Terrorism is a form of channel of expression of despair over existing situations and conditions. Parties who fall into the practice of terrorism come from those who are still looking for the truth and tend to shut themselves down to communicate with the surrounding environment. With the rapid penetration of technology and information terrorists are transformed into cell movements that are difficult to identify by law enforcement. The most important thing is how the government responds to and overcome terrorism and all its actions so that it does not cause new terror, especially those carried out by the state. In this case the government should prioritize the moderation approach as an anti-thesis of hard law enforcement as initiated by the Muhammadiyah Mass Organization. The research method that I use in this research is descriptive qualitative. The data collection technique is done by analyzing documents and other materials relevant to the research topic. The theory used in this study is the theory of civil society. Research results show that the moderation approach initiated by the Muhammadiyah organization at least provides a way out that terrorism can be removed from its roots in a humanist way. In addition, this method also provides assurance of respect for human values by not punishing someone based on presumptions, but must first be proven legally and convincingly through judicial decisions.
