsesi Blok Bukat termasuk dalam laut teritorial Indonesia. Blok Ambalat termasuk dalam Zona Tambahan Indonesia, sedangkan Blok East Ambalat termasuk dalam Zona Tambahan dan Zona Ekonomi Eksklusif (ZEE) yang overlapping antara Indonesia dan Malaysia.Kata Kunci: Topologi Batas Maritim, UNCLOS 1982, TALOS, Caris Lots, Laut SulawesiABSTRACTZonation of maritime boundaries be regulated by United Nations Convention on the Law Of the Sea 1982 which has been ratified by most of coastal states, includes Indonesia and Malaysia. Indonesia has land borders with Malaysia on Sebatik Island and also maritime border in The Celebes Sea. Areas of this study is located in 01°4653" N - 04°1010" N and 117°5429" E - 119°0226" E. Data processing consist of transforming geographic coordinates into mercator on Indonesia Marine Chart, British Admiralty Chart, and Malaysia Map 1979. Subsequently, digitized on Marine Chart and projecting maritime boundary accordance with the UNCLOS 1982 and the Technical Aspects on the Law of the Sea (TALOS). Maritime boundary is created by equidistant method using circle three points method and topology. Data analysis automatically carried out by Caris Lots software. Then, plotting of the coordinates of the concession blocks of Bukat, Ambalat and East-Ambalat carried out on the basemap. The results of plotting the coordinates concession, Block of Bukat is within territorial sea of Indonesia. Block of Ambalat is within the territorial sea and Additional Zone for Indonesia, while the conssesion block of East Ambalat is fall within the contiguous zone and Exclusive Economic Zone of Indonesia-Malaysia, which are overlapping.Keywords: Maritime Boundary Topology, UNCLOS 1982, TALOS, Caris Lots, Celebes Sea
