Abstract

This study aims at investigating gender based students’ stress pattern at Regional office of  Ternate. The respondents of this study were 160 students of Faculty of Economy in At regional office Ternate  consisting 40 male respondents and 40 female respondents of Management study program, and 40 male respondents and 40 female respondents of Accounting study program. To gather the data, a survey method was employed. Data was analyzed by using Importance Performance Analysis. The results showed that nothing was recommended for improvement atthe Regional office of Ternate economic faculty.

Abstract

The number of employees needs to be based on the workload of administrative staff UPBJJ-UT Ternate. To calculate the activity time employees who used to work and time are not, researchers using work sampling table. Methods of calculating labor requirements are based on the calculation of the workload with the approach per duties of office according MenPAN No. KEP/75/M.PAN/7/2004 on Guidelines for Employee Needs Calculation based Workload in the framework of preparation of formation of civil servants. Samples were UPBJJ-UT Ternate employee status with the principal administrative officer jobs based Target Achievement Quality Employees (CSKP). Calculation and data processing using Microsoft Excel. The study concluded that there is a significant result in the use of working time and to have the results of the number of employees needed for the actual number of employees, it is known that there are 7 functions of employees, unit administrative KTU has an excess number of employees as much as 1 employee and BPP has a shortage of employees as many as 1 employee. For registration and testing PDA unit has a shortage of the number of employees as much as 1 employee. Jumlah kebutuhan pegawai harus didasarkan kepada beban kerja pegawai administrasi UPBJJ-UT Ternate. Untuk menghitung waktu aktifitas pegawai yang digunakan untuk bekerja dan waktu yang tidak, peneliti menggunakan tabel work sampling. Metode perhitungan kebutuhan tenaga kerja didasarkan pada perhitungan beban kerja dengan pendekatan per tugas jabatan sesuai Keputusan MenPAN Nomor: KEP/75/M.PAN/7/2004 tentang Pedoman Perhitungan Kebutuhan Pegawai berdasarkan Beban Kerja dalam rangka Penyusunan Formasi PNS. Sampel penelitian adalah pegawai UPBJJ-UT Ternate berstatus pegawai administrasi dengan pokok pekerjaan didasarkan Capaian Sasaran Kualitas Pegawai (CSKP). Perhitungan dan pengolahan data menggunakan Microsoft Excel. Penelitian ini menyimpulkan bahwa terdapat hasil yang signifikan pada penggunaan waktu kerja dan memiliki hasil jumlah karyawan yang dibutuhkan terhadap jumlah aktual karyawan, dapat diketahui bahwa terdapat 7 fungsi karyawan, unit tata usaha KTU memiliki kelebihan jumlah karyawan sebanyak 1 orang karyawan dan BPP memiliki kekurangan jumlah karyawan sebanyak 1 orang karyawan. Untuk unit registrasi dan pengujian PDA memiliki kekurangan jumlah karyawan sebanyak 1 orang karyawan.

Abstract

This study aims to measure the opportunities and challenges Institusion Universitas Terbuka of Regional office Ternate (UPBJJ-UT Ternate) through the expectations of high school students towards universities. Students' expectations of higher education are measured by the marketing mix of higher education services which include products, prices, places, promotions, people, process and physical evidence. This research is a qualitative descriptive study. The sources of information in this study were students in class XII in the city of Tidore Islands and West Halmahera Regency with a total sample of 461 students. Data collection techniques use interviews, observation and documentation. Data were analyzed using models from Milles and Michael Huberman with the stages of data collection, data reduction, data presentation, and conclusion drawing.  The results of the study show that: 1) In the aspect of the product, students consider universities that have study programs / majors that are of interest to students; 2). In the price aspect, students consider universities that offer SPP fees affordable; 3). In the aspect of place, students are more expecting higher education that is close to the city center; 4). In the aspect of promotion, students prefer universities that conduct face-to-face promotions in their schools; 5). In the aspect of people, students expect universities that have lecturers / tutors with capable educational qualifications; 6). In the aspect of process, students expect universities that have easy new student registration programs; and 7). In the aspect of physical evidence, students expect higher education institutions with comfortable learning spaces. Penelitian ini bertujuan untuk mengukur peluang dan tantangan Institusi Universitas Terbuka pada kantor regional Ternate (UPBJJ-UT Ternate) melalui ekspektasi siswa SLTA terhadap Perguruan Tinggi. Ekspektasi siswa terhadap perguruan tinggi diukur dengan bauran pemasaran jasa perguruan tinggi yang meliputi produk, harga, tempat, promosi, sumber daya manusia, aktivitas operasional dan sarana dan prasarana. Penelitian ini merupakan penelitian deskriptif kualitatif. Sumber informasi dalam penelitian ini adalah siswa kelas XII di kota Tidore Kepulauan dan Kabupaten Halmahera Barat dengan total sampel sebanyak 461 Siswa. Teknik pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Data dianalisis dengan menggunakan model dari Milles dan Michael Huberman dengan tahapan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa: 1) Pada aspek produk, siswa lebih mempertimbangkan perguruan tinggi yang memiliki program studi/jurusan yang diminati oleh siswa; 2). Pada aspek harga, siswa lebih mempertimbangkan perguruan tinggi yang menawarkan biaya SPP yang terjangkau; 3). Pada aspek tempat, siswa lebih mengharapkan perguruan tinggi yang dekat dengan pusat kota; 4). Pada aspek promosi, siswa lebih memilih perguruan tinggi yang melakukan promosi melalui tatap muka langsung di sekolah mereka; 5). Pada aspek sumber daya manusia, siswa lebih mengharapkan perguruan tinggi yang memiliki dosen/tutor dengan kualifikasi pendidikan yang kapabel; 6). Pada aspek aktivitas operasional, siswa lebih mengharapkan perguruan tinggi yang memiliki program pendaftaran mahasiswa baru yang mudah; dan 7). Pada aspek sarana dan prasarana, siswa lebih mengharapkan perguruan tinggi dengan ruang belajar yang nyaman.

Abstract

ABSTRAK Penelitian ini bertujuan untuk menguji pengaruh keserakahan, kesempatan, kebutuhan dan pengungkapan terhadap perilaku kecurangan akademik. Populasi Penelitian ini adalah 1.568 mahasiswa Strata satu (S-1) dilingkungan Universitas Terbuka UPBJJ Ternate dengan jumlah sampel sebanyak 350 dan sampel pengamatan sebanyak 205. Metode penelitian ini adalah analisis regresi berganda dengan menggunakan SPSS. Hasil Penelitian ini menunjukan bahwa variabel kebutuhan  dan pengungkapan secara parsial berpengaruh terhadap kecurangan akademik, sedangkan variabel keserakahan dan kesempatan  tidak berpengaruh terhadap kecurangan akademik. Secara Simultan variabel kebutuhan, pengungkapan, keserakahan dan kesempatan  bersama-sama berpengaruh terhadap kecurangan  akademik. ABSTRACT This study aims to examine the effect of greed, opportunity, needs and exposes of academic fraud behavior on undergraduate students. The population of this study was 1,568 students Universitas Terbuka UPBJJ Ternate, with a total sample of 350 samples and an observation sample of 205. The method used is multiple regression analysis using SPSS. The results of this study indicate that the needs and exposes variables partially affect academic fraud, while the variables of greed and opportunity do not affect academic fraud. Simultaneously the variables of need, exposes, greed and opportunity together influence academic fraud

Abstract

ABSTRAK Kebutuhan air bersih di perkotaan makin meningkat sedangkan ketersediaan sumber air kian berkurang, bebagai upaya dilakukan oleh pemerintah dalam mengatasi krisis air tersebut dengan dikeluarkannya kebijakan yang variatif. PDAM diharapkan merumuskan kebijakan dan melaksanakan kebijakan terkait dengan mengantisipasi krisis air bersih di Kota Ternate yang kina mengkhawatirkan. Tujuan penelitian ini untuk mengetahui implementasi kebijakan PDAM untuk mengidentifikasi dampak krisis air bersih di Kota Ternate, sehingga untuk hasil penelitian ini diharapkan dapat bermanfaat bagi pemerintah daerah dalam meningkatkan pelayanan kepada masyarakat terhadap krisis air bersih. Metode analisis data yang digunakan yang digunakan dalam penelitian ini deskriptif kualitatif.Deskriptif kualitatif merupakan metode yang digunakan untuk mengeksplorasi temuan di lapangan. Hasil penelitian menunjukkan bahwa kebijakan PDAM dalam mengatasi krisis air bersih sudah maksimal, namun kedasaran dan kepedulian masyarakat masih minim sehingga perlu adanya inovasi mencari sumber air bersih di luar Kota Ternate untuk memenuhi kebutuhan primer dan sekunder masyarakat.   ABSTRACT The need for clean water in urban areas is increasing while the availability of water resources is decreasing, various efforts have been made by the government in overcoming the water crisis by issuing various policies. The PDAM is expected to formulate policies and implement policies related to anticipating the crisis of clean water in Ternate City which is worryingly worrying. The purpose of this study is to find out the implementation of PDAM policies to identify the impact of the clean water crisis in Ternate City, so that the results of this study are expected to be useful for local governments in improving public services for the clean water crisis. The data analysis method used used in this study is qualitative descriptive. Qualitative descriptive is a method used to explore findings in the field. The results showed that the PDAM's policy in overcoming the clean water crisis had been maximized, but the public awareness and concern was still minimal, so innovation was needed to find clean water sources outside Ternate City to meet the primary and secondary needs of the community.

Abstract

This study aims to determine the influence of learning facilities and student learning motivation towards the independence of student learning. The result of the research shows that there is positive and significant influence of learning tool (X1) on learning independence (Y). It is obtained by tvalue (2,159) with p = 0,034 <0,05 and ttable at 5% significant level with df = 78 equal to 1,991. There is a positive and significant influence of learning motivation (X2) on learning independence (Y). It is obtained tvalue (7,858) with p = 0,000 <0,05 and ttable at 5% significant level with df = 78 equal to 1,991. There is a positive and significant influence of learning facilities (X1) and learning motivation (X2) simultaneously to the independence of learning (Y). This shows the coefficient of double correlation RY (1,2) = 0,746 and R² = 0,557 and price Fvalue equal to 48,980 with p = 0,000 <0,05 and Ftable = 3,11 at 5% significant level. Coefficient value X1 = 0,186 and X2 = 0,647, constant number equal to 8,650 so that can be made regression equation Y = 8,650 + 0,186X1 + 0,647X2. The higher the learning means (X1) and the learning motivation (X2), the higher the learning independence (Y). Coefficient of Determination is R² of 0,557. Means 55,7% learning independence is explained by learning tools and learning motivation. Meanwhile, 44,3% is explained by other factors not discussed in this study. The study concludes that partially, learning facilities and student learning motivation has a positive and significant effect on student independence (self-sufficiency) in learning.  In addition, both learning facility and motivation have a positive and significant effect on student learning independence or sense of self-sufficiency. Penelitian ini bertujuan untuk mengetahui pengaruh fasilitas belajar dan motivasi belajar siswa terhadap kemandirian belajar siswa. Hasil penelitian menunjukkan bahwa ada pengaruh yang positif dan signifikan sanara belajar (X1) terhadap kemandirian belajar (Y). Hal ini diperoleh dengan nilai thitung (2,159) dengan p = 0,034 <0,05 dan ttabel pada 5% tingkat signifikan dengan df = 78 sama dengan 1,991. Ada pengaruh positif dan signifikan motivasi belajar (X2) pada kemandirian belajar (Y). Diperoleh nilai thitung (7,858) dengan p = 0,000 <0,05 dan ttabel pada taraf signifikan 5% dengan df = 78 sebesar 1,991. Ada pengaruh yang positif dan signifikan dari fasilitas belajar (X1) dan motivasi belajar (X2) secara bersamaan terhadap kemandirian belajar (Y). Hal ini menunjukkan koefisien korelasi ganda RY (1,2) = 0,746 dan R² = 0,557 dan harga Fhitung sebesar 48,980 dengan p = 0,000 <0,05 dan Ftabel = 3,11 pada taraf signifikan 5%. Nilai koefisien X1 = 0,186 dan X2 = 0,647, bilangan konstan sebesar 8,650 sehingga dapat dibuat persamaan regresi Y = 8,650 + 0,186X1 + 0,647X2. Semakin tinggi nilai sarana belajar (X1) dan motivasi belajar (X2), semakin tinggi kemandirian belajar (Y). Koefisien Determinasi adalah R² 0,557. Berarti 55,7% kemandirian belajar dijelaskan oleh alat belajar dan motivasi belajar. Sementara itu, 44,3% dijelaskan oleh faktor-faktor lain yang tidak dibahas dalam penelitian ini. Penelitian ini menyimpulkan bahwa secara parsial, baik ketersediaan sarana prasaran belajar dan motivasi berpengaruh positif dan signifikan pada kemandirian mahasiswa, dari dari kedua variable tersebut motivasi mempunyai pengaruh lebih besar. Secara simultan ketersediaan sarana prasarana dalam belajar dan pembelajaran, serta motivasi berpengaruh positif terhadap kemandirian belajar.

Abstract

This study aims to evaluate the implementation of the policy of providing performance allowance to employees at the Secretariat of the General Elections Commission (GEC) Kota Ternate, as well as their supporting and obstacle factors. This research is a descriptive qualitative research by using case study. The research data were obtained from informants who were respondents, ranging from staff to officials at the Secretariat of the General Elections Commission Kota Ternate. The results of the study showed that although the implementation of the performance allowance was already running  there were still some deviations in its management, namely: 1) no socialization or training was held on the management of performance allowance involving GEC Kota Ternate; 2) there is no appointment of a performance allowance management officer, namely the Performance Allowance Management Officer or the control book Management Officer, therefore, it happens overlap working  with routine treasurer; 3) there is not a standard operating procedure (SOP) as an assessment standard that aims to provide an assessment and sanctions against employees who do not carry out their duties and functions.

Abstract

This study aims to evaluate the implementation of the policy of providing performance allowance to employees at the Secretariat of the General Elections Commission (GEC) Kota Ternate, as well as their supporting and obstacle factors. This research is a descriptive qualitative research by using case study. The research data were obtained from informants who were respondents, ranging from staff to officials at the Secretariat of the General Elections Commission Kota Ternate. The results of the study showed that although the implementation of the performance allowance was already running  there were still some deviations in its management, namely: 1) no socialization or training was held on the management of performance allowance involving GEC Kota Ternate; 2) there is no appointment of a performance allowance management officer, namely the Performance Allowance Management Officer or the control book Management Officer, therefore, it happens overlap working  with routine treasurer; 3) there is not a standard operating procedure (SOP) as an assessment standard that aims to provide an assessment and sanctions against employees who do not carry out their duties and functions.Â
