Abstract

Tahapan Pilkada Kabupaten Samosir tahun 2015 khususnya pada pendaftaran pemilih menuai berbagai kendala. Integritas dari Pemilu mengharuskan adanya jaminan kesetaraan hak-hak politik dan hak pilih universal pada setiap warga negara. BerdasarkanData Penduduk Potensial Pemilih Pemilihan (DP4) yang disediakan oleh Kementerian Dalam Negeri, sebagai sumber awal pendataan yang kemudian dimutakhirkan dengan data di lapangan, ditemukan sejumlah calon pemilih yang sudah berhak memilih namun tidak terdaftar dalam DP4 karena ketiadaan dokumen kependudukan sehingga secara administrasi mereka tidak berhak untuk didaftarkan. Komisi Pemilihan Umum Kabupaten Samosir sebagai penyelenggara Pemilu berusaha melindungi hak konstitusi setiap warga negara tanpa terkecuali dengan mengakomodir mereka melalui penggunaan Surat Keterangan Domisili (SKD) yang hanya dikeluarkan oleh Kepala Desa/Lurah.Namun sesuai Undang-undang Adminitrasi Kependudukan hal ini bukan bagian dari dokumen kependudukan.Permasalahan yang muncul adalah bagaimana efektivitas kehadiran SKD dalam melindungi hak pilih warga.Adapun penelitian ini menggunakan metode kualitatif deskriptif dengan menggunakan konsep Pemiluberintegritas dan kesetaraan hak politik sebagai pisau analisis. Hasil analisis menunjukan bahwa akomodir penggunaan SKD tersebut dinilai efektif melindungi hak pilih warga yang sebelumnya terancam hilang yaitu mereka dari kalangan pemilih pemula, pemilih apatis terhadap dokumen kependudukan dan pemilih dari penganut aliran kepecayaanParmalim. Pada akhir tulisan ini, penulis menyarankan dalam rangka pemberian jaminan hak pilih melalui akurasi data Pemilu, diperlukan adanya penyesuaian regulasi antara teknis pendataan pemilih dengan kependudukan, memelihara data base pemilih secara berkelanjutan dan integrasi data base pemilih dengan data administrasi kependudukan.

Abstract

This article aims to discuss the behavior of voters in the City of Sukabumi in the Gubernatorial Election of West Java Province in 2018. This research is motivated by the anomaly of the survey results. A pair of candidates who were unseeded before obtained an increase of votes unpredictably. This research focuses on the pattern of behavior of citizens in determining their choices regarding the election. This research applies the cognitive domain model theory to study the pattern of voting behavior. In collecting data, the author distributed questionnaires to 140 respondents chosen from the official voters? list. The distribution of sample areas uses stratified random sampling techniques. The author analyzes data by using multinomial logistic regression. This study concludes that social image and candidates? images partially become the main consideration in voting behavior. Social image is the only significant factor that influences the voters in deciding their choice. This study concludes that the psychological approach becomes the main basis that underlies the voting behavior of voters and the main identification of the candidate.

Abstract

Indonesia is an archipelagic country, of course, with the many islands owned by the Indonesian people, Indonesia is rich in natural resources and also rich in ethnic, religious and cultural diversity. Wealth, in turn, has an impact on the emergence of threats in people's lives in the form of conflicts and if this continues, it is one of the signs that Indonesian nationalism, especially in Bandung, is experiencing a threat and of course it will have an impact on security. This study uses an attitude theory approach, nationalism theory and security. This research method is quantitative with a questionnaire measuring instrument that is prepared based on research indicators sourced from research variables. The data analysis used simple linear regression analysis with the result that there was an influence of youth nationalism attitudes towards security with a contribution of 44%. From these results it can be concluded that there is indeed an effect of nationalism on security where the lower the attitude of nationalism, the lower the security in the city of Bandung, and vice versa.

Abstract

 This study analyzes about accomodating the electors registration for those Who do not have citizenship document. Due to the equality guarantee of Political rights and universal suffrage to each citizen is a format of democratic and integrated election without any discrimination. The problem arise is how effective the presence of domicile certificate in protecting the citizen suffrage is? Analizing it by using qualitative approach of case study. The result shows that 1,36% or 1.285 People of 94.454 total of their voter list are novice voter, apathetic voters to their demographic documents and voters from trusts who previously had Lost the election rights. However the polemic emerged later is even stipulated in the regulation of general election commission, it is feared to result in mibilization as well as in contrast with domicile administrative formation. Hence, for the election data accuracy, regulation adjustment is needed between voter data and population, maintaining sustainable previous voter data base Key Word: Integrated Election, Voter Registration, SKD, KPU Samosir.

Abstract

Amid public concern about increasing radicalism and intolerance among Indonesianstudents, discussions on the importance of peaceful education came again to draw attention. Through a qualitative research, we found a method of peaceful education teaching that is intrinsic and based on local wisdom about the feminine attributes of God which can be internalized by students so that they have a culture of peace. Through this method, the Syukrillah Islamic Boarding School, Cipongkor, West Java, has taught a comprehensive understanding of religion, recognition of different opinions on religions, and feminine characteristics which are essential qualities desired in peaceful education. This article offers a new perspective of peaceful education by adopting a local wisdom concept that hopefully enriches the discussion of peaceful education.

Abstract

The development of increasingly accessible digital media has resulted in reasonably intense dynamics of political behaviour and articulation. However, the influence of the internet and social media use on Indonesian political culture has not been much discussed. This article explains changes in contemporary Indonesia’s political culture that align with the proliferation of new digital media by considering socio-political conditions and modernization. In its analysis, this article employs a historical-comparative method with an interpretive approach. The results of this study demonstrate that the traditional conception of power relation has historically influenced Indonesian political culture. In the post-Suharto era, the direct electoral system and primacy of television media promoted popular voter preferences that degraded traditional charismatic figures. The rise of the Internet and social media then had democratizing implications by increasing online public discussion. However, subsequent development of new digital media also illustrated counterproductive trajectory to democratic values as online frictions triggered ethnic and religious-based regrouping. Finally, this article considers that although widespread usage of the Internet and social media inspire democratic implications to Indonesian political culture, longstanding and deep-rooted traits, such as primordialism, persist within this more digitalized society.

Abstract

Bandung Regency Government has implemented an information technology-based State Civil Servant (ASN) Performance Appraisal System, namely: Sabilulungan Employee Performance Appraisal System (SASIKAP) since 2018. This article aims to evaluate the implementation of SASIKAP in the last three years. The author uses the theory of policy implementation evaluation from William N. Dunn and qualitative methods for data collection and analysis. The results of this evaluation find that the implementation of SASIKAP policy has been effective; efficient; good enough in achieving goals and solving problems; rational alignment, responsive to developments, and appropriate in overcoming employee performance problems in Bandung Regency Government.

Abstract

Angkatan Muda Siliwangi (AMS) as a community organization participated in politics in the 2018 West Java Governor and Vice Governor elections, throught its support for Ridwan Kamil and Uu Ruzhanul Ulum. This research is about analysis related to thr mobilization of votes out by the AMS to capture voter’s votes. This research used qualitative methods with descriptive analysis techniques. Data collection wa carried out thought in depth interviews with related parties and document studies. The analysis of this researh was carried out by means of reduction, presentayion, conclusions and verification. The results showed that AMS was participated tu supporting Ridwan Kamil and Uu Ruzhanul Ulum in election. The member of AMS has done any activity, including: participation in volunteer formation; active in the Ridwan Kamil and Uu Ruzhanul Ulum’s campaign; socializing and communication with the society as the voter, including leaders and senior, to other millenials. In the other side, Ridwan Kamil and Uu Ruzhanul Ulum’s campaign is carried out through social media.

Abstract

The reunification of Korea is something that has been continuously discussed in every government of the presidents of South Korea. The concept of foreign policy of the 11th President of South Korea, Park Geun-hye, is known as Trust-Politics Policy. Trust-politics is President Park's overarching political philosophy. It is a vision and a policy tool applied to domestic politics and international relations. At its heart lies the concept of trust. Trust-Political Policy, influenced by internal and external factors. This politics seeks to build mutually binding expectations based on global norms. The purpose of the problem in this research is to find out the idea of reunification of South and North Korea during President Park and to explain South Korea's Trust-Political Policy to North Korea in the context of Korean Reunification. Researchers used qualitative research methods with literature study techniques in the process of collecting data. Based on the results of discussion and data analysis, reunification can be carried out using three Korean reunification scenarios, namely unification through evolution and adaptation systems, unification through collapse and absorption, and unification through conflict. As well as the idiosyncratic factors that influence Park in politics are factors of leadership, belief, culture, and the political system.
