Abstract

Conversion of paddy fields in Indonesia is quite alarming, reaching an average area of 10 thousand hectares per year. Various regulations have been created and assigned; however, they are considered not to effectively reduce the rate of conversion of the existing paddy fields. The paddy field conversion has brought about negative impacts on the national food security. To overcome these, besides issuing the government regulations to reduce the rate of paddy field conversion, the government has also set a number of policies to boost rice production and to improve the welfare of farmers. One policy is the pricing policy by the Government Purchase Price (grains/rice). This study aimed to analyze the paddy field conversion in Indonesia and its effect on the Government Purchase Price (grains/rice). The data used in this research were the dynamic time series data from the years of 1990-2010, with the consideration of the upward trend in paddy field conversion in Indonesia. The models built an econometric model of simultaneous equations consisted of 41 equations (19 structural equations and 22 identity equations) or in other words, the model consisted of 41 endogenous variables. The results showed that the real prices (grains/rice) of the government purchases have inelastic responses to the changes of all explanatory variables in the short and long terms. The conversion of paddy fields in Indonesia has not only reduced the existing rice production capacity but also has affected the government purchase price policy (grains/rice). The government requires to implement the multi qualities of the government purchasing pries (HPP) for both grains and rice. Keywords: rice, grain, government purchase price, paddy field conversion

Abstract

The objectives of this research were: (1) to analyze the use of labor allocation, productivity and income of swamp rice farmers of users and non-users of combine harvester technology; (2) to explore the impact of combine harvester technology and other factors on rice farm income; and (3) to analyze the impacts of using combine harvester technology on the socio-economic condition of farmers and harvest workers. From the result of the research, it can be seen that the amount of labor allocation in swamp rice farming conducted by farmer users of combine harvester is smaller than that of the non-users, that is 57,60 HOK and 117,63 HOK respectively. The productivity of swamp rice farming on the users is 4.543.56 kg per hectare per year in the form of dry grains whereas that of the non-users only reached 4,423,33 kg per hectare per year. Income of swamp rice farming using combine harvester is larger if compared with that of the non users that is equal to Rp14,942,737.16 per hectare per year for the users and Rp9,954,095.76 per hectare per year for the non-users. From the result of regression analysis, it can be seen that dummy variables of combine harvester technology, experience of farming, productivity, fertilizer cost, pesticide cost and labor cost have significant impacts on rice farmer income. Combine Harvester technology has both positive and negative impacts on social, economic and technical conditions in swamp rice farming for the farmers and worker harvesters. Keywords: combine harvester, social, economy, rice, swamp

Abstract

The high rate of conversion of rice fields in Indonesia is the logical consequence of the development of a region. Land will have rather a function of the use which has low towards the economic rent of land use which is able to provide higher economic rents. In addition, an increasing number of people are also believed to further increase the pressure on wetland conversion. This study aims to analyze the correlation between the rice fields area in Indonesia with the development of the region, which is proxied by economic growth, and population. The method used is the literature of the time-series data in 1990-2010, which is sourced from the Central Bureau of Statistics. Data processing method using Pearson Product Moment analysis. The study showed that variables rice-fields area in Indonesia have a strong relationship with the variables economic growth; and conversely, have a weak association with a variable number of the population. This suggests that the development of an area applying pressure on rice fields land use, so that instead of rice-fields function cannot be avoided. Governments need to issue regulations restricting the transfer of rice-fields function.

Abstract

Abstract

This study aims to (1) analyze the structure of the household income of farmers during the covid-19 pandemic; and (2) analyze the household resilience of rice farmers in the Lebak swamp land and the factors that influence it. The research method used is a survey method with a sample of 60 rice farmers, which are divided into 2 strata, IP100 and IP200 farmers. The data analysis used for the first purpose is descriptive analysis method with tabulation, while the second objective uses multiple regression analysis. The results showed that the household income structure of the Lebak swamp rice farmers during the Covid-19 pandemic, both IP100 and IP200, was obtained from income from rice farming and outside farming, such as trade, iron welders and construction workers. From the research results, it can also be seen that the IP100 and IP200 farmers' resilience levels are relatively the same, namely in the high and medium categories. This is because the dominant source of livelihood is obtained from rice farming which in less than six months has harvested or generated income. The forms of livelihood resilience carried out by rice farming households in the Lebak swamp land include the use of savings, the use of social capital and the use of remittances. From the results of multiple linear regression analysis, it can be seen that there are three variables that significantly influence the level of household livelihood resilience of rice farmers in the Lebak swamp land, namely the farming experience variable, the farmer group membership dummy and the cropping index dummy.

Abstract

Utilizing the potential that exists in oneself and the surrounding environment is one way to be able to adapt to current conditions. The COVID-19 pandemic has also had an impact on the condition of farming activities in Keramasan Village. In addition to the distribution of production results, the pandemic also has an impact on the production process, resulting in a decrease in production at the lowland swamp farmer level. But on the other hand, farmers in Keramasan Village have their own local wisdom in carrying out farming activities. This attracted the attention of researchers to examine how existing local wisdom supports rice farming activities during the pandemic and how it affects the household income of rice farmers in wetlands (sub optimal). The results of this study indicate that the majority of the community still maintains local wisdom of rice management in the Lebak wetlands, especially in cultivation. Local wisdom of farmers in managing rice crops includes seed procurement, planting, harvesting, and operations post-harvestLocal wisdom in procuring seeds is that farmers still use the seeds from the previous harvest, borrow and use the planting and seedling system. Local wisdom about harvesting uses simple tools such as sickles and machetes. Finally, it is post-harvest local wisdom for farmers to sell their harvests directly to middlemen who come to their land during the harvest process.

Abstract

Yamin M, Arbi M, Januarti I, Sari YP, Pramalia RP. 2022. The relationship between work time allocation and economic conditions of the swamp land farmers on Kemaro Island. In: Herlinda S et al. (Eds.), Prosiding Seminar Nasional Lahan Suboptimal ke-10 Tahun 2022, Palembang  27 Oktober 2022. pp. 243-253.  Palembang: Penerbit & Percetakan Universitas Sriwijaya (UNSRI).The level of soil fertility and agricultural infrastructure in swam is relatively lower than the irrigated paddy fields. So that the allocation of working time greatly affects the success of the farming business. The purpose of this study was to analyze the relationship between the allocation of working time and the economic conditions of farmers on Kemaro Island, Palembang City. This study has used a survey method with simple random sampling. The number of samples that have been taken is 44 respondents or 55% of the population. The results of this study showed that the total allocation of working time for farmer families was 367.12 HOK / year. In detail, the allocation for agriculture is 56.06 HOK/year and 311.06 HOK/year allocation for non-agricultural. The socioeconomic condition of farming families is relatively low, as evidenced by the fact that 36% of farming families are below the poverty line and the rest are close to poor.  There is a significant relationship between the allocation of working time and the economic conditions of the farming family. It can be concluded that the condition of farmers on tidal lands with a low level of soil fertility, infrastructure and technology, the allocation of working time is an important factor for improving the socioeconomic conditions of farmer families. There is a significant relationship between the allocation of working time and the income of farmer’s family.
