Abstract

The research aim to know the transaction cost in government management prospective consist of the government cost and market cost with suitable the government service in government management prospective. The result of government in applied of transaction cost have affect by the government cost suitable with routine cost, development cost, human resource cost and facility cost suitable with information, administration, operational and technology costs in applied the suitable of service with principle, accountable, leadership, productivity and service quality. The appointment of market cost have positive toward transaction cost for several activity or job program in government scope. The government instance have responsibility in appointment of transaction cost with give of propose planning suitable with need of government in applied of information, administration, operational and technology cost which affected toward suitable of service. Although the transaction cost in specific occured with the transaction cost particularly relate with cost transaction because the government cost require to suitable with transaction cost.

Abstract

The research aims to know the application policy of organization communication which applied by the government in Indonesia. These research applied to Government in Indonesia. The informant namely has relevant to the task to give policy which must be applied related to the policy of organizational communication. Data analysis which collected it as well as primary and secondary data and further to arrange, to analysis, to interpretation then takes conclusion as the answer to a problem. The result of research showed that organization communication has communicated by a head of an instance and job unit and subordinate it to an application of main task and function with the aim to task by Governor. The application of organization communication it created of organization climate which conducive in vertically, horizontal and diagonal by a leader of the job unit and subordinate in an organization to applied of policy, main task, and function which obligate it.

Abstract

Penelitian ini bertujuan untuk mengetahui dampak pemilihan kepala daerah (pilkada) langsung dalam kinerja pegawai di Kantor Distrik Sorong Manoi Kota Sorong.  Penelitian dilaksanakan pada Kantor Distrik Sorong Manoi Kota Sorong. Informan penelitian yaitu yang berwenang dalam hal ini seluruh pegawai pada Kantor Distrik Sorong Manoi Kota Sorong. Untuk menganalisis data yang telah terkumpul menggunakan teknik analisa data kualitatif, yaitu data yang telah dikumpulkan, dihimpun baik data primer maupun sekunder dan selanjutnya disusun, dianalisis, diinterprestasikan kemudian diambil kesimpulan sebagai jawaban atas masalah yang diteliti. Hasil penelitian menunjukkan bahwa penerapan komunikasi organisasi yang diterapkan telah dikomunikasikan oleh Kepala Distrik  beserta jajaran unit kerja dan bawahannya dalam menjalankan tugas pokok dan fungsi dalam melaksanakan tugas. Model pilkada langsung diterapkan sebagai mekanisme untuk mengisi jabatan kepala daerah sebagai anti klimaks dan anti tesis dari mekanisme pengisian jabatan kepala daerah sebelumnya dengan cara dipilih oleh DPRD. Dalam proses Pilkada langsung ini terkadang ASN terlibat dalam politik praktis, sebenarnya pemerintah telah mengantisipasi keterlibatan PNS dalam Pilkada dengan dikeluarkannya peraturan pemerintah (PP) Nomor 53 Tahun 2010 untuk menjaga netralitas PNS.
